It's huge because the last law we had was from 1980 and full of pathologizing and gatekeeping. In the most current pracitized form, you needed to petition the district court for your legal gender and name change, who then appointed 2 psychiatrists who were to evaluate your gender. You could suggest someone, but you weren't guaranteed to get them, and most of them acted by outdated principles and it wasn't all that rare for them to ask invasive questions about your sex life and sexual preferences. Depending on where you lived, you had to travel to see them. They decided how often they needed to see you to be sure of your gender, and then they wrote a report which they sent to the court. Some time later, you were called to a hearing in which the judge looked over the reports, looked at you, and decided if they thought it coherent enough. And you had to pay all of that - the process, the psychiatrical evaluations - no matter the outcome, which would amount to at least 1000 €, usually more. (Also, the text of the law said you needed to have had all the gender affirming surgeries there are, so, basically forced sterilisation. In 2011, the Constitutional Court ruled that as unconstitutional, it's against the right to bodily integrity, so it wasn't enforced anymore since then, but still in the text.) It was an expensive and gatekeepy procedure.
So yes, being able to go to the local (!) registry and change it by declaration is HUGE.

First names can also be changed while changing gender. One all inclusive package with minimum effort.
