Sudan, already ravaged by a disastrous war, is now suffering from a failed, politicized humanitarian response.
The ongoing crisis there has reached catastrophic proportions, yet the international community’s response remains woefully inadequate. A series of missteps and political maneuvers have undermined efforts to provide meaningful assistance to those in desperate need, and the Rapid Support Forces (RSF), the paramilitary group responsible for much of the violence, has yet to be held accountable for actively destroying the country’s food reserves. The situation demands immediate attention and a drastic shift in approach from global leaders and institutions.
At the core of this failure is the United Nations Security Council’s persistent delays in addressing findings from its own Panel of Experts on Sudan. These findings document “credible” allegations of the United Arab Emirates’ involvement in violating Darfur’s arms embargo by supplying the RSF with weapons and ammunition. Furthermore, the Guardian reported that U.K. government officials have been blocking discussions of the UAE’s involvement in the Security Council for months—including after the Labour Party took power in July.
This procrastination not only undermines the urgency of the crisis, but also permits potential external interference to continue unchecked. The Security Council’s inaction sends a troubling message about the international community’s commitment to resolving the conflict and protecting Sudanese civilians.
While diplomatic efforts are crucial, these discussions offer no new mechanisms to enforce an end to attacks on civilians. The U.S. special envoy for Sudan, Tom Perriello, has failed to provide any concrete mechanisms for enforcing last year’s Jeddah declaration, which required the protection of civilians and specifically committed the RSF and rival Sudanese Armed Forces (SAF) to vacating and refraining from occupying public and private facilities. Perriello simply noted in an interview on X earlier this month that the UAE and Egypt will attend the latest round of talks, held in Geneva in mid-August.
Yet there is no substantial pressure being applied on the UAE. Without concrete measures to protect the Sudanese people, such talks risk becoming little more than performative gestures, failing to address the immediate suffering on the ground. The Sudanese government boycotted the Geneva talks after the UAE was added as a mediator, despite its continued military support to the RSF. Additionally, U.S. rapper Macklemore canceled his October show in Dubai to protest the UAE’s destructive role in the Sudan conflict.
The international community’s financial response has been equally disheartening. Despite numerous humanitarian conferences, only a fraction of the $4.1 billion appeal made by the U.N. in February 2024 has been met. This severe underfunding leaves millions of Sudanese refugees and internally displaced persons without essential support, exacerbating an already dire situation. The stark contrast between the promises made at these conferences and the actual aid delivered reveals a troubling gap between rhetoric and action.
The lack of accountability for those perpetrating violence and weaponizing famine is exacerbating Sudan’s crisis. The RSF, responsible for much of the destruction, continues to operate with impunity, actively destroying the country’s food reserves. Since the RSF took control of the state of Jazirah, the country’s farming center, in December, the nation has been grappling with humanmade famine. Farmers in the state have reported a near-complete loss of cotton and wheat crops due to RSF control.
In contrast, areas that remain under SAF control saw normal crops. According to local reports in Jazirah, the RSF pushed local farmers to harvest crops only to confiscate them and transport the yields out of the state for their own benefit.
On June 26, the RSF advanced on the southeastern trading hub of Sennar, seeking to expand its territorial gains more than 14 months into its war with the Sudanese army. This move forced the displacement of more than 150,000 people living in the state, many of whom had fled from Jazirah during the RSF invasion in December 2023. The militia also targeted Sennar’s agricultural project and food reserves, further deepening the humanitarian crisis and undermining efforts toward stabilization and peace.
Doctors Without Borders (or Médecins Sans Frontières, the MSF) reports that the RSF is targeting local hospitals and blocking aid in Darfur. Outside the city of El Fasher, where more than 800,000 civilians are trapped by the RSF, MSF supply trucks have been held in the nearby town of Kabkabiya by the RSF for the past four weeks. This blockade threatens to leave the Saudi Hospital, one of the last working health facilities in El Fasher, without critical supplies.
This deliberate targeting of essential resources not only worsens the humanitarian crisis, but also underscores the urgent need for international intervention to implement the U.N. arms embargo in Darfur and stop the alleged UAE arms supply to the RSF through Chad.
Moreover, it is crucial to halt the alleged UAE arms supply to the RSF through Chad, particularly at Amdjarass’s airport, a small town in eastern Chad where UAE air cargo planes reportedly land and unload weapons that are then transported across the border to RSF strongholds in Darfur.
Political maneuvering has further complicated efforts to address the crisis effectively. Actions such as the United Kingdom’s reported intervention to alter the format of U.N. Security Council meetings have prevented Sudan from directly presenting its case, prioritizing commercial interests with the UAE over humanitarian concerns.
Al-Harith Idriss, Sudan’s permanent representative to the U.N., asked for an urgent Security Council meeting on April 26 in response to what he described as UAE “aggression” against his nation. However, the U.K., serving as the current penholder on Sudan in the Security Council, intervened to change the meeting’s agenda and format to closed consultations. As a result, Idriss was not allowed to attend the meeting, which ultimately took place on April 29.
During these secret discussions, U.N. Security Council members issued a statement urging the RSF to commit to refraining from attacking any cities and to end the violence surrounding El Fasher. On another occasion, the Guardian reported that the U.K. government has been actively discouraging African states from criticizing the UAE. Such actions erode trust in international institutions and their ability to respond impartially to crises.
The current approach to Sudan’s war is failing. The international community must prioritize the protection of civilians, punish perpetrators of violence, and deliver on financial commitments. The UAE and its proxy, the RSF, must be held accountable for their alleged crimes and, in the case of the latter, attacks on civilians in Sudan. The five permanent members of the U.N. Security Council should publicly address the UAE’s reported support of RSF crimes and the Emirati government’s violation of the international arms embargo in Darfur.
Furthermore, international human rights organizations should take Abu Dhabi to court for its alleged crimes against Sudanese civilians. The UAE’s ongoing arms supply has enabled the RSF to carry out ethnic cleansing in Darfur and commit massacres in Khartoum, Jazira, and Sennar.
Some actions have already been taken. The Raoul Wallenberg Centre for Human Rights is campaigning to hold the UAE accountable in the International Court of Justice or through other legal avenues, such as in Germany or the European Court of Human Rights. Additionally, the International Criminal Court should leverage its existing jurisdiction over Darfur to prosecute crimes against humanity in the region. But more must be done. A concerted, unified international effort to address the root causes of the conflict could pave the way for lasting peace and stability and alleviate the suffering of the Sudanese people.

More Info about Vivi in Milo
I've been referring to her as Yugo Nora!Vivi to keep myself on track. I was talking with @cruisingheightswithdragons about her life in the world of Milo and other features of the trade towns. Wanted to drop some short story bits related to @yugonora-comic
Bonus tavern references
~ The Siren's Song's wines range in price. Bottles can be sold for as low as 10 silver shells. The most expensive wine they make, Coral Dream, is a spring seasonal and the only sweet wine they sell. It goes for 300 silver shells due to the limited amount of grapes they have to make the wine with. It's been told that it tastes like cotton candy.
~ There is a rumor in Tailwind that Vivi is actually part sea monster herself due to the fact she is unstable on her feet. Her attack caused her nerve and muscle damage which affects her balance and gait. Vivi shakes these allegations, but does take comfort in being near the water. She wears thick, supportive boots to hide her injuries.
~ Vivi is part of a economics council. She has two main colleagues. Alice who takes care of exports and Stefan who takes care of the internal economy of Tailwind. All three of them work with Lord Blodogtårer. They report their findings to him and do their best to fulfill any of his requests. The Lord is a progressive Lord and knows they need to make agreements with neighboring towns in order to expand their manufacturing. Has some questionable ideas, but his thought process is only for the betterment of Tailwind.
~ Each night, she prays to the god Nydal and drinks chamomile tea with honey in his honor. In hopes that his spirit will heal her or ease her symptoms enough to get through the next day. Vivi has done this for so long and deep down she doesn't think it will ever work. But it has become her nightly routine.
~ Vivi supports the proposal for trade routes with Stone Yard. She's looking to update her infrastructure but the contractors do not have enough resources to go around. In order to have some extra funds, Vivi makes it a point to crack down on overspending and overstocking in the imports department. That way they have some money to put down should it be needed.
~ Her lover is a traveling musician. A blonde, blue eyed man with guitar skills who is adored across the land. She doesn't see him much, but bore his child anyway. Their son, Anders, is around Yugo Nora's age and helps his mother around the tavern. He aspires to be Tailwind's next lorekeeper.
~ Some citizens of Tailwind do NOT support the trade route with Stone Yard because they believe it will destroy and change their idyllic community. Vivi makes little points to reason with her neighbors like pointing out collapsing roofs and rocky roads. A few change their mind, most are set in their ways.
Okay I think that's enough for now. I'll come back later when more ideas come through.

Councils in England in crisis as Birmingham ‘declares itself bankrupt’ (Heather Stewart and Jessica Murray, The Guardian, Sep 05 2023)
"The crisis in local authorities was laid bare on Tuesday as Birmingham city council in effect declared itself bankrupt, with experts warning that others across the UK were now living “hand to mouth”. (…)
Birmingham’s equal pay claim is part of a long-running battle with trade unions.
In June, the council revealed it had paid out £1.1bn to female workers but still had a current liability of £650-£750m, accruing at a rate of £5m to £14m a month.
The GMB union had lodged a fresh claim on behalf of 3,000 women, believing that the council did not fully implement the ruling in a case that dates back more than a decade and went as far as the supreme court.
The GMB has also lodged claims with other councils, including Coventry and Dundee, and is examining evidence at 20 more.
“Birmingham are exceptionally poor, but plenty of other councils have made exactly the same mistakes,” said Rhea Wolfson, the GMB’s head of internal and industrial relations.
The union believes local authorities across the UK could ultimately end up paying out tens of billions of pounds.
“This is not free money for women, it’s being stolen from them minute by minute,” Wolfson said.
Thousands of women employed by Birmingham council were granted compensation in 2014, after the original case.
The council subsequently sold a number of key assets, including the National Exhibition Centre (NEC), in a decision seen at the time as partly aimed at funding the cost of the judgment.
Women in female-dominated roles such as cleaners and caterers had complained that they were missing out on bonuses given to staff in male-dominated roles, such as refuse collectors.
The Fawcett Society said the “eye-watering bill represents a staggering dereliction of responsibility for equal pay”, which the council could have avoided, “had they adequately valued and remunerated their women employees in the first place”.
It added that as women tended to rely more heavily on public services such as nurseries and social care, “it is tragic to think that cutbacks will now unduly punish the women of Birmingham”.
Announcing the section 114 notice on Tuesday, the leader and deputy leader of Birmingham council, John Cotton and Sharon Thompson, said the authority, “does not have the resources” to fund its equal pay liability, pointing to an £87m hole in this year’s budget."

Thousands of people gathered on the streets of the Iranian city Tabriz on Tuesday to mourn President Ebrahim Raisi and other high-ranking officials who died in a helicopter crash during foggy weather.
Iran’s government declared a week of mourning following Sunday's crash.
It took place on a remote mountainside near Azerbaijan. The incident killed Raisi, a 63-year-old ultraconservative cleric who had been the Islamic Republic's president for three years and was once seen as a potential successor to Iran's Supreme Leader Ayatollah Khamenei.
Several Iranian security officials, local politicians and clerics, and Foreign Minister Hossein Amirabdollahian and the helicopter's crew also died in the incident.
Mourners touched the coffins of Raisi and the others killed in the crash as they passed through Tabriz, video and images published on state media showed. They held up portraits and waved flags. A large funeral was expected to take place in Tehran on Wednesday, with Khamenei leading a prayer service.
Raisi will be buried in Mashad, his hometown, on Friday.
In a closed society like Iran, it can be difficult to assess the true strength of public feeling when its leaders die. When Qasem Soleimani, a senior commander of Iran's elite Revolutionary Guards was killed by a U.S. missile in 2020 in Iraq, his funeral drew huge crowds of mourners, many apparently weeping with sorrow and rage.
Iran crash investigation: few clues
The ceremonies and processions nevertheless came as Iranian and international investigators said they still don't have a strong indication as to what caused the crash, however, some kind of technical fault was suspected. Raisi and his entourage were traveling in a decades-old, U.S.-made helicopter. Years of U.S. and Western sanctions have made it difficult for Iran to secure spare parts and service much of the country's aging air fleet.
Iran said it established a "commission" to investigate the crash. Turkey said that as part of the search operation Sunday, it attempted to trace the helicopter’s transponder, a device that transmits location data.
"We immediately contacted the Iranian side. They also contacted us, but unfortunately, it was seen that the signal system was either turned off or the helicopter did not have the signal system," Abdulkadir Uraloglu, Turkey's transportation and infrastructure minister, said in an interview with his nation's state broadcaster, TRT. Uraloglu said it was too early to draw firm conclusions but foggy weather appeared to be the crash's most likely cause.
Russia has said it is willing to provide assistance with Iran's investigation into the cause of the crash. In the past, Iran has declined offers of international help to investigate its air crashes.
The right kind of condolences for Iran's president
Iran will hold an election on June 28. Away from the investigation, Raisi's death, which political scientists said was unlikely to significantly alter Iran's domestic or foreign policies, reverberated in some diplomatic hallways.
A tweet by European Council President Charles Michel saying that the "EU expresses its sincere condolences" drew a backlash online, with the social media hashtag #Notinmyname highlighting Raisi's alleged role in the execution of thousands of political prisoners in Iran in the 1980s when he was branded the "Butcher of Tehran."
Raisi and Iran's prison massacres: Iran president 'has blood on his hands'
A subsequent statement from the U.S. State Department offering "official condolences" for the president's death and reaffirming "our support for the Iranian people and their struggle for human rights and fundamental freedoms," also led to online criticism. "Offering condolences for the death of this monster is a disgrace,” Republican Sen. Tom Cotton of Arkansas wrote on the social media site X.
In a briefing on Monday, U.S. State Department spokesperson Matthew Miller sought to defend the statement.
"We have been quite clear that Ebrahim Raisi was a brutal participant in the repression of the Iranian people for nearly four decades," he said. "Some of the worst human rights abuses occurred during his tenure as president − especially the human rights abuses against the women and girls of Iran."

Finding the Right Supplier
Here are some key steps and tips for finding the right supplier of sanitary napkin raw materials in Tamil Nadu:
1. Research and Identify Potential Suppliers

How Do Corporate Gifts Suppliers Ensure Sustainability And Ethical Sourcing?
In today's business landscape, sustainability and ethical practices are no longer optional—they are imperative. Companies are increasingly aware of their environmental and social impact, striving to align their practices with these values. This shift has profoundly influenced the corporate gifting industry, where corporate gifts suppliers are now prioritizing sustainability and ethical sourcing to meet the evolving demands of conscious consumers and businesses.
Understanding Sustainability and Ethical Sourcing
Sustainability in corporate gifts refers to practices that minimize environmental impact, from the production of materials to the disposal of the product. This includes using eco-friendly materials, reducing waste, and ensuring the longevity and recyclability of gifts.
Ethical sourcing involves ensuring that products are obtained in a responsible and sustainable way, which includes fair labor practices, safe working conditions, and environmentally friendly production processes.
Key Strategies for Ensuring Sustainability and Ethical Sourcing
Use of Eco-Friendly Materials
Recycled and Recyclable Materials: Singapore corporate gifts suppliers are increasingly using recycled plastics, metals, and papers in their products. These materials help reduce the environmental footprint and promote a circular economy.
Biodegradable Options: Products made from bamboo, organic cotton, and other biodegradable materials are becoming popular. These materials decompose naturally, reducing waste and environmental impact.
Fair Labor Practices
Auditing Supply Chains: Regular audits ensure that suppliers adhere to fair labor practices, prohibiting child labor, ensuring fair wages, and maintaining safe working conditions. Companies often partner with third-party organizations to verify compliance.
Transparency: Ethical suppliers maintain transparency in their supply chains, providing detailed information about the origin of materials and the working conditions in their production facilities.
Eco-Friendly Production Processes
Reducing Carbon Footprint: Suppliers are adopting energy-efficient production methods and using renewable energy sources to minimize their carbon footprint.
Waste Reduction: Implementing zero-waste manufacturing processes helps minimize waste. This includes recycling scrap materials and reusing by-products in the production cycle.
Certifications and Standards
Eco-Certifications: Certifications like Fair Trade, Forest Stewardship Council (FSC), and Global Organic Textile Standard (GOTS) provide assurance that products meet high environmental and social standards.
Adherence to Global Standards: Suppliers align with international standards such as ISO 14001 for environmental management systems, ensuring that their practices are environmentally responsible.
Long-Term Usability and Minimalism
Functional and Durable Products: Gifts designed for long-term use reduce the frequency of replacement and disposal, promoting sustainability.
Minimalist Packaging: Reducing packaging waste by using minimal, recyclable, or biodegradable packaging materials contributes to environmental conservation.
Local Sourcing
Supporting Local Communities: Sourcing materials locally not only reduces carbon emissions associated with transportation but also supports local economies and communities.
Craftsmanship and Traditional Methods: Emphasizing traditional crafting methods helps preserve cultural heritage and provides fair employment opportunities to local artisans.
The Business Case for Sustainable and Ethical Corporate Gifts
Choosing sustainable and ethically sourced corporate gifts is not just an ethical decision but also a strategic business move. It enhances brand reputation, aligns with corporate social responsibility (CSR) goals, and meets the expectations of increasingly eco-conscious consumers and clients. Companies that prioritize these values can differentiate themselves in the market, building stronger relationships with stakeholders who share these commitments.
Conclusion
The shift towards sustainability and ethical sourcing in the corporate gifting industry reflects a broader commitment to responsible business practices. By adopting eco-friendly materials, ensuring fair labor practices, implementing green production processes, obtaining certifications, and supporting local communities, corporate gifts suppliers in Singapore are setting new standards. These practices not only help protect the planet but also foster a more equitable and sustainable global economy.
As businesses continue to prioritize sustainability and ethics, the corporate gift in Singapore will undoubtedly play a pivotal role in shaping a more responsible and conscientious future.

First Deputy Chairman of CM, Minister of Foreign Affairs - Yuly Vorontsov (candidate member of Politburo).
The main question: when these changes would occur? Directly after Brezhnev, or after transitional period under Andropov? It more fits to post-Andropov period. Only Scherbitsky was promoted after the death of Brezhnev, and Kapitonov replaced Fedorchuk as Сhairman of the KGB (Dec 17, 1982). Mikhail Yermakov became chairman of the KGB (Feb 1984).
Some of the key events:
First Secretary of the CPG E. Shevardnadze died in a helicopter crash on Avadkhara resort (Oct 1983).
Svetlana Alliluyeva toured in Soviet Union two months (Nov-Dec 1984) with her husband Sarkis M. Sarkissian. She was granted unprecedented permission to give a speech on a XXVII Extraordinary Congress of the CPSU in a live broadcast. Delegates met her with standing applause. She was received twice by Minister Vorontsov. Visited Yerevan as personal guest of Cathalikos Vazgen I, who like her husband, was born and raised in Buchurest, Romania. Minister Vorontsov accompanied her in Armenia. After three days stay the couple flew from Yerevan to Geneva together with Vorontsov, on his plane, and further to Chicago by PANAM, having ticket issued to Darya Sarkissian. (Vorontsov worked in Geneva, when Yuri Nosenko defected to the CIA there in 1964). There was no Georgian SSR in her travel schedule.
Vorontsov was elevated in Politburo on 28th Congress of the CPSU in 1986, he handed over minister's post to son-in-law of Gromyko, prominent Tbilisi-born Assyrian diplomat Aleksandr Piradov. His first wife was daughter of Sergo Ordzhonikidze. Vorontsov retained his post as 1st deputy of the chairman of CM overseeing Foreign policy and intelligence agencies. Gromyko was demoted and forced to resign.
The appointment in the end of 1985 to the post of chairman of the GKES of matured disarmament expert Oleg Sokolov, who had almost a quarter of a century of work experience in the United States, indicated that President Reagan's Star Wars program was taken very seriously by the Soviet military-industrial complex.
In 1987 Soviet army and airborne units from Transcaucasian and Transcarpatian military districts occupied South Bulgaria upon request of Bulgarian leader Nacho Papazov. They also established presence on Turkish side of the border stretch in Kırklareli and Edirne provinces.
NATO-Soviet Nicosia Talks started sometime in 1988 (chief Soviet negotiator M. Sturua).
In 1988 Minister of Defense Marshal Ustinov retired. He was replaced by his 1st deputy, General of the Army Nikolai Yemokhonov.

White collar workers
When I started work as a civil servant at the London Passport Office 22 years ago I made the terrible mistake of believing I was going up in the world. I arrived at work wearing my best suit (in fact it was my only suit). I got the shock of my life: everyone else was wearing jeans. I ended up being assigned to a huge office, where half the people opened letters all day and the others stuffed envelopes. My job was to stamp the passports with a huge brass embossing machine all day long. I was part of a clerical production line.
The nature of white collar jobs has changed massively over the last 100 years. Clerical workers in the 19th century were regarded as middle class. Their pay, status and even dress made them more akin to managers. A clerical post was seen as a prized job and was usually a lifetime post. It was also a job that required a high level of skill. Very few clerical workers see themselves as that today.
The growth of white collar jobs throughout the last century has been accompanied by a huge growth in the number of women workers. Over the last 40 years office work has become increasingly deskilled and dependent on machinery. Work has become boring and repetitive. The introduction of costly technology (computers, faxes and photocopiers) has changed the pattern of work inside the office. A similar process has gone on in education, banking and local government.
One council housing worker described the drudgery of his work.
"We don’t have to clock in and out like my dad did when he worked in a factory. We now have a computer—I call it the hidden foreman. It is used by management to record and monitor how much work we do. It knows what time I start work, what time I finish, how long it takes me to have a piss. It monitors the number of telephone calls I answer and at a flick of a switch a supervisor can increase the pace of our work."
Investment in machines means that white collar jobs are no longer nine to five. White collar workers are expected to do shift work. Many offices are now open 24 hours a day. Certainly, in terms of pay, a routine clerical worker is part of the working class. A low-grade civil servant earns around £17,000 a year—no more than a manual car worker at Fords does. The growth of a large layer of middle management has accompanied this growth in white collar jobs.
Today the myth that white collar workers are not part of the working class remains as strong as ever. Yet unionisation levels and strikes in this sector refute this myth. The drive to attack the working conditions, skills levels and pay of white collar workers over the last 30 to 40 years has been accompanied by a growth of trade unions in the public sector. Figure 3 below shows the gross weekly pay scales of public sector workers. It demonstrates that the majority of white collar workers’ wages are comparable to manual workers’ wages. It also demonstrates that women workers are predominantly found in the lower paid jobs.
White collar workers such as office workers, many council workers and teachers make up a large section of Britain’s workforce. Today, they are some of the best-organised workers in the country (see Figure 2 above). Just as with their forefathers and mothers in the cotton mills, the mines and car plants, the growth of trade unionism in the white collar sector came about over a relatively long period and as a result of a number of disputes, strikes and campaigns.
Over the past 20 years Britain has witnessed a huge growth in call centres, there are approximately 850,000 workers currently employed in them. Some studies describe the workers in these centres as white collar workers and others as part of the service economy. But they are also commonly described as the new coal miners of the 21st century. If you read most reports in the media you would assume that these workers are completely atomised, have no power and face the constant fear of having their work outsourced to India or Romania. But again that is not a true picture. A series of recent studies shows that most of the companies which run these operations expect the number to keep on growing over the next few years, though not at quite the rate of a few years back. For every story about outsourcing to India, there is one about a new call centre being built in Britain, mostly ignored by the press. In fact a recent report in the Guardian notes that companies like Kwik-Fit Insurance and Powergen, who had outsourced their work to India, are now relocating back to the UK because they can’t find enough staff with the right level of technical skills and knowledge. Ironically, ICICI OneSource, a Mumbai-based outsourcing company, said it was building a new 1,000 person call centre in Belfast because of ‘its highly skilled workforce and relatively cheap property prices’.
Again expanding job opportunities and skills shortages in the industry are giving call centre workers the confidence to demand higher wages and better conditions. Last year I spoke to a call worker from Newcastle. He told me:
"There are five call centres on our industrial park. All of them are constantly advertising for trained staff. You end up meeting workers from other call centres in your lunch break in local cafes and pubs. Of course you find out who has the best hours and who gets the best rates of pay. All you have to do is ask your supervisor for a pay rise or a change in conditions. If they say no you just move to the next call centre across the road. There is a natural levelling up. It’s good old fashioned economics of supply and demand."
It’s also become clear that unions like the CWU, Amicus and Unison are now organising in some of these centres.
#this is a pretty old article#from 2007#but it makes some good points#(tho i def don't agree with all of it)#what does working class look like

Don’t let the commuter rail pass you by
Here in North Richland Hills, TEXRail has spurred growth If cars are the only option, our roads and highways have no chance of keeping up.
Building more and more traffic lanes is impractical, unsustainable and cost-prohibitive.
Commuter rail is a necessary alternative that will continue to shape the Dallas-Fort Worth region.
“Where the rail goes, the communities flourish. Where it passes them by, they wither and die.”
My good friend Grapevine Mayor William D. Tate spoke those words at the groundbreaking ceremony for TEXRail in 2016.
As TEXRail is celebrating its fifth year of operation, his statement rings true.
Areas up and down the TEXRail line are flourishing.
The 27-mile TEXRail commuter rail line between downtown Fort Worth and DFW International Airport has provided nearly 3 million rides and is growing an average of 25% each year.
In 2026-27, ridership will increase exponentially as TEXRail is extended to the Fort Worth Medical District and connects with DART’s 26-mile Silver Line at DFW Airport, creating 53 miles of commuter rail between Fort Worth and Plano.
Reviving passenger service made sense in a Dallas-Fort Worth region experiencing continuous growth and is now the fourth-largest metro area and is expected to add another 3 million people over the next 25 years.
The railroad first came to our community in 1887 when the St. Louis Southwestern Railway Co.’s Cotton Belt Train made two stops per day in Smithfield.
In 1925, the Cotton Belt carried 75 million passenger miles, but by 1970 there were zero passenger miles.
However, the train tracks and right of way remained.
The actions taken by cities like Grapevine and North Richland Hills to add TEXRail stations were based on the long-term needs of our residents, looking decades into the future. Commuter rail in North Texas is only getting started.
The North Central Texas Council of Governments is developing a plan for what regional transit should look like for the next 40 years.
More collaboration between transit authorities, extending service beyond the existing areas and infill development are all part of this plan.
In North Richland Hills, a development is well underway with 150 acres surrounding TEXRail’s Iron Horse Station undergoing a building boom.
In the last few years, $250 million in private investment has brought new homes, multifamily units and commercial space to this district, all within a five-minute walk of the station’s platform.
Approximately 20 acres remain vacant, primarily zoned for office and commercial uses.
This area, just north of Loop 820, sat vacant or underutilized for decades.
Much of it was once zoned to be an industrial park, but only a few businesses came.
With TEXRail as the catalyst, the city renamed Industrial Boulevard to Iron Horse Boulevard and a new vision took shape for a mixed-use, pedestrian and bicycle-friendly community integrated with transit.
A vision for revitalizing Main Street in the historic Smithfield area of North Richland Hills is also taking shape.
With a $2.2 million Complete Streets grant from the North Central Texas Council of Governments, the city of North Richland Hills will reconstruct Main Street, Snider Street and Center Street and add new pedestrian connectivity to TEXRail’s Smithfield Station.
Along with wide sidewalks, streetlights and trees will be added and aging water and sanitary sewer mains will be replaced, making the area ready for new businesses to come in.
The city intends for new development along Main Street to have an architectural design that complements existing historic buildings and embraces Smithfield’s railroad heritage.
It’s true that Texans are fiercely independent and some will never give up their cars, but we have to offer alternative ways to move people around and relieve road congestion.
As North Texas continues to grow, commuter rail service will become increasingly important.
Located 15 minutes west of DFW Airport, 15 minutes northeast of downtown Fort Worth and 15 minutes southeast of Alliance, North Richland Hills is no longer a rural community.
Rather, it’s located right in the middle of the Dallas-Fort Worth area, with hundreds of thousands of cars passing through the community each day.
As commuter rail continues to grow and expand in the coming decades, it would have been very shortsighted had North Richland Hills let TEXRail just pass us by.
Oscar Trevino is the mayor of North Richland Hills.
Amtrak exec sees 'golden opportunity' for high-speed rail in Texas
Imagine hopping on a train in Dallas and, 90 minutes later, stepping off in Houston.
It's a scenario Andy Byford, Amtrak’s senior vice president for high-speed rail projects, hopes to see come to fruition in the coming years.
A partnership between Texas Central Partners LLC, founded in 2014 to build and operate high-speed rail between the state's two biggest cities, and Amtrak was announced in August to further study the proposed line's viability.
The partnership was formed after the Texas Supreme Court agreed in 2022 that Texas Central has eminent domain authority.
Bringing on Amtrak, a major train operator, was the latest sign of life for an effort that has seen a dizzying number of twists and turns in the past decade or so.
Now supporters of the project are hoping to capitalize on that momentum and a glut of federal funding.
Byford spoke April 16 to rail advocates at the Southwestern Rail Conference in Hurst, northeast of Fort Worth, about the opportunities and challenges ahead.
“If we're ever going to introduce high-speed rail to the U.S., now's the time,” Byford said. “I think the environment’s right, that desire is there. I'm not underplaying the challenges that remain. But there is a golden opportunity if we're going to do this.”
Below are a few important updates that emerged from conversations with Byford.
Influx of federal dollars puts Amtrak in 'unusual position'
President Joe Biden’s bipartisan Infrastructure Investment and Jobs Act provided Amtrak with $22 billion for projects and fleet acquisition and provided $44 billion to the Federal Railroad Administration for grants to states, Amtrak and rail projects.
For Byford, that’s a huge deal.
He said Amtrak is in the "unusual position" of being reasonably well-funded.
Byford said he views Texas as a huge market that is underserved. Outside of possible high-speed rail projects, Amtrak is also looking to extend the Heartland Flyer track that runs from Fort Worth to Oklahoma City to Wichita and Newton, Kansas.
Progress has been made — here is what's next
Some preliminary steps have been taken toward the goal of high-speed rail in Texas.
The Federal Railroad Administration has already outlined the technology that will be used — it will be similar to the Tokaido Shinkansen "bullet train" in Japan.
JR Central Eyes California, Texas For Bullet Trains
A Shinkansen bullet train traveling in Japan in January 2010, operated by Central Japan Railway Co.
Similar high-speed trains are supposed to be used in Texas.
In addition to the Texas Supreme Court's decision about eminent domain power, the project also has environmental approval.
But it's not a done deal, either.
Amtrak's still evaluating the Dallas-to-Houston project.
Currently, Amtrak is on the second step of its "Corridor ID" planning, which will help determine next steps for the project.
Byford expects Amtrak will be done with the second phase of that planning, which includes its own environmental review, by mid-June.
That will lead to a "service development plan" — which outlines the when, where and how of the project.
Amtrak could also apply for a federal-state partnership grant via the Federal Railroad Administration to speed things along further.
More challenges ahead
Byford knows any high speed-rail project will generate pushback — and when it comes to this proposal, he's met with opposition groups such as Texans Against High Speed Rail.
Navigating the political currents of both urban and rural Texas will continue to be a challenge for Texas Central and its allies.
It's worth nothing that some of the recent animosity directed toward high-speed rail in Dallas was specifically about plans to extend the service from Dallas to Fort Worth.
Hunt Realty Investments Inc. opposes an extension of high-speed rail connecting Dallas and Fort Worth, saying the rail could disrupt its $5 billion development plans near the Hyatt Regency Hotel by cutting through 20 acres of land the business owns.
“We're not allowing that project [to Fort Worth] to hold up what we are proposing to do from Dallas to Houston,” Byford said.
Another big challenge will be funding.
High-speed rail from Dallas to Houston could cost more than $30 billion.
Those dollars would have to come from multiple sources, Byford said.
Texas Central has already acquired around 30% of the land necessary to make the Dallas-to-Houston rail line a reality, Byford said.
Byford's goal is for that to happen in the early 2030s.
He said time is of the essence as cities like Dallas and Houston continue to grow.
"I think your alternative is to condemn Americans to evermore crowded interstates," he said. "To condemn taxpayers to just paying for ever widening of highways, and potentially using evermore crowded airports."
