Pluto is meant to be about two women experiencing a softness and a safety with each other that they never dared dream possible. Like, May imagined a life with Oom, her rescuer, but it was never so warm, so fulfilling as what she experiences with Ai-Oon, her true first love. She can't conceive of it because she's been constantly abused, that level of comfort and feeling like a person is her home wouldn't be fathomable. And, though Aioon's abuse is differently experienced, she has always felt a deep lack of affection. Something that May immediately lavishes her with. Kisses are not the only way to express affection. In fact, OonMay's affection runs so deep that even just their soft moments of holding each other or eating ice cream together are so tender that it's heady. The bathtub scene, let me cook for you scene, the choosing each other's outfits scene... Everything builds up to them finally letting the tension snap but it's in their softness that they find safety and love in each other. The kisses and lovemaking are just the culmination and expression of that. We need all their moments to understand what choosing each other for real really means to both of them.
