Liz González’s neighborhood in East San Jose can be loud. Some of her neighbors apparently want the whole block to hear their cars, others like to light fireworks for every occasion, and occasionally there are gunshots.
In February 2023, San Jose began piloting AI-powered gunshot detection technology from the company Flock Safety in several sections of the city, including Gonzalez’s neighborhood. During the first four months of the pilot, Flock’s gunshot detection system alerted police to 123 shooting incidents. But new data released by San Jose’s Digital Privacy Office shows that only 50 percent of those alerts were actually confirmed to be gunfire, while 34 percent of them were confirmed false positives, meaning the Flock Safety system incorrectly identified other sounds—such as fireworks, construction, or cars backfiring—as shooting incidents. After Flock recalibrated its sensors in July 2023, 81 percent of alerts were confirmed gunshots, 7 percent were false alarms, and 12 percent could not be determined one way or the other.
For two decades, cities around the country have used automated gunshot detection systems to quickly dispatch police to the scenes of suspected shootings. But reliable data about the accuracy of the systems and how frequently they raise false alarms has been difficult, if not impossible, for the public to find. San Jose, which has taken a leading role in defining responsible government use of AI systems, appears to be the only city that requires its police department to disclose accuracy data for its gunshot detection system. The report it released on May 31 marks the first time it has published that information.
The false-positive rate is of particular concern to communities of color, some of whom fear that gunshot detection systems are unnecessarily sending police into neighborhoods expecting gunfire. Nonwhite Americans are more often subjected to surveillance by the systems and are disproportionately killed in interactions with police. “For us, any interaction with police is a potentially dangerous one,” says Gonzalez, an organizer with Silicon Valley De-Bug, a community advocacy group based in San Jose.
San Jose did not attempt to quantify how many shooting incidents in the covered area the Flock System failed to detect, also known as the false-negative rate. However, the report says that “it is clear the system is not detecting all gunshots the department would expect.”
Flock Safety says its Raven gunshot detection system is 90 percent accurate. SoundThinking, which sells the ShotSpotter system, is the most popular gunshot detection technology on the market. It claims a 97 percent accuracy rate. But the data from San Jose and a handful of other communities that used the technologies suggest the systems—which use computer algorithms, and in SoundThinking’s case, human reviewers, to determine whether the sounds captured by their sensors are gunshots—may be less reliable than advertised.
Last year, journalists with CU-CitizensAccess obtained data from Champaign, Illinois, showing that only 8 percent of the 64 alerts generated by the city’s Raven system over a six-month period could be confirmed as gunfire. In 2021, the Chicago Office of Inspector General reported that over a 17-month period only 9 percent of the 41,830 alerts with dispositions that were generated by the city’s ShotSpotter system could be connected to evidence of a gun-related crime. SoundThinking has criticized the Chicago OIG report, saying it relied on “incomplete and irreconcilable data.”
This week, New York City’s comptroller published a similar audit of the city’s ShotSpotter system showing that only 13 percent of the alerts the system generated over an eight-month period could be confirmed as gunfire. The auditors noted that while the NYPD has the information necessary to publish data about ShotSpotter’s accuracy, it does not do so. They described the department’s accountability measures as “inadequate” and “not sufficient to demonstrate the effectiveness of the tool.”
Champaign and Chicago have since canceled their contracts with Flock Safety and SoundThinking, respectively.
“Raven is over 90 percent accurate at detecting gunshots with around the same accuracy percentage at detecting fireworks,” Josh Thomas, Flock Safety senior vice president of policy and communications, tells WIRED in a statement. “And critically, Raven alerts officers to gun violence incidents they never would have been aware of. In the San Jose report, for example, of the 111 true positive gunshot alerts, SJPD states that only 6 percent were called in to 911.”
Eric Piza, a professor of criminology at Northeastern University, has conducted some of the most thorough studies available on gunshot detection systems. In a recent study of shooting incidents in Chicago and Kansas City, Missouri, his team’s analysis showed that police responded faster to shooting incidents, stopped their vehicles closer to the scene of shootings, and collected more ballistic evidence when responding to automated gunshot alerts compared to 911 calls. However, there was no reduction in gun-related crimes, and police were no more likely to solve gun crimes in areas with gunshot sensors than in areas without them. That study only examined confirmed shootings; it did not include false-positive incidents where the systems incorrectly identified gunfire.
In another study in Kansas City, Piza found that shots-fired reports in areas with gunshot sensors were 15 percent more likely to be classified as unfounded compared to shots-fired reports in areas without the systems, where police would have relied on calls to 911 and other reporting methods.
“If you look at the different goals of the system, research shows that [gunshot detection technology] typically tends to result in quicker police response times,” Piza says. “But research consistently has shown that gun violence victimization doesn’t reduce after gunshot detection technology has been introduced.”
The New York City comptroller recommended the NYPD not renew its current $22 million contract with SoundThinking without first conducting a more thorough performance evaluation. In its response to the audit, the NYPD wrote that “non-renewal of ShotSpotter services may endanger the public.”
In its report, San Jose’s Digital Privacy Office recommended that the police department continue looking for ways to improve accuracy if it intends to keep using the Raven system.
Pointing to the report’s finding that only 6 percent of the confirmed gunshots detected by the system were reported to police via 911 calls or other means, police spokesperson Sergeant Jorge Garibay tells WIRED the SJPD will continue to use the technology. “The system is still proving useful in providing supplementary evidence for various violent gun crimes,” he says. “The hope is to solve more crime and increase apprehension efforts desirably leading to a reduction in gun violence.”
The department’s media relations division could not immediately locate information about how much SJPD pays Flock Safety for the Raven system or how long its contract is for.
Darcie Green, a community health advocate and member of San Jose’s former Reimagining Public Safety Community Advisory Group, says that disclosing data about the accuracy of the system is a good step, but the city also needs to examine whether the technology is actually making the city safer or whether the money and human resources devoted to responding to real and false gunshot alerts could be better invested elsewhere.
“Obviously we want to reduce gun violence, that’s everybody’s goal,” she says. “For these dollars that we’re spending on enforcement and punishment, we should be spending three-, four-, fivefold on programming and improvement. There are so many people for whom calling the police is not a solution.”
Gonzalez, the East San Jose community organizer, says the lack of 911 calls about shootings is a reflection of how little she and others in the community trust police responses to their neighborhood.
“There was a time when a helicopter was searching for somebody in our neighborhood, and I could swear that they were in my backyard, but I didn’t want to call the police because potentially they could shoot me or my family mistaking me for that person,” she says. “I would rather have the person in my backyard than the police looking for them.”

For the last several months, a city at the heart of Silicon Valley has been training artificial intelligence to recognize tents and cars with people living inside in what experts believe is the first experiment of its kind in the United States.
Last July, San Jose issued an open invitation to technology companies to mount cameras on a municipal vehicle that began periodically driving through the city’s district 10 in December, collecting footage of the streets and public spaces. The images are fed into computer vision software and used to train the companies’ algorithms to detect the unwanted objects, according to interviews and documents the Guardian obtained through public records requests.
Some of the capabilities the pilot project is pursuing – such as identifying potholes and cars parked in bus lanes – are already in place in other cities. But San Jose’s foray into automated surveillance of homelessness is the first of its kind in the country, according to city officials and national housing advocates. Local outreach workers, who were previously not aware of the experiment, worry the technology will be used to punish and push out San Jose’s unhoused residents.
City employees are driving a single camera-equipped vehicle through sections of district 10 “every couple weeks”, said Khaled Tawfik, director of the San Jose information technology department. The city sends the training footage to participating companies, which include Ash Sensors, Sensen.AI, Xloop Digital, Blue Dome Technologies and CityRover.
Some of the areas in district 10 targeted by the pilot, such as Santa Teresa Boulevard, are places where unhoused people congregate, sometimes with the city’s encouragement. The light rail station on Santa Teresa Boulevard, for example, is home to the city’s only designated safe parking location for RVs, often used as homes.
There’s no set end date for the pilot phase of the project, Tawfik said in an interview, and as the models improve he believes the target objects could expand to include lost cats and dogs, parking violations and overgrown trees.
“If the City were to productionize this technology, we envision the cameras to be on our fleet motor pool vehicles that regularly drive throughout city limits,” a city employee wrote in a 22 January email.
Ken Salsman, chief technology officer for Ash Sensors, said his company, which specializes in sensors that monitor the structural health of buildings, had not explored homelessness detection before learning of San Jose’s pilot. The experiment provided an opportunity to create potentially marketable technologies by solving challenging computer vision problems, such as distinguishing an empty RV parked outside a home from an RV that is a home. He said the company was training its algorithms to detect proxy signs of habitation.
“Are the windows covered inside the vehicle? Are there towels to provide privacy? Is there trash outside the vehicle, suggesting they’re using food and having trouble getting rid of the waste?” Salsman said. He added that successful detection of lived-in vehicles would probably require frequent scanning of city streets in order to establish whether the vehicles have moved.
A report from the company Sensen.AI shows that its system detected 10 lived-in vehicles in footage collected from two streets on 8 February. Several of the vehicles pictured in the report have tarps spread across windows or rolled up and tied to them. Another has traffic cones next to it. Sensen.AI did not respond to a request for comment.
Tawfik said the goal of the pilot was to encourage companies to build algorithmic models that could detect a variety of different objects from car-mounted cameras with at least 70% accuracy. The participating companies are currently detecting lived-in RVs with between 70 and 75% accuracy, he said, but the accuracy for lived-in cars is still far lower: between 10 and 15%. City staff are following the route of the camera-equipped car and confirming that the vehicles are occupied.
‘We’re not detecting folks. We’re detecting encampments’
City documents state that, in addition to accuracy, one of the main metrics the AI systems will be assessed on is their ability to preserve the privacy of people captured on camera – for example, by blurring faces and license plates. Tawfik said that the city did not “capture or retain images of individuals” through the pilot and that “the data is intended for [the city’s housing and parks departments] to provide services”.
The data use policy for the pilot states that the footage cannot be actively monitored for law enforcement purposes, but that police may request access to previously stored footage.
“We’re not detecting folks,” Tawfik said. “We’re detecting encampments. So the interest is not identifying people because that will be a violation of privacy.” However, in its report identifying lived-in vehicles, Sensen.AI wrote that its system included optical character recognition of the vehicles’ license plate numbers.
Tawfik said San Jose had delayed its release of a citywide AI policy in part to allow the department to examine its proposed guardrails through the lens of the object detection pilot.
Residents have complained to the city’s 311 phone line about homeless encampments 914 times so far in 2024. They reported illegal dumping 6,247 times, graffiti 5,666 times, and potholes 769 times last year. The goal of the surveillance pilot is to address these complaints more efficiently, according to Tawfik.
According to Tawfik, the city’s response might include sending outreach workers to visit a single tent before it can grow into an encampment, he said. The San Jose housing department and non-profits providing aid to unhoused people said they had not been involved in the pilot.
“Our ability to help the individuals directly is not really part of the pilot,” Tawfik said. “We’re still learning what can be done. And then once the program is mature, then we can look at the data and see what makes sense.”
That approach worries people like Thomas Knight, who was formerly unhoused and now serves as executive member of the Lived Experience Advisory Board of Silicon Valley. The group, made up of dozens of current and formerly unhoused people, has recently been fighting a policy proposed last August by the San Jose mayor, Matt Mahan, that would allow police to tow and impound lived-in vehicles near schools.
“If their whole purpose is to better provide responses to calls to 311, then that means that this computer system is going to identify tents and lived-in vehicles that are in places that the city has deemed they shouldn’t be,” Knight said. “The truth is, the only people you’re going to be able to give [that data] to to fix the issue is the police department.”
San Jose is one of the least affordable housing markets in the country. In order to afford the average effective monthly rent for a one-bedroom apartment in the city, a renter would have to earn $96,000 a year, according to the latest available data. The city’s unhoused population has grown from approximately 4,200 people in 2009 to more than 6,200 in 2023. More than two-thirds of those people are living outdoors and in vehicles rather than the city’s overwhelmed shelter system.
Amid a lack of temporary shelter beds and permanent affordable housing, San Jose officials have cracked down on tent encampments and people living in cars and RVs. Housing advocates fear that identification of encampments by roving AI would add to those efforts.
“The approach to homelessness is to treat unhoused people as blight consistent with trash or graffiti,” said Tristia Bauman, directing attorney for housing at the non-profit Law Foundation of Silicon Valley.
Last fall, the city cleared dozens of people out of tents and vehicles along a half-mile stretch of the downtown Guadalupe River trail and then announced plans for a “no return zone”. This year, police distributed 72-hour notices ordering people to leave a nearby encampment in Columbus Park in order to clear space for the opening of a five-acre dog park.
San Jose: a technological bellwether
In addition to providing a training ground for new algorithms, San Jose’s position as a national leader on government procurement of technology means that its experiment with surveilling encampments could influence whether and how other cities adopt similar detection systems. The city’s IT department is leading a national coalition of more than 150 municipal agencies working to develop policies for “responsible and purposeful” deployment of AI technologies in the public sector.
Tawfik said his staff had discussed the object detection pilot with coalition members and hoped that other agencies would participate in the review process. Companies participating in the pilot have also expressed interest in the “scalability” potential the coalition represents, according to emails they sent to IT department staff.
“As we see more interest from other cities to participate, we’re sharing notes and hopefully that advances the program faster,” Tawfik said.
Knight, from the Advisory Board, said the city’s focus on perfecting a technological solution ignored the root cause of the housing crisis in San Jose.
“If you have no place to put people, it’s pretty much useless,” he said.

Opinion: California must not fall for tech industry’s false choices about AI
If you’ve encountered headlines about California’s proposed legislation to establish safety guardrails around artificial intelligence, you might think this is a debate between Big Tech and “slow” government. You might think this is a debate between those who would protect technological innovation and those who would regulate it away. Or you might think this is a debate that decides if AI development will stay or leave California. These arguments could not be more wrong. Let me be clear: Senate Bill 1047 is about ensuring that the most powerful AI models — those with the potential to cause catastrophic harm — are developed responsibly. We’re talking about AI systems that could potentially create bioweapons, crash critical infrastructure or engineer damage on a societal scale. These aren’t science fiction scenarios. They’re real possibilities that demand immediate attention. In fact, the bill has been endorsed by many of the scientists who invented the field decades ago, including Yoshua Bengio and Geoffrey Hinton, the so-called “godfathers of AI.” Critics, particularly from Silicon Valley, argue that any regulation will drive innovation out of California. This argument is not just misleading — it’s dangerous. The bill only applies to companies spending hundreds of millions on the most advanced AI models. For most startups and researchers, it’s business as usual. They will feel no impact from this bill. Fearmongering is nothing new. We’ve seen this kind of pushback many times before. But this time, major tech companies like Google and Meta have already made grand promises about AI safety on the global stage. Now that they are finally facing a bill that would codify those verbal commitments, they are showing their hand by lobbying against common sense safety requirements and crying wolf about startups leaving the state. Some of the most vehement opposition comes from the “effective accelerationist” wing of Silicon Valley. These tech zealots dream of a world where AI develops unchecked, regardless of the consequences. They list concepts like sustainability, social responsibility and ethics as enemies to be vanquished. They feverishly dream of a world where technology replaces humans, ushering in “the next evolution of consciousness, creating unthinkable next-generation lifeforms and silicon-based awareness.” We’ve seen this kind of polarization play out before, albeit less intensely. Social media companies promised to connect the world, but their unregulated growth led to mental health crises, election interference and the erosion of privacy. We can’t afford to repeat these mistakes with AI. The stakes are simply too high. Californians understand this. Recent polling shows that 66% of voters don’t trust tech companies to prioritize AI safety on their own. Nearly 9 in 10 say it’s important for California to develop AI safety regulations, and 82% support the core provisions captured in SB 1047. The public overwhelmingly supports policies like SB 1047 — it is just the loud voices of Big Tech attempting to drown out the opinions of most Californians. As a young person, I often feel as though I get mischaracterized as being anti-technology — for being this century’s Luddites. I reject that completely. I’m a digital native that sees AI’s immense potential to solve global challenges. I am deeply optimistic about the future of technology. But I also understand the need for guardrails.
