The Policy of Quasi-public Preschool:While Increasing Affordable Childcare Services, There May be a Risk of Overlooking Quality Regulation

To address the issue of Taiwan's declining birthrate and reduce the childcare burden on parents, the Executive Yuan established the quasi-public preschool system in August 2018.
Private preschools that meet six criteria—maximum tuition fees, minimum salaries for teaching staff, basic evaluations, land and building usage, quality of educational services, and administrative management—can transition into "quasi-public preschools" after passing an assessment by local governments.
To make the tuition cheaper for parents, the government covered the difference between the original private preschool fees and the reduced quasi-public preschool fees. Furthermore, each quasi-public preschool will receive an annual subsidy of approximately NT$1,000,000.
Following the establishment of the quasi-public preschool system in 2018, the number of quasi-public preschools in Taiwan has grown rapidly to almost 2000 preschools in 2023.
According to a survey conducted by the Child Welfare League Foundation (1), parents’ satisfaction score on quasi-public preschools is the lowest among four different types of preschools.
(1) The "2023 Taiwan Parenting Status Survey – Preschool Edition," conducted by the Taiwan Children’s Welfare Alliance, collected 1,532 valid responses through an online questionnaire distributed between March 16 and April 10, 2023. The survey targeted parents of children aged 0-6, focusing on their perspectives about their children’s preschools and the quasi-public preschool policy.
According to the survey, over 95% parents agree that quasi-public preschools’ quality should be supervised by the government, while less parents agree with the current quality of quasi-public preschools.
This indicates that, despite quasi-public preschools being under government contracts and receiving subsidies, many parents do not see this as a guarantee of quality and still have concerns.
Compared to public and non-profit preschools, which undergo assessments every six months, quasi-public preschools face no further evaluations after being approved by local governments, while private preschools have none at all.
Although all types of preschools are required to undergo a basic evaluation every five years, such a lenient audit system has led to significant issues for quasi-public and private preschools.
Because the audits of private and quasi-public preschools are not as strict as those of public and non-profit preschools, among all penalty cases nationwide over the years, as much as 93%, or over 1,108 penalty cases, occurred in private or quasi-private preschools.
The 1,108 penalty cases from private or quasi-private preschools can be broadly categorized into six types, with "illegal teacher employment" and "improper treatment of children" being the most prevalent.
Even though the government is promoting a policy requiring at least one teacher in classes for children aged five and above, a goal public preschools have mostly reached, quasi-public preschools still lag behind with the lowest teacher-student ratio. This indicates that quasi-public preschools still depend heavily on educare givers to provide services.
Under Taiwanese law, preschool educators consist of teachers, educare givers, and educare assistants. Teachers are required to graduate from university-level early childhood education programs, pass a qualification exam, complete teaching internships, and obtain a teaching certificate. Thus, they can be seen as most qualified in early childhood education with the highest entry threshold.
These issues underscore a key flaw in the "quasi-public preschool" policy: while tuition matches that of public preschools, other aspects lag significantly behind, making it hard for parents to feel assured.
Although quasi-public preschools benefit from generous government subsidies, their quality of care has yet to win parents' trust. To address this, local governments must oversee quasi-public preschools as rigorously as public ones and focus on raising their standards. Strict evaluations are essential, as parents prioritize their children's proper care over simply low-cost tuition.

Interview: The Hilarious And Inspiring Hong Kong Singaporean Music Producer And Singer Hanjin Tan (陳奐仁) & His Jazz Concert In Tung Po Stadium
Friendship comes along by background or chemical affinity, and not otherwise. People have an affinity towards a place too, and you know it should come as result of destiny.
I was introduced to the distinguished Singapore-cum-Hong Kong songwriter, singer, record producer and actor Hanjin Tan (陳奐仁) to do an interview. Tan is an intellectual in the music world with a global perspective and his humour gives any conversation a great spin. He was born in 1976, and a graduate of the renowned Anglo-Chinese School (英華書院) and National University of Singapore. He has been active in the music world since 1999. He plays jazz, hip hop, Canto-pop and Mando-pop. During his study in university, he got the unexpected opportunities to write and produce songs for the superlevel Asian singing stars Jacky Cheung (張學友) and Eason Chan (陳奕迅) and that helped kickstart his successful music career. Hanjin moved permanently to Hong Kong in 2009. With over 400 songs to his songwriting credit, Hanjin has worked with various great names including CoCo Lee (李玟),Sammi Cheng (鄭秀文) and Joey Yung(容祖兒).
Hanjin smiled, “If not because of Jacky Cheung and Eason Chan, I could not have become well-known in Hong Kong and later moved to this city as my permanent base! I even got married and settled down in this amazing place. I wonder whether I should call it ‘destiny’ or ‘luck’!” I replied, “You are wise, talented, and versatile. It is more than just being lucky! Destiny is no matter of chance. You are bound for Hong Kong.”
As Hanjin and I did not know each other prior to the interview, both of us worked very hard to find topics to lighten the mood. Suddenly, one thing helped us break the ice and moved the conversation forward: we graduated from the related high schools in Hong Kong and Singapore.
In 1818, the first Protestant missionary to China, Rev Robertson Morrison established the Anglo-Chinese College (in Hong Kong, it was called Ying Wa College, but all schools in Chinese are英華書院) in Malacca. Then the school was also set up in Singapore. In 1843, the college was moved to Hong Kong too. Being the only school with over 200 years of history, it is the oldest one in Hong Kong.
Hanjin & I chatted. We discovered that both schools had the same cultures and traditions. School days are a happy treasure that will follow their owners everywhere.
On the day of our interview, Hanjin was too busy. He ordered a chicken bento but he was guilt-ridden. He feared he might not get enough protein from one bento. He said, “Other than music, I love sports. I was one of the Singapore swimming team when I was a pupil. Now, I work out, run or walk every day. I need a lot of protein and there is a brand called Whey which can strengthen muscles.” I crossed the line and asked, “So, you had a lot of muscles?” Hanjin was funny and, on purpose, changed his T-shirt in front of us. Wow! What a muscleman!
Hanjin laughed, probably embarrassed. I took him out of the bag and asked, “What are you now busy with?” He told me, “I am heavily occupied with my jazz concert in a stadium called ‘Tung Po’ (東蒲) in San Po Kong. The dates are 5th and 6th of October. The wonderful event was sponsored by a whisky company and we offer the water of life in the pre-concert party! Please join us! It will be an awesome evening!”

Behind Trump's Win: What Matters to Asian and Latino Voters

Donald Trump has shown strong voter appeal across three presidential elections, with notable gains among minority voters. In particular, his support steadily increased among Asian and Latino voters, often credited to his focus on economic policies that resonate with these communities.
Between 2016 and 2024, Trump's performance in swing states showed varying success. He achieved a victory in 2016 by flipping key Democratic strongholds, lost ground in 2020 as Joe Biden reclaimed those states, and made a comeback in 2024 by regaining pivotal battlegrounds like Pennsylvania, Michigan, and Georgia.
However, Trump’s triumph in the election does not necessarily indicate that voters perceive him with more leadership characteristics.
Despite Trump’s triumph in the election, in a September poll conducted by the Pew Research Center, Harris has an advantage over Trump on most of the leadership characteristics that were surveyed, except that more respondents believed that Trump “stands up for what they believe in”.
So why has Trump won the election when Harris showcases more leadership characteristics?
This chart shows the Republican Party's vote share among various ethnic groups, highlighting a significant increase in support from Asian and Latino voters from 2016 to 2024.
Education was a priority for Asian Americans in election polls, likely due to the education-focused values emphasized in Asian cultures.
However, this focus has gradually shifted toward economy-related issues. In 2024, Job and Economy rose to the top position, with Inflation also appearing in the top five for the first time.
Moreover, in Asian voters’ view, the Republican Party has performed comparatively better on those issues.
Concerned issues may reflect the living conditions and challenges faced by different racial groups. The chart highlights that Latino, Black, and White voters show some overlap in the issues they prioritize: Inflation, Health Care, Job and the Economy.
Although the issues they prioritize are similar, their views on parties’ ability to address the issue are quite different. Only White voters think the Republican Party might do a better job. Latino and Black voters both prefer the Democratic Party.
However, Black voters are more resolute, with close to 80% expressing approval of the Democratic Party. This may lead to different voting decisions, which result in the phenomenon that Latino is becoming more right-wing than Black.

The Mystery Of An Old French Mansion ‘V54’ Owned By Ms Angela Leong In Happy Valley Is The Source Of Good Art For Dennis Chung And Ka Hang LAM
Gladys Knight & The Pips sang:
“Why does it always seem the past is better

But, when you think of the good old days, think one word: death. Lucky that we are here but the people of the good old days have sadly all gone.
Many old buildings in Hong Kong are not protected by law although they are part of our beautiful past. Should we keep old buildings? Should history stand in the way of progress?
Happy Valley in Hong Kong is a 100-year-old tranquil district behind the bustling Causeway Bay. No.54 on Village Road is a very old, elegant and mysterious French-style house of originally about 20 rooms, inviting our mind to check the settled dust of the past on the stone slabs. The cheerful courtyard, where once boys and girls played, where the flowers bloomed under the golden sun rays, is at present just an empty enclosure where naughty pigeons fluttered. Rumour is that she has been abandoned for many years by a rich family, but waiting for a reason to become dignified again. The building developer in the 1920s was a legendary official and later a rich Eurasian mining businessman by the name of Ho Lui Hap(何侶俠). Happy Valley was first used as an army camp in 1840 by the British but a terrible epidemic fatally burst forth. There was a muddy river. It later became a cemetery area as well as a racecourse. Yet, the course caught fire in 1918 and more than 600 visitors were killed. In the 1920s, the Government settled on a plan to turn Happy Valley into a high-class European residential area of three-storey blocks and so Ho constructed the No.54 mansion(‘V54’). There have been incomplete records, due to Second World War, about the owners of the lot. Land titles show that in the 1950s, the mansion was mysteriously divided into 2 blocks and one was re-developed. The present heritage belonged to one Madam Chan Siu Sau Ying(陳蕭秀英). The former chairman of Po Leung Kuk, one of the oldest NGO in Hong Kong, Madam Angela Leong(梁安琪) bought the house in 2009 and leased it to Po Leung Kuk nominally as a community art place in 2015. V54 welcomes short-term residence at below-market rates to working artists in town. There are also regular art activities.
Dennis Chung(鍾家耀), a young curator in charge of the art activities in V54, told me more about it. He studied social work but turned over his first leaf by being a radio programmer in 2000. Later, he devoted himself to art administration and curatorship. Dennis was mild-mannered and said, “I took up the job out of 3 reasons. I love heritage buildings. V54 is nostalgic, romantic and mysterious. When I sit here, every angle at the ceiling, window, fireplace and corridor is a blessed adventure. I always wonder who lived here and how they spent their time in the house. Secondly, I do have a mission. In Hong Kong, old buildings are not getting respectable with age and this is a shame! We trash our old things and memories. We fail to realize how very much we need them. Architectural preservation can save Hong Kong’s good treasures which we once embodied and will strengthen the moral bonding of our society. Another feeling which never dies in my heart is the happiness of sharing. I believe we are responsible for each other’s happiness. Look at here: artists, neighbours, visitors and Po Leung Kuk colleagues interact mirthfully in the name of art and without any money consideration.”
I asked, “Time passes and life changes. How would you feel?” Dennis sighed, “Some people in Hong Kong tend to think demolition of old buildings is the justifiable domestic consumption of a city for a better future. I disagree. Now, when an old building is going to be torn down, people rush to go there, take photographs and write ‘How sad that is’ on social media platforms. There must be more than that? Do we give business to old shops and restaurants? Do we donate to preservation projects? Do we object to ruthless demolitions?”
I asked, “This is why you organised an exhibition for the young artist Ka Hang LAM(林嘉恒)?” Hang is in his early twenties, shy and courteous. He told me, “I was born in the 1990s. Film industry in Hong Kong was already declining. Honestly, I did not watch a lot of movies but my fondness for drawing, especially human portrait, led me to where I am. I enjoy displaying the likeness, personality and mood of a person. Having completed my graphic design studies, I created a Facebook Page which allowed people to discover what I have drawn but the responses were disappointing. One day, after I watched a Marvel movie, I painted a picture of Wonder Woman. The public reaction was suddenly overwhelming and amazing. Since then, I have kept on using films including Hong Kong productions and their posters as the focus of my artistic expression. Dennis recently discovered and asked me to do an exhibition of my work in V54.”
I was attracted by Hang’s creativity, “It is not oil or acrylic paint on the canvas. What is it?” Hang exhibited a triumphant smile, “Our generation is good at computer art. Computer plays an important role in my concept development, production and printing of each piece of my artwork. Also, I do not follow a film poster exactly. Mine are often a ‘derivative work’ which are re-creations of the original, in the form of adaptation or transformation. I shared a belief with Dennis that art does not have to be serious or complicated. Pleasurable and relevant art in the different districts of Hong Kong enhances our lives by stirring wonderful feelings and inspirations. It reminds even a man in the street that we are all creative and emotional beings.”
Giving back to our community is a good example of philanthropy. Without V54, we could not have had the benefit of beautiful art in an old and timeless architecture in Happy Valley. Thank you, Madam Angela Leong! You are great.
