Skrillex’s new albums have me very hyped. And it was his birthday a couple days ago, coincidentally. So I drew up his character Priscilla (the gothic character that has been showing up on some of his album covers since “Supersonic (My Existence)” on), both to help tap into that hype and because I quite dig Priscilla’s design~

LEGISLATIVE POWER

Decree No. 41-2016,

THE NATIONAL CONGRESS,

CONSIDERING: That Honduras, as a member State of the International Maritime Organization (IMO) and signatory to several instruments of that Organization, makes efforts with regard to the Prevention of Maritime Pollution through the General Directorate of the Merchant Marine, taking into account the appropriate measures emanating from the International Conventions.

CONSIDERING: By Decree No. 173-99 of thirty (30) October of one thousand nine hundred and ninety-nine, the Congress of the Republic approved accession to the International Convention for the Prevention of Pollution from Ships 1973, the Protocol of 1978 and Annexes I, II, V, adopted in London on 1973 (2) November 1973 and its Protocol of 1978, relating to the International Convention for the Prevention of Pollution from Ships, 1973, signed on 17 February 1978, known as "MARPOL 73/78", this being the first multilateral instrument concluded with the primary purpose of protecting the seas and coastal environments against pollution from ships , either by an accidental, negligent or deliberate spill of hydrocarbons, as well as other harmful substances, dirty or sewage, garbage and atmospheric emissions that constitute a serious source of pollution, which establishes commitments for the State and for the National Maritime Administration in relation to the prevention of pollution of the marine environment generated by ships. CONSIDERING: Unfccc on the Law of the Sea, which makes numerous demands on States to prevent, reduce and control pollution of the marine environment, stressing the need to foster global and regional cooperation, establish emergency plans, research programmes and exchange of information and data, provide technical assistance to developing States and increase environmental monitoring and assessment

CONSIDERING: That it is essential for the health of people and other living beings, as well as for world maritime transport, the cooperation of the State of Honduras through the accession of Annex VI of MARPOL, in order to give full compliance with the rights and benefits granted by this international instrument.

CONSIDERING: That in accordance with Article 205 Attribution 30 of the Constitution of the Republic, it is the power of the National Congress; Approve or Improbar the International Treaties that the Executive Branch has concluded.

Therefore, D E C R E E:

ARTICLE 1.- Approve in each and every one of its parts, the AGREEMENT No.09-DGTC, dated March 16, 2014, sent by the Executive Through the Secretariat of State in the Offices of Foreign Relations and International Cooperation, which contains ANNEX VI OF MARPOL ON THE RULES TO PREVENT AIR POLLUTION CAUSED BY SHIPS, which literally says: "SECRETARY OF STATE IN THE OFFICES OF FOREIGN AFFAIRS AND INTERNATIONAL COOPERATION, AGREEMENT N °. 09-DGTC. Tegucigalpa, M.D.C., March 16, 2014. THE CONSTITUTIONAL PRESIDENT OF THE REPUBLIC OF HONDURAS. Whereas Honduras endorses the principles and practices of international law that tend to human solidarity, with respect for the self-determination of peoples to intervention and the consolidation of universal peace and democracy. Considering: That it is imperative and beneficial for Honduras to adhere to Annex VI of MARPOL, since by not allowing unregulated air emissions in our country, it helps to keep our air clean and that of the entire Central American region, as well as the provisions to prevent air pollution caused by ships, is linked to the national strategy to prevent pollution of the jurisdictional waters of Honduras. From the foregoing, it is concluded that it is absolutely necessary for the State of Honduras to adhere to Annex VI relating to the Rules for the Prevention of Air Pollution from Ships.

therefore:

AGREES: I.- To approve in each and every one of its parts the "MARPOL ANNEX VI ON RULES FOR THE PREVENTION OF AIR POLLUTION BY SHIPS" Consolidated text of Annex VI of the MARPOL Convention, which includes the amendments adopted by resolutions MEPC.202 (62). RULES TO PREVENT AIR POLLUTION FROM SHIPS. CHAPTER 1- GENERALITIES. Rule 1 Scope of Application. The provisions of this Annex shall apply to all ships, except as otherwise expressly provided in Regulations 3, 5, 6, 13, 15, 16, 18, 19, 20, 21 and 22 of this Annex. Rule 2 Definitions. FOR THE PURPOSES OF THIS ANNEX. 1 Annex means Annex VI to the International Convention for the Prevention of Pollution from Ships, 1973, as amended by the 1978 Protocol and amended by the 1997 Protocol, as amended by the Organization, provided that such amendments are adopted and brought into force in accordance with Article 16 of this Convention.
