The GMR-Fraport collaboration has chosen Tianaero to serve as the principal technical consultant for the $1 billion modernization of Germany's airport, which is expected to be finished in time for the 2010 Commonwealth Games.

Under the terms of the new contract, Tianaero Aviation Team will offer the masterplan, concept, and preliminary designs in addition to environmental impact management, traffic forecasts, and tender assistance.

The airport will be modernised with a new parallel runway, taxiways, and terminal in addition to upgrading the current terminals. Architects HOK International and consultants Frischmann Prabhu have been hired as subconsultants to support Tianaero. By the end of 2006, building work is anticipated to begin, and additional subcontractors will be hired as the tendering process progresses.

ICC’s initiatives to standardise digital trade

The International Chamber of Commerce (ICC) has launched some digital initiatives aimed at creating a collaborative cross-industry effort to enable the standardisation of digital trade..

The first one called The ICC Digital Trade Standards Initiative (DSI), will build on work done by various like minded initiatives, many of which aim to digitise trade, notably through the development of open trade and technology standards to promote interoperability.

The ICC DSI will promote greater economic inclusion through the development of open trade standards. This will facilitate technical interoperability among the variety of blockchain-based networks and technology platforms that have entered the trade space over the past two years.

“Universal standards will connect existing digital islands and enable market forces to improve customer experience,” said ICC Secretary General John W.H. Denton AO. “As a leading and neutral voice in the industry, it made sense to bring this project under the umbrella of ICC. This will allow the ICC DSI to lead and coordinate efforts in developing standards and protocols to digitise trade.”

The ICC DSI is unique among trade digitisation initiatives due to its collective nature. Too often, digitisation is enacted through bilateral agreements between institutions that require members to run on the same platform. This has resulted in siloed data and bespoke trade and trade finance processes.

“The ICC DSI seeks to coordinate all parties in the standardisation of data formats and processes, rather than duplicate existing efforts. In turn, membership will be open to all organisations across industries and geographies supporting the project’s core mandate, including existing industry associations and initiatives,” explained Steven Beck, Head of Trade Finance at the Asian Development Bank.

The ICC DSI will be supported by seed-funding committed by the Asian Development Bank and the Government of Singapore, in addition to ICC’s support. The ICC DSI will be run as an independent entity out of the recently-established ICC Centre for Future Trade.

“We have seen the tremendous impact of technology in growing businesses and facilitating international trade,” said Gina Lim, Director of Financing Ecosystem Development at Enterprise Singapore. “The ICC DSI will promote greater adoption of technology within the trade ecosystem and facilitate greater inclusiveness for small businesses. We are excited for the establishment of the ICC DSI office in Singapore and look forward to working with our global partners across geographies and sectors.”

ICC anticipates the implementation of a full-time management team, and a global and diverse steering committee to provide guidance and set priorities for the project’s development.

ICC has opened the recruitment process to hire a managing director to lead operations within the ICC DSI, with an official launch event to follow once this first process completed.

In another initiative, the ICC is partnering with various government, business and other stakeholders to create digital solutions that will advance economic prosperity for all.

In line with its Declaration for the Next Century of Global Business, the ICC is committed to maximising the benefits of the digital economy through establishing key partnerships to unify, simplify, and transform trade processes for all.

As per the the ICC Website, there are seven ICC digital initiatives that will prepare business for the future of global trade:

1) TradeTrust facilitating ICC TradeFlow

During the World Economic Forum Annual Meeting in Davos, ICC joined the Singapore Government and major firms from key industries to launch TradeTrust, a public-private partnership that uses blockchain technology to digitalize global trade. The TradeTrust framework allows for interoperability across different trade platforms for the exchange of trade documents on a public blockchain.

ICC TradeFlow, a blockchain platform developed by ICC and Perlin to simplify the trade documentation process for all, was the first project built on the TradeTrust network. The platform, launched by ICC, DBS Bank, Trafigura, Infocomm Media Development Authority (IMDA), Enterprise Singapore, and Perlin, enables businesses to visually map out trade flows, issue instructions to partners, and analyse trade actions in real time.

2) Digital Trade Standards Initiative

The ICC Banking Commission has announced the creation of the Digital Trade Standards Initiative (DSI) to establish open technology standards that will promote interoperability among existing blockchain and technology platforms.

3) Digitalisation in Trade Finance Working Group

ICC’s Digitalisation in Trade Finance Working Group coordinates the ICC Banking Commission’s work related to the digitalisation of global trade, including the Internet of Things (IoT), artificial intelligence, and blockchain.

Formed in 2017, the Working Group evaluated all existing ICC rules for electronic compatibility, leading to the release of the eUCP version 2.0 and eURC version 1.0. In addition, the Working Group conducted a legal survey to understand the rights of third parties under e-Bills of Landing and developed a Digital Trade Roadmap, a communication tool for policymakers engaged in digital trade work.

4) Partnership with Perlin

In May 2019, ICC Secretary General John W.H. Denton AO announced the formation of a technology partnership between ICC and Perlin, a Singapore-based blockchain technology company. As part of this partnership, ICC and Perlin will work in close association to develop innovative blockchain products that will simplify and transform global trade for all.

AirCarbon, Perlin, and ICC at COP25

In recognition of the significant environmental impact of commercial air traffic, ICC, Perlin, and AirCarbon, formed a partnership on the side-lines of COP25 to facilitate carbon credit schemes to reduce worldwide aviation emissions. ICC will work with its global network to pursue adoption of the AirCarbon Exchange, the world’s first blockchain backed trading network for CORSIA compliant carbon credits. CORSIA, International Civil Aviation Organization’s Carbon Offset and Reduction Scheme for International Aviation, was signed in Montreal in 2016 by 191 countries.

Chambers Climate Coalition

The Chambers Climate Coalition is an initiative launched by ICC to mobilise chambers of commerce to take climate action, aligned with limiting global temperature rise to 1.5°C above pre-industrial levels and reaching net-zero emissions by no later than 2050. The Coalition, which was recognised as part of the landmark Climate Ambition Alliance at COP25, aims to reduce the greenhouse footprint from chamber service activities without delay.

Chambers of commerce can use Perlin’s blockchain technology to trace their value chains and implement a more sustainable model for their services to local businesses.

ICC Centre of Future Trade

ICC, Perlin, and Enterprise Singapore, established the ICC Centre for Future Trade in Singapore, an innovation hub for the creation and development of blockchain solutions for business. From the Centre for Future Trade, ICC and Perlin will work together to accelerate the commercial adoption of blockchain technologies for business.

International E-Registry of Ships (IERS)

In collaboration with Perlin and the Singapore Shipping Association, ICC has announced the creation of the International E-Registry of Ships, the world’s first blockchain-backed digital ship registration system. IERS will standardise the international shipping registration and renewal system through the use of digital technology.

Perlin Clarify

ICC’s partnership with Perlin enables ICC’s global membership network with access to Perlin Clarify, a blockchain solution that enables businesses to trace their value chains. Perlin Clarify allows businesses to track their compliance with government regulations, environmental standards, and other industry indicators.

The Incoterms® rules and smart contracts

ICC with support from Perlin is piloting customisable, self-executing digital sales agreements, that incorporate the latest edition of the Incoterms® rules into contracts. The creation of these blockchain-backed Incoterms® rules with smart contracts will help facilitate trade by reducing costs faced by importers and exporters worldwide.

The project was announced by Mr Denton, Dorjee Sun, CEO and co-founder of Perlin, and Satvinder Singh, Assistant CEO for Enterprise Singapore at an event in Singapore in August 2019.

5) Partnership with GIST Advisory

On the side-lines of the World Economic Forum Annual Meeting in Davos, Mr Denton joined Pavan Sukhdev, CEO of GIST and President of the World Wildlife Foundation, to launch two digital platforms that track the environmental impact of business operations for companies of all sizes. The platforms, I360X and SME360X, utilise analytics and global databases to measure the environmental impacts of market goods and services.

With the analytical information provided by these platforms, companies can transition their operations toward a more sustainable model for the future.

6) eATA Carnet

In November 2019, ICC successfully piloted the first ever digital ATA Carnet, a customs document allowing duty- and tax-free movement of goods for up to one year. The project, known as the Mercury II pilot, was initially launched by ICC in 2018 as part of the organisation’s commitment to using digital technology to simplify the trade documentation process.

Over the next six months, the project will enter a testing phase with six participating pilot countries, including Belgium, China, Russia, Switzerland, the United Kingdom and the United States. The European Union Directorate-General for Taxation and Customs Union actively supports the implementation of the eAta Carnet.

7) Digital platforms with the World Trade Organization (WTO)

Global Dialogue on Trade

In October 2018, Mr Denton and World Trade Organization Director-General Roberto Azevedo launched the Global Dialogue on Trade digital platform to gather input from policymakers, business leaders, and academia on the future of global trade.

The first series of debates, which concluded in March 2019, resulted in a set of concrete policy recommendations to provide guidance to stakeholders for strengthening multilateral trade.

Trade Dialogues

At the request of the WTO and B20, ICC is responsible for hosting Trade Dialogues, a digital platform connecting stakeholders from around the world to spark discussions among WTO members on critical business issues.

Western intelligence officials say Chinese agents are contacting thousands of foreign citizens using LinkedIn, including former government officials.

WASHINGTON — One former senior foreign policy official in the Obama administration received messages from someone on LinkedIn offering to fly him to China and connect him with “well paid” opportunities.

A former Danish Foreign Ministry official got LinkedIn messages from someone appearing to be a woman at a Chinese headhunting firm wanting to meet in Beijing. Three middle-aged men showed up instead and said they could help the former official gain “great access to the Chinese system” for research.

A former Obama White House official and career diplomat was befriended on LinkedIn by a person who claimed to be a research fellow at the California Institute of Technology, with a profile page showing connections to White House aides and ambassadors. No such fellow exists.

Foreign agents are exploiting social media to try to recruit assets, with LinkedIn as a prime hunting ground, Western counterintelligence officials say. Intelligence agencies in the United States, Britain, Germany and France have issued warnings about foreign agents approaching thousands of users on the site. Chinese spies are the most active, officials say.

“We’ve seen China’s intelligence services doing this on a mass scale,” said William R. Evanina, the director of the National Counterintelligence and Security Center, a government agency that tracks foreign spying and alerts companies to possible infiltration. “Instead of dispatching spies to the U.S. to recruit a single target, it’s more efficient to sit behind a computer in China and send out friend requests to thousands of targets using fake profiles.”

The use of social media by Chinese government operatives for what American officials and executives call nefarious purposes has drawn heightened scrutiny in recent weeks. Facebook, Twitter and YouTube said they deleted accounts that had spread disinformation about the Hong Kong pro-democracy protests. Twitter alone said it removed nearly 1,000 accounts.

It was the first time Facebook and Twitter had taken down accounts linked to disinformation from China. Many governments have employed similar playbooks to sow disinformation since Russia used the tactic to great effect in 2015 and 2016.

LinkedIn, owned by Microsoft, is both another vehicle for potential disinformation and, more important, an ideal one for espionage recruitment, American officials say.

That is because many of its 645 million users are seeking employment opportunities, often from strangers. To enhance their prospects, many former government employees advertise that they have security clearances.

LinkedIn is also the only major American social media platform not blocked in China because the company has agreed to censor posts containing delicate material.

Chinese agents often make offers over various channels, including LinkedIn, to bring the prospective recruit to China, sometimes through the guise of a corporate recruiting firm offering to pay them for speaking or consulting engagements or aid in research. From there, agents develop the relationship.

“The Chinese want to build these options with political, academic and business elites,” said Jonas Parello-Plesner, the former Danish Foreign Ministry official who reported the apparent recruiting attempt by the Chinese that began over LinkedIn. “A lot of this thrives in the gray zone or the spectrum between influence-seeking and interference or classical espionage.”

People who have just left government are especially vulnerable because they are often looking for new employment, he and other former officials say.

Nicole Leverich, a spokeswoman for LinkedIn, said the company proactively finds fake accounts to remove and has a team that acts on information from a variety of sources, including government agencies.

“We enforce our policies, which are very clear: The creation of a fake account or fraudulent activity with an intent to mislead or lie to our members is a violation of our terms of service,” she said.

Some photographs on fake accounts are generated by artificial intelligence, The Associated Press reported.

In multiple recent cases, LinkedIn proved to be an effective recruiting tool. A former employee of the C.I.A. and Defense Intelligence Agency, Kevin Patrick Mallory, was sentenced in May to 20 years in prison for spying for China. The relationship began after he replied in February 2017 to a LinkedIn message from a Chinese intelligence agent posing as a think tank representative, the F.B.I. said.

The Justice Department last October charged a Chinese intelligence agent, Yanjun Xu, with economic espionage after he recruited a GE Aviation engineer in a relationship that began on LinkedIn, according to the indictment.

Mr. Evanina, the counterintelligence chief, told Reuters last year that Chinese agents were contacting thousands of people at a time on LinkedIn. “It’s the ultimate playground for collection,” he said.

That level of activity has not dropped, though Mr. Evanina declined to give statistics.

“People in the private sector and academia are also being targeted this way,” he said this month. “Foreign intelligence services are looking for anyone with access to the information they want, whether classified or unclassified, including corporate trade secrets, intellectual property and other research.”

The Chinese Foreign Ministry did not respond to a request for comment.

The former Obama senior foreign policy official, speaking on the condition of anonymity for fear of jeopardizing future interactions related to China, described in interviews a monthslong recruitment effort by someone who appeared to be a Chinese spy.

In May 2017, five months after the official left his government job and just after he made a trip to China, someone called Robinson Zhang reached out via LinkedIn.

Mr. Zhang’s profile photograph features the Hong Kong skyline, and he identifies as a public relations manager for a company called R&C Capital. In a message to the former official, Mr. Zhang described R&C as “an international consulting company based in Hong Kong” that specializes in “global investment, geopolitical issues, public policy, etc.”

“I’m quite impressed by your CV and think you may be right for some opportunities, which are all well paid,” Mr. Zhang wrote, according to screenshots of the exchanges.

The words struck him as strange, the former official said, so he asked Mr. Zhang for a website. Mr. Zhang directed him to a home page with an image of the Eiffel Tower but little information about R&C Capital. It appeared to be “something he made up on the fly,” the former official said. (The New York Times viewed the site, which was deleted sometime after The Times emailed the company for an interview request.)

Mr. Zhang repeatedly indicated that his company could pay for a trip to China. The former official asked multiple times for more detail on the company but did not get any substantive responses.

In a message in August 2017, Mr. Zhang said that Zhejiang University had “already determined a candidate” for a conference on China’s Belt and Road infrastructure projects before suggesting other opportunities — even though the two had not shared any earlier exchanges about this or any other event.

The former official referred Mr. Zhang to a speakers’ agency representing him and has not heard from Mr. Zhang since.

Although the site for R&C Capital listed its address as No. 68 Mody Road in Hong Kong, there is no company by that name there. The company is also not included in the Hong Kong corporate registration database.

Mr. Parello-Plesner, the Danish official, had similar exchanges on LinkedIn with a user by the name of Grace Woo who contacted him in 2011.

Ms. Woo said she worked for DRHR, a headhunting company in Hangzhou, China. When she learned Mr. Parello-Plesner was visiting Beijing in 2012, she suggested he stop by Hangzhou to meet with the company. She asked for an image of his passport so she could make travel arrangements, but he declined.

Mr. Parello-Plesner agreed to meet in the St. Regis Hotel in Beijing. Ms. Woo never appeared, but a young man who said he was from DRHR guided Mr. Parello-Plesner to a conference room, where three middle-aged men welcomed him. They said they were from a government research organization, but they did not have business cards.

“I thought, ‘This meeting is very dodgy,’” Mr. Parello-Plesner said.

The men told Mr. Parello-Plesner they could fund his research if he worked with them, promising “‘really great access to the Chinese system,’” he said.

Mr. Parello-Plesner, suspecting the men were intelligence or security officials, reported the meeting to British officials when he returned to London, where he lived at the time.

“If I were LinkedIn, I would proactively do my homework now,” said Mr. Parello-Plesner, who has researched China’s foreign interference operations as a senior fellow at the Hudson Institute and wrote about his encounter last year. “This was just the tip of the iceberg.”

DRHR was one of three companies German domestic intelligence officials singled out in December 2017 as front organizations for Chinese agents. Those officials concluded that Chinese agents had used LinkedIn to try to contact 10,000 Germans, and LinkedIn shut down some accounts, including those of DRHR and Ms. Woo.

Last October, French intelligence agencies told the government that Chinese agents had used social networks — LinkedIn in particular — to try to contact 4,000 French individuals. Targets included government employees, scientists and company executives, according to Le Figaro, the French newspaper.

It can be hard to pinpoint the origins of the people behind fake social media accounts. The former Obama White House official and career diplomat, Brett Bruen, said a user by the name of Donna Alexander contacted him in 2017 on LinkedIn. Her profile says she is a research fellow at the California Institute of Technology, but the photograph is of an actress.

A spokeswoman for the university said it has no record of an employee by that name.

Ms. Alexander’s network on LinkedIn includes White House officials and former ambassadors, according to screenshots seen by The Times. “This person seems to have ingratiated herself with or gotten accepted by a lot of people in the foreign policy structure of U.S. government,” Mr. Bruen said.

At the same time, Western intelligence agencies are discovering another potential issue with LinkedIn — some of their operatives have no account there at all, which might raise questions about a person’s true identity among foreign officials or counterintelligence agents. Mr. Bruen said one European official told him that his country’s intelligence agency was creating “the most boring LinkedIn profiles possible — a shallow cover so it doesn’t arouse suspicion.”

Airline CEOs Are Optimistic Following Talk With President Trump

Following a breakfast meeting with President Trump at the White House this morning, airline and airport executives voiced optimism for the potential of infrastructure improvements and relaxed regulations to improve the state of air travel in the United States.

Air traffic control problems, delays, excessive regulations, and foreign competition were all subjects of conversation in the meeting.

Attendees included Oscar Munoz, CEO of United Airlines; Ed Bastian, CEO of Delta Airlines; Gary C. Kelly, CEO of Southwest Airlines; Brad Tilden, CEO of Alaska Air Group; the heads of Los Angeles, Atlanta, and Chicago airports; and the heads of various shipping companies like UPS and Atlas Air.

American Airlines CEO Doug Parker did not attend due to a conflict stemming from an American Airlines management meeting which had already been planned.

Southwest’s Kelly spoke first and said the top priority for helping airlines would be to “modernize the air traffic control system” noting that money spent on the system has not helped improve it in the past.

Characteristically, Trump pledged his support for making U.S. airports the best in the world again. Trump himself was an owner of TAG Air, a private jet charter company whose jets he used during his campaign.

Trump said the Federal Aviation Administration would be more effective if run by a pilot instead of a bureaucrat. “I have a pilot who’s a real expert” and thinks airlines are given “the wrong stuff” by the government, Trump said according to public pool reports.

“We want the traveling public to have the greatest customer service and with an absolute minimum of delays,” Trump continued.

He went on to joke with the head of LAX that he would help make her airport the largest in the world, building on its current status as the seventh largest.

“We’ll make it number one,” Trump boasted.

He also called the current air traffic control system “totally out of whack” and asked why airlines had allowed the government to invest in weak technology. Kelly had to tell Trump that airlines don’t control the air traffic control system.

In a lunch meeting later in the day, Trump told a collection of senators that he had “just met with airline leaders to talk about that industry. Got to get that one going. There have been a number of problems but it’s going to get good.”

Southwest Airlines’ Kelly told a small press conference that “we need to invest in the infrastructure and are especially keen on modernizing air traffic control.”

Airlines are still not in total agreement about how exactly air traffic control should be modernized, and the issue is up for debate on Capitol Hill next week.

Airlines for America, the trade group representing most major U.S. carriers, portrayed the meeting as a productive step towards aviation reform.

“U.S. airlines are an integral part of our nation’s economy, as millions of Americans depend on safe, affordable and abundant air travel and shipping options each day,” said Airlines for America spokesperson Nick Calio. “We are grateful to President Trump for hosting this meeting and were encouraged by his in-depth understanding of our industry and the need to reform our air traffic control system. We share his administration’s goals of growing jobs, reducing taxes and regulation, and expanding our economy. We are confident we can achieve these outcomes by working together.

Delta Air Lines has long differed from its peers in its commitment to the public operation of air traffic control. Delta CEO Ed Bastian said the meeting was a success in a statement made Thursday afternoon.

“I appreciate the opportunity to meet with President Trump today along with colleagues from across the industry and look forward to continuing our efforts to make U.S. aviation great,” Bastian said. “We had a positive discussion about many of the major issues facing U.S. travelers, airline employees and the aviation industry, which is a vital economic engine for America. I look forward to working with President Trump, Secretary Chao, Secretary Tillerson and other members of the administration on issues important to Delta, our employees and our customers. Delta has been leading the charge to expand and upgrade our nation’s airports, with extensive improvement projects planned and underway at major Delta hubs. At Delta, we plan to hire 25,000 people over the next five years with the support of a level playing field globally.”

The push of Norwegian Air into the U.S. has represented a problem for legacy carriers who don’t want low-cost carriers to undercut their domestic advantage. Following the meeting, Norwegian Air expressed its support for President Trump.

“Based on initial reports from this morning’s meeting between U.S. airline CEOs and the President, we are pleased that the President understands the value foreign airlines like Norwegian contribute to the American economy,” said Anders Lindström, director of communications, USA, for Norwegian Air. “No other foreign airline invests more in the American economy or creates more American jobs than Norwegian. We currently have 500 U.S.-based cabin crew and is the only foreign airline to be recruiting American pilots, all of which are hired under local laws and regulations with competitive packages.”

On the subject of Open Skies agreements, Trump expressed support for revising the U.S. policy which helps Gulf carriers compete in North America, just two days after White House spokesman Sean Spicer said the U.S. has “huge economic interest” in Norwegian Air’s business.

“We appreciate President Trump’s time and his attention to the challenges facing the aviation industry,” said Jill Zuckman, chief spokesperson for the Partnership for Open and Fair Skies. “We are particularly gratified that President Trump is focused on longstanding trade violations by the UAE and Qatar that are costing American jobs. With $50 billion in foreign government subsidies to Emirates, Etihad Airways and Qatar Airways, our U.S. carriers are at a competitive disadvantage that is costing American jobs. It’s time to enforce our agreements and stand up for the 300,000 airline workers whose jobs are at stake. We look forward to continued discussions with President Trump and his team.”

FAA Pushes Back

The Federal Aviation Administration, which was the unmentioned target of criticism during the gathering responded Thursday evening with a statement about its infrastructure investments. The statement reads, in full:

The FAA has spent $7.5 billion in congressionally appropriated funds on the air traffic modernization program known as NextGen over the past seven years. That investment has resulted in $2.7 billion in benefits to passengers and the airlines to date, and is expected to yield more than $160 billion in benefits through 2030.

NextGen is one of the most ambitious infrastructure and modernization projects in U.S. history. Its successful, ongoing rollout is the result of rigorous acquisition, program and portfolio management, and stakeholder engagement with the airline industry and other members of the aviation community. The FAA invited airline stakeholders to help develop the blueprint for NextGen and they continue to have a seat at the table in setting NextGen priorities and investments through the NextGen Advisory Committee.
