Sand Mining in CRZ may Soon be Allowed by Goa Government
On Monday, Bhupendra Yadav, the union minister for environment, forest, and climate change, gave Chief Minister Pramod Sawant his assurance that sand mining will be permitted in the coastal regulation zone (CRZ).
The restriction on sand extraction has resulted in a scarcity of the commodity, hence the state government asked the Centre to permit sand mining from sand bars for development purposes. Sawant met with Yadav to go over potential solutions, accompanied by Aleixo Sequeira, the environment minister.
The extraction of sand from CRZ areas is forbidden by the CRZ notices of 2011 and 2019, and standards for sustainable sand mining take dry riverbed mining in the country's non-coastal regions into account. According to a senior officer, the Union Ministry of Environment, Forest, and Climate Change has issued an office memorandum that authorises extraction from and removal of sand bars.
The Goa state government has carried out extensive modelling studies and environmental impact assessments (EIAs) in relation to sand mining in the estuaries. In its research, the National Institute of Oceanography (NIO) noted that the state's estuaries and (CRZs) are the primary locations for sand availability.
The state government requested that a study on sand accretion and erosion from a reputed national institute be included in the amendment of the CRZ notification allowing manual sand mining in the CRZ region by the Union government.
Additionally, the state asked for authorisation to use sand taken from sand bars for construction and suggested an adjustment to the sustainable sand mining rules that would allow for the manual extraction of sand below the water table.
Studies for Chapora, Mandovi, and Zuari have been finished by the NIO. According to NIO data, most of the sand deposits are in the salinity-influenced regions of Zuari, Mandovi, and Chapora. The chief minister wrote to the Centre, stating "We are seeking amendments to the CRZ notification, 2011 and 2019, as well as the sustainable sand mining guidelines, 2016 and 2020, taking into consideration the unique case of Goa as highlighted in the NIO report, as well as the traditional rights of the local population and extraction only by manual methods."
