"The Netherlands is pulling even further ahead of its peers in the shift to a recycling-driven circular economy, new data shows.
According to the European Commission’s statistics office, 27.5% of the material resources used in the country come from recycled waste.
For context, Belgium is a distant second, with a “circularity rate” of 22.2%, while the EU average is 11.5% – a mere 0.8 percentage point increase from 2010.
“We are a frontrunner, but we have a very long way to go still, and we’re fully aware of that,” Martijn Tak, a policy advisor in the Dutch ministry of infrastructure and water management, tells The Progress Playbook.
The Netherlands aims to halve the use of primary abiotic raw materials by 2030 and run the economy entirely on recycled materials by 2050. Amsterdam, a pioneer of the “doughnut economics” concept, is behind much of the progress.
Why it matters
The world produces some 2 billion tonnes of municipal solid waste each year, and this could rise to 3.4 billion tonnes annually by 2050, according to the World Bank.
Landfills are already a major contributor to planet-heating greenhouse gases, and discarded trash takes a heavy toll on both biodiversity and human health.
“A circular economy is not the goal itself,” Tak says. “It’s a solution for societal issues like climate change, biodiversity loss, environmental pollution, and resource-security for the country.”
A fresh approach
While the Netherlands initially focused primarily on waste management, “we realised years ago that’s not good enough for a circular economy.”
In 2017, the state signed a “raw materials agreement” with municipalities, manufacturers, trade unions and environmental organisations to collaborate more closely on circular economy projects.
It followed that up with a national implementation programme, and in early 2023, published a roadmap to 2030, which includes specific targets for product groups like furniture and textiles. An English version was produced so that policymakers in other markets could learn from the Netherlands’ experiences, Tak says.
The programme is focused on reducing the volume of materials used throughout the economy partly by enhancing efficiencies, substituting raw materials for bio-based and recycled ones, extending the lifetimes of products wherever possible, and recycling.
It also aims to factor environmental damage into product prices, require a certain percentage of second-hand materials in the manufacturing process, and promote design methods that extend the lifetimes of products by making them easier to repair.
There’s also an element of subsidisation, including funding for “circular craft centres and repair cafés”.
This idea is already in play. In Amsterdam, a repair centre run by refugees, and backed by the city and outdoor clothing brand Patagonia, is helping big brands breathe new life into old clothes.
Meanwhile, government ministries aim to aid progress by prioritising the procurement of recycled or recyclable electrical equipment and construction materials, for instance.
State support is critical to levelling the playing field, analysts say...
Long Road Ahead
The government also wants manufacturers – including clothing and beverages companies – to take full responsibility for products discarded by consumers.
“Producer responsibility for textiles is already in place, but it’s work in progress to fully implement it,” Tak says.
And the household waste collection process remains a challenge considering that small city apartments aren’t conducive to having multiple bins, and sparsely populated rural areas are tougher to service.
“Getting the collection system right is a challenge, but again, it’s work in progress.”
...Nevertheless, Tak says wealthy countries should be leading the way towards a fully circular economy as they’re historically the biggest consumers of natural resources."

"CAPTAIN!" Calis bursted through the doors panting.
"Yes, Calis?"
"Ki- The humans...the human!" they panted.
"The humans?"
"Yes! I have...urgent news about them. Everyone, out."
The control goes quiet. All eyes on the captain and his second in command.
"Give the room to me and Commander Calis." When everyone leaves he sighs and takes a seat in his chair.
"Captain...the human has betrayed us. My scouts who follow General Morbius spotted Kim along with several other humans conversing with him. Numerous times have they seen them together...surely they have betrayed us."
The Captain looks at Calis and pulls out a drink. He sips it. "What I'm about to tell you does not leave this room." He motions for them to sit.
Calis sits and accepts the drink offered by their Captain. Strong yenx.
"When we discovered that Morbius was feeding classified information to enemy forces we had you follow him with your best scouts. And for a time that was sufficient...until recently." Calis nods.
They stopped the general from leaking information but they still have yet to gather enough evidence to charge him with treason. Not only that but he has gotten more cautious and rarely leaves his home when not at work.
"Well we went through the data base of the Coalition looking for clues or evidence to use when I stumbled upon Kim Greene's file. Here," he hands them the electronic document. "you'll see why Kim, along with some other humans, are conversing with the general so much."
Calis read over the document. At first glance it was nothing special. References, personal information, education, etc. normal things. Until they saw the green triangle next to one of the interview questions.
"...Why is she marked down for secret intelligence? In brackets, honorary...what is a honorary secret intelligence?"
"It's because she along with all the other humans you spotted have experience in befriending the enemy in order to report them to their superiors.
During her interview we asked about what was the toughest thing she had to do at her previous job.
The previous child centre she worked at had several people who were spreading false accusations against their fellow co-workers. One even falsely accused her mentor of illegal activity."
"At a child centre??"
"Yes, I can't believe it either. Carrying on, she was rather quiet at the time and always did her duty with a smile so the enemy ignored her. She used that to become a spy of sorts for her superiors who she respected very much.
Eventually she managed to gather enough information for them that they managed to fire and report the enemies to the proper authorities."
"Are the other humans like this?"
"In a way yes. Steven Smith one of our cafeteria chefs, worked at a restaurant as a waiter and has the patience of a god. He can be belittled, insulted, and be stuck in a never ending conversation that would rot your braincells without cracking."
"Something that would be perfect for the general."
"Indeed. Rebecca Cheng, worked at a cleaning service company and has mastered the art of being unseen whenever she wishes. She has caught several of her employers doing illegal acts or being unfaithful to their spouse simply because they forgot all about her.
And that's just the first few, we have at least a dozen of humans like them who are capable of hiding their presence while at the same time capable of 'befriending' the most unpleasant, foul, and infuriating beings."
"I shudder at the thought of going through the training they went through to achieve this."
The Captain regretfully shakes his head. "This wasn't training Commander...this was them adapting so that they may survive."

The provincial government unveiled Tuesday the first plank in its plan to reshape Alberta Health Services (AHS) into four distinct entities, outlining two new organizations that will manage delivery of mental health and addiction services.
A new entity, Recovery Alberta, will be charged with delivering the mental health and addictions services currently handled by AHS. Operations are expected to move from AHS to Recovery Alberta by July 1 after legislation is passed.
In addition, the province said it would create a new Crown corporation, dubbed the Canadian Centre of Recovery Excellence, or CORE.
That project, which is intended to be operational by the summer, is tasked with building recovery-oriented systems of care "by researching best practices for recovery from around the world, analyzing data and making evidence-based recommendations." [...]

The eGroundwater project
Groundwater is at the centre of water management challenges, supplying 65 per cent of drinking water and 25 per cent for agricultural irrigation in the 27 EU Member States.
The main pressures on groundwater are overexploitation and climate change, particularly in regions experiencing urbanisation and population growth, with groundwater depletion leading to a whole host of negative effects.
Like many parts of Southern Europe, southern Portugal is experiencing drought and a decline in rainfall which has impacted the productivity of the region's agricultural sector, explains Vânia Sousa, environmental researcher at the University of Algarve.
“With the effects of climate change, we don’t expect the drought to ease. We need to work together on new sustainable solutions to help solve regional water scarcity,” she stressed.
The eGroundwater project
Led by environmental scientists from the University of Algarve and supported with climate data such as irrigation forecasts and historical weather patterns, the ‘eGroundwater’ project is a mobile application centred around a collective, citizen-driven approach to ground water management.
The eGroundwater platform aims to give farmers and groundwater users consolidated information on the condition of water supplies and technical specifications while also allowing users to upload and share their own data.
The app incorporates seasonal meteorological forecasts from the Copernicus Climate Change Service (C3S) which are used to anticipate cumulative precipitation in agricultural areas. This helps farmers predict their water quota and optimises the use of water during irrigation season.
Additionally, CMIP6 climate projections from C3S are used to communicate future recharge scenarios and anticipate how climate change can impact groundwater levels. This information is presented to groundwater users during workshops, for feedback and to design pathways for adaptation in line with future groundwater availability.
Paradigm shift in water use and management
Innovations such as the eGroundwater application present a paradigm shift in water use and management, putting the power back into the hands of water users. The approach is proving successful in nearby regions including Morocco, Algeria and Spain.
“One of the most critical issues on groundwater management is data scarcity. Big Data and Enhanced Information Systems (EIS) are key to overcoming this obstacle by providing users and managers useful, precise and sound data and information.”
The platform facilitates water usage simulations, co-building of new management scenarios, setting up of a citizen information system on groundwater availability and dynamics that underpin the eGroundwater solution.

IOM Opens Humanitarian Centres for Flood Victims in S. Brazil
The International Organization for Migration (IOM) is partnering with the state of Rio Grande do Sul to operate the Humanitarian Reception Centres (CHA) for people affected by the floods that hit the region at the end of April. Many of those affected have lost their homes and are in need of temporary shelter.
Heavy rains affected more than 2.3 million people in 478 of Rio Grande do Sul's 497 municipalities. Official data estimate that more than 420,000 people were forced to leave their homes; while176 deaths were confirmed and more than 30 people are still missing.
The first three centres, which will open in July (with the first one opened already on July 4), will have a total capacity of around 2,400 people from Porto Alegre and Canoas. Each centre will feature facilities for adults and children, sleeping and breastfeeding rooms, Water Health and Sanitation (WASH) services, laundry, and cafeteria. Public transport, education and health services will also be accessible from the centres.
"IOM is one of the main international organizations in preventing, mitigating and responding to disaster displacement. We will work with the Government of Rio Grande do Sul to manage the reception centres and ensure that the response takes a cross-cutting human rights approach without leaving no one behind," said Stéphane Rostiaux, IOM Brazil Chief of Mission.

New regulations on the screening of non-EU nationals at the bloc’s external borders, which come into force this week, could have major implications for migrants and asylum seekers’ privacy rights, campaigners warn.
Ozan Mirkan Balpetek, Advocacy and Communications Coordinator for Legal Centre Lesvos, an island in Greece on the so-called Balkan Route for migrants seeking to reach Western Europe, says the new pact “will significantly expand the Eurodac database [European Asylum Dactyloscopy Database], creating overlaps with other databases, such as international criminal records accessible to police forces”.
“Specific provisions of the pact directly undermine GDPR regulations that protect personal data from being improperly processed,” Balpetek told BIRN. “The pact only expands existing rights violations, including data breaches. Consequently, information shared by asylum seekers can be used against them during the asylum process, potentially leading to further criminalization of racialized communities,” he added.
The European Council confirmed the deal in May, and it should start being implemented in June 2026.
This legislation sets out new procedures for managing the arrival of irregular migrants, processing asylum applications, determining the EU country responsible for these applications, and devising strategies to handle migration crises.
The pact promises a “robust” screening at the borders to differentiate between those people deemed in need of international protection and those who are not.
The screening and border procedures will mandate extensive data collection and automatic exchanges, resulting in a regime of mass surveillance of migrants. Reforms to the Eurodac Regulation will mandate the systematic collection of migrants’ biometric data, now including facial images, which will be retained in databases for up to 10 years. The reform also lowers the thresholder for storing data in the system to the age of six.
Amnesty International in Greece said the new regulation “will set back European asylum law for decades to come”.
“These proposals come hand in hand with mounting efforts to shift responsibility for refugee protection and border control to countries outside of the EU – such as recent deals with Tunisia, Egypt, and Mauritania – or attempts to externalize the processing of asylum claims to Albania,” the human rights organisation told BIRN.
“These practices risk trapping people in states where their human rights will be in danger, render the EU complicit in the abuses that may follow, and compromises Europe’s ability to uphold human rights beyond the bloc,” it added.
NGOs working with people in need have been warning for months that the pact will systematically violate fundamental principles, resulting in a proliferation of rights violations in Europe.
Jesuit Refugee Services, including its arm in Croatia, said in April in a joint statement that it “cannot support a system that will enable the systematic detention of thousands of people, including children, at the EU’s external borders.
“The proposed legislation will exponentially increase human suffering while offering no real solutions to current system deficiencies,” JRS said.
Despite criticism, the European Parliament adopted the regulation in April.
Individuals who do not meet the entry requirements will be registered and undergo identification, security, and health checks. These checks are to be completed within seven days at the EU’s external borders and within three days for those apprehended within the EU.
Under the new system, EU member states can either accept a minimum of 30,000 asylum applicants annually or contribute at least 20,000 euros per asylum applicant to a joint EU fund.
After screening, individuals will be swiftly directed into one of three procedures: Border Procedures, Asylum Procedures, or Returns Procedures.

India’s Tech Sector to Create 1.2 Lakh AI Job Vacancies in Two Years
India’s technology sector is set to experience a hiring boom with job vacancies for artificial intelligence (AI) roles projected to reach 1.2 lakh over the next two years. As the demand for AI latest technology increases across industries, companies are rapidly adopting advanced tools to stay competitive. These new roles will span across tech services, Global Capability Centres (GCCs), pure-play AI and analytics firms, startups, and product companies.
Following a slowdown in tech hiring, the focus is shifting toward the development of AI. Lumpen Theory : Genealogy of a Panoptilumpenism (Part 2)
The conception of the Lumpenproletariat as pure “leeches” or “burdens” as Marx would have them for most of the development of his theory, does nothing but reaffirm, and in a sense justify, the virtual-colonial exploitation of one of the most miserable elements ever conceived by humanity. Sadly, at no point could the JNL’s perspective become a majority in any capacity, and even intellectual circles have fallen off with the idea of considering such an avant-garde scene as relevant or possibly interesting for the furthering of class analysis. Our modern Technocapital advancements have proven these conceptions of the Lumpenproletariat as an ever expanding entity and conception, one that is really up to date with the tendencies and evolutions of the market and the productive forces subordinated to it. Lumpenization as a process is, inherently, a modern phenomenon. Capitalism devolved into a commodity driven mechanism at the middle of the 20th century, as the ones like Debord denoted. The construction of such a strong baseline and spectacular culture towards the commodity itself was only done once the development of the modules of capitalism settled and could bring out a certain “abundance” of said commodities. Via this, there was a certain death of the industrial core of capitalism. Not in its literal sense, capitalism had retained and even amplified its destructive industrial capacities and vision, but because the directive threat of both the liberal art of governing and the becoming-sentient technocapital advancements had done were no longer centred on pure industry, it was accompanied by more than purely that. As this, the 80’s and the beginning of neoliberal uniformist globalisation began the process of the creation of the service economy, now with the working force of the western first world being driven towards the new disciplinary form of embankment : the cubicle and the office. Via this, the fragmentation of what was the proletariat began diving directly into the realm of biopower itself : no longer was pure labour alienation the issue for these now obsolete western factory workers, the whole recuperated war machine of the state and its newly developed labour controlling arms are purposely transforming the scenarios in which these labourers operate, and hence delving them deeper into what can only be considered an entropic mess of an economic transformation. The welfare state, now that the productivist social democratic compromise had become completely overridden by total business ontology, the logical step was to turn the lives of these producers into one of total alienation inside the realm of non-existent production and pure data recuperation and management. The 21st century, via its enormous decentralisation and increased fluidity in the forms that Technocapital seeks to take in the larger and broader scheme of things, began creating a new form of production, inside and at the same time outside of the service economy : the previously mentioned data collecting in favour of the concentrating and newly appearing “Rentier bourgeoisie”, as B. Ceka would come to call them. For her, these newly uses of data in order to reinforce the structural integrity and reach of technocapital itself are nothing but a new form of labour exploitation, directly via the involvement of this newly imprisoned proletarian force, but also by the Lumpenproletariat, primary subjects of such experimentation and dabbling. You see, the Lumpenization that takes place by both the death of the industrial 1st world and its impossibility of incorporation into the new service economy is a direct consequence and desired result of the development of new forms of capitalism. Via this, we can encounter the programmed death of the service economy, one in which Panoptilumpenism is applied into its full potential force.
No longer can we suffice for data management, that data must be used, it must be rhizomatically consumed into the new apparatuses of the internet and AI. Seka retains the core parts of the Landian fear of expansion of Technocapital towards “sentience” and autonomy, and applies it to a deeply Lumpenizing realisation : no longer is any part of the population free from violent forms of both control and exploitation, in the most decentralised forms possible to conceive.
Andrew Culp detested the Rhizome for what it had become, a past realisation of what now is recuperated at the hands of the capitalist directors of the technocapital enterprise. The rhizomatic structure of what Deleuze wanted was now realised, in the entirely worst way possible. The hand of the rising Lumpenproletariat is being forced by the same theorist that could be key to their self-immediate Anarchoscape from the eye of the cybernetic biopower now applied deeply to its own core.
We can conceive of the business ontology that had developed alongside technocapital, has now gained speed and was faced by much less Lumpen-Guided resistance, meaning that it was now more ingrained than ever in our era of cybernetic biopower. This development led to the pursuit of the delegation of economic responsibility, one in which the role of the Panoptilumpenist actions of the neoliberal economy became the forming of the “entrepreneur” in every factor of the population, but most concretely inside the Lumpen. The Lumpen, via this new form of virtual-colonial expansion, become their own responsibles for their economic activity, essentially starting what many like to call “the gig economy”, but what in reality is nothing but the true decentralisation of the realm of data management and its business-ontological application.
The profit motive becomes then the only guideline and prerogative of the Lumpen , one not enforced but suggested to them, not inherently tying them to a fixed and rigid industrial and bureaucratic labour form; but now one that is so flexible that it delves into the total non-existence of the personal life once enjoyed by the common proletariat. The continuation of the Lumpen as a liberated subject, on the outskirts of the labour productions remains true, as the Lumpenproletariat, with the delegation of economic power and capacities, have become themselves the only actors involved in their newly found subsistence. A growing number of patients who request medical assistance in dying are asking to donate their organs for transplant, says an international review that found that Canada is performing the most organ transplants from MAID patients among the four countries studied that offer this practice.
The report is the first-ever review of the growing use of this new practice around the world. The review was conducted in 2021 and the results were formally published in December 2022.

“We saw everyone is working in different directions. And then we said ‘OK, well, let's start an international (discussion) of all the countries involved,’” said Dr. Johannes Mulder, a physician and MAID provider in Zwolle, Netherlands, in an interview with CTV News.
Data collected for the paper shows that in Canada, Belgium, the Netherlands and Spain, combined, 286 assisted-death recipients provide lifesaving organs for transplant to 837 patients in the years up to and including 2021.

Doctors in Canada, where medical assistance in dying (MAID) was decriminalized in 2016, performed almost half of the world’s organ transplants after MAID for that period (136), according to the publication.
Data from the Canadian Institute for Health Information confirms this new source of transplant organs accounted accounts for six per cent of all transplants from deceased donors in Canada in 2021. Some transplants, like those for kidneys and livers, can be done with patients who are alive.
“I was rather proud that Canada has done so well in terms of organ donation by MAID patients,” said Arthur Schafer, director of the Centre for Professional and Applied Ethics at the University of Manitoba, in an interview with CTV News.
With more than 4,000 Canadians waiting for organ transplants, some of whom are dying, he says Canada’s numbers show a strong move to turn death into a win-win.
“So I say, 'Good on us.' It’s a wonderful opportunity for someone facing death to make something significant out of the end of their life,” said Schafer.
PATIENT-DRIVEN TREND
The international review on this new practice has been overwhelmingly driven by patients who are suffering from irreversible degenerative diseases, like amyotrophic lateral sclerosis (ALS) and Parkinson’s.
“If this body has deserted me, I could do something good,” is how Mulder says patients frame their decision.
Canadian ALS patient Sharron Demchuk donated her kidneys and lungs after her medically assisted death in September of 2021. Her family says she herself pushed her doctors to consider a way she could help people after she died, becoming the first in New Brunswick to do so.
“She kept doing follow-ups, kept pushing and even though she wasn’t able to speak, she would make notes for my dad. ‘Here’s what I want you to ask them. Here’s what I want you to say,’” her daughter, Darlene Demchuk, told CTV News last year.
One of the goals of the international report, says Mulder, was to share information openly on how countries are managing this controversial and evolving new practice, including the tricky ethical and logistical issues of consent from vulnerable patients.
“What should you do, or what should what shouldn't you do? And how to keep the whole project completely voluntary,” he said of some of the concerns, noting that patients should never be pressured to choose MAID to increase the availability of donor organs.
That is a worry shared by Trudo Lemmens, a professor in health law and policy at the University of Toronto.
He points to statistics showing more than 35 per cent of Canadians who died by MAID in 2021 felt they were "a burden on family, friends or caregivers” according to a Health Canada report.
“I am concerned that people who struggle with a lack of self-esteem and self-worth may be pushed to see this as an opportunity to mean something,” said Lemmens in an email comment to CTV News.
With other countries like Australia eyeing medical assistance in dying along with organ donations, Mulder says public trust in this new medical practice must be developed and maintained.
“That’s why guidelines are necessary and should also be strict,”’ the doctor said.
