Recently, former president and convicted felon Donald Trump posted a series of photos that appeared to show fans of pop star Taylor Swift supporting his bid for the US presidency. The pictures looked AI-generated, and WIRED was able to confirm they probably were by running them through the nonprofit True Media’s detection tool to confirm that they showed “substantial evidence of manipulation.”
Things aren’t always that easy. The use of generative AI, including for political purposes, has become increasingly common, and WIRED has been tracking its use in elections around the world. But in much of the world outside the US and parts of Europe, detecting AI-generated content is difficult because of biases in the training of systems, leaving journalists and researchers with few resources to address the deluge of disinformation headed their way.
Detecting media generated or manipulated using AI is still a burgeoning field, a response to the sudden explosion of generative AI companies. (AI startups pulled in over $21 billion in investment in 2023 alone.) “There's a lot more easily accessible tools and tech available that actually allows someone to create synthetic media than the ones that are available to actually detect it,” says Sabhanaz Rashid Diya, founder of the Tech Global Institute, a think tank focused on tech policy in the Global South.
Most tools currently on the market can only offer between an 85 and 90 percent confidence rate when it comes to determining whether something was made with AI, according to Sam Gregory, program director of the nonprofit Witness, which helps people use technology to support human rights. But when dealing with content from someplace like Bangladesh or Senegal, where subjects aren’t white or they aren’t speaking English, that confidence level plummets. “As tools were developed, they were prioritized for particular markets,” says Gregory. In the data used to train the models, “they prioritized English language—US-accented English—or faces predominant in the Western world.”
This means that AI models were mostly trained on data from and for Western markets, and therefore can’t really recognize anything that falls outside of those parameters. In some cases that’s because companies were training models using the data that was most easily available on the internet, where English is by far the dominant language. “Most of our data, actually, from [Africa] is in hard copy,” says Richard Ngamita, founder of Thraets, a nonprofit civic tech organization focused on digital threats in Africa and other parts of the Global South. This means that unless that data is digitized, AI models can’t be trained on it.
Without the vast amounts of data needed to train AI models well enough to accurately detect AI-generated or AI-manipulated content, models will often return false positives, flagging real content as AI generated, or false negatives, identifying AI-generated content as real. “If you use any of the off the shelf tools that are for detecting AI-generated text, they tend to detect English that's written by non-native English speakers, and assume that non-native English speaker writing is actually AI,” says Diya. “There’s a lot of false positives because they weren’t trained on certain data.”
But it’s not just that models can’t recognize accents, languages, syntax, or faces less common in Western countries. “A lot of the initial deepfake detection tools were trained on high quality media,” says Gregory. But in much of the world, including Africa, cheap Chinese smartphone brands that offer stripped-down features dominate the market. The photos and videos that these phones are able to produce are much lower quality, further confusing detection models, says Ngamita.
Gregory says that some models are so sensitive that even background noise in a piece of audio, or compressing a video for social media, can result in a false positive or negative. “But those are exactly the circumstances you encounter in the real world, rough and tumble detection,” he says. The free, public-facing tools that most journalists, fact checkers, and civil society members are likely to have access to are also “the ones that are extremely inaccurate, in terms of dealing both with the inequity of who is represented in the training data and of the challenges of dealing with this lower quality material.”
Generative AI is not the only way to create manipulated media. So-called cheapfakes, or media manipulated by adding misleading labels or simply slowing down or editing audio and video, are also very common in the Global South, but can be mistakenly flagged as AI-manipulated by faulty models or untrained researchers.
Diya worries that groups using tools that are more likely to flag content from outside the US and Europe as AI generated could have serious repercussions on a policy level, encouraging legislators to crack down on imaginary problems. “There's a huge risk in terms of inflating those kinds of numbers,” she says. And developing new tools is hardly a matter of pressing a button.
Just like every other form of AI, building, testing, and running a detection model requires access to energy and data centers that are simply not available in much of the world. “If you talk about AI and local solutions here, it's almost impossible without the compute side of things for us to even run any of our models that we are thinking about coming up with,” says Ngamita, who is based in Ghana. Without local alternatives, researchers like Ngamita are left with few options: pay for access to an off the shelf tool like the one offered by Reality Defender, the costs of which can be prohibitive; use inaccurate free tools; or try to get access through an academic institution.
For now, Ngamita says that his team has had to partner with a European university where they can send pieces of content for verification. Ngamita’s team has been compiling a dataset of possible deepfake instances from across the continent, which he says is valuable for academics and researchers who are trying to diversify their models’ datasets.
But sending data to someone else also has its drawbacks. “The lag time is quite significant,” says Diya. “It takes at least a few weeks by the time someone can confidently say that this is AI generated, and by that time, that content, the damage has already been done.”
Gregory says that Witness, which runs its own rapid response detection program, receives a “huge number” of cases. “It’s already challenging to handle those in the time frame that frontline journalists need, and at the volume they’re starting to encounter,” he says.
But Diya says that focusing so much on detection might divert funding and support away from organizations and institutions that make for a more resilient information ecosystem overall. Instead, she says, funding needs to go towards news outlets and civil society organizations that can engender a sense of public trust. “I don't think that's where the money is going,” she says. “I think it is going more into detection.”

The Fletcher-Manaker Project Doctors For The Poor Series
Introduction
This new Fletcher-Manaker Project Doctors For The Poor Series drive is aimed at attaining two objectives, namely (1) to earn monies for the granting of scholarships for qualified but needy students from several countries to study medicine and or nursing and (2) to make contribution to the World Health Organization as an "effective Invitation" for it to host two hands on workshops, one on using bacteriophages in clinical settings for combating multi-drug resistant bacterial infections and the other on the usage of pan available spices/herbs as adjuncts/herbs along with standard antibiotics to combat in clinical settings multi- drug resistant bacterial infections. Microbiologists and pharmacists from several major public hospitals in the Latin America and the Caribbean Region, from the largest public hospitals in four states in the United States along with representatives from several African countries are targeted for attendance. This document is divided into two sections. Section 1 addresses the now usual Fletcher-Manaker Project drive to provide funding for scholarships to study medicine or nursing and Section 2 covers the drive to earn funds to give to the World Health Organization as a contribution for carrying out of the two aforementioned workshops.
Doctors & Nurses For The Poor Series For Digital Textile & Digital Surface Designers- Revenues earned from the commercial use of these images will be used for the provision of medical and nursing school scholarships to male and female students of children of textile workers and cart pushers in India, Bangladesh, Ethiopia, Mali, market vendors , sons and the daughters of fishermen in Sierra Leone and to students recommended by Doctors Without Borders in Nigeria and Tchad (African & Asians students will study in India), children of fishermen in Bluefields (Nicaragua), suitably qualified students from Haiti-students recommended by Doctors Without Borders and the Caribbean Coast of Colombia , in addition to two nursing scholarships to females of Mayan descent from Guatemala ( Guatemalan , Colombian, Haitian and Nicaraguan students will study in Cuba), to provide nursing school scholarships for female students of Newlands and Wallen Avenue in Portmore, Jamaica ( Excelsior Community College Scholarships via the five churches serving these communities) and to two (2) MMBS and three nursing scholarships to students of Kingston High School on Kings Street, Kingston to study in Cuba (In keeping with the Ellen Manaker’s Program presented below) and university/ college scholarships to the children of the lower middle class and working poor in Boston. The Kingston High School Problem
Kingston High School ( formerly Kingston Secondary School and before that Kingston Senior School) is located at the northern end of Kings Street, in Kingston. It is located about 300 meters South-West of the main offices of The Ministry of Education and about 50 meters South of The National Heroes Park. In spite of its “desirable location” it remains at the bottom of the ranks of high schools in the Kingston & St. Andrew Metropolitan area with few passes in the Caribbean Secondary Education Certificate (CSEC) . The truth be told, is that for much of its recent past the school functioned in the main as a “safe place” and “day care center” for children from the violence prone communities from which the bulk of its students come from.
The problem is further compounded by the fact that, unlike the high performing traditional high schools, the Kingston High School is not owned by the Church but rather by the Government of Jamaica, which means that the school does not get the high level of supervision, guidance and material support as do the traditional high schools which are owned by the Church.
Within this context, it would appear that the administrators of the KingstonHigh School have been facing challenges finding suitably qualified students to take up The Fletcher-Manaker Project Scholarships for students to study medicine and or nursing in Cuba.It is in this light The Ellen Manaker Program is being proposed. If the Kingston High School is able to produce students who are capable of taking up scholarships to study medicine, it will be able also to produce students capable of taking up scholarships for the study of engineering and other similar scholarships provided by other organizations and educational institutions.
The Ellen Manaker Program
The Kingston High School must submit all relevant information of the candidates they are putting forward for the medical scholarships to Cuba, at least two weeks before the opening of the scholarships, to the Office Of The President of The Brandeis University. No funding shall be provided if
the requirement of documentary submission is not met. Monies held back will be set aside for future scholarships to the school.
It is being proposed that US$1,000.00 be set aside to top up the salary of the teachers who is able to have at least 100 students passing mathematics at the CSEC level , with more money being paid out for grade 1 passes and less for grades 2 and 3 passes. This means that the teacher has have an examination pass rate of 100% to get the full US$1,000.00 . The same would apply to the teachers of English, Biology, Chemistry and Physics.
US$ 5,000.00 will be dedicated to the above. A similar system of incentives will be put in place for the teachers of the Carbbean Advance Proficiency Examinations Units 1 and 2 in Physics, Chemistry and Biology.
This program is budgeted to cost US$12,000.00 per year with the Principal and Vice-Principal getting US$2,000.00 each on the delivery of the required 500 CSEC passes and at least ten of the required CAPE passes in the first two years . Money to be put aside for a ten year drive starting 2025 after which it will be up to the graduates of the Kingston High School to continue the program. Given that the Kingston High School is about 100 meters east of the Jewish Cemetry, the local synagogue can be approached to distribute the monies on obtaining copies of the examination results.

Microbiologists and pharmacists from the major public hospitals in Kingston, Jamaica W.I., St. Georges , Grenada W.I., Bluefields, Nicaragua, Port Au Prince, Haiti, Georgetown, Guyana, Port Of Spain, Trinidad, Havana, Cuba, Bogota and Medellin in Colombia, San Jose, Costa Rica, from the largest public hospitals in the states of Florida, New York, Georgia and California in the United States. Representatives from Mali, Ghana, Nigeria, Ethiopia and Kenya would also be invited..
It is hoped that these two workshops will provided the participants with the required knowledge,and skills to use in practice bacteriophage and herbal/spice interventions to combat multi-drug bacterial infections, and will get certificates of participation at the end of the workshops.
The Fletcher-Manaker Project will also be inviting major industrial players in the production and or sales of lab equipment and the major processors and distributors of spices to contribute through the Office of The President of The Brandeis University (USA) to the World Health Organization to give financial support to the World Health Organization to fund these two workshops.

[ad_1] The World Bank’s Board of Executive Directors approved three operations totalling USD 1.16 billion to help Bangladesh improve health services, boost water and sanitation services and achieve greener and climate-resilient development, said a World Bank statement on Friday. “Bangladesh is among the most vulnerable countries to climate change and faces the greatest pollution challenges. Improving climate resilience in every sector and tackling the pollution scourge has become a critical development priority,” said Abdoulaye Seck, World Bank Country Director for Bangladesh and Bhutan. “These new financing will bring to the people of Bangladesh essential services such as health and water and sanitation while laying the foundation for clean, climate resilient and sustainable development.” The Second Bangladesh Green and Climate Resilient Development Credit worth USD 500 million will support reforms to help the country’s transition to green and climate-resilient development. The financing supports policy reforms to improve public planning and financing and implementation for green and climate-resilient interventions at local and national levels and promote clean and resource-efficient production and services in key sectors. As a prerequisite to the credit, the Planning Commission has adopted the Multi-Year Public Investment Program Guidelines for key sectors, integrated with the Medium-Term Budget Framework. The financing also supports policies to reduce air pollution, improve environmental enforcement, expand access to carbon markets, enhance sustainable water and sanitation services, improve the efficiency of the Bangladesh Delta Plan 2100, and advance a climate-resilient and sustainable environment. To effectively implement the Delta Plan, the Planning Division has adopted the Delta Appraisal Framework. The financing also supports sustainable public procurement incorporating environmental and social considerations. It will further help improve the energy efficiency of buildings and appliances and incentivize the construction sector to become greener. The USD 379 million Health, Nutrition, and Population Sector Development Program-For-Results will help improve access to quality health and nutrition services and build resilient health systems in Sylhet and Chattogram divisions. It will provide quality health, nutrition, and population services to about 5.1 million people. The program will help reduce maternal and neonatal mortality by increasing the number of births, both normal delivery and Caesarian section deliveries, in public health facilities. It will ensure that vulnerable women in the most climate-vulnerable districts are reached. The program will also strengthen the health care system to effectively respond to evolving health needs such as screening and treating hypertension and other conditions. Alongside the World Bank financing, the Global Financing Facility for Women, Children and Adolescents (GFF) is providing a catalytic USD 25 million grant to support the government in prioritizing interventions such as child nutrition, adolescent health, quality maternal and newborn care, data use, and coordination. The USD 280 million Chattogram Water Supply Improvement Project will provide safe water through new and rehabilitated piped water connections to over one million people in Chattogram. It will build about 200,000 new household water connections and provide improved sanitation services to about 100,000 people in low-income communities. This project is part of a World Bank South Asia regional initiative or program of programs to provide Water, Sanitation and Hygiene (WASH) services to about 100 million people across the region by 2035.
