I finally decided to make a tier list and add minor explanations. My explanations aren't meant to hurt or offend of any of the fans of these characters, this is just something i wanted to do for fun.
Tier-ly ranked in no particular order we have.....
I don't like Junko as a general villian in the series. I watched my sister play THH around 2016 and had not absorbed anything Danganronpa before then and still I saw her being the mastermind since Muruko died. The devs made her way to likable;e to make her feel like a threatening villain.
On a whole I'm not a fan of Danganronpa 2 and that is mainly because I think it had the weakest cast in the entire series despite have some of the best trail's and motives. The onlt reason I like Usami is because of my favorite Tumblr, @brainfilehasstoppedworking and Fuyuhiko is because he gives my Takemichi vibes.
Hajime, to me, is the worst protag, I just find him so fucking boring. The other 3 at least have something that I find interesting. For him it's just 'Oh he's also the antag'. Nagito is funny at times but his bastardry in UDG makes me avidly dislike him. And I just find Mikan to be really annoying. I find obsessive characters annoying and creepy because of past events. Toko is a meer exception because I find her funny in UDG and i can sympathise with her and her past.
Its a bit obvious Tsumugi had wasted potential and the Monokubs will never not be annoying.
UGD is my favorite game of the franchise and probably my favorite game overall. UDG gave us Takaaki Ishimaru and Takemichi Yukimaru I love every charecter except for Monaca because she annoys me and for her treatment of the other WoH, especially Nagisa and Kotoko.
I don't like game Haiji. However I absolutely adore my write of Haiji where he doesn't like kids (I found that part of his character really unnecessary and it felt it was only added to make Haiji seem worse than Monaca and to make her seem more sympathetic.)
final rank-(motives are separate from each rate.)
Favorite from each game:
Mondo Oowada
Fuyuhiko Kuzuryu
Korekiyo Shinguji
Genocider Syo/Jataro Kemuri
Takemichi Yukimaru
Least favorite from each game:
Junko Endoshima
Mikan Tsumiki
Tsumugi Shirogane
Monaca Towa
Fuhito Kirigiri

A Celestia Ludenberg observation from revisiting DR1
I think a lot of people have rightfully observed that Celeste's final moments in DR1, in which she's heavily heavily implied to have been forcing her smile and composure before she's dragged off to her demise, and her free time events implying that she's likely from a pretty boring, working class family in Togichi who secretly misses her hometown and its gyoza are pretty indicative of the fact that she's got hidden depths and deep-seated insecurity (not to mention her willingness to give everyone else a shot at getting out by protecting Alter Ego). She's almost on the verge of opening up to Makoto by the end of her free time if you put in the effort to get to know her, the implication being that with a bit of time and different circumstances she could have been able to ditch her overblown alter ego and be loved by her classmates for who she really was.
What I haven't seen as many people talk about, however, is the fact that this almost certainly did happen prior to The Tragedy and everyone's memory erasure/imprisonment, because when Hifumi regains his memories and wants to name his killer in his final moments, he specifically uses her birth name, indicating that a) he had known her very well personally, because God knows the Celeste we meet would have never let that information slip, and b) this is more speculative but I suspect that, having regained his memories, he might have expected everyone else to recognize who Taeko Yasuhiro was in his delirious state. Hifumi–someone Celeste is rightfully repulsed by far more so than the rest of her classmates, and refuses any actual friendship to beyond manipulating him–had known her well enough to know Taeko Yasuhiro, and she'd let her guard down enough around to tell him that information, and presumably so does the rest of the class. Evidently, when Celeste was given the brief opportunity to form real friendships with her classmates and voluntarily sealed herself into Hope's Peak to live with them rather than take her chances outside, she'd learned to open up and genuinely trust them in ways we almost see her do with Makoto, and every single bit of that development is wiped from her mind and stolen from her as she's pushed to kill former friends who might very well be the first people she'd been able to be herself around.

What if Celeste just killed Hifumi? And then put the blame on Kiyo instead of Hiro. And–And JUST HEAR ME OUT– and it's just Kiyondo trying to make himself seem innocent even though everyone believes that it could be Kiyondo since Hifumi died after Alter Ego's disappearance, and they had been fighting about it. So they think that Kiyondo probably killed Hifumi due to their argument, believing that Hifumi took Alter Ego.
Which, would've happened if Kiyondo didn't have self-control. He did meet up with Hifumi earlier, but nothing happened. They just talked and tried to put the feud behind them and promised to look for Alter Ego together. Then later, Celeste killed Hifumi. And put the blame all on Kiyondo.
It's messy and everywhere, probably needs some fixing. BUT! Hear me out!!!

Zombies aren't real, and yet Makoto is haunted by the dead.
It started off with nightmares about his bathroom being haunted.
It felt ridiculous, really, so he kept quiet about it.
The doorknob jiggles at night now. Sometimes he sees splatters of blood in the shower, that are gone in the blink of an eye.
Sayaka leaves him messages in the condensation on the mirror. 11037. 11037. 11037.
Some days, he's terrified that he'll see her corpse again.
The knife she used turns up at his door sometimes. It's always gone in the morning. He's woken up to his room in disarray, looking the same it did on the day that Sayaka died.
One night, there was a frantic knocking at his door.
It was Leon. Broken, battered, and bruised. He reeked of stale blood. His limbs were bent in ways that shouldn't have been possible.
Makoto let out a strangled cry and shut the door, and stayed under the blankets for the rest of the night.
Leon's visits became more frequent. He never said a thing, never moved, only stood at Makoto's door. He never left a trace.
When he's alone, Makoto sometimes glimpses Chihiro down the hallway. Despite the distance, he's always able to make out his caved-in skull.
He walks with a hand on the wall to balance himself.
"I'm looking for someone strong."
The extension cord remains wrapped around both his wrists, circling around his neck.
Chihiro's entire face is bloody. He's in his blue tracksuit. He shuffles along quietly, repeating those words to himself.
"I don't want to be weak anymore."
If he's not in the hallway, he's in the warehouse. There's always a trail of blood outside the door to warn Makoto of his presence.
Nobody else comments on it, so Makoto assumes they haven't bumped into Chihiro yet.
Mondo and Taka come in pairs.
Makoto won't ever grow used to the wailing he hears that comes from Taka's room. He won't ever grow used to the static-y feeling that makes his hairs rise when he passes by. The smell of ozone is always thick and heavy in the air.
"Does... anyone else ever hear someone crying and yelling from their room..?"
"Don't be ridiculous, Naegi. The dorms are soundproof."
Makoto didn't bring it up again after that.
Hifumi's presence lurks in the art room. Nobody else goes there.
He takes out the paints and brushes, but never makes anything with them. Makoto always cleans up after him.
He doesn't know if Hifumi's trying to make art like he did when he was still alive. All he knows is that Hifumi's efforts seem to be in vain.
The kitchen always smells like burning cloth and flesh. Sometimes Makoto can hear sirens, but he's certain he's imagining them.
Celestia doesn't show herself other than that, and honestly, he's afraid of what she'd look like if she did.
The ground seems to shake around the gym at all times.
Makoto peers inside, but it's empty.
Is Sakura's spirit still fighting? It's the only explanation he can come up with.
Sometimes, a pale green glow comes from the dressing room. Makoto can never find the source.
The light is soft and reassuring, though, and it doesn't bring the scent of death with it like all the others.
Alter Ego, he assumes.
Mukuro only started to manifest after the trial for her death. Makoto spots her in the greenhouse; a quick blur of dark hair and a white shirt, before she's gone.
She always hides when he visits. The only reason Makoto even knows that she's around is because even though he can't see her, her presence lingers.
And so does the smell of burning flesh, blood, and metal.
The worst comes after Junko's death. Her malice follows him everywhere, threatening to pull him down into the depths of despair, to drown him in it.
Sometimes he can feel her nails on his cheek.
Sometimes she wakes him up in the middle of the night, leaving him unable to move. He can see her shadow standing at his bedside, her eyes icy and cold.
All he can do is squeeze his eyes shut and try to ignore her whispering.
All he can do is remember that things will get better.
As the doors to the outside world slowly creak open, a gust of wind comes from deep within the school.
Makoto likes to think that it was the spirits of his friends, finally being freed.
Finally at rest.
