Also called "ICC Kyoto", it was designed by Sachio Otani and Isamu Kenmochi in the post-war Japanese biomimetic architectural movement of Metabolism, construction began on the 24th of January 1964 and completed on the 20th of March 1966.

Among the major events that took place here are the 1994 International Telecommunication Union Plenipotentiary Conference, the 1997 United Nations Framework Convention on Climate Change (Kyoto Protocol) and the 2003 World Water Forum.
