African poverty is partly a consequence of energy poverty. In every other continent the vast majority of people have access to electricity. In Africa 600m people, 43% of the total, cannot readily light their homes or charge their phones. And those who nominally have grid electricity find it as reliable as a Scottish summer. More than three-quarters of African firms experience outages; two-fifths say electricity is the main constraint on their business.
If other sub-Saharan African countries had enjoyed power as reliable as South Africa’s from 1995 to 2007, then the continent’s rate of real GDP growth per person would have been two percentage points higher, more than doubling the actual rate, according to one academic paper. Since then South Africa has also had erratic electricity. So-called “load-shedding” is probably the main reason why the economy has shrunk in four of the past eight quarters.
Solar power is increasingly seen as the solution. Last year Africa installed a record amount of photovoltaic (PV) capacity (though this still made up just 1% of the total added worldwide), notes the African Solar Industry Association (AFSIA), a trade group. Globally most solar PV is built by utilities, but in Africa 65% of new capacity over the past two years has come from large firms contracting directly with developers. These deals are part of a decentralised revolution that could be of huge benefit to African economies.
Ground zero for the revolution is South Africa. Last year saw a record number of blackouts imposed by Eskom, the state-run utility, whose dysfunctional coal-fired power stations regularly break down or operate at far below capacity. Fortunately, as load-shedding was peaking, the costs of solar systems were plummeting.
Between 2019 and 2023 the cost of panels fell by 15%, having already declined by almost 90% in the 2010s. Meanwhile battery storage systems now cost about half as much as five years ago. Industrial users pay 20-40% less per unit when buying electricity from private project developers than on the cheapest Eskom tariff.
In the past two calendar years the amount of solar capacity in South Africa rose from 2.8GW to 7.8GW, notes AFSIA, excluding that installed on the roofs of suburban homes. All together South Africa’s solar capacity could now be almost a fifth of that of Eskom’s coal-fired power stations (albeit those still have a higher “capacity factor”, or ability to produce electricity around the clock). The growth of solar is a key reason why there has been less load-shedding in 2024...
Over the past decade the number of startups providing “distributed renewable energy” (DRE) has grown at a clip. Industry estimates suggest that more than 400m Africans get electricity from solar home systems and that more than ten times as many “mini-grids”, most of which use solar, were built in 2016-20 than in the preceding five years. In Kenya DRE firms employ more than six times as many people as the largest utility. In Nigeria they have created almost as many jobs as the oil and gas industry.
“The future is an extremely distributed system to an extent that people haven’t fully grasped,” argues Matthew Tilleard of CrossBoundary Group, a firm whose customers range from large businesses to hitherto unconnected consumers. “It’s going to happen here in Africa first and most consequentially.”
Ignite, which operates in nine African countries, has products that include a basic panel that powers three light bulbs and a phone charger, as well as solar-powered irrigation pumps, stoves and internet routers, and industrial systems. Customers use mobile money to “unlock” a pay-as-you-go meter.
Yariv Cohen, Ignite’s CEO, reckons that the typical $3 per month spent by consumers is less than what they previously paid for kerosene and at phone-charging kiosks. He describes how farmers are more productive because they do not have to get home before dark and children are getting better test scores because they study under bulbs. One family in Rwanda used to keep their two cows in their house because they feared rustlers might come in the dark; now the cattle snooze al fresco under an outside lamp and the family gets more sleep.
...That is one eye-catching aspect of Africa’s solar revolution. But most of the continent is undergoing a more subtle—and significant—experiment in decentralised, commercially driven solar power. It is a trend that could both transform African economies and offer lessons to the rest of the world."

Fast, fair funding for critical climate action is desperately needed, and that makes the drive for levies on polluters and the ultrarich perhaps the most exciting climate idea floating around right now.
The Global Solidarity Levies Task Force, an independent group of experts set up after Cop28, has now set out 16 specific ideas for consultation that could raise hundreds of billions of dollars a year to fight global heating, from taxes on cryptocurrencies to flying.
The results will be presented to the world’s governments at the Cop30 summit in Brazil in November. The good news is that many of the taxes already exist in some countries, making the prospect of a wide rollout less far-fetched than you may think. The even better news is that you can have your say during the public consultation stage.
The first thing to say about the Global Solidarity Levies Task Force is that it is a serious operation. It is being driven by the leaders of France, Kenya and Barbados, has members including Denmark, Senegal and Colombia, and is partnered with the UN, World Bank, G20, European Commission and African Union. It’s got clout.
That matters, as the gap between the billions of dollars being mobilised to fight the climate crisis and the trillions needed is huge. The aim of the taskforce is both simple and potentially transformative: to use internationally coordinated levies to raise funds, penalise polluters and increase the fairness of the global tax system.
The consultation sets out the pros and cons of each potential levy. You can read them and submit your thoughts here. The most obvious is the levy on the fossil fuels that cause global heating, but which currently enjoy $7tn in subsidies a year. The world’s five biggest oil companies made a combined total of $281bn in profits in 2022-23 alone.
The simplest fossil fuel levy the taskforce sets out is on extraction: $5 per tonne of CO2, rising by $5 every year to 2030. It could raise $1tn a year by 2035. Coal, oil and gas extraction is often already taxed, making it administratively simple. “The power of the fossil fuel lobby would make this hard to achieve politically,” the taskforce rightly notes. “However, each country that introduces the levy could gain a significant increase in tax revenue.”
Flying – an elite, heavily polluting activity – is growing – just 1% of the world’s population causes half of all aviation emissions. The taskforce puts forward a tax on tickets or on jet fuel for international flights, which is barely taxed at all today.
The ticket tax may raise $100bn a year, the jet fuel levy $10bn. A frequent flyer tax is also being considered, with the levy rising with each flight, but this may require each passenger to have an ID number. Several countries have already used an aeroplane ticket levy to fund the fight against Aids and other diseases.
Like aviation, the international shipping industry does not pay taxes proportional to the damage its pollution causes. But the International Maritime Organization already collects funds from operators to compensate for oil spills, and most countries already support a carbon levy. This could raise up to $127bn a year between 2027 and 2030.
Plastic relies on fossil fuels, is emissions intensive and environmentally damaging, but there are currently no taxes at all levied on its producers. Ongoing negotiations on a global plastics treaty include a levy proposal, which would raise about $30bn a year. There are relatively few plastic producers, which would make it easier to collect this tax. The impact on people’s pockets would also be small, as the cost of primary polymers is a fraction of the price of final products.
The taskforce’s ideas also include a striking billionaire tax. The ultrarich usually have extremely high carbon footprints, often pay tax at far lower rates than regular workers and, frankly, can afford it.
An annual tax of 2% of billionaires’ wealth would raise a staggering $200bn-$250bn from just 3,000 people. “The political feasibility of agreement to a global standard is very challenging,” says the taskforce. But it’s hard to imagine the levy being unpopular with ordinary citizens.
Finally, the taskforce is proposing a tax on financial transactions, which it says “have benefited hugely from globalisation, without being taxed in most jurisdictions”, and on cryptocurrencies, which require huge amounts of energy to generate.
A tax of 0.5% on the value of the transaction of the stocks would raise $270bn a year. Thirty countries already have a similar tax and France even earmarks part of its levy for climate and development.
A 0.1% tax on cryptocurrency transactions would raise about $16bn a year, but it wouldn’t be easy to implement. “Given the anonymity and decentralised nature of crypto, there is a high possibility of tax evasion,” the taskforce says. On the plus side, Kazakhstan, a big crypto miner, already taxes the energy used.
Of course, all this requires governments and companies to step up to the plate, but they are not doing so quickly enough. In the meantime, solidarity taxes could be another route to making polluters pay.

On 1-3 October, the Global DPI Summit 2024 was held in Cairo, Egypt. The principal sponsor was a NGO called Co-Develop Fund, who promised to,

Microsoft co-founder Bill Gates is pushing governments to adopt the new global system for digital cash and ID that is backed by the World Economic Forum (WEF).
Gates and his foundation are doubling down on support for s digital public infrastructure (DPI).
DPI supports both digital IDs and payments and is backed by the WEF, the European Union (EU), and the United Nations (UN).
Gates is now pressuring governments around the world to begin incorporating DPI as the globalist groups push for payments and IDs to switch to a fully digital system on a global level.
The billionaire laid out his vision for global DPI in a new blog post.
The Silicon Valley oligarch is once again attempting to establish his reputation as a visionary on these matters.
Gates praised several third-world “developing countries” for allowing DPI to be tested on their citizens.
He revealed that the system has already been “trialed for the rest of the world” in India, Kenya, Brazil, and Togo.
One of the major criticisms leveled at digital IDs and payments is that they will lead to “enhanced,” digital government surveillance, and subsequent disenfranchisement of people.
Many have also raised concerns about the rush to usher in the technology.
Globalists have been pushing for DPI to be rolled out globally for large-scale adoption by 2030, ostensibly to fight “climate change.”
However, Gates does not share these concerns about the technology and is heavily pushing for DPI to be rolled out for the general public.
According to Gates, citizens should not be concerned about government surveillance because “a properly designed” DPI will in fact “enhance” privacy.
He claims DPI includes “safeguards” which he didn’t elaborate on.
Gates also touches on what he says are the benefits of using Modular Open-Source Identity Platform (MOSIP).
MOSIP is a global digital ID tool backed by the Gates Foundation.
However, MOSIP is yet another point of contention from the privacy standpoint.
But MOSIP featured as a key participant during the recent Global DPI Summit 2024 held in Egypt.
At the event, those behind MOSIP, as well as the World Bank, the UN’s development agency UNDP, and the globalist Tony Blair Institute all took part.
The event provided another opportunity for these organizations to push for global adoption of DPI by 2030.
In addition, the organizations pledged to work on accelerating this process.
MOSIP demonstrated its identity platform at the summit.
At the same time, it stressed that the goal of digital ID and payments is to improve accessibility of identification, “particularly for developing nations.”
The platform is already in use in Ethiopia, Morocco, and Sri Lanka.
Meanwhile, the World Bank announced that it is about to launch its own global Digital Public Infrastructure (DPI) program.
