TAX SQUEEZE â Charging that some of the countryâs most vulnerable citizens, pensioners, are now simply âexistingâ thanks to the National Social Responsibility Levy (NSRL), the Barbados Association of Retired Persons (BARP) is pleading with Government to give its members an ease from the dreaded tax. BARP President Edward Bushell told Barbados TODAY that three-and-a-half months after its implementation, pensioners were finding it increasingly difficult to keep up with the rising cost of living forced upon them by the levy. Bushell said with prices already high even before the NSRL climbed from two per cent to ten per cent of the customs value of imported and locally produced goods, and with the economy âgoing downhillâ, BARP had been doing all it could to help its 40,000 members cope. However, he said the levy, along with other tax measures announced in the Budget in May, made it âtougher and tougherâ for pensioners to survive. (BT)
GOVERNMENT SEEKING TO RE-NEGOTIATE WORLD BANK MULTI-MILLION LOAN â The Antigua and Barbuda government says it wants to re-negotiate a US$40 million loan which the World Bank had approved for re-building Barbuda that was severely damaged by Hurricane Irma last month. Prime Minister Gaston Browne, speaking on Observer Radio here, said the terms and condition of the loan from the Washington-based financial institution are not in the best interest of the island. Browne, a former banker, said that his government is also seeking the World Bank to reduce the interest rate from the 3.5 to four per cent to one per cent. He said the funds would also be going into non-revenue earning projects. Browne had said soon after the passage of the hurricane that more than US$100 million dollars would be required to rebuild Barbuda, home to an estimated 1 600 people. (MWN)
BIBA SUPPORTS REVOCATION OF FOUR OFFSHORE LICENCES â Barbadosâ decision to shut down four international business companies over allegations of money laundering and corruption is a credit to the islandâs monitoring systems. This was the view of president of the Barbados International Business Association (BIBA) Marlon Waldron as the sector began another year of celebrating its contribution to the island. Waldron said the action by Government was a tangible indication the country operated a clean jurisdiction for international companies. He told Barbados TODAY that while he did not have details on the firmsâ activities, he suspected that âsome information came to the attention of some service providersâ who were doing their own due diligence. The top BIBA official rejected any suggestion that the discovery would be a blot on the countryâs image. Last Friday, Minister of International Business Donville Inniss revealed that the licences of four international business firms were revoked after their beneficial owners were found guilty of engaging in money laundering and corrupt practices in other jurisdictions. In this connection, Waldron was satisfied the announcement by Government was the right move and should not have come from an agency outside Barbados. (BT)
GOVT WANTS $1.8M MORE â Government has sought a further $1.881 million for the David Thompson Health and Social Services Complex, which was opened two years ago. Leader of Government Business John Boyce told the House of Assembly yesterday the money was needed to pay off suppliers and represented the remainder of a sum that was previously sought but was reduced due to Ministry of Finance constraints. âThe last time we came here it was clearly pointed out when I spoke that the submission to the Ministry of Finance was in the order of $4.4 million, but that the Ministry of Finance could then only guarantee $2.5 million for payment of the project. So obviously we would have had to come back to the chamber for the remainder and that is exactly what we are doing today,â he said. In his report on the operation of the polyclinic at Glebe Land, St John, Boyce, the Minister of Health, said it had been fully integrated into the health care delivery system and saw about 1 100 patients in September. THROW THEM OUT! â An old boysâ club of consultants is controlling things at the Queen Elizabeth Hospital (QEH), contends a Government minister. Member of Parliament for St James South Donville Inniss made the charge today in the House of Assembly, as he criticized the islandâs doctors, calling for their contracts to be ripped up. Inniss, a former Minister of Health, was speaking during debate on a resolution for an additional $1.8 million to pay contractors for the David Thompson Health and Social Services Complex in St John. The Minister of Commerce called for an overhaul of the way some consultants operated at the islandâs main health care facility. However, Inniss said what concerned him was the failure to examine the current arrangement with some senior physicians at the hospital. âMy view . . . is that the contracts between the consultants and the Queen Elizabeth Hospital need to be thrown through the window. [They are] not relevant to 2017. The contracts that exist today may have been fine when you had a few with the skills available as they did 30 years ago. âBut today, you have an old boysâ network that is continuing to run things in that institution and denying opportunities to others and some of them are running a thriving private practice out there that is creating a lot of pressure on . . . the QEH,â Inniss told the House. The St James South representative called for a serious examination of health care financing in Barbados, revealing that it costs the state $4, 000 each month to treat a single dialysis patient. (BT)

To that end, the NATION has started our new series 'Fix It Mr Minister' which gives readers the opportunity to highlight roads which they know of and travel each day which may be in need of repair. The reaction has been overwhelming and we are still sorting through the responses and visiting many of the problem areas. Areas with blue icons indicate those which our news teams have visited while those with yellow icons are reader submitted which we have not been able to independently verify as yet. âAVI STAYSâ â He has been warned by former prime minister Owen Arthur not to do so, but Dominicaâs prime minister Roosevelt Skerrit has rejected the former leaderâs advice on the appointment of Barbadian economist Avinash Persaud as his special economic advisor on economic recovery post-Hurricane Maria. In an interview with Barbados TODAY last month, Arthur had cautioned Skerrit to think twice about putting his countryâs future in the hands of the ex-Paradise executive chairman, given his role in the âmangledâ Four Seasons project (otherwise referred to as the Paradise development) in Barbados between 2010 and 2012, while Arthur was at the helm of Government. Arthur had not minced his words, stating that while the wreckage caused to Dominica so far could largely be blamed on category five hurricane winds and rains, âyou cannot explain it [wreckage] in the case of Paradiseâ where Persaud was part of a team trying, but failing, to raise money to pay creditors. However, in a national address last night, Skerrit was full of praise for Persaud, listing the economistâs many accomplishments and the many positions he has held internationally. At the same time, while not mentioning Arthur by name, the Dominican leader took a dig at those who he said âwould rather pontificate from a safe distanceâ. He hailed Persaud as âthe principal architect of our external funding and economic strategyâ and as the ideal man for the new economic advisory post. During last nightâs address, Skerrit also acknowledged âthe ongoing and invaluable supportâ of Irish businessman and Digicel founder Denis OâBrien to Dominica in its  âdenudedâ state. He explained that âafter rushing to check on us soon after Maria struck, he [OâBrien] has assisted us greatly by asking his network of influential connections to identify experts who could help us; also, he got them to us or us to them. OâBrien was listed among the worldâs top 200 billionaires in 2015, three years after then Haitian president Michel Martelly awarded him with the National Order of Honour and Merit for his investments, contributions and promotion of Haiti. LASHLEY: REGION MUST UNITE TO DO MORE â When Caribbean governments and entrepreneurs work together, their collective efforts will make a significant contribution to the regionâs development. Minister of Culture, Sports and Youth, Stephen Lashley, made this suggestion last evening as he addressed the launch of the Annual General and Strategic Planning Meeting of the Caribbean Alliance of Youth Entrepreneurs, Caribbean and Canada (CAYE-C&C), at The Hospitality Institute, under the theme: Fostering a Sustainable Future for our Young Entrepreneurs. Explaining that entrepreneurship was an effective developmental tool, Lashley noted that for it to be most impactful and sustainable, a regional approach to âadvancing and showcasing its legitimacyâ must be taken. To that end, he assured the CAYE â C&C of Governmentâs support of that organisationâs development and sustainability. The Minister referenced Goal 8 of the Sustainable Development Goals, which speaks to promoting sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all. Lashley further stated that it was important for young Caribbean entrepreneurs to create both a strategic and an action plan, so as to collectively utilise their skills and resources to build businesses that were globally competitive and which contributed to regional development in meaningful ways. Speaking on the importance of closing the gaps in insular thinking, the Youth Minister was of the view that for the regionâs future to be sustainable, persons must be willing âto set aside borders and forge regional partnershipsâ. He noted that with great diversity present throughout the region, such differences could be used to the advantage of Caribbean nationals. The CAYE-C&C is a coalition of 13 organisations from nine Commonwealth countries, including Barbados, Guyana, Jamaica and St Lucia. (MWN)
MY DAD RAPED ME! â It was as chilling a story as anyone could ever tell. It was the harrowing story of a 34-year-old woman describing in disturbing detail to a hushed audience of leading jurists, including the countryâs chief judge and a member of the regionâs appellate court, the nightmare she endured over virtually her entire lifetime as she was raped over and over, and the flippant reaction of law enforcers towards her. Alicia Bailey sent chills down the spines of some and brought tears to the eyes of others as she told this morningâs launch of the Model Guidelines for Sexual Offence Cases in the Caribbean how those close to her, including her own father, had raped her by the time she was four years old. âAt the age of four to six years old I was sexually abused by persons who were known as friends of the family. Onwards from that age, I was sexually assaulted into my adult years by my father, family members . . . I was raped on more than one occasion. Those experiences have left a stain on my life,â Bailey said somberly, causing some audience members to bite their lips. Among those who heard her story were Chief Justice Sir Marston Gibson and other High Court judges, Madame Justice Maureen Rajnauth-Lee of the Trinidad and Tobago-based Caribbean Court of Justice and Canadian High Commissioner to Barbados Marie Legault. They listened intently as Bailey, in control of her emotions, lamented that to this day none of her attackers had been made to pay for their crimes. She explained that this was because she was forced to drop the cases against her family members and refused to report a rape by a man years later after being told by a law enforcement officer it would not succeed because of her history of withdrawing charges. What made her story even more unnerving is the fact that Bailey is the child of a rape victim, her mother also having been sexually assaulted by Baileyâs dad, with whom the mother never had a relationship. And despite having to recall the horror, the mother-of-three tried to force a smile as she shared her experience with the justice system. (BT)
âRAPE VICTIMS WILL NOT BE RELEGATED TO THE BACKDROPâ â Barbados has become the first Caribbean Community country to be presented with new international guidelines for sexual offence cases. The Model Guidelines for Sexual Offence Cases in the Caribbean, launched today at the Courtyard by Marriott in Hastings, Christ Church, form part of the multi-million-dollar Judicial Reform and Institutional Strengthening (JURIST) project, a five year regional Caribbean judicial reform initiative funded by the Canadian Government. They are intended to provide internationally-accepted best practices for the management of sexual offence cases in the region and offer a rights-based approach to the treatment of complaints and vulnerable witnesses, including children involved in sexual assault cases. Director of the JURIST project Dr Penny Reedie told the launch these guidelines would first be implemented and tested here before being shared with the rest of the Caribbean. She added that several other initiatives were in the pipeline, including a special court for sexual offences. (BT)
TWO-CAR CRASH AT PORTERS â Reports reaching Nation News indicate that there was a two-vehicle accident along Porters, St James. The lone male occupant of one of the cars complained of pains to his chest. The other vehicle, driven by a male, contained passengers that were all children. Three of the four children received minor cuts to their hands and legs, while one of them complained of pains to the neck. (MWN)
BUGGERY-ACCUSED MAINTAINS HEâS IN HIS RIGHT MIND â A 37-year-old man, accused of committing buggery against another, was granted $3,000 bail when he appeared in court today. It is alleged that Orville OâNeil Rawlins of Inch Marlow, Christ Church committed the act on October 16. He was not required to plead to the indictable offence when he went before Magistrate Douglas Frederick. And while there was no objection to his bail, Station Sergeant Neville Reid requested that the accused be made to report to a police station twice a week and stay away from his alleged victim. However, Rawlins objected to the prosecutorâs application, claiming that the allegations against him were âcompletely erroneous and falseâ. His objection was denied and he was ordered to report to Central Police Station every Wednesday with valid identification. It was then that Rawlins made another application; this time for the reporting time to be changed to Friday âbecause that is when I come to town . . . . Thatâs when the weekend starts [and] I usually party on Fridaysâ. The magistrate responded saying, âthatâs ignorance!â However, Rawlins did not stop there. He went on to ask the magistrate whether the âaccuserâ and someone else could be tested for drugs because âboth of them are literally parosâ. It was at that point that Frederick questioned Rawlinsâ state of mind. âI donât have a mental condition . . .  . I have multiple degrees,â Rawlins said in response. His case continues on February 26 next year. (BT)
BAIL APPROVED BUT GEORGE STAYS ON REMAND â A âpotentially fatalâ medical condition suffered by Marlon Omar George today persuaded a magistrate to grant bail to the accused, who had been on remand for multiple burglaries. However, George, of no known address, was forced to return to prison because his surety was deemed unsuitable. The 31-year-old, who is accused of committing three âseriousâ burglaries â one in December 2016 and two in January this year â will get another opportunity on Friday when he is scheduled to return before Magistrate Douglas Frederick in the No.1 District âAâ Magistratesâ Court. He was advised to present a proper surety as his bail will be âheftyâ. Georgeâs attorney Angella Mitchell-Gittens today told the magistrate her client would be better served at home due to his medical condition, a point she sought to prove by questioning registered nurse Selwyn Alleyne, who is currently in charge of the medical unit at HMP Dodds. Alleyne revealed that George suffers from myasthenia gravis, an autoimmune illness which affects the immune systemâs normal functions such as swallowing and the lifting of limbs. He explained that George can experience âa crisisâ without warning, and if left untreated the condition could be fatal, as there is no known cure, although it can be treated via injection. Alleyne also explained that George had been to the Queen Elizabeth Hospital several times for the condition, and while the personnel at Dodds medical unit could treat the accused man, they did not function on a 24-hour basis. Mitchell-Gittens then submitted that being at home under the circumstances was in her clientâs best interest. However, the magistrate said while he was not convinced that George could not get the necessary treatment at Dodds he would err on the side of caution. (BT)
THIEF GETS 18 MONTHS â A well-known thief, of no fixed place of abode, will have somewhere to call home for the next 18 months. Magistrate Douglas Frederick today sentenced 52-year-old Andrew DeLisle Carmichael to a year and a half in Dodds prison after he pleaded guilty to stealing a bag and a screwdriver belonging to Rodney Lynch, as well as a stack of bus tickets, two badges and a ticket punch totalling $1,588.49 Carmichael also confessed to stealing a purse, a bottle of cream, a bracelet, a cellular phone, a pair of headphones and a phone case totalling $520 from Keishanna Phillips. Lynch, a bus driver, ventured into the Pine, St Michael area in his private vehicle last Sunday and left the items unattended for about 15 minutes. On reaching home sometime later, he realized the items were missing. That same day, Carmichael grabbed Phillipsâ handbag from the front seat of a vehicle, while she was at the rear end plying her trade. Carmichael, who was subsequently arrested for both crimes, was today sentenced to two consecutive nine-month terms in prison. (BT)
THIEFING SPREE â A 49-year-old man, who admitted to robbing four people, will spend the next 36 months at HMP Dodds. Dennis Anderson Holder, of no fixed place of abode, pleaded guilty before Magistrate Douglas Frederick to entering the home of Karen Arthur as a trespasser on May 30 and stealing $1,500 cash, an $800 bracelet, a $5 pair of earrings, a $1,000 chain and pendant and a $1,000 watch. On June 4, he burglarized Natasha Maylanâs home and stole US$550 and ÂŁ140. He then took a break from his criminal enterprise for almost two months before allegedly robbing Gina Chieffo-Mazzarelli at knife-point on August 18 of a $500 wristlet, a $400 pair of sunglasses, a $20 key card, US $43 and BDS $1,005.14. A day later he robbed Kerry Thorne of a $135 cellular phone, an $810 digital camera and $20 in cash. The visitor, who is in the country on a student visa, was walking near the junction of Rendezvous with Amity Lodge with another foreign student on August 19 when Holder suddenly grabbed her handbag and escaped with her belongings. Today, Holder apologized for his actions after Station Sergeant Neville Reid outlined the offences. âI apologize for what I did. I am sorry for what happened as a result of using drugs I have no control,â he said. In response, Frederick told Holder: âI have to put you out of commission . . . because you are becoming violent.â However, Holder denied that was the case. âI admit that I snatched the womanâs [Gina Chieffo-Mazzarelli] bag but I did not have no knife,â he maintained. BFA GOAL â The Barbados Football Associationâs (BFA) Wildey AstroTurf will have a new look come next year. With work set to begin on the facility this week, footballers will be in new conditions, with their own lights and brand-new bleachers at the opening of the 2018 season, scheduled to kick off on January 7. BFAâs general secretary Edwyn Wood made the confirmation in an interview with MIDWEEK NATION yesterday. âWe received the necessary funding from FIFA [world governing body], and payment has been made to the contractor for the start of the project,â he explained. HOCKEY HAMMER â Barbados faced the might of Canada and were hammered 6-1 on day two of the 2017 Indoor Hockey Pan Am Cup in Georgetown, Guyana yesterday. The Canadians dominated the match and scored six goals in the first half hour before the Hockey Tridents got a consolation goal from the stick of Akeem Rudder in the last minute. Canada, the highest ranked menâs team in the tournament, started the match with a very high tempo and pressed Barbados early, forcing quick unscripted decisions from the Barbados defence and centre players. The quick start and experienced pressing yielded early results for Canada, as Canadian captain and indoor veteran Ken Pereira converted an early chance against fresh Barbados custodian Keenan Knight in the seventh minute. âBESSYâ DIES AT AGE 83 â Journalism in Barbados has lost a stalwart of the profession. It was around 6:45 a.m. today that respected journalist Robert Bessy Best passed away at his Derriston Road, Spoonerâs Hill, St Michael home at the age of 83. His wife Margaret told Barbados TODAY that for the past three years he had been battling with diabetes. During his illustrious career, he was managing editor of the Barbados Advocate newspaper and lectured in mass communications at the Barbados Community College. For a brief period, he served as editorial consultant and proofreader at the Nation newspaper. Best was also president of the Menâs Fellowship of the St Leonardâs Anglican Church on Westbury Road, St Michael. In immediate reaction to his death, the Nationâs first editor Carl Moore said Bestâs passing signalled the end of an era. He pointed out that although he held a law degree, Bestâs language was never pedantic or pretentious. According to Moore, Best supported the American professor of English William Strunkâs edict that âa sentence should contain no unnecessary words for the same reason that a machine should have no unnecessary partsâ. Moore pointed out that in his time as editor, readers were seldom sent scurrying for a dictionary or thesaurus in search of meanings of rear and unusual words. He said Best was the master of irony and could find it in almost any situation. In his tribute Editor Emeritus of the Nation Harold Hoyte said: âAll of us who became immersed in journalism in the late 50s and early 60s looked up to Robert for training and guidance. (BT)

3 previous Credit Suisse bankers have been arrested over their declared role in a $2bn (⤠1.5 bn) fraud scheme linked to companies in Mozambique, according to US authorities.
The guys have been released on bail in London while the United States seeks their extradition.
The scheme presumably involved loans to state-owned companies in Mozambique.
Two others, including the country's former finance minister, have actually likewise been apprehended.

DONVILLE FACING 20 YEARS â Former Minister of Commerce and International Business Donville Inniss could spend up to 20 years in jail and fined up to BDS$1 million if convicted of bribery charges in the United States. Inniss has a date with destiny in a New York courthouse at noon today, when he will be arraigned on three counts of money laundering. The Eastern District of New Yorkâs press officer John Marzulli told the NATION on Wednesday that based on New York law (18 US Code 1956), the former Member of Parliament would face a maximum sentence of up to 20 years in a federal prison on each count. Thursdayâs arraignment will be heard by US District Judge Kiyo Matsumoto, at which time Inniss can enter a plea. (DN)
NO COURTESY â Courtesy Garage has been fingered as the car dealership that so bothered Prime Minister Mia Mottley that she ordered home a team that was in Europe in search of secondhand garbage trucks for the Sanitation Service Authority. Mottley told a meeting on Sunday night the group had to dump those plans and return home because of some suspicious activity by an uninvited guest. She explained that âpursuant to a board paperâ the group from the SSA and the Ministry of the Environment and National Beautification had gone abroad to examine used garbage trucks, but âa certain car companyâs representatives happened to be at every location that the group went toâ. âWhen the Attorney General and I found out we told the minister âtell them to come home the next day because I need to know how a private sector group that was not a part of the Cabinet paper could be there at every location,â the Prime Minister told a St Michael South East constituency meeting. âThe Minister and I and the AG have agreed that is not the kind of Government we want to run,â Mottley added, while suggesting the unnamed representativeâs attendance was no coincidence. She did not identify the representative or the company. However, an official source has told Barbados TODAY the representative was from Courtesy Garage, whose Regional Product Manager Sam Gaston could not be reached for comment. The source said the firm in Europe has recommended that Government acquires Volvo vehicles, which are said to be internationally-recognized dump trucks. âThe company offered refurbished trucks free of cost to Barbados on condition that when things return to economic stability, the Government would give it the business,â the source said. There had been claims on social media that waste hauler and owner of Jose Y Jose Liquid and Solid Waste Management Inc Anderson Fatchild Cherry, who is abroad undergoing medical treatment for an undisclosed illness, had been the person to whom the Prime Minister was referring. However, Cherry today told Barbados TODAY, ânot meâ. The SSA had also called an emergency meeting to get to the bottom of the issue. Mottley had hinted that the local firm may have had inside information on Governmentâs plans. When contacted for an update on investigations into the matter, Minister of the Environment Trevor Prescod said he preferred to grant the Prime Minister the courtesy to speak, since she was the one who made the initial remarks.  (BT)
UPP-STAGING DEMS â With the Democratic Labour Party (DLP) in rebuilding mode, the two-year-old United Progressive Party (UPP) is moving to break the two-party grip on Barbadian politics, UPP leader Lynette Eastmond has told Barbados TODAY. And it has begun its own rebuilding effort by dropping its entire slate of 23 candidates who stood for Parliament in the May 24 elections and is starting afresh. With her political party gaining a meagre 1.3 per cent of the popular vote, the former Barbados Labour Party minister and senator who became founding chairman of the UPP, has suggested the party might never have a better opportunity to catch up to the major contenders on the political landscape. âIt is a case of us now taking advantage while one of the two major parties is wounded and is now seeking to rebuild,â Eastmond said, referring to the DLP, which suffered an embarrassing loss in the general election, securing only 22 per cent of the votes cast and failing to win a single seat. The DLP has since elected the twice defeated Verla De Peiza as president. Political pundits have argued that De Peiza was placed at the helm to jump-start the process of bringing new blood into the 63-year-old party following the 30-0 decimation in the election at the hands of the Barbados Labour Party (BLP). A number of party stalwarts, including former Prime Minister Freundel Stuart, former Minister of Education Ronald Jones and former Minister of Social Care Steve Blackett, have announced their retirement from politics. Additionally, the party was rocked by scandal earlier this month with the arrest of former Minister of International Business Donville Inniss, who is set to answer money laundering charges in New York tomorrow. Eastmond, a four time losing candidate, and who was elected to lead the UPP for another year when the party held its inaugural conference last Saturday, acknowledged that taking advantage of the DLPâs wounded state would require hard work. âOur thinking is that we are in a very good position, but it does require work. It is true that we contested one election, but a lot of dedication and commitment is now required over the next four years. I believe that I have a team that is up to that task and we believe that we are in a better position given the outcome of the last election,â she told Barbados TODAY. But the party has retained none of the 23 candidates who contested the election three months ago, Eastmond said, suggesting that would-be UPP candidates would need to canvass on their own steam in order to get the nod from the party when the selection process begins. âOur position is that at the end of the election, seeing that none of us were successful, all of the seats are open again. Individuals who are interested in running again are being told that they can identify the seat that they are interested in and start working in that seat. If the person had won a seat then their case would have been the strongest but at this point all candidates would have to go through a selection process again,â the UPP leader said. She could not pinpoint a timeframe for candidates to be confirmed. âI canât give an exact date but suffice it to say we have to give the candidates enough time to court their constituents. So, the sooner the better, but anybody interested in running should start working from now,â she added. In a general election that saw a record number of âthirdâ parties and independents contesting the 30 seats that would all be snapped up by the BLP, the UPP came in a distant fourth place in the popular vote, behind the business-oriented Solutions Barbados. Of the 150,141 voters who cast their ballots on May 24, the UPP polled 1,965 votes, less than half that 4,188 votes secured by Solutions Barbados. The Democratic Labour Party, suffering the worst defeat in Barbadian electoral history, received 33,985 votes, while the Barbados Labour Partyâs landslide victory reaped an historic 74.58 per cent of the popular vote with 111,968. (BT)
REGISTRATION FOR JANUARY CXCS OPEN â The Ministry of Education, Technological and Vocational Training has advised that registration for the Caribbean Examinations Councilâs January 2019 examinations begins on Monday, September 3, and will close on Monday, October 1. Registration takes place between 8:30 a.m. and 3:30 p.m., Monday to Friday, and forms are available from the Examination and Assessment Section of the Ministry of Education, Elsie Payne Complex, Constitution Road, St. Michael. They can also be accessed online at the Ministryâs website, http://mes.gov.bb. Those registering must bring the relevant fees; a Barbados identification card, driverâs license, passport or certified passport size photograph as evidence of identification; and a blue/black ink pen when registering. In addition, the CSEC examination fees, which are payable in cash on registration, are as follows: entry fee, $36 per candidate; subject fee, $36.50 per subject; and the local entrance fee, $30 per candidate. The local entrance fee covers all examinations which the candidate may be writing in May/June 2019. All fees should be paid in cash to the Finance Section of the Ministry Mondays to Fridays between 8:30 a.m. and 3:30 p.m. Subject entries with a School Based Assessment component will only be accepted from âResit Candidatesâ. The Ministry advises candidates that it will not reconcile or adjust clashes of subject papers, so they should consult the timetables for the respective examinations before registering. TIME TO APPLY FOR PENSIONERâS REBATE â The Barbados Revenue Authority is advising pensioners that they can now apply for the Pensionerâs Rebate on their 2018 to 2019 Land Tax Bills. The Authority is therefore requesting that only new applicants should apply by either downloading the form from the Authorityâs website at www.bra.gov.bb, or by visiting any of the Authorityâs offices located at the Treasury Building, Bridgetown; Weymouth Corporate Centre, Roebuck Street, St Michel; Southern Plaza, Oistins, Christ Church; Warrens Tower II, Warrens, St Michael; or the Holetown Public Centre, St James. All existing pensioners have already been processed in the Authorityâs system. All applications should be made no later than Friday, August 24. (BGIS)
HOSPITALâS BACTERIA INFECTION âERADICATEDâ â Last monthâs outbreak of a serious bacterial illness has now been fully eradicated, officials of the Queen Elizabeth Hospital (QEH) revealed today. And the head of the hospitalâs infection control team, Corey Forde, is praising the hospital for the capability of detecting the disease, known as Burkholderia Cepacia Complex. While outbreaks are commonplace in hospitals around the world, the QEH could boast of having one of the regionâs best hospital surveillance systems, and was a regional standard-bearer of best practice, in infection control, he said. And the hospital has become the Caribbeanâs standard-bearer for control and detection of these outbreaks. âIt is not unusual for outbreaks but the most important thing is how it is dealt with. Our surveillance system at the hospitals is top-notch. We are able to identify outbreaks quickly and then act accordingly. We have had recorded outbreaks and we have dealt with them quite well . . . . Many countries in the Caribbean donât have a surveillance system and we have been assisting some of them in getting theirs in place,â said Forde. He was speaking to journalists after the Pan American Health Organization handed over three Samsung Galaxy Tablets to the QEH this morning. The QEH confirmed that eight cases of Burkholderia Cepacia Complex were diagnosed in six weeks. At the time several measures were taken to bring the situation under control, hospital officials had said then. The bacteria, said to be most harmful to persons suffering with kidney disease or a weakened immune system, are usually found in soil and contaminated water. Patients diagnosed with the condition were separated from the general population and treated, amid stepped up health surveillance at the hospital, the QEH infection control chief said. The speed with which the hospital handled the outbreak was testimony to efficiency of the health institutionâs counter measures, he declared.  (BT)

PAD CLOSURE STALLS UNION â Closure of the E. Humphrey Walcott Building has halted discussion on appointments and promotions within the Public Service. The building at the corner of Culloden Road and Collymore Rock, St Michael, was closed intermittently since July 20 to treat bed bugs. However, the chemicals used reportedly caused severe reactions among staff and it has now been âclosed until further noticeâ. The Personnel Administration Division, the Ministry of the Civil Service and the Unemployment Section of the National Insurance Scheme (NIS) operated out of the building. The Unemployment Section is now at the nearby Frank Walcott Building. Acting general secretary of the National Union of Public Workers, Delcia Burke, told the NATION they were scheduled to meet with PAD officials on August 3, but the bed bug issue had caused it to be postponed. SORROWFUL SMITH â A 53-year-old man, who pleaded guilty to two offences involving firearms, has not only apologized but has sought âforgivenessâ for the wrong he has done. Anthony Alonza Smith of Clement Hall, Airy Hill, St Joseph issued the apology before Madam Justice Pamela Beckles in the No. 5 Supreme Court today. He had previously admitted to having possession of a firearm as well as for unlawfully and maliciously engaging in conduct that placed Jeremy Young in danger of death of serious bodily harm on April 1, 2012. âI am very sorrowful for my actions and I throw myself at the mercy of the court. I also apologise to my country, my family and . . . the victim . . . whom I have known for lots of years. â[It] was a severe misunderstanding that led to anger, the anger led to a mistake and the mistake was this incident . . . . [I ask for] forgiveness . . . for myself. I ask from this court and the victim . . . I ask forgiveness from everyone concerned,â Smith told the judge. Reading his written address, Smith, who is represented by attorney-at-law Sian Lange, went on to tell the judge that he was a father of three children the youngest who was now 12-years-old. Smith also pointed to his own health battles. âMadam Justice, I am a farmer by trade and many days my sweat and tears are . . . unto this sacred soil in the parish of St Joseph. Madam Justice, prison and the toils of life place an impact on my healthâŚ. I have deteriorated to a state where I need two operations. This is due to having a cyst and an abnormal growth and a hernia . . . . . Madam justice please have mercy on me,â Smith pleaded. His attorney submitted that, while the crimes were âvery seriousâ, her client had several mitigating factors that should be considered when imposing sentence, including his guilty plea. âHe does not pretend he is a perfect person [as he has a case] of short temperedness [and] at no time tried to deny that this situation was a mistakeâ. Lange went on to say that Smith had been well behaved in prison and had âno incidents of violence while on remandâ. (BT)

However, later in the evening Maple fought Bluez Ole Sticks in driving rain and heavy puddles to emerge 1-0 winners. All Stars advanced to the semis with a 1-0 win over the Islanders while the Yâs Guys proved smarter than Bluez Ole Sticks beating them 1-0. IMF SOON â Despite governmentâs public rejection of an International Monetary Fund (IMF) programme, a regional economist says one is bound to come sooner rather than later. Royal Bank of Canadaâs (RBC) group economist Marla Dukharan made the prediction as she offered her outlook on the Barbados economy for 2017. Commenting in the most recent issue of Caribbean Strategic Research, published by Global News Matters, which is based in Houston, Texas, United States, Dukharan said that with a general election expected within the next 12 months, âthings may not operate normallyâ. According to the Trinidadian economist: âIn such situations, governments are typically less likely to exercise fiscal prudence and implement any major policy shifts that could possibly jeopardise their chances of staying in power.â (DN)
GOVERNMENT SHALL PREVAIL IN BNTCL AND HYATT CASES, SAYS SINCKLER - Minister of Finance Chris Sinckler is confident that Government will prevail against the legal challenge mounted by Rubis West Indies Limited to stop the sale of the state-owned Barbados National Terminal Company Limited (BNTCL) to regional petroleum giant Sol. And he has also brushed aside the legal challenge to the construction of the 15-storey Hyatt Hotel at Bay Street mounted by attorneyâat-law David Comissiong, as baseless. Sinckler broke his silence on both matters today as he spoke to reporters while hosting an Easter Kite Flying competition at the Carlton cricket grounds for his St Michael North West constituency. Last month Rubis secured an interim injunction barring the proposed $US100 million sale, which it argued would create a monopoly. The company also filed an application in the High Court for Judicial Review of a decision to approve the inclusion of a 15-year moratorium clause in the Sale and Purchase Agreement between a Sol Subsidiary and the Barbados National Oil Company Limited (BNOCL). Sinckler told Barbados TODAY that he was satisfied that the deal was fully transparent and would pass the scrutiny of the court. âIt is a court case which we will respond to. Obviously I canât go into too much detail at this stage but I believe we have a clear, transparent and substantive case and I am confident that once both sides are heard, the Governmentâs side will prevail,â said Sinckler. The Finance Minister also maintains the Government is in a good position to defend the construction of the proposed Hyatt resort. Sinckler contended that the legal action taken by Comissiong was nothing more than âpolitical posturingâ and suggested that the court should not have a difficult time seeing the merits of the Governmentâs position. âWe have another court injunction where Hyatt is concerned but again I believe that once both sides are heard, that would be dispensed with as it ought to be. âI believe that this is purely a political exercise and anybody could see where that is going but we would let the court deal with it,â Sinckler said. âDâ OPTIONS â Minister of Finance Chris Sinckler is mostly unfazed by recent legal efforts to block two big projects Government was banking on to boost the countryâs dangerously low level of foreign reserves. A new 15-storey Hyatt Hotel was in the works for Bay Street, The City, but has been put on hold by way of a High Court injunction granted to political activist David Comissiong who wants to stop the project. Meanwhile, Rubis Caribbean, which failed in its competitive bid to buy the Barbados National Terminal Co Ltd (BNTCL) from the Barbados National Oil Company, has challenged the proposed US$100 million sale to the Sol Group. It too was granted a temporary injunction by the court. It was hoped both transactions would have bolstered Barbadosâ flagging foreign reserves, which last February were estimated at ten weeks of import cover. (DN)
INNISS: BRAIN DRAIN NO BIG BOTHER â One government Minister is not unduly concerned about the brain drain affecting Barbados. Instead, said Minister of Industry, Commerce, International Business and Small Business Development Donville Inniss, the focus should be placed on expanding opportunities for Barbadians in Barbados. The St James South MP was speaking to the DAILY NATION yesterday as he hosted his eighth annual Easter family kiting day at Wanstead Ridge Park, St James. âA Barbadian, wherever he or she is in the world, is an asset to Barbados,â he said, adding he did not think there was a need to panic about the situation. SINCKLER UPBEAT ABOUT NEW BLOOD- The Democratic Labour Party (DLP) will be retaking the constituencies of St Michael East, St Michael South East and The City. This is the promise of Member of Parliament for St Michael North West, Chris Sinckler, who said he had full confidence in his partyâs newest candidates, Nicholas Alleyne, Rodney Grant and Henderson Williams to bring back those constituencies to the DLP fold. During the last elections, former deputy speaker Kenny Best was defeated by Trevor Prescod in St Michael East; Patrick Tannis narrowly lost to Santia Bradshaw in St Michael South East, and Patrick Todd was beaten in The City by Lieutenant Colonel Jeffrey Bostic. All three were recently replaced as DLP candidates. (DN)
LASHLEY PRAISES DLP PICKS â Former parliamentary representative for St Michael South East, Hamilton Lashley, is throwing his full support behind three new candidates selected by the Democratic Labour Party (DLP) to contest the next general elections. The DLP last week released the names of the candidates in Henderson Williams for The City, replacing Patrick Todd; Rodney Grant for St Michael South East, in for Patrick Tannis, and Nicholas Alleyne in St Michael East, pushing out Kenny Best. Best and Todd served just one term in the House Assembly after winning their respective seats in the 2008 general election. Tannis was narrowly defeated by 12 votes by the Barbados Labour Partyâs (BLP) Santia Bradshaw in the last general election. (DN)
COST CONTROL IS A REAL PROBLEM â Hospitality companies in Barbados and the Caribbean might be paying the price for having inadequate purchasing and cost control practices. Caribbean hospitality consultant Lisa Beckles, of Lisa Beckles Consulting, feared that at a time when regional economies were struggling, corporate profitability was being hurt by the failure to manage costs and procure properly. Beckles, who developed an Introduction To Purchasing & Cost Control training programme, is holding it here at Dover Beach Hotel from April 25 to 27. Beckles, who is from Trinidad and Tobago, and has held her training programme here before, as well as in her homeland, Grenada, Dominica, and St Lucia, said proper purchasing and cost control âis particularly important in Barbados and other Caribbean countries in these economic times because our businesses are faced with increased competition, not only locally and regionally but also from the impact of globalisation, and reduced disposable income in some former markets.â The three-day training programme will cover six modules â The Right Supplier . . . my perfect fit; Controlling; Basic Income Statements; Recipe Costing; Labour Cost Control; and Cost Reduction Strategies. Beckles said in previous editions of the training programme several concerns emerged while interacting with participants. âSome suppliers also are not as educated about the required standards and certifications as they should be and this impacts on the establishment of purchase specifications. In all the islands I have done this programme, there have been complaints about the lack of consistency in the availability of some items. The matter of duties applied on items imported has also been raised in most of these islands.â Beckles added: âI have been also concerned by the prevalence of businesses having the same person responsible for purchasing and receiving of items. This is not desirable and participants understand why very clearly after our programme. âI have noted that even in some four star properties and very fine restaurants in these islands, even basic standards such as purchase specifications and standardised recipes are not present or are improperly done. The result is that items being sold are not properly costed and cost and profit targets may not be met.â DN)

PHOTO OF âMOCK IEDâ CONFISCATED AT TORONTO PEARSON AIRPORT RELEASED â U.S. Customs and Border Protection released a photograph of a mocked improvised explosive device found inside a piece of luggage at Toronto Pearson International Airport, which forced the grounding of a Chicago-bound United Airlines flight for several hours earlier this month. Joseph Galaska, 58, was charged with one count of mischief after border officers located the mock IED in the pre-clearance area of the airport. United Airlines flight 547, which was scheduled to depart April 6 at 7 a.m. and arrive at Chicago OâHare airport at 10 a.m. ET, had its pre-clearance privileges revoked due to the security breach. Passengers who spent nearly four hours on the tarmac had their plane taxied to an isolation area, where they were eventually searched by American and Canadian border authorities before being released. Galaskaâs wife, Maria Silva, told an ABC News affiliate in Wisconsin that the device was just an alarm clock and that her husband was returning from a trip to Brazil when he was arrested at the airport. âHe loves this kind of souvenir,â Silva said. âHe used to be a tool-and-die maker. He brought one back for his friends before and had no problem.â Galaska, who resides in Cudahy, Wisconsin, was released on $5,000 bail with conditions not to possess weapons or explosives. NO MORE UNDER 18 - It will be back to the original Under-17 and Under-20 age groups when the CARIFTA Games are held in The Bahamas next year.  This follows a successful resolution proposed by Barbados that was agreed to by 22 of the delegates during yesterdayâs CARIFTA Congress at the Hilton Hotel. NATIONSPORT has been reliably informed that none of the delegates voted against the motion, but there were two abstentions. UNITED CHANGES POLICY, CREW CAN'T DISPLACE SEATED PASSENGERS â United Airlines will no longer allow crewmembers to take the seats of passengers who have already boarded a plane. The change in policy comes amid a firestorm of controversy that has enveloped the company following the now-infamous United Express flight from April 9. It was on that flight that United âbumpedâ four passengers from the sold-out aircraft to make room for crewmembers needed at the next destination to operate a different flight. But passenger Dr. David Dao, who had already boarded, refused to give up his seat and was eventually dragged off the plane by Chicago airport security personnel. Cellphone video of the incident, which showed a bloodied Dao being dragged off the plane, has since gone viral and has led to a global public relations crisis for United. Now, The Associated Press says an internal United Airlines e-mail from April 14 details a policy change. Those so-called âmust-rideâ bookings for crewmembers must be made at least 60 minutes prior to a flightâs departure. Prior to the change, must-ride crews could be booked onto a flight right up to departure. United spokeswoman Maggie Schmerin tells the news agency the change is one of the first tangible steps United is making as it reviews its policies after the April 9 incident. The change is being made to ensure that situations like Dao's never happen again, Schmerin adds. Already, United CEO Oscar Munoz has pledged on national TV that the company will no longer call in security officers to remove fliers from overbooked flights. "This will never happen again," Munoz said during an April 12 interview with the ABC Newsâ Good Morning America. "We are not going to put a law enforcement official onto a plane to take them off ⌠to remove a booked, paid, seated passenger; we canât do that." United also has said it will give all customers onboard the April 9 United Express flight âcompensation for the cost of their tickets.â (USA TODAY)
ST JAMES SOUTH KEEPS TRADITION ALIVE â Scores of families in the St James South constituency converged on the Wanstead Ridge Park today Easter Monday as they joined in the eighth annual kite flying family fun day, hosted by Member of Parliament for the area Donville Inniss. The opportunity, which provided for children to learn the art of kite making and engage in the festive pastime of flying them, coincided with similar events across the island. Inniss, who was present with his youngest son, told Barbados TODAY while he was pleased with the turnout, he was still not satisfied that children were engaged in the yearly tradition as much as he would have liked. âYou would be surprised that there are some people in their 20s that never made a kite and have never flown a kite,â said Inniss, who had earlier flown a kite that later ended up in a nearby tree. ST. JOSEPH NEEDS DEVELOPMENT â Pastor Carlos Brathwaite of Dunamis Outreach Ministries has lamented what he calls the lack of development in the parish of St Joseph. He told members of the media, following the launch of New Life in Christ Ministry at the St Bernardâs Primary School, that the rural parish needs social and infrastructural development to reach its fullest potential. âIt is a community or parish that really needs to have greater development of its human resources and human capital. The people are, in my view, longing for someone to show them that they really care,â said Brathwaite. The Wesleyan Holiness Pastor said he is anxiously awaiting the reopening of the Andrewâs Sugar Factory as he believes this will help in addressing the unemployment situation in the rural communities. While recognizing the efforts made by Member of Parliament Dale Marshall, Brathwaite said that more resources need to be allocated to social development and road infrastructure. Brathwaite said the churchâs role in St Joseph is to help the community. âThe church brings a spiritual dimension to the community, itâs not here to take from but rather to help in the community outreach and focus on the community. As a new church in this community, I believe with the help of God we can begin to be a catalyst for the issues raised,â he added. (BT)
Visitors enjoy Easter in Barbados - Guests at the Crystal Cove Hotel in St James were treated to a burst of local culture as they joined in the finale of the Easter celebrations there. As scores of visitors took part in a buffet of scrumptious Bajan delicacies, they were treated to a variety of dance performances and songs. There were also vendors with a display of local craft and jewellery. General Manager Sophia Babb said the celebration, which started on Thursday under the theme Celebrating Life and Our Cultural Heritage, was a critical aspect of the tourism offering. âWe like to have events for every season because we think it is important for guests to experience what we do on the island as well as at the hotel to make it interesting,â she said. âWe have a high repeat customer [base], so every year they like to come back to the festivities and enjoyment and have interaction with our staff. So we enjoy putting on these celebrations for our guests,â said Babb, who pointed out that for this month the hotel was averaging a 70 per cent occupancy level. The children were not to be left out of the weekend of celebrations. Kids Club Manager Stephanie Mayers said the little ones had the opportunity to learn how Barbadian children celebrated the holiday season. âThey had puppetry. . . we also had kite making. A kite making workshop was put on for them,â she said. The children were also treated to a petting zoo, an egg hunt and Crystal Cove fugitive hunt. (BT)
OISTINS GOSPEL EVENT ON SONG â It was all praise to God in song and dance at the Kentucky Fried Chicken Gospel Spectacular on Sunday night, part of the 2017 Oistins Fish Festival. Most of the performers at the Oistins Bay Gardens event were drawn from areas in Christ Church, including the Oistins Church Of Christ Chorale who got things off to a rousing start. Their numbers, which included I Lift My Hands To The Coming King and You Deserve It, were well received by the large crowd, which included Member of Parliament for the area John Boyce, and Minister of Social Care Steve Blackett. The Sunshine Dancers, made up of children from several primary schools, lit up the atmosphere with their enthusiasm and movements. Another Nature, a dance group of young people, also thrilled the gathering with their energetic moves. Some brave and talented pupils from Bay Primary School also gave a good showing, with a medley of songs such as Jesus I Believe In You, We Want To Say Thank You and We Are A Chosen Generation, in which the crowd could not help but sing along. One of their school-mates, Jenina Neverson, had earlier done justice to the popular song God On The Mountain. Other well-received performances included a trio from St Lukeâs/Brighton Primary on the recorder, the Christian Holiness Churchâs Gates Of Praise, gospel icon Sister Marshall and Jewel Austin. (DN)
BIG TURN OUT FOR OISTINS TREATâ FISH, FUN AND FESTIVITIES were on the minds of the thousands who attended the final day of the Flow Oistins Fish Festival yesterday. With vehicles out of the picture, pedestrians walked the streets freely as clowns on unicycles entertained the children while showing off their skills. Except for a few brief showers, clear skies and sunshine dominated the festivities. Music blared from several stalls and some vendors used the sidewalks to sell their snacks, craft and aquarium fish. The final day of the festival was also the 40th anniversary of the event, which began at 6 a.m. with The City of Bridgetown Cooperative Credit Union Ltdâs Plus 10K Road Race And Walking Race in Independence Square, The City, that ended in the Christ Church town.
