God's Judgment on the Earth
Behold, the LORD lays waste the earth and leaves it in ruins. He will twist its surface and scatter its inhabitants— people and priest alike, servant and master, maid and mistress, buyer and seller, lender and borrower, creditor and debtor. The earth will be utterly laid waste and thoroughly plundered.
For the LORD has spoken this word.
The earth mourns and withers; the world languishes and fades; the exalted of the earth waste away. The earth is defiled by its people; they have transgressed the laws; they have overstepped the decrees and broken the everlasting covenant. Therefore a curse has consumed the earth, and its inhabitants must bear the guilt; the earth’s dwellers have been burned, and only a few survive.
The new wine dries up, the vine withers. All the merrymakers now groan. The joyful tambourines have ceased; the noise of revelers has stopped; the joyful harp is silent. They no longer sing and drink wine; strong drink is bitter to those who consume it.
The city of chaos is shattered; every house is closed to entry. In the streets they cry out for wine. All joy turns to gloom; rejoicing is exiled from the land. The city is left in ruins; its gate is reduced to rubble. So will it be on the earth and among the nations, like a harvested olive tree, like a gleaning after a grape harvest.
They raise their voices, they shout for joy; from the west they proclaim the majesty of the LORD. Therefore glorify the LORD in the east. Extol the name of the LORD, the God of Israel in the islands of the sea. From the ends of the earth we hear singing: “Glory to the Righteous One.”
But I said, “I am wasting away! I am wasting away! Woe is me.” The treacherous betray; the treacherous deal in treachery. Terror and pit and snare await you, O dweller of the earth. Whoever flees the sound of panic will fall into the pit, and whoever climbs from the pit will be caught in the snare.
For the windows of heaven are open, and the foundations of the earth are shaken. The earth is utterly broken apart, the earth is split open, the earth is shaken violently. The earth staggers like a drunkard and sways like a shack. Earth’s rebellion weighs it down, and it falls, never to rise again.
In that day the LORD will punish the host of heaven above and the kings of the earth below. They will be gathered together like prisoners in a pit. They will be confined to a dungeon and punished after many days. “God is sovereign. He is the supreme authority over everything, including sin and its repercussions. He doesn’t cause anyone to sin, but He will allow temptation to enter our life. And since we have free will and the Holy Spirit, we can decide how to respond. Thankfully, He retains ultimate control and weaves the consequences of our actions in accordance with His purposes.
Sometimes God permits our sin to run its full course. For instance, when the Israelites refused to turn away from their disobedience, He “gave them over to the stubbornness of their heart, to walk by their own plans” (Psalm 81:12). Without divine protection, the nation s uccumbed to corrupt influences and was overrun. Those consequences drove the Israelites to repentance, which was His original plan. Conversely, God will sometimes put an immediate halt to sin. Such was the case when King Abimelech took Abraham’s wife to himself. The king had been misled and was not aware that he was about to commit a sin. But the Lord knew of the deception and intervened (Genesis 20:1-6).
Temptation is inevitable, but engaging with sin is a choice. God’s sovereignty means that any temptation must first pass through His permissive will. In this way, He makes sure His children are never tempted beyond what they can resist (1 Corinthians 10:13).”

Line Upon Line Lesson 059: He Who Fears the Word of the Lord
Exodus 9:20-21 - He who feared the word of the Lord among the servants of Pharaoh made his servants and his livestock flee to the houses. But he who did not regard the word of the Lord left his servants and his livestock in the field.
Some skeptics have claimed there is a contradiction between Exodus 9:6 and Exodus 9:20.  If all the livestock died in verse 6, how could Egyptians have any livestock in verse 20?
Let’s consider that the Bible did not specify how much time passed between the plagues.  Quite some time could have passed between the fifth and seventh plagues.  
 Secondly, verse 3 said the plague would affect the cattle in the field.  Perhaps livestock in shelters and stables were spared.  
Thirdly, the Egyptians could have confiscated some of the livestock if the Israelites after the fifth plague to replace what they lost.  After all, the Israelites were still slaves in Egypt.
In any event there is no conflict between verses 6 and 20.
Let’s read together Genesis 12:3; Psalm 22:27; Proverbs 9:10; and Proverbs 14:1.
Let’s not forget the purpose of the plagues.  God was demonstrating His superiority over the gods of Egypt. None of the false gods or idols the Egyptians were able to protect them. 
Some of the Egyptians were beginning to acknowledge the power of God.  They heeded His warning and brought their livestock and servants indoors.
Let’s read together Isaiah 56:3; Isaiah 60:1-3; Acts 28:24, 28.
God wants to save everyone, even the idol-worshiping Egyptians.
