A year later, Ukrainian hopes to stay in rural Newfoundland but work is hard to find
Stanislav Vasylchuk is more than 6,000 kilometres from home, and he's the only Ukrainian in the remote Newfoundland mining town of Baie Verte, a community of about 1,300 people surrounded by scrubby northern woods and towering rocky slopes. There are no hip cafes where the 29-year-old engineer might meet people. There isn't even a set of stoplights.
But he loves it. He hikes, he goes to barbecues, he does yoga at the gym and he lives next to the ocean. "I don't know how to explain it," he said in a recent interview over Zoom. "It's beautiful. It's just beautiful."
Vasylchuk arrived in Newfoundland a year ago Tuesday, part of a provincial government-led effort to bring Ukrainians fleeing the war to a province with a dwindling rural population. But after the company running the Baie Verte gold and copper mine where he worked declared insolvency last month, he's in the same boat as so many rural Newfoundlanders who've had to leave: he needs a job.
Vasylchuk was aboard the first of four planes chartered by the provincial government to transport displaced Ukrainians. It landed in St. John's, N.L., late in the evening on May 9, 2022, its passengers greeted by a welcoming local crowd.
Newfoundland and Labrador is home to the country's oldest and most rapidly aging population, driven by decades of out-migration in rural parts of the province. Young people leave in search of jobs when they can't find one at home, and they leave their aging parents behind.
The provincial government is counting on immigration to fill those gaps, and it established a satellite office in Warsaw, Poland, shortly after Russia launched its first attacks on Ukraine. Government employees there worked with citizens, staff and immigration organizations back in Newfoundland and Labrador to help the Ukrainians find jobs and places to stay before they arrived.
More than 2,400 Ukrainians have since settled in more than 30 different communities in the province, according to the Association of New Canadians.
Vasylchuk, who goes by Stan, stepped off the plane with a job as an engineering technologist lined up at the Baie Verte mine owned by Rambler Metals and Mining. For the first few months, he stayed at a hotel in St. John's with dozens of other newly arrived Ukrainians while resettlement workers helped him get a driver's licence and insurance and set up a bank account.
He then hopped on the bus for a six-hour journey across Newfoundland to the Baie Verte Peninsula. When he showed up for work, there were signs welcoming him in Ukrainian, he said.
People in Baie Verte are still supporting him, he said. They helped him find a cheaper place to rent when he lost his job, and people in the mining industry helped him attend a conference in Gander, N.L., in late April so he could meet more peers and employers, he said. They're also helping him get set up to obtain certification as an engineer in training.
"I would say I'm quite lucky," he said. "A lot of people have helped me."
The smallness of his new community, Vasylchuk said, "is nothing I need to get used to." He grew up in the village of Dubiivka, in central Ukraine, which is much smaller than Baie Verte, though the land looks completely different. The woods in Ukraine are thicker, with taller trees, he said, and the central region is full of wheat fields.
"You know, the flag of Ukraine? If you see it, it is yellow on the bottom and blue on the top," he said. "The place where I lived, that's what it looks like."
In Newfoundland, where the blue skies are a little rarer, he said he loves to climb to the 335-metre summit of a popular local hiking trail and look out over the hills.
Vasylchuk has a graduate degree and he's qualified to work in several countries. He's lived in big cities in Germany and the Czech Republic, but he said he prefers small communities.
He had long dreamed of emigrating to Canada, and he'd been living in Prague before he came to Newfoundland, earning money to make the move. When the war the broke out in Ukraine, his father urged him to go to Canada rather than return home, he said, but the decision still weighs on him sometimes.
His mother and father are also engineers and they're still in Ukraine, he said. When he worked at the mine, he sent them money. He said he's particularly worried about his mother, who has a disability. His father volunteered to fight, but Vasylchuk said he's applied to have his mother come to Canada -- ideally to Newfoundland.
"She has two degrees, actually. Construction engineering and economics," he said, the pride clear on his face. He said his experience being cared for in Canada have convinced him that she'd also be looked after here.
"But I definitely hope I will be able to find a proper job," he said. "I'm doing my best here."

LOS BAÑOS, Laguna, Dec. 12 (PIA) --The Southeast Asian Ministers of Education Organization (SEAMEO), of which the Philippines is a chartered member, celebrated its 55th year in November 2020 with 26 regional centers across Southeast Asia, three of which are hosted by the Philippine government. The country is represented in the SEAMEO Council by the Secretary of the Department of Education (DepEd).
“Indeed, SEAMEO has come a long way since its inception in 1965 and has taken pride of his achievements over the years as Southeast Asia’s longest running regional organization for promoting quality education, science, and culture,” said Dr. Ethel Agnes P. Valenzuela, a Filipino and the Director of the Bangkok-based SEAMEO Secretariat (SEAMES).
Founded on 30 November 1965, SEAMEO has grown from six founding member countries—the Philippines, Indonesia, Laos, Malaysia, Singapore, and Thailand—to 11 current members, which include the 10 ASEAN members plus Timor-Leste. SEAMEO also has eight associate member countries: Australia, Canada, France, Germany, New Zealand, the Netherlands, Spain, and the United Kingdom, as well as affiliate member institutions. As such, SEAMEO can be considered as one of the most resilient and viable inter-government treaty bodies of nations.
The Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA), founded on 27 November 1966 and based on the campus of the University of the Philippines Los Baños (UPLB), is the oldest SEAMEO center. Also hosted by the Philippine government are the Regional Centre for Educational Innovation and Technology (INNOTECH) located in the University of the Philippines Diliman and the Regional Centre for Public Health, Hospital Administration, Environmental and Occupational Health (TROPMED Philippines) headquartered in UP Manila.
According to SEAMEO, its “centers and network have been both think tanks and implementing arms of SEAMEO in its own specialty through policy advocacy, technical and consultancy services, as well as capacity building programs and activities, fora, research, and other intellectual and practical platforms and networks.”
“For almost six decades, SEAMEO has been at the forefront of education in the region and beyond,” said SEARCA Director Dr. Glenn B. Gregorio.
He added that SEAMEO “has perfectly exemplified the importance of interconnectivity among different sectors and stakeholders of the society while taking multi- and interdisciplinary approaches in dealing with various issues and challenges. It has evolved with the changing times without losing its relevance, making education as an enabling vehicle for growth and sustainability.” 
Education Secretary Leonor Briones congratulated SEAMES and the SEAMEO centers for “the long years of collaboration.”
“The COVID-19 pandemic has pushed and encouraged and perhaps even inspired the education sector to develop and innovate ways to resume teaching and learning safely and inclusively. We appreciate the initiatives of the SEAMEO Secretariat and the regional centers in promoting distance learning and providing our teachers with capacity-building webinars this year. And we look forward to more years of partnership with SEAMEO,” Sec. Briones said.
“SEAMEO’s strength lies in the 26 regional centers and network in Southeast Asia through programs, projects, and activities that follow the lead of education ministers to support countries in achieving educational objectives as well as regional vision through bilateral and multilateral programs and activities in and beyond Southeast Asia. I am proud to say that SEARCA, INNOTECH, and TROPMED have contributed a lot to the region through your programs, research, scholarships, and partnerships,” Dr. Valenzuela stressed.
“Stronger Together for Quality, Accessible, and Responsive Education” is the theme of the 55th SEAMEO anniversary.
TROPMED Philippines Director Dr. Vicente Y. Belizario, Jr. said “We realize that our theme for this anniversary—stronger collaboration and cooperation among SEAMEO networks— already offers us an approach in implementing our mandate and addressing the many concerns in these very uncertain times. More than ever, we need to come together as One SEAMEO.”
The need to rely on and share among SEAMEO centers in the face of current challenges, particularly those brought about by the COVID-19 pandemic, was also emphasized by INNOTECH Director Dr. Ramon C. Bacani.
“I do hope we will continue with this spirit of regional cooperation, learning and sharing from one another in the many activities we will undertake together under SEAMEO… in education, science, and culture,” Dr. Bacani said.
Also to memorialize SEAMEO’s 55th Anniversary, led by their respective Directors, INNOTECH and TROPMED Philippines each planted a tree in their compound, while the SEARCA Directorate along with some heads, staff, and scholars planted 10 Taiwan bamboo within the Center’s complex along the bank of Molawin Creek in Los Baños, Laguna.
The spirit of the tree-planting that resonates among the SEAMEO centers was best articulated by Dr. Belizario when he said “We planted a tree that symbolizes our collective aspiration as one SEAMEO community to help address the challenge of our time, that we can bear fruit together and be of better service to the country and of our people in the Southeast Asian region better if we grow together.” (PIA-4A/SEARCA)

Wanda Robson still finds it hard to believe that her big sister is the new face of the $10 bill — and the first Canadian woman to be featured on a regularly circulating banknote.
The sister of the late Nova Scotia civil rights pioneer and businesswoman Viola Desmond, Robson said the move to include a black woman on the bill is a “giant step forward” in continuing Desmond’s work toward equality.
In an interview, she said she has difficulty putting her excitement into words.
“I’m so grateful and I’m happy,” said Robson, who turns 92 next month. “Those are sort of mundane words, but I’m looking for a word that would describe it, and all I can say is what the kids say today: it’s awesome!”

New $10 bill featuring Viola Desmond goes into circulation next week
HALIFAX -- A new $10 banknote featuring Viola Desmond's portrait will go into circulation in a week, just over 72 years after she was ousted from the whites-only section of a movie theatre in New Glasgow, N.S.
The civil rights pioneer and businesswoman is the first Canadian woman to be featured on a regularly circulating banknote, which will also show a map of Halifax's historic north end, home to one of Canada's oldest black communities and the site where Desmond opened her first salon.
Irvine Carvery, a prominent member of Halifax's north end and a former school board chair, said he's excited that the bill will pay tribute to her, describing the inclusion of a black woman on the note as "a historic moment."
"What it means is that there's recognition in terms of the struggle that we, as African Canadians have gone through for all of our years of being here," he said.
"That was a pinnacle event, down in New Glasgow, when she refused to give up her seat. So to put her on the bill is, for me, a recognition that those struggles were real, and they continue through to today."
Carvery, 65, lives a stone's throw from Desmond's childhood home in north end Halifax and hopes to eventually see a commemorative marker on the house.
On Nov. 8, 1946 -- nearly a decade before Rosa Parks refused to give up her seat on a segregated bus in Alabama -- Desmond was dragged out of the Roseland Theatre by police, arrested, thrown in jail for 12 hours and fined.
It would take 63 years for Nova Scotia to issue Desmond, who died in 1965, a posthumous apology and pardon.
Carvery said he hopes the new bill will inspire young girls to pursue their dreams and push back against injustice, adding that he believes it will raise awareness for who Desmond was and what she accomplished.
"I'm hoping having Viola on the bill will prompt people to want to know what's the story behind her, because still, there's a lot of people who have no idea who she was and what she stands for," he said.
"Being on the $10 bill, people might want to say, 'who is that person? Let me do a little research."'
Desmond was selected to be on the bill after an open call for nominations and a public opinion survey on the Bank of Canada website.
The map shown behind Desmond's portrait includes the stretch of Gottingen Street, the city's north end's main drag, where the beautician opened a salon as part of a business that would eventually expand into her own line of cosmetics and a beauty school, which allowed her to mentor black women from across the country.
Her sister, Wanda Robson, has said that Desmond fought to overcome the many obstacles in her path to pursue her career: training as a beautician in Montreal, Atlantic City and New York when she was unable to study in Halifax because of the colour of her skin.
The new bill was first unveiled in Halifax on March 8 -- International Women's Day -- by Finance Minister Bill Morneau and Bank of Canada Governor Stephen Poloz during a ceremony at the Halifax Central Library.
At the time, the Bank of Canada said in its materials on the new banknote that the community where Desmond lived and worked "served as a source of invaluable support during her struggle for justice."
They said the $10 bill will also be the first vertically oriented banknote in Canada, which would allow for a more prominent image of Desmond and differentiate it from the current polymer notes.
The note also includes a picture of the Canadian Museum for Human Rights, an excerpt from the Canadian Charter of Rights and Freedoms, and an eagle feather, which the Bank of Canada said represents the "ongoing journey toward recognizing rights and freedoms for Indigenous Peoples in Canada."
The new $10 bill comes in a series of posthumous accolades for Desmond in recent years: in June, a Canada's Walk of Fame star was unveiled for her at the Halifax Ferry Terminal.
And in 2016, a new Halifax harbour ferry was named for Desmond following an online contest.
