DUMAGUETE, NEGROS ORIENTAL -- Negros Oriental Electric Cooperative 2 (NORECO II) announced last Monday (September 30th, 2024) that the power service interruption (PSI) in selected municipalities of Negros Oriental will schedule in on Saturday early morning from 4am to 8am, as originally scheduled from 6am to 12nn (Dumaguete local time).
Four (4) local substations covering Pulantubig, Bagacay, Dauin and Siaton, as affected from 'Barangay Señora Ascion' (formerly Calo) in San Jose, to the entire area of Sibulan, Dumaguete, Valencia, Bacong, Dauin, Zamboanguita and Siaton.
Citing from 3rd district of Negros Area at National Grid Corporation of the Philippines (NGCP) named 'Lope L. Cañete', the NGCP will de-energize its Amlan–Siaton 69-kilovolt (kV) transmission line to facilitate the tapping activities of newly completed 10 megavolt-amperes (MVA) Sibulan substation of this said regional electric company along Amlan-Siaton 69kV line.
Because of changing timeslots in PSI, the Commission on Elections (COMELEC) accommodate their request on Wednesday (October 2nd, 2024), in relation to the filing of Certificate of Candidacy (COCs) for the upcoming national and local elections. While internet TV station 'OneNETtv Channel' (DYDZ-DTV Ch. 8) in Dumaguete City reschedules the 9am hour, originally from 6am, with the paid streaming simulcast of the American streaming provider 'Netflix' for the upcoming halloween-themed web-series episode of 'The Amazing Digital Circus' on October 5th from an independent Australian animated production company 'Glitch Productions'.
Power was restored this morning within half-hour early at 7:35am as both NGCP and NORECO II jointly apologized for any inconvenience caused by the scheduled early morning PSI, acknowledging that it may have disrupted the routines of those preparing for a weekend workday, or those hoping to enjoy a restful morning at home in Dumaguete City and Negros Oriental by watching the 3rd new episode of TADC on both YouTube and Netflix app with mobile internet data on your smartphones. Back-up generators and expensive power banks is a plus.
They emphasized that the adjusted schedule was necessary to complete essential maintenance work while minimizing disruption to daily activities and upcoming events in this said region for the Dumagueteños and Negrosanons.

President Marcos Encourages Electoral Reforms
President Ferdinand R. Marcos Jr. has urged the Commission on Elections (Comelec) to immediately act on the several electoral reforms proposed during the preparatory consultations with various stakeholders. During his speech at the first-ever 2023 National Election Summit at the Sofitel Philippine Plaza in Pasay City, he said, “It is encouraging to know that prior to this summit, the preparatory consultations with various stakeholders in the public and private sectors were conducted nationwide. From these pre-summit meetings, it has come to the attention that several reforms in the election process must be made.” “And given these findings, let us take these matters seriously as the outputs obtained from these activities are indisputably significant. We must act on it decisively and enforce concrete measures to turn our plans into reality.” The chief executive also urged the Comelec to “open yourselves to the recommendations of our experts and Filipino voters, who are partners in ensuring free, orderly, honest, and credible elections.” “As a democratic and republican government, we derive our power from the people, we recognize that sovereignty is exercised by its citizens through suffrage. On this note, I underscore the COMELEC’s critical role as the guardians of our people’s sovereign will in ensuring the integrity of the electoral process,” President Marcos said, noting the poll body must ensure “accurate and unalterable” results to maintain the sanctity of the elections and people’s trust. With the advent and the use of modern technologies, the President said the government can implement positive reforms and make election result transmission faster and maintain its accuracy. The President said the Comelec should continuously discuss how to improve the election processes, including the calibration of the capacity of teachers as electoral board members and integration of voter education in the curricula of the K to 12, tertiary level, and the National Service Training Program. BREAKING OVERNIGHT: COMELEC cancels NegOr's 3rd District in the Special Elections with no plans to reschedule the 2025 PH Elections
DUMAGUETE, NEGROS ORIENTAL -- The Commission on Elections (COMELEC) announced the cancellation of special elections in the 3rd District of Negros Oriental. This decision comes in the wake of House of Representatives' Resolution No. 154, was reportedly passed on Tuesday (November 7th, 2023 -- Dumaguete local time), and marks a departure from the initial plans to hold these elections. The decision to cancel the said special elections was not to be potentially rescheduled within the 2025 Philippine elections.

In an official statement from COMELEC, the cancellation was based on the recent resolution and an assessment of the prevailing circumstances in the said district. This sudden change has generated significant public interest, with many residents of the 3rd District of Negros Oriental expressing their concerns and confusion.

Victoria Camille Tulad of ABS-CBN News reports that the special elections, initially planned to replace a new representative Pryde Henry Alipit Teves, aside from the expelled criminal mastermind Arnulfo Alipit "Arnie" Teves Jr., have been met with logistical and political challenges. COMELEC's decision to cancel these elections will likely have significant implications for the 3rd District of Negros Oriental's political landscape. As of this moment, it remains to be seen how this decision will impact the constituents of the aforementioned district.
"Special Election in the 3rd District, province of Negros Oriental is deemed recalled and abandoned upon passage of House Resolution No. 154. Therefore, in recognition the legislative power of congress, the law department and the en banc decided to cancel the conduct of the special election", according to George Erwin Mojica Garcia, whose a chairperson of COMELEC said.
Pertaining to Resolution No. 154 of the House of Representatives, it has now cancelled the special elections for the said 3rd district region of Negros Oriental. These have come as a bolt over the heads of the regional politics.

The lower chamber cited three (3) reasons for their consideration of the special elections. First is the pending disqualification cases in Central Visayas against winners in the recent barangay in youth council polls. Continuous protest of Teves Jr. against his expulsion and the possible negative impact of the special elections on the peace and order situation in the area. The said H.O.R. resolution signed by House Speaker and founder of Philippine Collective Media Corporation (PCMC), who owns many FM radio stations of Favorite Music Radio (FMR) named Ferdinand Martin Gomez Romualdez did not elaborate particularly on the said negative impact.
The reason behind this decision and all its implications will surely provoke a locally heated controversy of the COMELEC-Negros Oriental chapter.
