Over the last six weeks, they have crept into our consciousness. They have inspired pity, anger, hectoring and indifference. That they lived all around us was a detail we were barely conscious of before the nation-wide lockdown was put into place. They cleaned our homes and washed our cars, served us at restaurants and eateries, sweated and slaved away in the many small and big factories and workshops that one finds all over the urban sprawls that our cities have become. Many of us were similar to them in that we too do not hail from the cities that we now live in. We, or someone in our family, had moved there to seek employment or start a business and then stayed put or ‘settled down’ as we, the well-heeled, put it. We then grew roots, purchased an apartment or built a home, sometimes two, and came to feel that we ‘belonged’. ‘They’, on the other hand, were birds of passage who did not put down roots or try to belong. Sure enough, when the lockdown was announced, and then later, extended, they sought to ‘return’ home. The stories of their journeys which have been documented in the news and on social media have been gut-wrenching. Walking or cycling for days on end, on little food and water, families and meagre possessions in tow, sometimes collapsing and dying with their destination in sight, mowed down by trucks and run over by trains, the migrants have been the lockdown’s most unforeseen casualty. A century-and-a-half ago, many Indians — indentured labourers all — made similar journeys in cattle-like conditions on steamships, hoping to find paradise in a distant land where they would have sufficient food, perhaps a plot of land and enough money to tide them through rainy days. Most ended up being cheated and denied a fair shot at life. The journeys of migrants during the lockdown mirrors those journeys across the seas. One was the shame of the British Empire, which had set out to ‘civilise’ the ‘natives’ but ended up enslaving many of them. The current dispensation has shamed the citizens of the Republic of India and the hallowed Constitution, which the citizens gave unto themselves. The system of indentured labour (a ‘second slavery’ as many scholars have rightly termed it) originated in the 1830s when slavery had run its course in most of Europe and the larger public had expressed their outrage at the persistence of such an exploitative system. The destinations for indentured labourers were the Caribbean islands, Mauritius, Africa (Kenya, Tanzania and South Africa), South America (British Guyana and Suriname), Fiji and Malaya. This system sought to legitimise itself on the back of a contract, unlike slavery, which treated human beings as commodities. That the contract specified exploitative terms — poor wages, limited or no leave, loopholes in the clauses concerning release from contract etc — was given little consideration, since the parties were entering into it ‘willingly’. But given that those who assented to this contract were unlettered men and women, mostly from India and China who did not understand the contract’s fine print, was a detail that was conveniently swept under the rug. A second slavery was thus put into practice, and in 1834, the first group of indentured labourers was shipped to Mauritius. To find workers willing to under such contracts (or ‘girmit’ – a homonym for ‘agreement’), a recruiter (‘arkati’) fanned out into India’s poorest districts painting a pretty picture of their work destination. For a desperate populace on the verge of starvation, it was a chance worth taking. Then came the process of explaining to the workers the terms of their contract — a shambolic process. Often, groups were brought in front of a magistrate who inquired if they had understood the contract, without bothering to inquire further. Coached to say ‘yes’, almost all labourers assented and placed their thumb impressions on a sheet of paper. Few knew what they were getting into. The ordeal then began. Before the advent of the railways and its penetration into the Indian heartland, labourers walked from their villages in present-day Uttar Pradesh and Bihar to Calcutta (Kolkata), where a ship awaited them. This first leg of the journey took 30 to 40 days, almost entirely on foot. Journeys from the districts of present-day Andhra Pradesh and Tamil Nadu to Madras (Chennai) were shorter, but grueling nonetheless. Sometimes, if there were no ships ready to sail, migrants waited at the emigration depot for up to three months housed in less than favourable conditions. These potential emigrants were kept under close watch and not allowed the free run of the city. Desertion upon hearing horror tales of the ‘promised land’ was a possibility, as also the chance that they would contract contagious diseases, thereby laying waste the efforts of the ‘arkati’. Once a ship was available, a medical examination followed, and then hundreds of labourers boarded the ship. In the early years, wooden sailing vessels of teak were used. Conditions on the ships were similar to those on slave ships. Totaram Sanadhya, who spent years in Fiji, writes in Fiji Dveep mein Mere Ikkis Varsh (My Twenty-one Years in Fiji) of the cramped conditions in the ship – each person had ‘a space one and a half feet wide and six feet long’. Four ‘dog biscuits’ and ‘one-sixteenth of a pound of sugar’ (about 150 grams) were handed out on boarding, a ‘welcome package’ of sorts. The ship then sailed. On the seas, the labourers were expected to make their own meals with the provisions provided. The toilets too had to be cleaned by them, and refusal to do so resulted in beatings. Two bottles of fresh water were handed out daily. The question of asking for more water in case of need did not exist. One had to make do or suffer silently. Sea journeys ranged from ten to 20 weeks (journeys to Malaya were shorter than ten weeks). An 1878 British Guyana report records that in that year 17 ships arrived. The length of their voyage ranged from 78 to 128 days and the number of passengers varied from 493 to 652. Deaths on the ship were a common occurrence, dysentery, measles and cholera being the frequent causes. Bodies were thrown overboard when deaths took place. Perhaps a religious-minded fellow traveller uttered a short prayer. Otherwise, there was little dignity in death. In 1878, 18 deaths (including 15 children) out of a total of 611 passengers took place on the Hesperides. That the ship had taken 128 days to complete the voyage probably had something to do with it. That same year, 19 deaths took place on the Plassey, which took 92 days to complete the voyage and had embarked with 627 passengers. Still, these conditions were better than the conditions in 1856-57, when the average death rate for Indians travelling to the Caribbean was 17 percent. As many as 11 children were born on the Hesperides during the course of the sea voyage. The Plassey witnessed nine births. To begin with, most of the labourers were men. Only a few women made these journeys. How these women managed the exigencies of childbirth on board a rollicking ship with little water, food and privacy is too terrible to imagine. Given that almost every one of these ships records the deaths of children, it is perhaps fair to assume (since no clear details are available) that many of these deaths were of newborns. More horrors awaited the labourers when they reached their destinations. Poor wages, pathetic living conditions, insufficient food and the dishonouring of the terms of their contracts were commonplace. The indentured system was a system of continuous and prolonged exploitation. When the system came to an end in 1916, close to 1.5 million had made the journey. A significant number had perished en-route or in their new homes. Many stayed back after their contracts ended. A small number returned. Every single one of them had undergone untold suffering. Even as a callous government and an even more callous middle class continue to wallow in utter indifference, a tragedy has unfolded in our times which historians of the future will use to pass judgment on our generation. The indentured system was a telling comment on the tyranny of the white man, the excesses of the Empire and the blood and sweat on which the pretty structures of the West have been built. The current tragedy is our Fall from our fraudulent Garden of Eden.

“I wrote this over a year ago. I didn’t feel like I could share this at the time. The path to addressing my mental health hasn’t been a straightforward one; it’s one that has seen momentum and lulls in equal measure, with both hurdles and, thankfully, help. I’m sharing this because I think watching this documentary helped push me to begin addressing my mental health and I am grateful for that. I wanted to take a moment to acknowledge the varying external factors that affect mental health; things like access to affordable housing, the reality of precarious employment, student debt and structural forms of discrimination, just to name a few. I think part of our responsibility to one another is addressing these issues.
Pandi
I recently attended a screening of the documentary Pandi, hosted by South Asian Visual Arts Centre (SAVAC) and Tangled Art + Disability. After the question and answer period I left the screening eager for the privacy to collect my thoughts and then proceeded to spend the drive home crying. I arrived home greeted by my resigned mother, pleading with me to tell her what was wrong. If you don’t tell me how will I understand? I think to some extent my mother does understand, despite lacking the formal language to create a conversation around mental health, I know my mother understands my loneliness, I know that in some ways we are a reflection of each other. I know that her desire to see me married is her misguided attempt to address it. We repeat history, inhaling the past and exhaling the only future we know.
I told myself that I wanted to write a review of this documentary—I think what I really wanted was to write. I wanted to write to Pandi. I wanted to talk to him about his scripts. I wanted to stand alongside him as he burned money and tell him that I too am tired. I wanted to tell him that I see him and in seeing him I can no longer avoid looking at myself.
But I can’t tell him these things because he is dead. Pandi killed himself.
The documentary Pandi, directed by his niece Maria-Saroja Ponnambalam, is an exploration of the life of this young filmmaker—a continuous struggle between creative expression and financial pragmatism that is compounded by deteriorating mental health.
As a new immigrant to Canada Pandi moves in with his brother Ponnu and his young family, father of director Maria-Saroja. Within 2 months, upon the insistence of his family, he is working odd jobs to make money. At one point he is working 80 hours a week with the goal of saving enough money to both finance his scripts and show the Canadian Government that he is stable enough to sponsor a fiancé when the time comes. Despite interventions with counselling and medication, Pandi’s mental health continues to worsen in Canada. Ponnu suggests he move back to India, informing his sister in Chennai that she should watch over him, with the instructions to make sure he take “all the medications”.
In India Pandi continues to write, with the mounting pressure to fulfill his financial obligations, he talks openly about suicide. His nephew discusses how Pandi would write dates on chits of paper, asking him to choose his final date, alluding to the day he would kill himself. One day Pandi is found dead hanging from the ceiling in his bedroom.
It is only years later uncovering Pandi’s old super 8 reels in Canada that Maria-Saroja Ponnambalam begins questioning what happened to her sick uncle Pandi. How had Pandi become reduced to boxes and unspoken memories? Through home videos, animations of her uncles scripts and very personal interviews with family members, Maria-Saroja pieces together a picture of Pandi’s life. Pandi keeps writing, keeps creating scripts even as life pressures him to conform to a more conventionally productive life. In one animation depicting a scene from one of Pandi’s scripts, Pandi exclaims to a lover Reena that “I am not a good person to marry”.
It is a common mistakenly held belief that people who talk about suicide do not actually commit the act. When Pandi discusses suicide with his family it is brushed aside as a means of seeking attention During the Q/A session, Indu Vashist, executive director of SAVAC, raised an important point, what is so wrong with giving someone attention?
Gomathi, Pandi’s sister, discusses this dilemma briefly in the film, stating that her family was able to give Pandi love and affection to an extent, but that as a grownup “he has to look after himself”. I found myself thinking about this, that maybe we have somehow conditioned ourselves and the people around us into profound loneliness. How do we create community when we are surrounded by the siloes created under the grand pretext of romantic love?
I think it is possible that we resent people who openly display their pain and ask for help because too many of us have been taught to suffer in silence. Some of us go on to ultimately wrap our pain in art —to create as a form of catharsis, a kind of inversion. I think there is something meaningful in that. But if someone writes a beautiful poem about how painful their existence is, can we respond in a way that amounts to more than a facebook like? Maybe if we can find compassion for others, we can extend some of that compassion to ourselves.
Maria Saroja, reflecting on the film during the Q/A session believes she may have been too harsh on her family, recognizing that dealing with one’s own mental health and the mental health of family members is often a complicated process. We are not all mental health professionals—these people exist for a reason. However I am realizing more and more that we have a responsibility to one another, to reach out to one another without shame not only when we are suffering, but when we see that others are suffering too. Even as I write this I know how difficult it is, how difficult it is to breach the cocoon of our busy lives and reach out to others. I feel myself falling into a kind of commuter apathy, trying to get home through the path of least resistance. I look out the window of the train and know that I have become a passenger in my own life.
I know I am depressed. I know that sleeping away my time is a coping mechanism. I know I have dissociated from myself to get through day to day living. I know I prioritize making money over experiencing joy. I know I am finally trying to address some of these issues.
What happens when we do not have the language to address our mental health needs with our families? When the stigma shrouds conversations in shame? Mental health problems may not feel tangible, but their consequences are tangibly felt by those suffering. The film Pandi beautifully and honestly addresses mental health in a Tamil family, art that is cross-culturally accessible opens the possibility for conversations.
As the film ends with shots of Pandi, an almost haunting panorama on a balcony in Toronto, there is a visceral awareness that his was a life that sought expression and ultimately witness. So I find myself unable to look away, grateful to his niece, film maker Maria Saroja Ponnambalam for piecing together fragments of his life.
Pandi turns the camera onto the viewer, focuses the lens and asks the question, what happens after you confront the truth?

[/vc_column_text][vc_empty_space height=”13px”][vc_column_text]Indian businessman Shishpal Singh was still stirring vegetables and rice at his Mumbai apartment block when migrant workers laid off in the world’s largest lockdown began queueing nearby, desperate for a hot meal. The men had travelled to the western city from the southern state of Tamil Nadu to lay gas pipelines and when India’s Prime Minister Narendra Modi announced a nationwide lockdown last week they were left stranded, unable to work or get home.
“We don’t know where the contractor lives,” said Shekhar, 40, of the employer that abandoned them when the lockdown was announced. “We sent all our earnings home. How do we feed ourselves?” he asked as he scooped the hot food Singh had provided onto a paper plate.
Singh, 44, who has a studio rental business, is among many Indians striving to help those less fortunate in the country of 1.3 billion people, scene of the world’s largest lockdown. India has so far recorded more than 2,000 cases of the new coronavirus, relatively low numbers compared to other countries.
But there are fears it could quickly spread through the densely populated country, where millions live cheek-by-jowl in crowded urban slums. The strict quarantine measures have, however, created another problem – widespread hunger – as hundreds of millions lost their livelihoods overnight. The problem is exacerbated by the fact that millions of poor rural Indians were working in cities when the lockdown was announced and all public transport shut down, leaving them stranded far from home often with no food, money or shelter.[/vc_column_text][vc_empty_space height=”13px”][vc_empty_space height=”13px”][vc_single_image image=”20436�� img_size=”large” add_caption=”yes” alignment=”center”][vc_empty_space height=”13px”][vc_empty_space height=”13px”][vc_column_text]State governments across India are running kitchens and have promised a steady supply of grains. But access has been hampered by the severe restrictions on people’s movement. “There are tens of thousands who are unable to access these kitchens because they are simply too far,” said Dharmendra Kumar, secretary Jan Pahal, a charity running community kitchens in and around New Delhi. “Right now, we are feeding the poorest but we expect the food queues to grow as low-income homes also run out of stocks.”
It is not just the wealthy who are helping out. Suresh Chauhan usually sells his food on the streets of Delhi, but since the crisis, he has been giving it away, using the courtyard of a local Sikh temple. “I am a migrant myself and have walked the streets of Delhi hawking my food on a cycle before I could set up a food cart,” Suresh Chauhan told the Thomson Reuters Foundation by phone.
“I can sit home with my family, but I know what it is like to sleep hungry. I just felt I had to do this and help in my own way.” Charities running helplines for stranded migrant workers say most of the calls they receive now are desperate pleas for food.
Among those who called the helpline run by Jan Sahas, a non-profit organisation, was construction worker Bikram Singh Lodi, who was stranded in northern India with his wife and two children. “I exhausted my little savings within a week of the lockdown,” said Lodi, who is among 14 worker families living in shanties.[/vc_column_text][vc_empty_space height=”13px”][vc_empty_space height=”13px”][vc_single_image image=”20438″ img_size=”full” add_caption=”yes” alignment=”center”][vc_empty_space height=”13px”][vc_empty_space height=”13px”][vc_column_text]Unable to connect him to a food kitchen nearby, the charity transferred 2,000 rupees ($26) into his bank account to buy food. Veena Shatrugna, former deputy director of the National Institute of Nutrition, said the health implications of the lockdown were “huge” as families were left with no choice but to starve or walk long distances to get home.
“Children walking home with their parents, and poor nutrition of pregnant women will make them vulnerable to a host of infections,” she said. India’s food and civil supplies officials did not respond to requests for comment. Meanwhile India’s city kitchens are battling to keep the meals coming, facing unprecedented difficulties as the closure of inter-state borders pushes supply chains to near-collapse, with some farmers forced to dump their produce. Mumbai businessman Singh has been able to rely on the security guards at his apartment building to help navigate the challenge. “Residents have contributed money, some gave us vessels,” said Singh. “But the security guards are the most helpful by getting supplies. COVID-19 cases spike in India, but recovery rate improves The data updated at 8 am showed the daily COVID-19 cases increased by 16,922 to reach 4,73,105, while the death-toll climbed to 14,894 with 418 new fatalities. This was the sixth consecutive day when coronavirus cases increased by more than 14,000. On 20 June, the country registered an increase of 14,516 cases. On June 21, the increase was of 15,413 cases; 14,821 cases on 22 June; 14,933 cases on 23 June; and 15,968 cases on 24 June. Consequently, India has added 92,573 cases since 20 June, and over 2.82 lakh this month since 1 June. However, the recovery rate has improved to 57.43 percent, according to the health ministry. The number of active cases stands at 1,86,514 while 2,71,696 people have recovered and one patient has migrated. A total of 13,012 COVID-19 patients were declared cured in a single day on Thursday. The total number of 4,73,105 confirmed cases included foreigners. According to ICMR, a total of 75,60,782 samples have been tested up to 24 June with 2,07,871 samples being tested on Wednesday. Of the 418 new deaths, 208 were in Maharashtra, 64 in Delhi, 33 in Tamil Nadu, 25 in Gujarat, 14 in Karnataka, 11 in West Bengal, 10 each in Rajasthan and Haryana, nine in Madhya Pradesh, eight each in Uttar Pradesh and Punjab, five each in Andhra Pradesh, Telangana and Uttarakhand. Bihar, Goa and Jammu and Kashmir have reported one COVID-19 fatality each. Of the total fatalities, Maharashtra tops the tally with 6,739 deaths followed by Delhi (2,365), Gujarat (1,735), Tamil Nadu (866), Uttar Pradesh (596), West Bengal (591), Madhya Pradesh (534), Rajasthan (375) and Telangana (225). The COVID-19 death toll reached 188 in Haryana, 164 in Karnataka, 124 in Andhra Pradesh, 113 in Punjab, 88 in Jammu and Kashmir, 57 in Bihar, 35 in Uttarakhand, 22 in Kerala and 17 in Odisha. Chhattisgarh has registered 12 deaths, Jharkhand 11, Assam and Puducherry nine each, Himachal Pradesh eight, Chandigarh six, Goa two and Meghalaya, Tripura and Ladakh have reported one fatality each. More than 70 percent deaths took place due to comorbidities, the health ministry said. Maharashtra has reported the highest number of cases at 1,42,900 followed by Delhi at 70,390, Tamil Nadu at 67,468, Gujarat at 28,943, Uttar Pradesh at 19,557, Rajasthan at 16,009 and West Bengal at 15,173, according to ministry data. The number of COVID-19 cases has gone up to 12,448 in Madhya Pradesh, 12,010 in Haryana, 10,444 in Telangana, 10,331 in Andhra Pradesh and 10,118 in Karnataka. It has risen to 8,209 in Bihar, 6,422 in Jammu and Kashmir, 6,198 in Assam and 5,752 in Odisha. Punjab has reported 4,627 novel coronavirus infections so far, while Kerala has 3,603 cases. A total of 2,623 people have been infected by the virus in Uttarakhand, 2,419 in Chhattisgarh, 2,207 in Jharkhand, 1,259 in Tripura, 970 in Manipur, 951 in Goa, 941 in Ladakh and 806 in Himachal Pradesh. Puducherry has recorded 461 COVID-19 cases, Chandigarh has 420, Nagaland has 347, Arunachal Pradesh 158 and Mizoram 142 cases. Dadra and Nagar Haveli and Daman and Diu together have reported 120 COVID-19 cases. Sikkim has 84, Andaman and Nicobar Islands has registered 56 infections so far while Meghalaya has recorded 46 cases. "Our figures are being reconciled with the ICMR (Indian Council of Medical Research)," the ministry said, adding, 8,493 cases are being reassigned to states. State-wise distribution is subject to further verification and reconciliation, it added. Several exams cancelled across India due to pandemic Following opposition from parents against holding CBSE Class 10 and 12 papers, the Ministry of Human Resource Development and the board have decided to completely cancel pending papers for Class 10, which were to be held from 1 July. The exams for remaining subjects of Class 12 have been indefinitely postponed, and have also been made optional. Students who choose not to give exams will be assessed on the basis of their performance in the past three exams held at the school level. Indian Certificate of Secondary Education (ICSE Class 10) and Indian School Certificate (ISC Class 12) have also declared that they will follow CBSE's pattern in according marks to students, and holding exams. Detailed guidelines by all boards are awaited on this. Central Teacher Eligibility Test (CTET) examination to be conducted by CBSE on 5 July has also been postponed in view of the present circumstances. Globally, infections near 10 million Global coronavirus cases crossed 9.5 million on Thursday, a day after WHO predicted the world's tally will cross 10 million before the week ends. Worldometer reported that 48,618 people have died due to the virus so far. The Chinese mainland has recorded 83,449 COVID-19 cases. A total of 97 asymptomatic patients are under medical observation. China's death toll stands at 4,647, including six from the Hong Kong SAR and seven from the Taiwan region. Indonesia crossed 50,000 cases today and the US has recorded over 2.3 million confirmed cases, with a death toll of over 121,000, John Hopkins University, which is also tracking global coronavirus cases said. Europe has seen a resurgence of COVID-19 cases as many countries begin to ease restrictions for curbing the spread of coronavirus, the World Health Organization's (WHO) regional director for Europe Hans Kluge said on Thursday. "While the European Region is reporting a decreasing proportion of global cases than earlier in the year, the region continues to report close to 20,000 new cases and over 700 new deaths daily. Last week, Europe saw an increase in weekly cases for the first time in months," Kluge told reporters. He said 30 countries have seen increases in new cases over the past two weeks. The WHO also warned that the pandemic has not yet peaked in many countries and that it was "still intense," especially in America. The arrested were Rellu Kubinder Rao, a resident of West Godavari district of Andhra Pradesh, Shaik Basheer Ahmed and Balu Prasad, both Tamil Nadu residents, a police press release said. The police said that Rao started an air ticket booking business in Hyderabad in 2016 and would book tickets through a travel agency in Chennai, on a commission of Rs 300 per customer. After doing this for two years, he "came to know about the processes of sending people abroad and thought of making fake documents for sending women abroad," the police said. He arranged stamps and stickers for the fake documents with the help of Shaik Basheer Ahmed, who used to procure Kuwaiti revenue stamps and notary stickers and stamps from Sri Lanka, while Balu Prasad provided rubber stamps, the police said. Speaking about Rao's modus operandi, the police said, "Women workers who wanted to go to Kuwait are sourced through his local agents, and the accused made fake Police Clearance Certificate, fake stamping certificates, medical certificates and also procured a tourist visa to visit Dubai." "For any worker to go to Kuwait, they would require an Immigration Clearance Certificate from Protector of Emigrants (POE), without which they will not be allowed. To by-pass the system, Rao would send the workers to Dubai on a tourist visa and from there, they would go to Kuwait, thus escaping from immigration clearance," the police added. Investigation officials said that in Kuwait, Rao had four agents who would provide employment to the women and for that, he would get Rs 10,000 to Rs 20,000 as profit. The police seized Rs 2 lakh besides materials including 13 fake visa papers, 16 passports, 25 stamps, a laptop and a printer from the accused. All three accused have been booked under Section 420 (Cheating and dishonestly inducing delivery of property) of the IPC.
