MEXICO CITY — In a small town in Mexico’s western state of Michoacán, members of a criminal group forced residents to pay for high-cost internet service — or face death.
After these threats, residents made monthly extortion payments while simultaneously reporting the situation to authorities.
After months of investigations, officials raided three properties, finding evidence such as antennas, internet repeater equipment and connections, which were handed over to the prosecutor's office.
While it may sound surprising for Mexico's drug cartels to be involved in internet service, those who follow the criminal groups' activities aren't at all surprised.
"Drug cartels have diversified their operations since their inception," security analyst David Saucedo said. "Many of them started as criminal organizations whose main activity wasn’t drug trafficking."
Some gangs were involved in, for example, fuel theft, others were involved in vehicle theft and others specialized in robbing public transportation, Saucedo said.
“Criminal groups that joined drug trafficking already had these other activities beforehand.”
Besides the billions of dollars cartels make from the drug trafficking industry, the U.S. Drug Enforcement Administration says the most powerful drug cartels, Sinaloa and Jalisco New Generation (CJNG), are involved in many illegal ventures that result in profits.
“The Sinaloa Cartel is most closely identified with drug trafficking but is also engaged in extortion, the theft of petroleum and ores, weapons trafficking, migrant smuggling, and prostitution,” the 2024 National Drug Threat Assessment states.
CJNG directs the theft of fuel from pipelines, extorts agave and avocado farmers, migrants and prison officials, and taxes migrant smugglers, the report said.
"The portfolio is extensive. However, while drug trafficking is the most profitable activity, it has a longer recovery time for the investment compared to other ... criminal activities, which yield almost immediate profit," Saucedo said.
From cartels calling older Americans to offer timeshares in Mexico, leading to the loss of nearly $40 million, to cartel-backed smugglers reaping growing profits in the trafficking of migrants across the U.S-Mexico border, their criminal range is extensive.
Here are some ways where the cartels have extended their reach:
Fuel theft
Fuel theft, known as huachicoleo in Mexico, is a highly profitable activity for organized crime groups. In the first nine months of 2022, Mexico's state-owned oil company, Pemex, lost $730 million from illegal pipeline taps.
Cartels in Mexico have developed a sophisticated approach to fuel theft, which involves corruption, precision and violence.
This includes tactics such as bribing Pemex employees and local officials for information, drilling precise illegal taps into pipelines, and using modified tanker trucks to transport stolen fuel for distribution in black market networks.
Several cartels are involved in this criminal activity. For instance, the Santa Rosa de Lima Cartel, led by Jose Antonio Yepez, also known as El Marro, established its dominance through fuel theft before entering into drug trafficking.
Additionally, CJNG and the Gulf Cartel are also linked to fuel theft, which supports their criminal activities.
Avocados
Mexico's multibillion-dollar avocado industry, which continues to break records for exports every year, has also been one of the main targets for drug cartels.
Avocados are known as “green gold” in Mexico, and the country has become the world’s largest producer of the popular fruit.
But as growers’ fortunes have risen, they have faced increasing threats from drug cartels seeking a share of the profits.
In Michoacán, the only state authorized to export the fruit to the U.S., CJNG and local gangs demand payments from farmers, often referred to as "protection fees."
These fees can range from $135 to $500 per hectare monthly, depending on the size of the farm and the level of perceived threat.
The extortion process begins with cartels identifying and targeting profitable farms. Armed cartel members then approach the farmers, issuing threats of violence or property damage if the farmers refuse to comply.
In February 2022, the U.S. suspended avocado imports from Mexico after a U.S. official received a death threat while working in Uruapan.
The imports resumed a week later following new safety measures applied by Mexico’s government in the region.
Two years later, locals say the situation hasn’t changed much, and avocado growers continue to deal with criminal organizations in the area.
Tortillas
The average Mexican consumes about 70 kilograms of tortillas annually, according to the Mexican Agriculture Ministry. It is a staple in Mexican cuisine, which is why cartels have decided to profit from it.
Extortion from cartels affects nearly 20,000 tortillerías, directly impacting the prices paid by Mexicans.
According to the National Tortilla Council, in an interview with The Washington Post, out of more than 130,000 tortillerías in the country, between 14 to 15% percent suffer from extortion.
Homero López García, the organization's president, told El Sol de México that establishments must pay between $135 and $190 weekly to multiple criminal groups to continue operating.
"Well, look, nothing surprises me anymore," Saucedo, the security analyst, said about cartels extorting tortillerías. "Perhaps it's a somewhat insensitive and cynical posture from me, but the truth is that I remain open to all possibilities in this regard."
Chicken
In a video posted on social media two days before Christmas 2023, an armed group was seen arriving at a poultry shop in Toluca, Mexico, kidnapping four workers and putting them into a white van.
The Mexico state prosecutor's office said the victims were retailers who were forced to buy chicken in some establishments. Likewise, they had to pay a fee of $2.50 per kilo in exchange for not getting killed by the Familia Michoacana cartel.
Authorities said as a result of their efforts to combat extortion, the criminal groups La Familia Michoacana and CJNG lost over $43 million from threatening poultry and egg vendors in municipalities of the Toluca Valley and the southern part of the state.
The state prosecutor's office said in 2023 alone, they received 4,010 complaints for this crime, of which they determined that only one in four was made in person, with the rest being indirect through phone calls, social media, and emails.
Three months later, the four workers kidnapped in December were found alive, and four perpetrators were detained, but those behind the abductions remain on the loose and the extortion of poultry vendors continues, officials said.
'Piso' fee
"They were asking me for $600 monthly for cobro de piso; we reported it, and we had to close for a month," Guillermo, a businessman in downtown Mexico City, told local media, recalling the extortion from the cartel.
The cobro de piso, which is the fee cartels charge business owners in exchange for "protection," has been the main problem for merchants in Mexico City.
"The first group of affected businesses are restaurants, followed by convenience stores in second place, and then jewelry stores in third place," said Jose de Jesus Rodriguez, president of Mexico City’s Chamber of Commerce.
In the past few years, extortions have been on the rise. Depending on the areas, some establishments would receive calls, emails, or in-person visits from armed men asking for the cartel's fee.
"They have tried several times, it's through calls," restaurant owner Israel Zavala told Mexican media. "The trust in the authorities isn't very high; complaints have been filed, but they don't proceed."
Analyst Saucedo said the problem with the metrics is that we have never had access to their accounting books.
“We will never have the total amount of the taxable fee because many do not report it to the authorities.”
In Mexico City, there are many criminal organizations involved in activities such as drug dealing, but also charging extortion fees to small business owners like tortilla shops, street vendors, and taxi drivers.
"Since Mexico City is a densely populated area, and we have a very large informal economy, many people are unfortunately susceptible to paying protection money. Consequently, it is a profitable activity for the local mafias," Saucedo said.
 "Besides paying an official tax to come to work, you have to pay another one to them," Angel Campos, a vendor at a street market in Mexico City, said.

Mexico makes largest fentanyl bust days after Trump tariff threat
Mexican soldiers and marines seized more than a tonne of fentanyl tablets in two raids in the north of the country, in what officials called the largest catch of the synthetic opioid in the country’s history, Mexican media reported.
The raids came after a sharp drop in fentanyl seizures in Mexico earlier this year and days after US President-elect Donald Trump threatened to impose 25 per cent tariffs on goods from Canada and Mexico if those countries did not take action to stem the flow of migrants and drugs across the border.
Experts say the timing coincidence may not be coincidental. Security analyst David Saucedo said:
“It is clear that the Mexican government has been managing the timing of fentanyl seizures. But under the pressure by Donald Trump, it appears President Claudia Sheinbaum’s administration is willing to the increase the capture of drug traffickers and drug seizures that Washington is demanding.”
Saucedo said it is clear that the Mexican government “does not consider fentanyl one of its problems, and fighting it is not its priority.” He added that major detentions would only be made “under pressure from Washington.”
Mexico’s top security official said soldiers and Marines spotted two men with guns late Tuesday in the northern state of Sinaloa, where the eponymous drug cartel is based. They chased the men, who ran into two homes. Soldiers found about 660 pounds of fentanyl in one of the homes and a truck containing about 1,750 pounds of the drug, mostly in pill form, in the other.
“In Sinaloa, we achieved the biggest seizure in history of fentanyl,” Public Safety Secretary Omar Garcia Harfuch wrote on his social media accounts. Several weapons were also seized and two men were arrested.
In the past, Mexican security forces have sometimes used the story of armed men running into homes as an excuse to enter a home without a search warrant. In at least one case, the government’s version was disproved by surveillance footage.
The latest batch is striking in that fentanyl seizures in Mexico dropped sharply in the first half of the year. At some points in the summer, under former President Andres Manuel Lopez Obrador, federal forces reported seizures of no more than 50 grams (2 ounces) per week.
Data for the first half of 2024 show that from January to June, Mexican federal forces seized only 286 pounds (130 kilograms) of fentanyl nationwide, 94% less than the 5,135 pounds (2,329 kilograms) seized in 2023.

Reynosa, Tamaulipas.-Desde temprana hora, decenas de padres de familias acudieron a las tiendas departamentales de los centros comerciales y negocios ubicados en el centro de la ciudad, para surtirse de los útiles escolares que sus hijos llevaran este nuevo ciclo escolar. La formación para entrar a los negocios ubicados en la calle peatonal Hidalgo, desde las 08:00 horas se encontraban padres de familias con las listas de los útiles escolares, y otros más en las zapaterías para obtener el calzado para sus hijos. El dinero no alcanza, dijo, una madre de familia quien desde temprana hora estaba apurándose para entrar a la tienda Del Sol, para obtener los útiles escolares que llevarían sus hijos. “Apenas mi marido cobro la quincena, y ya estamos para comprar losa útiles, no nos va a alcanzar, todo está bien caro, además faltan las “inscripciones” que supuestamente son gratuitas pero es puro cuento, como quiera tenemos que pagarlas”, dijo molesta María Saucedo. Dijo, que tiene dos hijos, uno en la una secundaria de esta localidad, y otra en preparatoria, y que tiene que comprar útiles escolares, uniformes, cuota “voluntaria” de inscripción, seguro de sus hijos, y lo que se añada. Otros padres de familia estaban muy apurados porque apenas les dieron la lista para adquirir los útiles escolares de un día para otro y hasta tuvieron que pedir prestado para poder surtirlos. De acuerdo con un informe del International Crisis Group (ICG), publicado este viernes, 80 de los 2 mil 500 municipios del país son considerados altamente inseguros, con niveles extremos de violencia armada y altas tasas de homicidio de hasta 83 asesinatos por 100 mil habitantes. Sin embargo, "los municipios han sido dejados fuera de la estrategia de seguridad nacional y muchas veces también de las estrategias estatales", critica Rafael Ch Durán, analista sénior de economías de conflicto del ICG. En entrevista con DW, señala que las redes delictivas se han fragmentado en todo México, donde se calcula que operan más de 200 grupos criminales. Estos también han diversificado su portafolio, incursionando en el robo de combustible, el tráfico humano, los productos agrícolas, la minería y el control de puertos. De ahí que Durán insista en la necesidad de una estrategia de seguridad que se adapte a las amenazas específicas de cada estado y municipio. "Una policía militarizada y centralizada no ha sido capaz de cumplir esta misión", agrega. Policías locales: corrupción y carencias "Las policías locales son la primera línea de respuesta, la autoridad más cercana frente al ciudadano", subraya el analista en seguridad. Sin embargo, prosigue, "tienen todo tipo de carencias: bajos presupuestos, están mal armadas, mal equipadas, mal entrenadas, con pocas atribuciones, penetradas por el crimen organizado. Nos encontramos ante un panorama desolador". Saucedo aboga, por ejemplo, por una modificación de la ley de armas de fuego que permita a las policías locales, municipales y estatales disponer de los mismos calibres que usan los grupos del crimen organizado. Ambos expertos consultados por DW concuerdan en que los funcionarios y las policías municipales deberían desempeñar un papel más importante en la estrategia de seguridad, puesto que suelen ser quienes mejor conocen las dinámicas del crimen en sus comunidades. "Este enfoque, por supuesto, entraña el riesgo de devolver el poder a autoridades locales propensas a la corrupción", reconoce Rafael Ch Durán. De ahí que sea importante identificar de manera temprana los municipios en mayor riesgo de corrupción y captura por grupos criminales, e implementar iniciativas para prevenirla, dice, y agrega que el International Crisis Group ha identificado 166 municipios que cumplen con estos criterios. "Tendremos al narco en campaña" 65 alcaldes y funcionarios locales asesinados son el triste balance del actual gobierno del presidente Andrés Manuel López Obrador. ¿Desatarán los comicios de 2024 una nueva ola de violencia contra candidatos y gobernadores locales? El presidente del Consejo Mundial del Boxeo habló en Exclusiva con MARCA MX sobre las innovaciones y desafíos del pugilismo ÁNGEL HÚGUEZ Mauricio Sulaimán ha estado inmerso en el mundo de boxeo durante muchos años y desde 2014 es el presidente del Consejo Mundial de Boxeo, uno de los principales organismos rectores de este deporte a nivel mundial, de modo que conoce a fondo esta disciplina que ha dado tantos éxitos a México. En entrevista Exclusiva con MARCA MX, Sulaimán compartió sus opiniones sobre el estado actual del pugilismo, el nivel de los boxeadores mexicanos y las innovaciones que se viven a nivel social y que el boxeo debe saber gestionar para mantenerse vigente en el gusto de las audiencias deportivas. Pregunta. ¿Cómo ve actualmente el boxeo en el ámbito mundial entre tantos eventos deportivos de alto impacto? Respuesta. El boxeo es un gran deporte, es un deporte milenario que ha sufrido una gran transformación. Hace 200 años era un acto de brutalidad. Fue adquiriendo reglas. El día de hoy es un deporte muy bien organizado, muy bien regulado, seguro y realmente es el deporte de los mexicanos. Es el deporte que más medallas olímpicas le ha dado a México, más de 200 campeones mundiales y el día de hoy tenemos al Canelo Álvarez, que es el deportista y el boxeador más importante de todo el mundo. Tenemos grandes campeones y campeonas en este momento que están dando muy buenos resultados y poniendo a México en lo más alto. Están ahora los influencers, Jake Paul y algunos otros que están entrando dentro de una nueva dinámica. Están las nuevas plataformas, la televisión tradicional, pero también el streaming para llevar el boxeo a miles y millones de personas. Entonces, se está viviendo un momento muy importante, muy popular, de muy buenos combates, pero con las fragilidades que la continua... cambios tecnológicos y cambios de gustos del mundo conllevan. Mauricio Sulaimán: "Canelo Álvarez es el boxeador y el deportista más importante del mundo"Omar Saucedo P. ¿Cómo el boxeo puede potenciar el uso de tecnología para mejorar la experiencia de los aficionados y seguir atrayendo a las nuevas generaciones? R. El boxeo era un deporte muy popular donde se llenaban estadios y arenas. Llega la televisión, se va de miles a millones de personas. Llega el pago por evento y eso hace un cambio. Llega el streaming que hace otro cambio dentro de la estructura. Pero el día de hoy la televisión con la tecnología está teniendo un proceso que verá en muy poco tiempo resultados... La tecnología, la repetición instantánea, la calificación de los jueces. Hay mucha tecnología que se está integrando al boxeo y que irá revolucionando cómo se hace el deporte el día de hoy. P. ¿Considera que no hay otros boxeadores mexicanos del nivel de Canelo Álvarez o hace falta más exposición a otros peleadores y peleadoras de México? R. Yo siento que es un tema mediático, un tema de redes sociales, un tema de popularidad y de la misma sociedad. Todo es rápido, todo es inmediato y vas cambiando y son tendencias. Si los medios pudieran darle oportunidades a otros boxeadores que hay de gran nivel, se pudiera tener ese momento de que estaba (Julio César) Chávez, de que estaba Chiquita González, Ricardo López, Miguel Ángel González, luego Eric Morales, Barrera, Márquez. Así el día de hoy tenemos al Canelo, tenemos a (David) Benavidez, tenemos a Rey Martínez, a Rey Vargas, a (Juan) Gallo Estrada, las mujeres, Yamileth (Mercado), Yuliahn Luna. Hay una gran cantidad y calidad de campeones y campeonas que sí viven bajo la sombra del Canelo (Álvarez), pero es porque así es como existe y como existimos y vivimos los aficionados, los medios y las oportunidades que hay. P. ¿Afecta al boxeo que no se den las peleas como Canelo vs Benavidez y Fury vs Usyk? P. ¿Considera que hay una competencia por audiencias entre el boxeo y UFC o son deportes que van por caminos separados? R. Son dos deportes totalmente diferentes, dos modalidades diferentes. Qué orgullo tener a campeones de la UFC. Es muy diferente al boxeo, son nichos de aficionados muy diferentes también. Checo Pérez, el béisbol, el fútbol, el básquetbol, el atletismo. Estamos pasando por un gran momento en el deporte mexicano y es el momento para transmitirlo a la juventud, porque el hacer deporte te lleva a tener una salud física inmediatamente traducido a salud mental. Todos los padecimientos que sufrimos, sobre todo desde la pandemia, por medio del deporte es una escapada inmediata para poder disfrutar de la vida. P. ¿Cuál es el siguiente paso que puede llevar al boxeo a otro nivel, para su crecimiento? In early May, Claudia Sheinbaum, the favorite to win Mexico's upcoming presidential election next month, suddenly pulled out of a planned visit to Apatzingan, a town in the violent state of Michoacan.
Three sources from her inner circle told Reuters the decision was taken because a drug cartel set fire to several vehicles shortly before the rally, forcing the federal government to call in the military to restore order.
Sheinbaum denied the cancelation was due to the violence, saying only that the Apatzingan event had never been fully confirmed.

Yet, the episode highlights how Sheinbaum - who has campaigned on the reduction of Mexico City's murder rate during her term as mayor - could face much tougher challenges in repeating this success in places like Michoacan, where criminal groups exert a level of control far beyond what Sheinbaum encountered in the capital.
Sheinbaum's advisors told Reuters that, if elected, she aims to reduce by 2027 Mexico's murder rate from 23.3 homicides for every 100,000 residents to around 19.4 per 100,000 - putting it on par with Brazil.
To achieve this, she will double the number of federal investigators to 8,000, increase the number of National Guard troops to 150,000 from around 120,000, decrease impunity through judicial reform, and create youth education and community programs, her advisors said.
Juan Pablo Morales, an academic who helped develop Sheinbaum's plan, said the team are aware of the differences between Mexico City and the country as a whole but that many lessons from the capital can be applied nationally.
"Claudia (Sheinbaum) helped drive a lot the professional development of the police in Mexico City, giving them new powers, responsibilities," Morales said.
CARTEL WAR
Mexico City's homicide rate fell 50% between December 2018, when Sheinbaum was inaugurated as mayor, and June 2023, when she stepped aside to begin her presidential campaign, a drop she attributes to effective security policies that improved police work and coordination with prosecutors.
She says this experience will allow her to further drive down the high national homicide rate, which has fallen around 20 percent under current President Andrés Manuel López Obrador, Sheinbaum's close political ally and mentor, according to preliminary data.
Yet, López Obrador's full six-year term is still the bloodiest on record, with over 185,000 murders through April.
Moreover, critics say that López Obrador's less confrontational security policy against organized crime groups would make his successor's job even harder.
"The country's security situation depends on the national war between the Sinaloa Cartel and the Jalisco Cartel," said David Saucedo, a consultant who works with state governments and companies on national security issues, "the ball is not in her court."
Under López Obrador, this rivalry has expanded to ever more territory, while smaller crime groups have further entrenched their power - including in places like Michoacan, according to security experts.
Six out of 10 Mexicans consider insecurity to be the country's main problem, according to an annual public survey by the National Institute of Statistics and Geography (INEGI).
Crime experts say Sheinbaum's plan lacks details and sources from her close circle say that the 61-year-old scientist has avoided criticizing López Obrador's security failures because she owes her popularity to the president.
"So far Sheinbaum has released relatively little information in terms of concrete details about her security plans," said Nathaniel Parish, a political risk analyst for Latin America. "What we have are signals about what she would like to do but we don't have specific concrete dollar amounts of what she plans to devote to these initiatives."
NUMBER QUESTIONS
Some critics have also raised questions about whether the former Mexico City mayor was as successful as she claims in reducing crime.
They point to the large number of deaths in the capital that are categorized as "events of undetermined intent." These deaths, which include drownings, poisonings and sometimes suspected but unproven homicides, often equal or exceed the number of homicides. Miscategorization of these deaths could explain some of the decrease in the murder rate, critics say.
Another issue is disappearances, which went up in Mexico City under Sheinbaum and could also help explain the significant reduction in official homicide numbers.
"(The figures) confirm suspicions of cover-up of homicides and suicides in some entities, starting with Mexico City," said sociologist Jorge Ramirez. This issue has also been flagged at the federal level.
Sheinbaum's team reject the accusation that murder figures were artificially low.
Jose Merino, an advisor for Sheinbaum, told Reuters it's "absurd" to say homicides are being covered up.
Merino said the number of deaths filed as "events of undetermined intent" and later found to be homicides account for less than 10% of the total.
He also said the rise in disappearances was due to an increase in reporting of these incidents rather than an uptick in their occurrence.
