Do you know what the relationship between the CAHSR Authority and Amtrak will be like? It seems so odd to me that such a major project has so little federal involvement, even as big as California is
It will be friendly but a bit competitive, same as the relationship with NJtransit or Metra. The thing stopping high-speed rail drop getting funding is the fact Trump pulled funding for 4 years and in the process killed the reputation of the project with the average American meaning very little money gets transferred in DOT grants

so looking at the california hsr, would a state building hsr through force account be built faster since you don't have to contract everything out?
Using force account (i.e, direct hiring) would be faster than contracting, but the most significant difference would likely be that it would be much cheaper (which has an impact on speed, because cost overruns and underfinancing has been an issue for building out the California HSR system) than contracting.
However, my understanding is that the two biggest issues that have been responsible for slowing down the build-out of the California HSR system is:
the difficulty of acquiring the land and right-of-ways needed for the route, due in no small part to opposition from the Union Pacific railroad and local landowners.
extensive litigation from self-described environmentalist anti-development groups abusing the CEQA process to block/death-by-a-thousand-cuts a green project aimed at reducing C02 emissions from automobiles and by encouraging sustainable transit-oriented development over suburban sprawl.
So force account would help, but it would not be a panacea for the difficulties that CAHSR has had to labor under lo these many years.

I want him to not go a day without hearing about the high speed rail system. I want him to be slapped in the face with inquiries about the high speed rain system from the moment he opens his eyes.

This is funny but we're actually going to get a high speed train between S. California and Las Vegas bc all the weekend warriors are tired of getting stuck in traffic on the 15. Making tourism easier is a great bargaining chip for these kinds of things lol
What we need to do is convince all the disney adults in america that high speed rail would be a preferable way of getting to disneyworld compared to driving or flying. We could maybe harness their fondness for the monorail or something, but this is a group of people that has time, income, and passion that we could leverage. If we could direct 5% of the enthusiasm they have for limited edition popcorn buckets into calling their representatives and demanding high-speed interstate rail, we could get it by 2030

Not to mention the accessibility piece. Flying is incredibly hard on the body. I am in decent shape and fairly healthy, but I have some mild post-operative chronic pain and long haul flights to visit my family in Asia are brutal. Trains are more freeing. Having space to stretch your legs and not be so cramped and restricted would be amazing. My spouse’s aunt cannot fly due to issues with her ears so to visit her daughter on the East Coast from So Cal she has to take the train and it takes forever. High speed rail would be a game changer for their family.

Me. I will sit on high-speed rail for fifteen hours. I’ll sit on it for days. I’ll write and read and nap and eat and then do it all over again. I’ll stare out the windows and see America from ground level and not have to drive. I’ll see the Rockies and the deserts and cornfields and the Mississippi River and your house and yours and yours too. I’ll make up stories in my head about the small towns I see as we go along. I’ll see the states I’ve yet to see because driving or flying there is a fucking slog and expensive to boot. I’ll enjoy the ride as much as the destination. And then I’ll do it all over again to come the fuck home.

Elon sabotaging high speed rail in California alone (and presumably holding it back from the rest of the country) robbed millions of people (realistically the whole country as China built enough in the same time span and it could have caught on), of reliable transportation that would have been a genuine boon for so many people and probably changed millions of lives (and could have helped with evacuations for climate disasters) because he’s racist and hates poor people. That should warrant his public exile but fascist dumbasses worship him
