headcanon that in the bnha universe, since you legally have to register your quirk you can be 'drafted' into hero work even as a civilian.

A man works at a law firm, no hero work involved in his daily job, but there's an incoming tsunami from a recent earthquake and he has a powerful water-controlling quirk.

Or maybe a saleswoman with a teleportation quirk that can only teleport other people. She's regularly ordered to come in to help pro-heroes and law enforcement.

There are probably limitations on age and how much the civilian can actually do without proper training and certification. As long as the commission signs off on the quirk use and they're only minimally involved. I bet it would be really common, and probably prevent a lot of casualties.
