IRCC’s immigration plan IRCC is estimating between 310,000 and 360,000 immigrants will arrive in 2020, with a target of 340,000. An increasing number of spaces will be devoted to provincial nominees. The immigration target continues to rise each year to counteract an ageing population and shrinking labour force.
IRCC says, in its Departmental Plan, that it “continues to manage permanent resident selection, attracting the best and the brightest to Canada, through its Express Entry application management system and its collaboration with provinces and territories that nominate permanent resident candidates.”
One of its goals is to eliminate the backlog of privately sponsored refugee applications and reduce processing times to an average of 12 months for most applications.
IRCC’s current priorities are to grow immigration; streamline economic immigration program requirements; improve settlement outcomes; improve client experience; provide international leadership on refugee and migration issues; introduce a more inclusive citizenship study guide; and work with Canada Border Services Agency, Royal Canadian Mounted Police and the provinces to address increases in irregular migration to Canada.
In addition to a target of 340,000 immigrants in 2020, the number of temporary residents arriving will be in the millions. In 2016-17 there were almost four million visas and electronic travel authorizations issued to visitors, international students and temporary workers.
Another IRCC goal is to focus on improvements to program delivery through the more than 500 service provider organizations it funds across Canada. It especially wants to see improvements in language training, employment services and support to vulnerable newcomers, including visible minority women.
It also wants to work with the service provider organizations to ensure that services pertaining to culture, history, sports and recreation are available. Cross-cultural activities and one-on-one exchanges will be encouraged to build language skills. It will continue to work with the more than 60 Local Immigration Partnerships across the country to encourage welcoming communities for newcomers.
IRCC’s budget for 2019-20 is almost $2.4 billion and approximately $1.4 billion is allocated to settlement support services. It has a total workforce of more than 7,000. A little more than 1,000 people work in the area of visitors, international students and temporary workers; almost 3,000 work in immigrant and refugee selection and integration; approximately 1,600 work in citizenship and passports; and almost 1.600 in internal services. The thousands of people across Canada working for service provider organizations are employees of non-profit organizations, not IRCC.

Canadian military deploying to Poland to assist Ukrainian refugees
Up to 150 Canadian Armed Forces members will soon be deploying to help manage the Ukrainian refugee resettlement efforts in Poland, including helping thousands of Ukrainians come to Canada.
Defence Minister Anita Anand made the announcement on Thursday at the Canadian Forces’ military base in Trenton, Ont. The base has served as a departure point for “much of the military aid that Canada has been providing to Ukraine to fight and win this war,” Anand said.
The troops, approximately 100 of them going over “immediately,” are largely from Edmonton and Kingston. The military members will be helping with the co-ordination and front-line care of Ukrainian refugees in the neighbouring country, Anand said.
The defence minister said that this deployment is part of a three-pronged plan that will be carried out “over the next few months.”
First, Canadian Armed Forces members will be deployed to reception centres across Poland “to assist with the immediate care and processing.” Anand said this will be the “largest component” of the deployment. Personnel will be providing general aid, spiritual services, and basic medical care, with the help of Ukrainian-speaking military personnel.
Second, Canada will deploy “a number” of members to help a Polish-led humanitarian task force that will include other federal government representatives and officials from allied countries “to synchronize efforts from more than 100 multinational humanitarian agencies to ensure that Ukrainians fleeing the war receive the best support possible,” Anand said.
Third, military personnel will help Immigration, Refugees and Citizenship Canada “by acting as a liaison” with the Polish military, as Canada works to resettle thousands of Ukrainians to Canada.
This mission is being carried out as part of Canada’s recently-extended contribution to Operation Reassurance, a NATO deterrence mission in Central and Eastern Europe.
“In the face of unspeakable acts of violence… Canadians and our Canadian Armed Forces will continue to step up,” said the defence minister.
The military had previously evacuated 260 personnel from Ukraine to Poland, just prior to Russia launching its invasion in late February. While there, the military trainers provided some humanitarian assistance, but had since been brought back to Canada temporarily, The Canadian Press has reported.
Canada has been prioritizing immigration applications from Ukrainians since early 2022 and, in response to millions of Ukrainians fleeing the county to escape the ongoing Russian attacks, has opened up two new immigration streams for Ukrainians looking to come to this country.
Ukrainians looking to come to Canada temporarily will be able to stay for three years, through the 'Canada-Ukraine Authorization for Emergency Travel’ program. Ukrainians and their immediate family members of any nationality are being offered temporary residency and the ability to work or study while in Canada.
For those looking to stay permanently in Canada, the government is setting up a separate family reunification pathway with help from Ukrainian-Canadian community groups.
Since the war began, Canada has sent lethal and non-lethal aid to Ukraine— including military equipment—and has vowed more is coming. As part of $8 billion in new national defence spending promised in the 2022 federal budget, the Canadian government has earmarked an additional $500 million to be used for military aid to Ukraine.
Anand said Thursday that the $500 million is being divided into three categories to be spent. Some of it will be used to restock Canada’s inventory, which was drawn upon to send supplies to Ukraine. Some of it will be used to pay for direct procurements from military suppliers, which is how Canada sent Ukraine drone cameras.
“We are actively engaged with a number of suppliers regarding additional procurements and I will have more information to say about those discussions soon,” Anand said.
And, the remainder of the new funding will be set aside to potentially be pooled with allies “so that we can send over aid as efficiently as possible as a collective,” said the defence minister.

Despite new measures relaxing visa rules, months-long wait remains for Ukrainian war refugees
Amid reports of months-long waits for Canadian embassy appointments in eastern Europe, measures announced this week to cut red tape for those fleeing war in Ukraine are coming under fire.
On Monday, Immigration Minister Sean Fraser unveiled plans allowing certain low-risk groups to apply for a Canadian visitor’s visa without the need to submit biometrics — currently required for anybody seeking to get a visa to visit this country.
But the new rules only apply to children under the age of 18, seniors aged 60 and up, and previous Canadian visas holders with clean immigration records and with proper supporting documents — a situation Immigration critic Jasraj Singh Hallan describes as unfair.
“Even with this new easement of restrictions, a five-year-old child can be exempt from doing the biometrics, but their mother can’t,” the Conservative MP told the National Post.
During Tuesday’s Question Period, Hallan shared with the House the story of a Ukrainian woman who worked as an interpreter for the Canadian military who, upon applying for the program at Canada’s embassy in Poland on March 21, was told the earliest-available biometrics appointments were mid-July.
“The minister has to put his ego aside and listen to what Ukrainians want,” Hallan said.
“They’re saying they’re expediting, but that’s practically not happening right now.”
Pre-visa collection of biometrics — biological identifiers such as fingerprints and photographs — aren’t required for applicants under 14.
Hallan has been a leading voice calling on the Trudeau Liberals to include Ukraine in the list of 60 nations that don’t require its citizens to get visas before entering Canada.
Earlier this week, the Calgary-Forest Lawn MP tabled a non-binding motion in the House urging the government to lift visa requirements for Ukraine.
That motion — adopted the previous week by the House immigration committee despite a lack of support from Liberal committee members — passed in the House of Commons 175 to 154, with Conservative, Bloc and NDP MPs all voting in favour.
Earlier this month the government unveiled its Canada-Ukraine Authorization for Emergency Travel (CUAET) program , waiving fees and launching sped up immigration streams for those fleeing Russian invaders to stay and work in Canada for up to three years.
But the process hinges on approving an applicant’s ability to apply and a Canadian visitor visa, which requires applicants to visit consular offices outside of Ukraine to submit biometric data and submit supporting paperwork.
Additional supports announced Thursday include language training, job placement and other settlement programs provided through third-party service agencies normally only available to newcomers with permanent resident status.
Also starting this month, arrival services for Ukrainians are available at Toronto, Edmonton and Vancouver airports, courtesy of the Canadian Red Cross.
Family members of those stuck in Ukraine say the biometrics requirement presents an unreasonable and dangerous hardship.

Scrumming with reporters before Question Period on Thursday, Fraser said his government is taking action to cut chronic processing backlogs in Immigration, Refugees and Citizenship Canada (IRCC) — a problem plaguing the department for years.
“We’ve added over 500 staff, we’ve invested — in the economic update — $85 million towards five different temporary lines of business, and we’ve seen new functionalities come online for the new modern and digital platform,” he said.
“The collection of biometrics is an essential component of the security screening process to protect the safety and security of Canadians and Ukrainian nationals when they arrive on Canadian soil.”
