In an interview with Euronews, former Lithuanian President Dalia Grybauskaitė said that Russia remains a constant threat to Europe under Vladimir Putin and called for greater investment in the defence industry.
Former Lithuanian President Dalia Grybauskaitė said her country will continue to be a responsible partner for the European Union and Ukraine, if the centre-left manages to form a new government.
"There is a strong likelihood that Lithuania will now have a centre-left government. But from a foreign policy perspective, I don’t foresee any serious changes," she said in an interview with Euronews.
"It will be a continuation of responsible actions toward our partners, with a pro-European, pro-NATO, and pro-Ukrainian stance. In this regard, Lithuania will remain a strong partner for the European Union and our allies."
In the first round of Lithuania's legislative elections, with 90% of votes counted, the centre-left Social Democratic Party (LSDP) is in the lead, followed by Prime Minister Ingrida Simonyte's center-right Homeland Union – Christian Democrats (TS-LKD).
The runoff vote is scheduled for 27 October, when the majority of single-member constituencies will vote to choose between the two leading candidates.
Internal security remains a key issue in Lithuania's elections as the country lies on NATO and the European Union’s eastern flank.
The former head of state argued that a peace deal in Ukraine allowing Russia to maintain occupied territories, as Russian President Vladimir Putin wishes, would only give Moscow time to gear up for new aggression against neighbouring countries, including the Baltic States and beyond.
"If we in the West and NATO allow Ukraine to yield and make this kind of compromise, it will mean the West has failed to stand up to the terrorist state at our borders. This would also mean giving Russia time to prepare for its next round of aggression against its neighbours. And it wouldn’t necessarily be the Baltic states — it could also be Moldova, or even Georgia," said Grybauskaitė.
The former European commissioner believes that the Russian president will continue to pose a threat to all of Europe as long as he remains in power.
"Putin’s Russia today is a dangerous neighbour. It’s not just Russia — it’s Putin’s Russia," she said.
"Mainly because Putin has started an open war against his neighbours, and there is no turning back for him. Until his end, he will remain in a war-like state of mind, making him a constant threat to the European Union and its neighbours," Grybauskaitė explained.
'Europe must rapidly invest in defence industry'
The former Lithuanian president also believes that the US elections will have an impact on relations with Russia and pose new challenges for the European Union, regardless of the outcome on 5 November.
"With the potential election of Kamala Harris, these challenges will encourage Europe to take on more defence responsibilities and become more self-reliant. If Donald Trump wins, the challenges will be so vast that there won’t be time to discuss and reflect — only to make decisions. From this perspective, Europe must adopt a serious stance to rapidly invest in the defence industry, build military capabilities, and streamline decision-making. There will be no time for debate. Putin won’t give us time to discuss," she stressed.
Dalia Grybauskaitė was in Portugal for the Estoril Conferences, where she participated in a panel on diplomacy and international cooperation on Friday, alongside former Mongolian President Elbegdorj Tsakhia and former Tunisian Prime Minister Mehdi Jomaa.

But not a real open invitation. This is my prediction. It will be a big mistake, and we will not be able to contain Russia again."
According to Dalia Grybauskaitė, the ex-president of Lithuania, all this is due to the fact that they can not understand that "Ukraine's security is our security. And we need Ukraine even more than Ukraine needs itself."
"There is still no war in the mind. But Putin is doing everything to keep the war in our heads, he won't let us off the hook if we don't push him back with all the force that NATO has," said the ex-president.
"Therefore, I am convinced that Ukraine's membership in NATO and, of course, in the EU is our guarantee of security: of Lithuania and the West. And this is not only political will. It is our obligation to defend ourselves by helping Ukraine," she summarized.

Lithuania's former leaders call for Ukraine membership invite at NATO summit
Lithuania’s past leaders, including former presidents Valdas Adamkus and Dalia Grybauskaitė, sent a letter asking NATO leaders to invite Ukraine to join the alliance during the Vilnius summit, the LRT public broadcaster reported on July 10.
“Gathering in Vilnius for the NATO summit, you have the opportunity to make a historic decision and invite Ukraine to NATO, without delaying and without waiting for the end of the war,” said the statement, also signed by the first head of the restored Lithuanian state Vytautas Landsbergis and signatories of the Act of March 11, declaring the country’s independence in 1990.
“Ukraine and its people, with their lives sacrificed for the freedom of us all, deserve that we all defend every centimeter of Ukrainian land. Your decision can stop Russia’s aggression against Ukraine."
Earlier on July 10, the incumbent President Gitanas Nausėda called for a “clear plan” on Ukraine’s much-desired membership, saying that the Allies should move past promises and declarations to real decisions.
Lithuania is not the only country hoping for decisive proposals for Ukraine at the summit. Polish Defense Minister Mariusz Blaszczak said that Warsaw counts on a “clear signal” from the Alliance regarding the support for Ukraine, Ukrinform wrote on July 10.
Minister Blaszczak said at a meeting with generals that Poland aims to have a border with independent Ukraine, not with a “part of Russia."
“That’s why we support Ukraine… We realize that any attempt to rebuild an empire is evil, which the residents of Irpin and Bucha, who were killed by Russian soldiers, experienced for themselves,” the minister said.
“We are counting on the fact that NATO will expand – Sweden will join the Alliance – and that NATO will give a clear signal regarding its support for Ukraine."
Ukraine, after applying for a fast-tracked NATO membership in September 2022, hopes for a decisive signal on its entry into the Alliance at the Vilnius summit on July 11-12. According to Ukrainian Foreign Minister Dmytro Kuleba, Kyiv should be able to skip the Membership Action Plan on its path to accession.
However, even this procedure would still oblige Ukraine to carry out reforms and, contrary to the wishes of Eastern European allies, would not set any time frame for Ukraine’s accession. The U.S. and Germany are expected to oppose a decisive invitation for Kyiv at the summit, citing the need for reforms and the ongoing Russian aggression.

In 2016 I went with my big love and expert reporter Prune Antoine #plumaberlin and Gil Skorwid on a research trip about the remilitarisation of the Kaliningrad region for #Mediapart and later won the #prixchaffajon for multimedia reportage. After two days we got kicked out of Kaliningrad by the secret service who followed us all the time because we had no proper journalist Visa. So we went on to Lithuania and Poland who are direct neighbours to Russia / Kaliningrad. Both were afraid of what was coming after the annexation of Crimea. Poland built surveillance towers along the whole border of Kaliningrad and has military units stationed near the border. Lithuania just introduced conscription under President Dalia Grybauskaitė. The film maker Aleksandras Matonis restaged the battle of Kalniske between the NKDW forces and Lithuanian partisans after WW2 to reshape Lithuanian fighting spirit because history books said Lithuanian lost drastically which he thought to be a Russian myth. The US Army had a training center for the Lithuanian army and the NATO has their quick response air force stationed in the Baltic states. They reported daily flights from russian mainland to Kaliningrad without transponder so they had to scramble their fighters to check every flight. But nobody knew what’s inside Kaliningrad. And this enclave is in missile range of a lot of the mayor cities of Europe. It has been 6 years now and all of a sudden all the fears become real in #Ukraine. Dalia Grybauskaitė (b. 1956) is the current president of Lithuania, the first female president and the first president to be re-elected for a consecutive term. She also served as Minister of Finance and Vice-Minister of Foreign Affairs in the country.
Before becoming president, she was in charge of the EU budget, and shifted expenses so that for the first time the highest share was spent on growth and employment.
