As a casual Watcher fan, it's too little too late.
First off, I want to say that if you're happy with the apology video, that's great! I'm honestly happy for you. I personally don't feel the same, and I wanted to share my two cents.
I think it's a great apology video that addresses all fan concerns... from Friday. The truth is the response took so long to come out that the community dug out a lot of not-so-great things to light. Everything from homophobia, to entitled behaviors, to cost-breakdowns of productions and the company as a whole. Obviously it's impossible to address all of that at once and maintain any kind of focus, and there's plenty of things that frankly could never truly be discussed with the public.
But by waiting so long to respond these questions did arise and are still in the air. If fans are happy to move on for now that's fine but I get the feeling it'll still bite Watcher sooner or later. How will Watcher address the disconnect between their apparent ambitions for large productions and their audience's desires for small, personality-driven content? What new shows do they hope to produce? Will they reconsider their release schedule to create more content? Will fan-provided content appear behind the pay-wall at all for any length of time???
But for me the biggest question is whether they truly originally wanted to remove ALL of their content from YouTube to a new paywalled platform and give viewers one-month notice. To me, judging by the language in their video, their original statement to Variety, and the fact that they did start removing content after the video dropped all points to yes. Yes, they were going to move all their content to an unsecured platform (with no app, captions, international accessibility!) for $6/month. And they never addressed that in the apology video!!!
I personally just can't get past it on top of all the other things that were brought up in the last 72 hours.

MileApo and the rise of Thai soft power

I've been meaning to sit down and write about this for a while now, ever since I saw the pattern of Mile and Apo injecting it into their talking points about the 2023 historical film, but it's taken some an effort to actually lay it out. Hopefully the time I sat with it will make the it a more insightful, rich reading experience.
Disclaimers:
(1) I have no formal experience in international relations aside from reading and watching the news, but my strong point is research. Folks with a more formal backgrounds in policsci or IR are welcome to add their input!
(2) Comments about policies or political actions of nations, whether positive, neutral or negative, are not meant to reflect on private individuals of the nationality, even those with a notable amount of social-cultural capital. Private individuals, despite their positions of social influence, most often have little to no individual influence on a policy level**.
So without further ado:
What is soft power? (aka soft power for dummies)
Joseph Nye, a then-Harvard professor, coined the term soft power in the 1980s/early 90s. He described it as:
“A country’s ability to influence the preferences and behaviors of various actors in the international arena (states, corporations, communities, publics etc.) through attraction or persuasion rather than coercion.”
In his book Bound to Lead, Nye established that three prongs of a country's soft power were its culture, its political values, and its policies. Here are two different graphics that further break down what those look like when evaluating soft power in practice.

If you feel like all the above is still vague to the point of unparsable in an applied context, I spent the majority of the time researching how to demystify the term especially in the way MileApo discuss it, and found this great explainer:
A strong nation brand and positive soft power perceptions allow a nation to promote itself as a place for people to visit, invest in, and build a reputation for their quality of goods and services. [...] it is often overlooked that a strong nation brand and soft power can deliver better outcomes at home. Primarily it encourages domestic tourism, the consumption of domestic goods and services (rather than imports). Less tangibly it also just makes people feel better about their country.

Expressed in this context, soft power can be understood as the act of building trust in the cultural products of a nation domestically -- some more abstract in the form of art (music, film) and culture, some more concrete like products including fashion and beauty -- in a manner to appeal to its own citizens while also broadening the appeal of cultural goods abroad in a which can drive international tourism, trade, and commerce.
In other words: yes, our collective desire to actually taste Farmhouse bread.
The Thai government and the push for soft power
While my interest in this topic was originally piqued by MileApo's comments, soft power policy has to originate at the government level. Note again that Nye's definition of soft power is centered around "a country’s ability to influence", therefore soft power policy must always formally be expressed nationally.
Around the time MileApo consistently began promoting soft power in alignment with the period film, I noticed a slew of references in Bangkok Post, one of the reputable English online publications based in Thailand.
Back tracking through some of the articles as a reflection of national conversation, since 2020, there has been a consistent theme in terms of what the government is attempting and how well it's going (or not going):
On Thailand's soft power and positioning in the world, Feb 2020:
According to Kitti Prasirtsuk of Thammasat University, who has carried out extensive research into Thailand's branding and repositioning in the age of interconnectedness and social media, Thailand and its culture, values and foreign policy have charisma and high persuasive power which can attract admiration and cooperation. But the Thai people and bureaucrats must change their mindset and perceptions and appreciate their country in real terms first before they take up new challenges.
Within Asean, Thailand is behind Singapore as No.1 [among SE Asian soft power rankings]. The report stated that Thailand has the potential to rise into the top 30 in the world, if the country can strike the right political balance between the rural poor and urban elite. It went on to say that Thailand's weaknesses are problems related to corruption and inequality. It also said that the Thai government is failing to showcase the full potential of Thailand's rich cultural offerings beyond tourism. One more weak link is its poor performance in public diplomacy and digital infrastructure.
(Mile, Apo, and Bible all attended Thammasat University, which is considered one of the premiere universities in Thailand. Apo later transferred and graduated from a different university.)
On Milli, a Thai rapper who performed at Coachella in Spring 2022:
The presence of the 19-year-old rapper Milli at the Coachella Music Festival in the United States has reinvigorated Thailand's soft power ambitions -- an area the Thai government has not fully explored nor exploited. Milli, whose real name is Danupha Khanatheerakul, is the first solo Thai artist to perform at Coachella, a music festival that draws tens of thousands of fans annually.
[Milli's prescence at Coachella] was able to advance Thailand's soft power [in ways previously stalled]. It is not that the government is clueless about "soft power". For decades, governments have focused on presenting Thailand's soft power to the world. However, that iteration of "soft power" mainly consisted of Thai customs and traditions such as food, costume, classical dance, Buddhism rituals and the wai. These aspects of our cultural heritage, despite being charming to foreign tourists, are not sufficient to catapult Thailand's into a stronger position in the global market. Thai cultural heritage has failed to catch up in the digital age…
Milli's song also includes ideas relevant to international audiences. One of her songs openly discusses sexual consent. Being relevant is one of the keys to increasing the nation's presence among diverse populations. The cultural impact made by a young girl like Milli should make the government rethink its cultural promotion strategy. More support is needed for progressive Thai artists and innovators.
An opinion rebuttable on Milli's performance and the government's blundering of reaching for soft power while not meeting basic domestic requirements:
One of the minister's advisers belted out a long speech that did not seem to address how Thailand will become a "soft power" but used the term multiple times. One can't help but wonder if the ministry knows what it is doing, or what the so-called "soft power" it is espousing is about.
Milli's self-taunting line "I don't ride an elephant" may sound a bit old but her rapping about how "the country is good, people are good, our food is good but the government is bood," seems to have struck a chord. "Bood" means rotten in Thai. It is thus understandable if the government was not too coherent when discussing anything about the phenomenon that Milli created. Indeed, [Thailand's Prime Minister] Gen Prayut should feel awkward discussing the "soft power" of Milli and mango sticky rice when he filed a defamation charge against the teen rapper himself back in June last year.
Talented as Milli is, and extraordinary her achievements both locally and at one of the world's most famous music festivals have been, the teenage rapper really has nothing to do with so-called "soft power" which government figures are talking about. Her success is largely individual. Milli created a sensation and a craze. For Thailand's "soft power" to be built, let alone recognised globally, it takes more than one successful artist…
The whole product must be good if it is to exert influence. As experts argued, it takes a wide range of qualities for a country to say it has "soft power". These include the quality of its political institutions, education, digital development, innovation, cultural appeal, strength in arts or business brands. That is why it is odd for everyone to talk about Thailand's "soft power" now when we don't seem to have ticked any of the basic requirements.
On Bangkok International Fashion Week (BIFW):
BIFW2022 has been [a] major and continuing mission to promote and drive Thai fashion to international levels. The event strategically aligns with the government’s strategy to empower Thai fashion industry as fashion is one of the most influential soft power that stimulate economic growth.
Note that multiple actors in BOC walked BIFW2022 in September, as well as multiple actors from other Thai BL shows that aired in 2022.
On the increasing popularity of Thai BL:
Thai BL is now popular across Southeast and East Asia[, and] has been gaining traction in Japan, the home of BL, since 2020. Posters of famous khu jin were put up in a train station. Magazines that cover Thai drama, including BL, are rolled out for the Japanese audience. The Tourism Authority of Thailand has launched a Twitter account that uses BL to engage Japanese consumers. They are conducting research on these issues in the context of soft power.
Yes you read that correctly. No joke, BL as a facet of Thai soft power is so prevalent now that the government is literally tracking its popularity and Twitter conversation around the topic.
So what does this all mean?
Thailand is a country within Asia and internationally that has a lot of appeal as a tourism destination. However, with many competitor alternatives in both entertainment (particularly film and music) and beauty/fashion, which are major drivers soft power within Asia and internationally, and domestic dissidence of policy and politicians due to social conditions, Thai cultural power is not as prominent as it could be and also suffers at the international level.
While there is appeal of specific Thai cultural products internationally (such as Milli at Coachella or in the case of Kinnporsche the Series) the government has failed to activate these prominent media products as part of a cohesive soft power strategy.
However, the government does seem aware of the potential, specifically in the realm of BL. Thailand has always maintained an image of being LGBTQ-friendly among all the Asian countries, and may now be looking to push LGBTQ-aligned media (BL and GL dramas) specifically as part of its soft power strategy to increase pop culture and media appeal.
MileApo on Soft Power
Part of the reason my ears perked up at MileApo's consistent talking point of soft power is again, because even without a polisci background, I'm aware that soft power is expressed at the country policy level. Thus when both of them started specifically using the term to discuss the film in pre-production phase, it got my brain gears turning.

Here's what we do know. Apo's dance training for the film is with a teacher affiliated with the academy that also produces dancers who specifically entertain the royal court.

And I would be remiss and dishonest to not point out that Mile's family is prominent in Thailand and his mother is part of the Queen's inner circle. Keep in mind that Thailand is a constitutional monarchy where the monarch has limited powers in practice (think: Japan or UK), and Thailand has a history of cyclical political instability that does not displace the monarchy. So believe him when he says he has limited power compared to Kinn. He travels on a private citizen's passport like all the rest of the cast. (Though my eyes start watering when I'm thinking about baby chaebol CEO Mile and destiny.*)
That being said, what these connections likely did get the production team was access to cultural resources such as the dance expert and most likely credentialed historians to consult on the period film. I would surprised if there aren't ministers' offices who are in the loop about film's production in a way they would not pay to other film or show production teams. I'm sure we will find out more about the interesting and important people involved in the production process around the time the film is released.
Another aspect that stood out to me is the fact that Mile and Apo, neither of whom have policy backgrounds, started iterating the discussion point of soft power in a way you don't see Milli, or Mew Suppassit (who let's not forget was also a RSIFF invitee and the first Thai artist to break into the Billboard World Song Chart), talk about it. Mew actually has talked about soft power a couple of times, but only in the context that he is part of a cultural wave that can increase Thailand's influence globally and never specifically in relation to a project he is promoting. That speaks a lot to the team behind the scenes involved in the writing and consulting (and marketing) process of the 2023 historical film.
The timeline of when these comments popped up is also interesting. While they do coincide with the release of the trailer post KPWT Bangkok, most likely what's happening during this time period is that BOC and more specifically Mile is shopping for sponsors to the project.
Think about Mile speaking about Thailand soft power to an audience of mostly older businesspeople at the mother's day event -- what would the purpose be except an ask for partnership on a project that he is on, which can become a vehicle for Thai products both domestically and globally? Look at the timing of the announcement of the Srichand partnership (end of August), and how successfully that broken the brand into the lucrative Chinese market, moving millions of THB worth of product for a brand that had struggled to get any traction previously. While Srichand's focus is currently on China, working with a Thai beauty brand for a film where the trailer highlighted many historical makeup elements is an actually ideal brand partnership and project alignment.
(Sadly for us, I don't think the film will be the second longest bread commercial in existence. But based on the Farmhouse CEO's comments, I would be unsurprised if they signed on to support the film project too. Ancient Thai bread I guess *jazz hands*)
In Conclusion
MileApo's soft power talking point was an intentional move specifically to shop the film project around for sponsors. The Srichand partnership proved MA-as-a-brand's ability to move product in a lucrative, hard-to-crack foreign market, though Srichand (and Giffarine) as brands aren't necessarily able to stand in the market independently as of yet. Their past brand partnerships' success simultaneously showed how lucrative it is to book MA for a product domestically. I'm sure we'll see a slew of new interesting sponsors and brand partnerships this year. This is only the beginning of MA's power as a cultural brand domestically and internationally.
Mile and Apo have also expressed their pride in the past in being cultural ambassadors of Thailand, both at the RSIFF and when speaking about engaging tourists who are visiting Thailand. Their praise of Thai products (for example, the artistry of Thai silk in the Vogue Th Gala interview) and their active choice to work with mostly Thai brands speaks to their values as businessmen who genuinely want to uplift Thailand's influence in the global market.
That being said, the Thai cultural ministry cannot rely on a single cultural emissary to advance its soft power agenda globally, and as of right now, despite ...some attempts, a cohesive government strategy around soft power does not exist.
MileApo have demostrated their brand has strong impact, and that they can influence purchase behavior internationally (e.g., KPWT ticket sales, Srichand) in ways many Thai media figures have not been able to as of yet. But they are not formally tied to the Thai government, nor should the government intervene and attempt to direct artistic expression.
Culture is one aspect of soft power, and political/humanitarian expression is another major component that advances an international soft power agenda. There are already articles discussing Thailand's problems of political corruption and self/journalistic censorship due to political conditions that prevent full freedom of expression. But that's the government's problem to address that. There is a lot of unharvested potential in multiple realms.
This essay is not about that though. I'm just a fan.

Additional notes that don't fit into the essay under the cut:
(1) There was a lot of fandom hand-wringing in August and September about Apo publicly having working dinners with Pond over the film project. Let's not forget Mile is someone who cares deeply about the art he makes, and he and Apo both have said multiple times they talk almost nightly about their artistic intent. If Mile talks to Apo and Apo was talking to Pond, why would Mile, a person who cares deeply about art, not be talking to Pond in pre-production? Obviously the answer is a division of labor in the relationship: Mile was working on funding which is just as important, and Mile also needs to sleep and rest and not work. There wouldn't be anyone else he would trust to convey his artistic intent to the director except for Apo. True power couple behavior right there.
(2) * everyday I go feral over baby chaebol CEO Mile. If someone made a kdrama about a handsome chaebol baby who was a CEO but also an actor and model who met his soulmate in university but it was a missed connection and then the soulmate went on to become a famous actor/model who quit because of bullying, but then they met again when the baby chaebol WHO IS STILL A CEO BUT ALSO AN ACTOR met at an audition for a drama... *foams at mouth* I would call this show bizarre, nonsensical and incoherent, and yet HERE WE ARE IN REAL LIFE. The jetsetting supermodel with wealthy CEO part of reality which is now bending around MileApo so they can live their wattpad fanfic life. What the hell am I looking at, I ask myself every day.
(3) ** this statement does not include billionaires like Elon Musk or Jeff Bezos whose net worth exceeds those of small and mid-sized countries. Per today's estimate, ~50 people/families have more wealth than 90 of 190 countries. If your net worth can run the economy of half the countries in the world, then your wealth/resources hoarding behavior can control what the media says and influence otherwise free and fair elections.
Once again, Some of you need some contextualization of how comfortably wealthy vs. billionaire resource-hoarding rich looks like.

sorry im coping with aus again oopsie daisy. anyway here's my take on a fantasy au
it all started with me rewatching the D&D movie and thinking "hm. what (broad) classes would the neighbors have?"
and after much thinking i came to the conclusion: Barnaby = Bard / Eddie = Paladin / Sally = Sorcerer / Julie = fighter / Frank = monk / Howdy = Artificer / Poppy = Healer / Wally = 'Wizard'
those seem fitting! BUT i don't like restrictions or rules so in this very light worldbuilding for a casual (strongly glaring at myself here) CASUAL au, it's only dnd-esque. not actually dnd yk yk
in my head, they're not technically puppets for this au. they're flesh and blood, they've got bones, etc. they're actual Creatures, though they still look like Them! Julie's still pink w/ candy-corn-horns! Frank is still a gray tube! Barnaby is a big blue dog! they're just... not puppets. it's the same for the other beings in this fantasy world - they all keep the style, but they're all flesh n' blood if that makes sense. a cartoony fantasy world
so they have their little found family adventuring group titled, of course, The Neighborhood. because when they were first forming, Wally went "oh! are we a neighborhood? i've always wanted neighbors!" and it Stuck. so they all lovingly refer to each other as neighbors, even though the closest they get to being actual neighbors is pitching their tents next to each other & staying at an Inn in neighboring rooms
like your classic group of adventurers, they're almost constantly on the move. the longest they stay in one place is a couple of months - the rest of the time they're wandering! they take quests, get roped into general Shenanigans, etc. they adventure! and get into a lot of battles of varying severity
so Barnaby is still kiiiiind of a bard? best i can describe him is jack-of-all-trades moral support! he provides battle music, keeps the mood light, and stands off to the side to offer quips and tips. he prefers not to fight, and only Gets Involved when the others need Backup. even then, he usually takes the role of defending his neighbors. he has a good eye for whether or not physical support is needed - he never needs to be asked when there's a legitimate need for him! unless he's thoroughly distracted from the goings-on. he does have magic, but it's more for show / defense-based
Eddie's still pretty classically a paladin. healing powers, armor, there to be on the front lines and Protect! the group's sword and shield! he technically serves a god but he forgot who <3 he just makes the occasional general offering and mumbles some vague prayer. he's super friendly! super helpful! super willing to dive into the line of fire! Will disregard his own safety without a second thought! his magic is pretty much restricted to healing, and it's weak healing at that (maybe because he can't properly serve his god...), so it's mostly good for quick mid-battle heals and little wounds. temporary fixes!
Sally has innate fire/light magic, and she's very showy with it! she puts Flair and Pizazz into all of her casts and is very dramatic on the battlefield - she manages to turn her fights into a performance. She tag-teams keeping the Neighborhood entertained with Barnaby. he handles the humor/lightheartedness, she handles the escapism/encouragement. she writes scripts & stories in her off-time, and often reads them (or spins a new one) after dinner. when they have weeks / month breaks in one spot, sometimes she'll recruit local thespians to create a play
Frank is all about that hand-to-hand combat babey! he wants to feel bones break under his fists! he wants those split knuckles! he very often starts fights, and even more often finishes them - what he lacks in raw power he makes up for in vicious tenacity. he just Keeps On Going! he seconds as the group's Knowledge Guy. while his hobby is studying insects, he also catalogues/studies monsters and enemies and terrain so that the Neighborhood can always be prepared. the only time he stays out of fights is when he's researching or note-taking. he tries to micromanage the battle from afar anyway
Julie is like... put a druid, a fighter, and a barbarian in a blender. she's got a big sword! she's got seemingly endless energy in battle! she can talk to plants, especially flowers! her flora magic is very minor, so it's not like she's making giant roots burst out of the ground and strangle people. but plants can give her information, and if she asks nicely and they feel like it, sometimes they'll help her out. in battle she's a force to be reckoned with! nothing will stop her and her sword! she's usually the second (closely following Frank, with Eddie hot on her heels) Neighbor charging into battle - but she's the one with the stellar war cry! & where Sally and Barnaby tend to the Neighborhood's emotional wellbeing & entertainment, Julie keeps things fresh with Physical Activities during their downtime!
Poppy is a powerful healer! she draws on an individual's energy (often taps into her own as well) to convert it into healing power. it's draining but it's damn good healing! she also takes the role of the Neighborhood's cook (the others still like to help, especially Frank who is essentially her sous-chef) and makes sure they're all healthy. she hangs back during battles, waiting to (and hoping that she doesn't have to) heal a wounded Neighbor. if one of them is badly hit, she forces herself to run into battle and drag them to safety before working on their injury. she has a tiny bit of illusion magic, which she'll cast from afar to assist her Neighbors. she tries not to use it outside of emergencies - it takes a lot of energy, which she tries to conserve just in case.
Howdy has Zero Magic! none! four hands and none of them are magical! however, he's a damn good inventor & a whiz at potion making. he can Use magical items like there's no tomorrow - he just can't wield it himself. he supplies the group with potions, helpful items, all sorts of goodies - given that they can trade for it with anything he'd accept in-canon. the only exception is when they're mid-battle - he hands stuff out when needed without haggle. he supplies the group with their cash when they're not getting it from looting/quests - he has a magic backpack that can unfold into a fully-stocked merchant stall! he sells at towns, on the road, anywhere he can! In battle he hangs back with Poppy and, yes, supplies items, but he also uses ranged attacks - magical weapons that cast for him, magic 'bombs', that sort of thing! but there's a little secret - he's the Neighborhood's secret weapon. he invented fantasy guns! four magic revolvers that, when the 'second safety' is turned off, multiply into a giant clusterfuck of guns (with ammo ranging from magic 'bullets' to essentially rocket launchers). unfortunately he can only use this setting once & for a limited time before the guns overload & have to be manually repaired. so he either uses them off of the first safety (i.e, they're 'normal'), or not at all. you know shit is Really hitting the fan when he joins a fight
and Wally! Wally Wally Wally... you may have noticed that i put his class 'wizard' in quotes. that's because he says he's a wizard, but he's not! he just says he's one due to the automatic stigma and fear of what he really is - a Warlock! his patron is Home, an eldritch horror that many would classify as a demon. they have a very special, codependent pact that neither of them can live without - Wally wears their 'seal' as a house-shaped pendant on a choker (necklace) hidden under his clothes. Home is extraordinarily powerful, but Wally barely taps into that power. he has a grimoire that Home inscribed with a bunch of sigils that convert into spells when drawn & then cast in the air. the only other powers he uses are seeing-in-the-dark, seeing-magic, and opening teleportation doors! Wally can't sleep, but he can doze - though he's never fully unaware of his surroundings (its kind of like how dolphins only sleep with one half of their brain). he still eats with his eyes, which both feeds him & acts as a form of providing daily energy to Home, since Home can't exactly consume souls every day. If Wally uses too much magic, he has to rest inside of Home's house-form, which is the only time he actually fully sleeps. no one knows about Home, or that Wally is lying about his wizard status.
Home is a lovecraftian being with three forms. the first is the lowest power level - a cute one-room house with Eyes! i.e: Home Classic! Wally's pendant unfolds into it, and it's the main way Wally and Home physically interact & communicate. the second is possession - if Wally explicitly allows it, Home can completely take over his body and kind of 'tuck him away' to have a nice deep nap while Home takes the reins (Home can technically force this, but it's very difficult and would not go over well w/ Wally - it would also be an unstable possession). the third is Home's true form - a massive shadowy eldritch monster made of writhing darkness and nightmares that no one in their right mind would look at, let alone fight. Home has very complicated feelings about Wally & the Neighborhood. they are also, quite literally, Wally's heart - which is part of their pact.
i have some scene ideas & little Plot Concepts (most notably the times the Neighborhood learns two Very Big Secrets about Wally, one of which being the warlock/Home reveal).
but yeah that's moooostly it. basic stuff yk, not very in depth! just fun things to feed my maladaptive daydreaming & escapism

👀👀👀 Thank you, this is such a good combo ough!! It's so interesting how much focus the others get when it comes to physical health, since Mikoto has clearly complained of his condition :( It looks like Milgram is trying to push the idea that he's completely oblivious to his alters, but I spun it where he's aware, just deep in denial. So have some Mikoto angst to get us hyped for Double!
Mikoto should be grateful. He was lucky. That’s what he kept repeating to himself. He had both of his eyes intact. Both his arms. He was strong enough to walk around freely. He wasn’t on the verge of death, or collapse. Thus, he should be grateful no one was offering him any help, because it meant he didn’t need it. He repeated it again. Maybe this time he would believe it.
With a groan, his body rolled out of bed. He couldn’t remember the last time he’d woken up actually feeling rested. Everything ached. His muscles tightened with soreness. His throat felt as raw as his knuckles, though he hadn’t been using either. He had no desire to lift his arms over his head, or twist around too much, so he didn’t change out of yesterday’s uniform. Maybe the belts and buckles had made it difficult to sleep. The theory wasn’t a convincing one, but dwelling on things like that had never gotten him anywhere.
He ran his fingers once through his hair, combing out a bit of the mess. Looking in a mirror was the last thing he needed. He made his way to the dining hall. 
The others trickled in for breakfast. His appetite, at least, hadn’t suffered. He hardly noticed the others giving him wide-eyed stares. What were they expecting? Of course he was looking worse for wear, given the circumstances. He ignored them, glad to focus on the hot meal before him.
A hand weighed heavy on his shoulder.
“Mikoto,” Shidou’s voice may have remained calm, but it was urgent. “Do you need some help?”
“Huh?” He shrugged his hand away, offering a weak smile. “I’m fine! Oh, I think Kazui was saving a seat for you over there, if you --”
“-- How about we go to my cell for a moment? Or yours, if that would be more comfortable.”
What was everyone’s problem this morning? Mikoto did his best to keep his voice pleasant. “Really, man, I’m good.” 
Shidou’s expression remained unmoving. Very carefully, he informed him, “you’re bleeding. Pretty badly by the look of it. You’re coming with me.” 
Mikoto blinked. He looked over his shoulder, following Shidou’s gaze. The back of his uniform was torn across the center. A significant splotch of blood seeped into the material, growing even larger as he shifted to see it. 
“...Oh…” 
Back in Shidou’s cell, sad to have left his breakfast plate behind, he slumped into a chair. Shidou gathered together some supplies. As always, he got right to the point. “What happened?”
“I… I’m not sure. I don’t remember anything from last night. I don’t remember most nights, recently. I know that sounds crazy, but…”
“It’s fine. I have definitely heard crazier.” He smiled, something gentle and reassuring. As usual, there was something hidden behind his eyes. It was as if he already knew what Mikoto was up to late at night that earned him so much soreness the following days. He didn’t offer an explanation, though. Mikoto didn’t press him for one.
He winced as he was helped out of his uniform. Removing his shirt revealed the mysterious gash. Shidou’s eyes widened at the array of scratches and scars. Some were fresh, but most originated long before Milgram. Though he didn’t ask, Mikoto answered.
“I’m pretty clumsy, huh?” Maybe this time he would believe it. 
Shidou was kind enough to pretend to. “Here, allow me…”
Shidou got to work cleaning and dressing the injuries. Mikoto closed his eyes. Even though the disinfectant stung, and sometimes those gloved fingers pressed a little two hard, it felt nice to have things patched up. 
“Is there anything else going on? Are you feeling pain anywhere else?”
Mikoto could have laughed. He didn’t. “I’m just sore. And my head’s been killing me, but I’m used to migraines. Perks of the verdict, I’m sure.”
Shidou hummed in thought. 
“Thanks, by the way. I’ll try to be more careful.” Not that he had much choice in the matter, it seemed. But he’d do his best. 
Shidou kept his face straight, but there were traces of pain in his voice. “I will too. I’m sorry, Mikoto. If I had known… I’ve been distracted lately, but I should have paid closer attention.”
“It’s fine,” he flashed a grin. “I know the others are pretty fucked up. And I’m not dying or anything. I’m lucky, you know?”
“I wouldn’t say so. Doctors don’t only treat the dying.”
Mikoto frowned. 
It didn’t take much longer to finish treatment. Shidou gave him a few instructions about the bandages, then offered him a clean shirt. “You’re good to go. I’ll be checking in more often, now. I’ll see if I can find something for your head.” 
“Thanks. Really.”
He returned Mikoto’s torn uniform. “You should talk to Es about getting a new one. Until then, you’ll want to clean this with --”
Mikoto waved a dismissive hand, heading out of the cell. “Don’t worry, I know how to wash blood out of my clothes. Er, that sounds bad. I’m just a clutz, yeah? The blood’s always been my own.”
Maybe this time he would believe it.

The first item listed on this week’s House legislative schedule following the historically chaotic selection of a House Speaker and seating of members—including the scandal-plagued and apparently unpopular freshman George Santos (R-N.Y.)—is consideration of the ill-named Family and Small Business Taxpayer Protection Act.
This Republican bill is ill-named because what it actually does is protect tax cheaters by repealing most of the new IRS funding set forth in last year’s Inflation Reduction Act.
If any of you political junkies feel a touch of déjà vu, that’s understandable. Neutering the IRS was also a top priority for Republicans the last time they took over the House from the Democrats, in January 2011. And neuter the taxman they did. As I wrote previously:
“From 2010 to 2018, even as the IRS received 9% more tax returns, its annual budget was slashed by $2.9 billion—a 20% reduction that cost the agency more than one-fifth of its workforce. Investigations of non-filers plummeted and the amount of outstanding tax debt the IRS formally wrote off (based on the 10-year statute of limitations for collections) more than doubled—from less than $15 billion in 2010 to more than $34 billion in 2019.
Virtually no partnerships were audited in 2018. By then, with Donald Trump in the Oval Office, the kneecapped IRS was scrutinizing the individual returns of just 0.03% of those $10 million–plus taxpayers, down from a peak of 23 percent in 2010. Audits of the $5 million–to–$10 million filers fell from just under 15% to a scant 0.04%.
A fair subset of superwealthy Americans doesn’t even bother filing. The Treasury Department’s Inspector General for Tax Administration reported in 2020 that nearly 880,000 ‘high income’ non-filers from 2014 through 2016 still owed $46 billion, and the IRS was in no condition, resource-wise, to collect. The 300 biggest delinquents owed about $33 million per head, on average. 15% of their cases had been closed without examination by IRS staffers, and another one-third weren’t even in line to be ‘worked.’”
The recently enacted IRS funding—$80 billion over 10 years—was meant to remedy this shameful state of affairs. The Congressional Research Service said the money would be used to modernize the tax agency’s decrepit systems, provide operations support, improve taxpayer services, and “monitor and enforce taxes on digital assets such as cryptocurrency.” Perhaps most importantly, it would bolster the agency’s ability to hire specialized enforcement agents—tax professionals with the expertise needed to decode the opaque and voluminous returns of sophisticated tax-avoiders like the Trumps, who have armies of tax lawyers and accountants on the payroll.
The projected return on investment, just from collecting taxes owed, is substantial. The Congressional Budget Office estimated that new enforcement measures alone would reap $204 billion over 10 years—about $4.50 per dollar spent on that aspect.
No matter. As the Inflation Reduction Act moved toward passage last August, Republican officials and Trump minions unleashed a barrage of lies on social media, falsely claiming the IRS would use the money to hire 87,000 new agents who would then come after ordinary taxpayers—people like you!
The House GOP seems inclined to double down on that fear-mongering. The nonprofit group Americans for Tax Fairness points out in a press release that the repeal legislation would rescind nearly $72 billion of the promised funding—90% of the total—including:
• $45.6 billion for tax enforcement activities to catch wealthy and corporate tax cheats
• $25.3 billion in operations support for tax enforcement programs and taxpayer services [including customer helplines and correspondence] critical for ensuring taxpayers get refunds on time and phone calls answered
• $403 million for the Inspector General for Tax Administration, which promotes the integrity, economy, and efficiency of the federal tax system
• $153 million to beef up the US Tax Court to resolve taxpayer and IRS disputes
• $15 million for the IRS to prepare a report on what it would take to create a free, government-run tax e-filing system that would make it much easier for taxpayers to file their tax returns without paying a private service to help them
“The richest 1% avoid paying $160 billion a year that they owe in taxes due to inadequate tax enforcement. Republicans are voting to let them keep on cheating the rest of us,” Frank Clemente, ATF’s founder, lamented in the release.
With the Democrats in control of the Senate, this particular vote may be largely performative. But Steve Rosenthal, a senior fellow at the Tax Policy Center and former staff lawyer for Congress’ nonpartisan Joint Taxation Committee, told me he suspects that IRS funding will be an ongoing issue in Senate battles and future congressional budget debates—including the upcoming debt ceiling fight.
Republican lawmakers, in any case, seem to have a fetish for performative votes on anti-tax bills written to benefit America’s wealthiest. As I pointed out in my book last year, after a Who’s Who of dynastic families spent millions lobbying for the repeal of inheritance taxes, congressional Republicans introduced no fewer than 44 bills in a decade aiming to do precisely that.
