The Minister goes on the BBC to extol the virtues of a public-private partnership project but when he learns that the private firm involved may soon go bankrupt, it is up to Sir Humphrey to see exactly what can be done to salvage the situation. He approaches a banker, Sir Desmond Glazer, who also happens to be interested in a part-time government appointment. The Minister's political advisor however is advising that all such Ministerial patronage appointments be abolished.

*Richard Davies' character of Joe Morgan appears to be a vague impersonation of 1970's union leader Clive Jenkins.

I don't know if anyone remembers the Housemartins but the best gig I ever went to was a Scottish exhibitional conference center on about, December, it must've been 1990 and the Housemartins were playing and it was quite possibly the best gig I've ever been to. They split up, what I should know about that tells you that particular event. I'm sitting in the T.A.R.D.I.S. now, and I'm gonna wind up soon but not before I make a few strange noises with my mouth that would go somewhere along the lines of bingle bongle dingle dangle, yikidi doo, yikidi da, ping pong, lipitati too taa. and twenty-three, if anything goes wrong, if they find us Martha, then you know what to do.
