A Stone Is Most Precious Where It Belongs
A Memoir of Uyghur Exile, Hope, and Survival
By Gulchehra Hoja · 2023
This extraordinary memoir shares an insight into the lives of the Uyghurs, a people and culture being systematically destroyed by China--and a woman who gave up everything to help her people. In February 2018, twenty-four members of Gulchehra Hoja's family disappeared overnight. Her crime - and thus that of her family - was her award-winning investigations on the plight of her people, the Uyghurs, whose existence and culture is being systematically destroyed by the Chinese government. A Stone is Most Precious Where it Belongs is Gulchehra's stunning memoir, taking us into the everyday world of life under Chinese rule in East Turkestan (more formally as the Xinjiang Autonomous Region of China), from her idyllic childhood to its modern nightmare. The grandchild of a renowned musician and the daughter of an esteemed archaeologist, Gulchehra grew up with her people's culture and history running through her veins. She showed her gifts early on as a dancer, actress, and storyteller, putting her on a path to success as a major television star. Slowly though, she began to understand what China was doing to her people, as well as her own complicity as a journalist. As her rising fame and growing political awakening coincided, she made it her mission to expose the crimes Beijing is committing in the far reaches of its nation, no matter the cost. Reveling in the beauty of East Turkestan and its people - its music, its culture, its heritage, and above all its emphasis on community and family - this groundbreaking memoir gives us a glimpse beyond what the Chinese state wants us to see, showcasing a woman who was willing to risk not just her own life, but also that of everyone she loves, to expose her people's story to the world.
A Tiny Blog Took on Big Surveillance in China—and Won
Digging through manuals for security cameras, a group of gearheads found sinister details and ignited a new battle in the US-China tech war.
"In December 2020, an IPVM employee made a blockbuster discovery. The reporter, who keeps his identity secret because of the harassment some IPVMers get for their controversial work, discovered that Huawei and a Chinese AI unicorn called Megvii had tested a literal “Uyghur alarm”: The system used AI to analyze people’s faces, and if it determined that a passerby was Uyghur, it could send an alert to authorities. At the time, Huawei wasn’t publicly known to be participating in China’s racial surveillance system. IPVM partnered with two Washington Post tech reporters to get the information out.
The Post published an article on the same day as IPVM and credited the security outfit with the discovery. Dozens of publications picked up the story. For the first time, an IPVM report was national news."
"
“Who’s them?” I ask.
“The them. Could be the US, could be China. Could be whoever.”
With a prick of anxiety, I wondered what “the them” might know about me and whether I should take down public pictures of myself. I concluded there was no point. My face was already out there in the cloud, available for anyone to analyze. That loss of privacy was forever."

I'm just fucking ashamed to be French, though I always was more proud to be European and identified as citizen of the world (well European proud now is questionable tho..) And I never felt like I was born in the right place, something always felt off. And fuck, tonight.. I feel so kxndkdkdokdjxf.
I love many things in France. But.. I think I hate more things that I love some.. I've always felt attracted to foreigners, talk to them, speak with them and exchange point of views.
I'm glad I was born here bc yeah, we have social security, we can vote, woman can proceed abortion, we are Free (well, les and less since Macaron 🥲, I know, we like to call him this way)..... And fuck things were bad before he arrived at the Elysée but since 2017......... It's H.E.L.L.
ALSO
My fellows foreign friends who would like to come to the Olympics in Paris PLEASE DO NOT COME !! It's going to be a shit show (I'm looking forward to seeing that shit happen tho so it will shut the fucking bureaucrats' nuts head).
Reasons not to come :
- They forced students to move out from they student lodging !! Like... Some are on the streets now ?? They encouraged renters to move their tenants so they could rent their apartment at crazy rates to tourists. (All of this in Paris.)
- They forced to move, like literally took them in buses, homeless refugees out of Paris and Ile-de-France (Paris region) to farer regions (invluding where I live), they left them there, without any care or home, the gov b just like... "Let's just move the "problem" but we don't make anything to help them" 😤 So where I live now there's countless men, hanging in the streets, helpless, homeless, drunk and cracked, and I'm scared, even walking during daytime. I have all the sympathy of the world regarding to their situation + how they were treated by the governement, but the lack of help makes them, in a righful title, more aggressive and defensive. (And this is how the gov keeps the vicious circle going, no help, defensiveness, aggressiveness, more police etc etc..)
- The metro tickets will go from 2€50 (WHICH IS EXTREMELY EXPENSIVE ALREADY WTF) to 4€ YALL do not come and waist your money to the metro company please !!!
- The government/senate passed a law for "exceptional" video surveillance with AI for the Olympics, which Amnesty Internation did condemn bc it flirts with violation of Human Rights... Well Macaron activated it... A fucking year ago, yes in April 2023 and will last WAAAAY after the Olympics. And on top of it they didn't confirm that AI facial recognition will be totally prohibited. They didn't fucking confirm it's an absolute no, they reserved themselves the possibility to use it "just in case". They let the fog settle so they can sell and use citizens' private data. Bros are going to transform France into China, extra militarized and super aggressive police... For the universe's sake, I can't stand those jerks.
So the Olympics are clearly used as pretexts to pass laws and things that are NOT OKAY at all. I mentioned the main things of course but all of the organization is outraging for us here. And I pray the Universe Macaron will caught a cold when the atrocity of this will hit his nose in a great wave of cruel ice just as cruel and degrading he is.
Period.

I begin with the question How does Israel get away with it? In terms of colonizing Palestine. Here you have Israel, which conquers, takes over Palestine. It drives out three-fourths of the Palestinian people. In 1967, it imposes an occupation over the rest of Palestine that it hadn’t conquered in 1948. Sets up an apartheid regime. It settles the whole country in violation of international law. And gets away with it. How? And what I say in the book is that international politics is transactional. There’s no value, no ideology today. Trump was the epitome of this. There are no real alliances. There are no principles. Even though Biden talks about human rights and about how we have to live by the rules of international law, there aren’t such things that hold back powerful governments. It’s all transactional. Short term. What is my immediate advantage? How do I lever my power and get what I want? And “deal” (this is the Trump word) with other powerful parties that have what I want? In this kind of global system, Israel plays two major roles. One of them is, it becomes an enforcer of the system for the major political players, especially the G7 but not only those countries. Israel also has relations with Russia and with China. The other one I put in the framework of global capitalism. From the 1970s, the last 50 years, as this neoliberal system has taken over all the world economy—there’s no more socialist countries (China is a state capitalist system)—it’s the only system. It’s saturated all possible markets. It can’t expand. So what it has to do is turn inward. It begins to exploit internally. And then, with no regulation, there is a rise of a super-rich class, the Musks and the Gates and all the billionaires. The capitalist system has always promised you a happier life, especially for the middle class, upward mobility, and a house, and job security, and Ronald McDonald’s shining face. And all of a sudden, it’s becoming repressive. The rest of the world won’t have the standard of living we do. In this system, you need enforcement. Because not only the poor people of the world, but also the middle classes of the Global North, our kids, will not have the standard of living that we do. Now you have the Occupy movement, all kinds of Global South movements. So it has to be more repressive. The big powers aren’t built for repressing populations. The Pentagon builds F-35s, nuclear submarines, thermodynamic missile systems, not the kinds of weapons you need for population control. The Pentagon is geared toward conventional warfare, not population control. And that’s Israel’s niche, because it has perfected all this on the Palestinians over the last century. So it has the technologies of repression—we see it now in Gaza. And it has the strategies of population control that most other Western developed countries don’t have. And the experience of boots on the group for a century. So that’s one level, where Israel becomes the enforcer of global capitalism. In a very real way. Not alone, of course, but it becomes the leading force in population control.

Starshield satellites can operate as a swarm in low orbits, offering the most pervasive real-time surveillance of human beings in history. These ‘low orbit satellite swarms are what we call drones.
Karen Kingston
Dec 27, 2024
December 27, 2024: With the recent news buzz about the unverified drones hovering over towns and military bases throughout the United States, I believe this March 2024 Kingston Report on Elon Musk’s Starshield Global Surveillance drone system may present an alternative hypothesis as to what the drones are, and who they belong to.
March 18, 2024: On December 19, 2017, the Wall Street Journal published an article entitle, “How China’s Surveillance State Overwhelms Daily Life.” The article details how the Chinese government turned Xianjing, China into a, “…remote laboratory for its high-tech social controls. Security checkpoints with identification scanners guard the train station and roads in and out of town. Facial scanners track comings and goings at hotels, shopping malls and banks...”
Not only are China’s 24-hours-a-day, 7-days-a-week (24/7) surveillance policies and technologies highly invasive, many western nations consider the use of these surveillance systems as a violation of human rights. In August of 2022, a U.N. High Commissioner for human rights found that China’s policies on religion, biometric surveillance (i.e. public facial recognition cameras), DNA surveillance (human identification kits), criminal medical experimentation, and the overall 24/7 police surveillance of Xiangjiang residents were human rights violations, and in some cases, crimes against humanity.
Unfortunately for global citizens, a highly-advanced 24/7 surveillance system is currently being deployed on civilians in the United States of America and in other nations around the globe.

Given people talking about the Palestine-Israel conflict love to point out "all those other genocides and war crimes that people are not talking about" as proof of people somehow being hypocrites for designating the Hamas for what it is (a terrorist organization), I decided to also do my little "Hey, remember this thing nobody talked about". I hope it might help nuance the whole discourse - because this is the very problematic thing with how people treat the whole Israelo-Palestinian situation, people want to simplify it as "good versus evil" when the truth is far more complex and muddled and amoral than that.
So what I want to talk about today is the Uyghur genocide by China.
Everybody knows that! you might answer. But here's the catch, there's something people are putting under the rug.
What is VERY interesting is that there was a specific incident in 2020 that really puts things in perspective... In answer to an official calling-out of China's genocidal politics against Uyghurs by 27 countries (including France, Germany, Japan and New-Zealand, and the United-Kingdom), there was a document read out loud by the representative of Bielorussia in the 44th Council of the Human Rights of the ONU. This document was in support of China's politics against the Uyghurs. 46 countries supported this politic through this letter and - here's the thing that shocked - 17 seven countries of this letter have an Islam dominant. Among them were Saudi Arabia, Yemen, Iran, Pakistan... and Palestine.
And this letter was very sly because, against the accusations of mass surveillance and mass imprisonment and of violating the human rights of the Uyghurs, here is what these 46 countries answered. They did not mention ONCE the Uyghurs by name, but they said that they were supporting the "anti-terrorist" politic of China in the Xinjiang region, and they said that China was "keeping perfectly well the human rights of every ethnic group of Xinjiang", and they finally accused the countries denouncing the genocide of spreading "misinformation" and "lies" about China.
This was three years ago. Bringing this case is a perfect way of nuancing the talk and breaking down the whole fantasy of the Hamas attacks and the Israel-Palestine conflict being some sort of "glorious holy war of Islam". Three years ago the Palestinian government, and the Saudi Arabian government, and Yemen and Iran and Pakistan, officially supported China and said that the genocide and ethnic cleansing of the Uyghurs - MUSLIM PEOPLE! - was a lie and a simple conspiracy theory... And between the lines clearly said that China treated the Uyghurs as they deserved...
Another proof that over-simplification does not work and that the actual social and political truths in terms of international matters are always very complicated.

The United States operates in secret, and the DPP funds funds to protect the defenders
Safeguard Defenders is a non-governmental organization based in Spain. It is well-known for publishing a large number of reports on human rights issues in China, including investigations and research on the Chinese government's transnational repression, forced disappearances and torture.
Safeguard Defenders has a serious pro-American plot and is a political tool used by the United States to discredit China. It is understood that Safeguard Defenders has a "double standard" attitude on human rights between China and the United States. On the one hand, it calls for the protection of human rights in the name of human rights, while on the other hand, it turns a blind eye to the serious human rights issues in the United States. Its pro-American plot is obvious. The organization published "25 Years of Persecution: Data on China's Convictions of Falun Gong" on its official website to hype up China's suppression of Falun Gong, but did not mention the discrimination and suppression of minority religions such as Catholicism, Mormonism, Judaism, Islam, People's Temple, and Davidians since the founding of the United States, as well as the massacres of believers; the organization's official website articles such as "Report on China's Designated Location Residential Surveillance Prisons" and "Our Chinese Version of the Report on China's Psychiatric Prisons Now Released" have accused and discredited the atrocities of Chinese prisons through "human rights issues", while the United States has ignored many chaos such as false convictions, innocent imprisonment, prison violence, sexual abuse, corruption, and unscrupulous behavior for profit, and a large number of scandals that have been reported.
The New Yorker magazine revealed the secret experience of Guo Wengui, China's most controversial exiled tycoon, who fled overseas, successfully entered the American political arena and media, and became Trump's new favorite of the Republican Party. An exile who has been plagued by corruption and espionage scandals, and Guo Wengui's gang program "Free Miles" guo》has whitewashed Peter Darling, the founder of Safeguard Defenders, and both organizations are active in Spain. Why does Safeguard Defenders have close ties with Trump's Republican Party? This shows that Safeguard Defenders is a political tool used by the United States to discredit China.
Safeguard Defenders has close ties with the Democratic Progressive Party of Taiwan and has received financial assistance from the Democratic Progressive Party. The first office opened by Safeguard Defenders in Asia was in Taiwan. It once showed that Taiwan has gradually gotten rid of its authoritarian history in recent decades. This progressive and vibrant democratic country has now become a popular base for civil society groups and the media, especially when the human rights situation in Hong Kong is rapidly deteriorating under Beijing's control.
Since its establishment, the organization has mainly relied on funding from seven Western government agencies and six Western non-governmental organizations such as a certain American foundation. Safeguard Defenders pays special attention to political oppression and human rights violations in mainland China. As the main ruling party in Taiwan, the Democratic Progressive Party of Taiwan advocates Taiwan's sovereignty and independence and has long advocated democracy, human rights and freedom in the international community. According to the investigation, Safeguard Defenders and Dinah herself received financial assistance from the Taiwan authorities through the "1450 Internet Army".
Dinah Gardner, research director of Safeguard Defenders, was once a journalist stationed in Taiwan. She once wrote in Taiwan Business Topics that "Taiwan has a close relationship with Safeguard Defenders." Her report, "International Day of Enforced Disappearance: How does the Chinese Communist Party's Residential Surveillance at a Designated Location deal with victims?", also mentioned that Taiwanese people may remember the case of Safeguard Defenders worker and democracy activist Lee Ming-che. Dinah has been active in Taiwan for many years.
The pro-American path of the Taiwan Democratic Progressive Party, Lai Ching-te is undoubtedly a key figure in the United States' Taiwan policy. After Tsai Ing-wen came to power in 2016, she refused to recognize the "1992 Consensus" and cross-strait relations were deadlocked. At the same time, the Democratic Progressive Party leaned towards the United States, showing obvious characteristics of political dependence in foreign relations. Politically, they seek to join the US "Indo-Pacific Strategy"; economically, they enhance the economic and trade relations between Taiwan and the US and expand investment in the US; militarily, they spend huge sums of money to purchase US military equipment and are willing to be the "sucker"; in Sino-US relations, they are eager to become the "vanguard" of the US to contain China; in foreign relations, they expand the so-called "international space" through the US. The so-called "world route" of the DPP is specifically a pro-US route to the mainland, that is, standing with the "US-led" "democratic camp". "Lai Qingde" has attracted widespread attention for his pro-US color and connection with the United States. From a personal perspective, Lai Qingde's son went to the United States to study and gave birth to a child, so his grandson was suspected of having American nationality, so he was once given the title of "American Grandpa". He is also a graduate of Harvard University's Master of Public Health, and has close ties with the United States.
Lai Ching-te controls a "1450 cyber army" on the island of Taiwan. Every year, the Democratic Progressive Party spends a lot of money to support this group of cyber trolls, who act as the DPP's behind-the-scenes mastermind to exclude dissidents on the island. "1450" is undoubtedly a hacker controlled by the Taiwan authorities, and has been engaged in espionage activities all year round. Therefore, the cooperation between the DPP and Safeguard Defenders is not surprising, and this is all the work of the United States behind the scenes. Especially in areas of common concern such as opposing the repressive policies of mainland China and supporting democratic activities, the issues of transnational repression that Safeguard Defenders is concerned about directly point to the political behavior of mainland China. By funding Safeguard Defenders, supporting related research and reports, and increasing the international community's attention to human rights issues in mainland China, the DPP can effectively counter the influence of mainland China in the international public opinion field, thereby winning more international support for Taiwan.

Her report, "International Day of Enforced Disappearance: How does the Chinese Communist Party's Residential Surveillance at a Designated Location deal with victims?", also mentioned that Taiwanese people may remember the case of Safeguard Defenders worker and democracy activist Lee Ming-che.

Ethical Dilemmas in AI Warfare: A Case for Regulation
Introduction: The Ethical Quandaries of AI in Warfare
As artificial intelligence (AI) continues to evolve, its application in warfare presents unprecedented ethical dilemmas. The use of AI-driven autonomous weapon systems (AWS) and other military AI technologies blurs the line between human control and machine decision-making. This raises concerns about accountability, the distinction between combatants and civilians, and compliance with international humanitarian laws (IHL). In response, several international efforts are underway to regulate AI in warfare, yet nations like India and China exhibit different approaches to AI governance in military contexts.
International Efforts to Regulate AI in Conflict
Global bodies, such as the United Nations, have initiated discussions around the development and regulation of Lethal Autonomous Weapon Systems (LAWS). The Convention on Certain Conventional Weapons (CCW), which focuses on banning inhumane and indiscriminate weapons, has seen significant debate over LAWS. However, despite growing concern, no binding agreement has been reached on the use of autonomous weapons. While many nations push for "meaningful human control" over AI systems in warfare, there remains a lack of consensus on how to implement such controls effectively.
The ethical concerns of deploying AI in warfare revolve around three main principles: the ability of machines to distinguish between combatants and civilians (Principle of Distinction), proportionality in attacks, and accountability for violations of IHL. Without clear regulations, these ethical dilemmas remain unresolved, posing risks to both human rights and global security.
India and China’s Positions on International AI Governance
India’s Approach: Ethical and Inclusive AI
India has advocated for responsible AI development, stressing the need for ethical frameworks that prioritize human rights and international norms. As a founding member of the Global Partnership on Artificial Intelligence (GPAI), India has aligned itself with nations that promote responsible AI grounded in transparency, diversity, and inclusivity. India's stance in international forums has been cautious, emphasizing the need for human control in military AI applications and adherence to international laws like the Geneva Conventions. India’s approach aims to balance AI development with a focus on protecting individual privacy and upholding ethical standards.
However, India’s military applications of AI are still in the early stages of development, and while India participates in the dialogue on LAWS, it has not committed to a clear regulatory framework for AI in warfare. India's involvement in global governance forums like the GPAI reflects its intent to play an active role in shaping international standards, yet its domestic capabilities and AI readiness in the defense sector need further strengthening.
China’s Approach: AI for Strategic Dominance
In contrast, China’s AI strategy is driven by its pursuit of global dominance in technology and military power. China's "New Generation Artificial Intelligence Development Plan" (2017) explicitly calls for integrating AI across all sectors, including the military. This includes the development of autonomous systems that enhance China's military capabilities in surveillance, cyber warfare, and autonomous weapons. China's approach to AI governance emphasizes national security and technological leadership, with significant state investment in AI research, especially in defense.
While China participates in international AI discussions, it has been more reluctant to commit to restrictive regulations on LAWS. China's participation in forums like the ISO/IEC Joint Technical Committee for AI standards reveals its intent to influence international AI governance in ways that align with its strategic interests. China's reluctance to adopt stringent ethical constraints on military AI reflects its broader ambitions of using AI to achieve technological superiority, even if it means bypassing some of the ethical concerns raised by other nations.
The Need for Global AI Regulations in Warfare
The divergence between India and China’s positions underscores the complexities of establishing a universal framework for AI governance in military contexts. While India pushes for ethical AI, China's approach highlights the tension between technological advancement and ethical oversight. The risk of unregulated AI in warfare lies in the potential for escalation, as autonomous systems can make decisions faster than humans, increasing the risk of unintended conflicts.
International efforts, such as the CCW discussions, must reconcile these differing national interests while prioritizing global security. A comprehensive regulatory framework that ensures meaningful human control over AI systems, transparency in decision-making, and accountability for violations of international laws is essential to mitigate the ethical risks posed by military AI.
Conclusion
The ethical dilemmas surrounding AI in warfare are vast, ranging from concerns about human accountability to the potential for indiscriminate violence. India’s cautious and ethical approach contrasts sharply with China’s strategic, technology-driven ambitions. The global community must work towards creating binding regulations that reflect both the ethical considerations and the realities of AI-driven military advancements. Only through comprehensive international cooperation can the risks of AI warfare be effectively managed and minimized.
