Texas Lottery Withholds $83.5M Jackpot, Citing Courier Ban and DraftKings Ownership

The Texas Lottery Commission (TLC) is withholding an $83.5 million jackpot won by a Texas woman in February, citing a newly instated ban on online third-party lottery couriers. The winner purchased her ticket on February 17 through the Jackpocket app, a courier service owned by DraftKings, which has since suspended operations in the state.

The TLC has launched an investigation into the win, with the Texas Rangers also involved. Texas Lieutenant Governor Dan Patrick flagged the sale of the winning ticket at Winner’s Corner, an Austin store owned by DraftKings. While the sale was legal under TLC rules, the ban was introduced to address regulatory oversight issues.

The winner, who spent $20 on the ticket, has expressed frustration, stating she followed all rules and did nothing illegal. Her attorney has criticized the TLC for withholding the prize and suggested potential legal action. Governor Greg Abbott has also directed investigations into this win and an April 2023 $95 million jackpot. The commission has not provided a timeline for resolving the claim, which remains under review.

Jackpocket, which had been operating in Texas since 2019, has argued that the ban will limit public education funding, as the service contributed over $550 million in lottery sales. TLC Executive Director Ryan Mindell stated the ban is necessary to ensure compliance with legal regulations and maintain public trust. The company has expressed willingness to work with policymakers to develop regulations for courier services.
