The U.S. Constitution was created to prevent Shay’s rebellion from turning into a bigger rebellion. After the founding father’s defeated King George’s army, they turned around and taxed American farmers just as badly as King George was taxing them. Unjustly taxing your own farmers back then would have been foolish unless they had already conspired with King George or the East Indian Trading company during the war, and had agreed to participate in economic commerce with them.

Secondo: Pirates of the Caribbean really introduced an eldritch octopus man that kills indiscriminately and torments the souls of the dead for fun as their poster villain, but then you watch the movie and it’s like “oh, actually, the worst villain in this movie is a small white British man who acts as the herald of capitalism.” Here is a man so heartless he literally cut his own heart out of his chest, but even HE isn’t as evil as the fucking East India Trading Company. That was very very brave and very very accurate of them.

"So y'want to go to the pub me?" Murtogg mused toward the newly appointed Admiral Norrington. Him wanting to go somewhere with Richard, this was a first. Not that Richard never drank, he rarely did. Truthfully he couldn't say no to Norrington no matter how hard he tried. Not after everything they had done together. He looked toward the man he admired ( or rather a lot more than just admired ) and cleared his throat. They hadn't spoken much since ... that heated event happened a while ago that Murtogg still thought about. The one that happened right before Norrington resigned. Now everything was just very awkward. "I'm supposing I can go get a drink with you, yeah. Can't say no to spending time with my commander." He didn't say much of anything else, he didn't even know what to make of the whole situation anymore.

The difference is that Davy Jones is a devil. He kills indiscriminately the way a storm does, yes, but when he acts directly it's because he's collecting on a deal that was knowingly, willingly made by the other party. There's a clear code, clear rules you can use to escape him (stay on land, don't strike a deal).
Meanwhile the EITC is a bottomless pit of capitalistic greed, with active malice against everyone and anyone that gets in the way of that. They pretend to have rules, but those only ever apply in their own favor (which is how you get people like Governor Swann screwed over). You can't escape them because their territory is all-consuming and ever-expanding. Nothing is sacred except money-- and even that only when it's in their own pockets.
Davy Jones is eldrich, but he ain't that eldrich.
