In a hall recently acquired clam shell sits on an intricately carved late seventeenth-century Irish mahogany table that came from a house in County Leix. The table is carved on both sides and designed to stand in the centre of a room rather than against a wall.

Why Attina looks like a red/orange Statue of Liberty

Information about the development of Ariel's sisters is pretty much impossible to find online. The "Art of 'the Little Mermaid'" book is allegedly an overpriced sham, being 90% movie screenshots, with almost no concept art or information. The DVD commentary isn't uploaded anywhere online, though I plan to get myself a copy. None of the wiki articles about the sisters are any help here, and I can't even find the names of any animators who worked on the sisters.
So when trying to piece together the stories behind their designs, we're left to guesswork based on observations.
But I think I've at least discovered the basis of Attina's design.

The Statue of Liberty, which famously greets ships to the U.S.A., was based on the Colossus of Rhodes, which did the same for ships in Ancient Greece.

So what's with the spike-crown?

The Colossus of Rhodes was a statue of Helos, God of the Sun. That might not even be a crown on the original statue at all, but simply rays of sunlight rendered as best as a solid sculpture can do.
Attina's color scheme, which used to peeve me, suddenly makes perfect sense. Her crown and color scheme represent the sun--ironic, for the crown princess of a father who is so anti-surface.
Production for "the Little Mermaid" was rushed, that much we know from the featurette available on YouTube. And in the 1980s, there was no Internet for animators to turn to for ideas. Presumably, when looking for fast inspiration on how to adorn the Daughters of Triton, Disney animators would have been left to searching through books on ocean life or famous sea ports, or brainstorming what images just came to their minds when thinking about the ocean. The limits of hand-drawn animation would have also required relatively simplistic designs. With that in mind, basing the crown mer-princess on famous seaport statues would be a pretty logical choice. And when color coding the sisters, orange and red would have come naturally to anyone upon learning which god the Colossus of Rhodes was.
It's probably no coincidence that the sister bssed on a Greek statue has the mythological name (Attina being a variant of Athena).
As for the other sisters?
It feels obvious that the animators wanted Ariel to be the only sister with her hair down. Some of the sisters' hairstyles look similar to rejected concepts for Ariel.
