Brazil chief justice celebrates return to full harmony between branches

At the opening ceremony of the year, the Attorney General of the Republic delivered a speech and assured that the PGR is ready to 'fulfill its role'

Supreme Court’s Chief Justice Luís Roberto Barroso advocated for independence and harmony among the branches of government and celebrated what he described as the “return to full normalcy” of the country during the opening of the judicial year on Monday (3). At the ceremony, the Prosecutor General Paulo Gonet also spoke and said that the Prosecutor General’s Office (PGR) is ready to “fulfill its role.”

The remarks come as the country awaits charges against those investigated for the attempted coup in 2022, including former President Jair Bolsonaro and his key allies.

The event was attended by President Lula and the new president of the Senate, Davi Alcolumbre, and the Speaker of the Lower House, Hugo Motta. Government ministers were also present, including Ricardo Lewandowski (Justice), who is also a former member of the Court.

In his address, Justice Barroso avoided controversies and did not respond to critiques from the newly elected Congressional leadership regarding the Court’s decisions on congressional earmarks to the budget. Instead, he praised the high number of votes received by Messrs. Motta and Alcolumbre last Saturday (1).

“The three branches of government present here are united by the principles and objectives of the Constitution. We are independent and harmonious as mandated by the Constitution. However, more than that, we are individuals who care for one another and, above all, care for Brazil,” said the Chief Justice.

Drilling in the Amazon is not Marina Silva’s call, Lula says

The indication is that the government intends to expedite the licensing for oil exploration in the region known as the Equatorial Margin

President Lula sent a message on Wednesday (5) to Minister of Environment and Climate Change Marina Silva, absolving her of responsibility for the licensing of oil exploration in the Amazon River basin, located in the Equatorial Margin region. In an interview with radio stations in Minas Gerais, Mr. Lula expressed his desire to explore oil in the area and said that the decision on the matter does not fall under the minister’s jurisdiction.

The message was interpreted as a sign that the president is willing to expedite the licensing process in light of a new political phase for the government, marked by the arrival of Davi Alcolumbre as president of the Senate. The senator publicly supports the drilling of the Petrobras well. The project, off the coast of Amapá, could generate royalty revenue for the state and municipalities in the region, as well as stimulate the local economy.

“There is a misconception in the media attributing the responsibility for the exploration of the Equatorial Margin to Marina Silva. It is not Marina’s call,” said the president, without being prompted on the topic. According to him, Brazil indeed seeks to capitalize on potential oil and gas reserves in that area but aims to do so without environmental harm.

“We want the oil and need to reach an agreement that provides a solution. We need assurances that we will not destroy natural resources, not a single tree. This is not Marina’s issue; the government will have to find a solution,” he added.
