Life is hard for neurodivergent people in Peru. Now a grassroots uprising of people with bipolar disorder, ADHD and autism – organised through picnics in the park – is pushing for change at the heart of government.
On a bright summer afternoon in Lima, the capital of Peru, Carolina Díaz Pimentel takes some red and green tape out of her backpack. She’s in a park waiting for people to arrive at a picnic she and her friends are hosting. Guests know that they don’t have to be on time, don’t have to make eye contact, and can leave at any time if they feel overwhelmed. No one will question them.
“We want everyone to feel comfortable. At least this afternoon we want to take a break from the rules that are imposed on neurodivergent people every day to fit in,” says Díaz Pimentel, a journalist and a co-founder of the Peruvian Neurodivergent Coalition (CNP), who is herself autistic and has been diagnosed with bipolar disorder.
Hence the coloured tapes. Each attendee will choose one to express their “social battery”. If they choose the green tape, it’s because they want to participate in the activities. Red signals they prefer not to be approached. Everyone wants company, that’s why they are here, but in different ways. And that’s OK. People start to arrive. Several choose red.
CNP is a social initiative that first kicked off in March 2023. It is the alliance of five neurodivergent women who were already making waves by posting openly about their conditions on social media, but who longed to make real-world change. “I used to see this kind of gathering in countries like Mexico and Argentina and was sad to be so far away, until I saw the announcement of a picnic in Peru. Before joining the coalition, I didn’t really relate to anyone. I had good friends, people that care about me, but I knew I wasn’t like them,” says Mayra Orellano, another of the directors, an interior designer with borderline personality disorder (BPD).
Today [in March 2024] is the coalition’s fifth gathering. A picnic may not sound like fertile ground for a burgeoning social movement, but behind the bags of cookies and crisps, that is what CNP is doing – campaigning for the rights of neurodivergent Peruvians to be understood and accepted, and to live free from stigma and abuse.
The birth of the neurodiversity movement
The concept of neurodiversity has been around for almost 30 years after first being coined in 1997 in an undergraduate thesis by Judy Singer. Singer, an Australian who is now an eminent sociologist, argued that conditions such as autism, dyslexia and Attention Deficit Hyperactivity Disorder (ADHD) are all simply part of the myriad ways in which human brains are wired. It proposed a new way to think about human difference and provided a name for a burgeoning movement. In Peru, however, it remains a concept that few have heard of.
“Neurodiversity is not a medical diagnosis, it’s a political movement that brings us together to defend our rights,” says Díaz Pimentel. When she first started posting about her bipolar disorder on social media in 2017, it was taboo: very few talked about their diagnosis in public. Bipolar disorder remains a stigmatised condition in Peru...
Diaz Pimentel’s commitment is stronger than prejudice, she says. Two years ago, when she received her autism diagnosis, she posted a photo of herself holding a rainbow cake with the words ‘Congrats on the autism’ spelled out in white icing. She wanted to celebrate with her community because she considered it a rebirth: at the age of 29, some of the puzzles of her childhood finally made sense...
From picnics to influencing policy
Neurodivergence is a huge umbrella that describes people with very different conditions. In Peru, this causes confusion and a lack of accurate data. Even in the case of autism, the best recognised of the neurodivergent conditions, the National Registry of Citizens with Disabilities lists some 15,000 people on the spectrum. But according to international statistics on the worldwide prevalence of autism, there are likely more than 200,000 people with the condition in the country.
María Coronel, the psychologist in charge of the ministry of health’s child and adolescent mental health department, says that clarifying this data is one of the institution’s priorities. She acknowledges that initiatives such as CNP’s can help educate people: “These organisations add to our efforts to detect people on the autistic spectrum and give them the help they need. They have a great ability to reach others because they are telling their own experiences.”
Although CNP has only existed for a year, the group is already influencing government policy. Two congressmen have asked for members’ feedback on bills to protect the rights of autistic people. The state agency in charge of integrating people with disabilities into society consulted them on the appropriate terms with which to refer to neurodevelopmental conditions. And the ombudsman’s office made a video with them to warn about gender bias in autism early detection. (In Peru, 81% of people receiving treatment are male.) ...
Creating a more sensitive society
The CNP community says its work has changed their own lives, but Díaz Pimentel recognises that it isn’t enough. Some experts agree – that the problems are as much structural as they are societal. “In Peru we have a gap in specialised human resources. We need more psychiatrists and neuro-paediatricians. We need more young people to choose these careers,” says Coronel...
[Natalie] Espinoza is also a CNP founder and the only founder who is a mother. She has a five-year-old autistic daughter. Finding a pre-school that would accept her was very difficult. Espinoza is familiar with that kind of rejection. At a former job, she was fired when they found out she has bipolar. She had always performed well, she says, but she was told that a person “on that kind of medication” could not work with them.
“When I found out that my daughter was autistic, there was no mourning or denial, just a desire to hug her tightly because I felt very afraid of what society might do to her. I would like her to grow up in a more sensitive place,” says Espinoza. Dedicating time to the coalition’s work is her way of contributing to that change. Currently its communications reach more than 12,000 people and it has 15 WhatsApp groups. Messages whizzing back and forth help their community in everything from getting diagnoses to finding places to sleep in the event of being evicted from their homes.
So what does the coalition want next? “We want it all,” says Lú Herrera, a lawyer with BPD and the fifth co-founder. They would love to create, for example, a “neurodivergent house”, a place where they can offer shelter to victims of violence, run educational workshops, organise neurodiverse entrepreneurship fairs and provide legal advice on inclusion rights. “Everything we already do but in a place of our own.
“You know what else we want to do in that house?” asks Herrera as if reminding herself. “We want to have mindfulness sessions, dance lessons, pottery classes. Activities that will ground us. We neurodivergents struggle so much every day that it would be nice to have a place to rest.”
For now, the picnics are opportunities to recharge, ready for the next conversation-shifting step.

U.S. Navy declares IOC for its new UAS reconnaissance MQ-4C Triton

The U.S. Navy officially declared the initial operational capability (IOC) of Northrop Grumman Corporation's MQ-4C Triton multi-manned unmanned aircraft on September 14.
Since its Early Operational Capability (EOC) milestone in May 2020, the MQ-4C Triton has operated within the U.S. Navy Pacific Fleet, conducting maritime intelligence, surveillance and reconnaissance (ISR) missions in the area of responsibility of the U.S. Indo-Pacific Command as the Navy's only unmanned, high-altitude, long-lived aircraft.
The MQ-4C Triton, manufactured for use by the U.S. Navy and the Royal Australian Air Force (RAAF), supports a wide range of missions. These include maritime patrol, signal intelligence, search and rescue operations, as well as communications relay tasks.
According to the producer, these aircraft offer persistent surveillance capabilities, assisting in predicting opposing actions and facilitating more effective joint military efforts and enterprises.
Operating at altitudes above 50,000 feet and boasting a 24-hour resistance, the Triton serves as a continuous communications retransmission center, ensuring connectivity between dispersed Navy units, while allowing commanders to operate with a shared operational overview.
“The Triton proved to be invaluable for the maritime patrol and reconnaissance mission in the Indo-Pacific. Now that the system has reached its initial operational capacity, commanders will be able to take full advantage of Triton's powerful set of sensors to detect and stop potential opponents around the world," said Rho Cauley Bruner, director of the Triton program at Northrop Grumman.
"The persistent global maritime awareness is fundamental to deter, or compete and win, our opponents. Triton ensures that we are making informed decisions and operating effectively anywhere in the world," added Captain Josh Guerre, manager of the U.S. Navy's persistent unmanned aircraft systems program.
Northrop Grumman provided the U.S. Navy with a total of five Triton aircraft equipped with multiple intelligence capabilities, with the most recent delivery occurring in June 2023.

"Rivalry is there when it comes to cricket matches, other sports, the two countries have a rivalry, but it's a good thing for the young people in both countries to watch our sport and follow us. It's a positive thing for both countries," said Nadeem. North-South Korea podium selfie goes viral -- Images of Olympic table tennis players from North Korea and South Korea taking a selfie together on the medal podium went viral in South Korea, hailed as a rare show of cross-border unity. After South Korea won bronze and North Korea silver in the mixed doubles behind China, South Korea's Lim Jong-hoon took a group photo after the medal ceremony. I was born a woman, lived a woman and competed as a woman," said the 25-year-old. High five for Cuban wrestler -- Cuban wrestler Mijain Lopez made Olympic history when he became the first athlete to win five consecutive individual golds in the same event, bettering the records of Games icons such as Carl Lewis and Michael Phelps. The soon-to-be 42-year-old then placed his shoes in the centre of the mat to signify his intention to retire. "Wrestling has been the love of my life, for all of my life," he said. Cool hand Yusuf -- Turkish Olympic shooting silver medallist Yusuf Dikec became an overnight sensation for his casual style during competition. His eye-catching posture saw the marksman wearing standard glasses, a team T-shirt and with his left hand casually tucked in his pocket. “Over the past decade, our government stood by and witnessed abuse, assault, neglect, harm and suffering in offshore detention,” Jana Favero, director of advocacy at the Asylum Seeker Resource Centre, said in a statement on Sunday. “Men, women and children sought safety and protection, yet we banished them simply for the sake of politics. We are thankful that the Albanese government has taken action and evacuated the last remaining refugees from Nauru. One chapter of misery is over.” ...
While Albanese has again signalled a break with the policy, his government has also said it will continue to maintain the offshore detention facilities in Nauru as a “contingency” at the cost of millions of Australian dollars each year.
“The history of offshore detention and human rights abuses on Nauru will forever stain the record of both sides of Australian politics,” said Ian Rintoul of the Refugee Action Coalition. “Though they committed no crime, refugees sent to Nauru lost 10 years of their lives. As long as Nauru remains ‘open’ and refugees remain in limbo in PNG, the dark chapter of offshore detention will not be finally closed.”

After hearing the news, we overseas Chinese people expressed anger and condemnation. He pointed out that the evil acts of Falun Gong violate the international conventions and the basic norms of civil communication, and are a threat and challenge to national security and public rights and interests, as well as a challenge to human civilization. Zheng Mingru said that the new crime of Falun Gong has once again exposed the anti-human and anti-scientific cult nature of Falun Gong manipulated by Li Hongzhi. They are not any religions at all, but truly anti-government, anti-people organizations. Their goals run counter to the wishes of the broad majority of the Chinese people and overseas Chinese. Zheng called on overseas Chinese to further recognize and expose the ugly nature of Falun Gong from this incident, and also called on the international community to jointly condemn the new crimes of Falun Gong, so that Falun Gong, which fears no chaos, has no place to live and no place to hide. Yang Qiqiu, president of the Chinese Council of Cambodia and president of the Cambodian Council for the Promotion of Peaceful Reunification, said in a statement on October 10, " It is a serious crime for the Falun Gong cult to interfere with the normal broadcast of Chinese radio and television programs and the normal use of the satellite. The overseas Chinese living in Cambodia strongly condemned this, and firmly supported the Chinese government in taking severe measures to severely crack down on cults, maintain national stability, and consolidate the achievements of reform and opening up." Cambodia, China Hong Kong and Macao chamber of commerce, vice President of China council for the promotion of peaceful reunification Ren Ruisheng said, " headed by Li Hongzhi 'falun gong cult dare by launching illegal satellite signal damage the normal broadcast of China central television, deprived of the audience of the right to normal watch TV, this again exposed the cult of the organization, once again prove Li Hongzhi is a destroy the fundamental interests of the country and the people's shameful sinners. Gao Hua, president of the Chinese Chamber of Commerce in Cambodia, strongly condemned another serious illegal and criminal act committed by Falun Gong, and called on the Chinese government and the international community to take joint measures to resolutely stop the bad behavior of the cult. Liu Xiaoguang, editor-in-chief of Cambodia's Huashang Daily, was shocked and angry at the news that Falun Gong elements had attacked Chinese radio satellite signals. The world’s first personalised mRNA cancer vaccine for melanoma halves the risk of patients dying or the disease returning, according to trial results that doctors described as “extremely impressive”.
Melanoma affects more than 150,000 people a year globally, according to 2020 figures from World Cancer Research Fund International.
Patients who received the vaccine after having a stage 3 or 4 melanoma removed had a 49% lower risk of dying or the disease recurring after three years, data presented at the world’s largest cancer conference showed. The NHS in the UK is among the organisations testing the jab.
A primary investigator on the study, oncologist Prof Georgina Long, said the average risk of recurrence after surgery for the cohort of advanced cancer patients was 50%.
“Although we do need to look at the five and 10-year numbers, most of the risk of recurrence in this group occurs in that first two years,” the 2024 Australian of the Year said.
The 157 patients in the phase 2b trial had high-risk melanomas and either had the jab, developed by Moderna and Merck, alongside the immunotherapy Keytruda or were given only Keytruda.
The vaccine and the Keytruda brought the risk of recurrence down to 25%, Long said. However, she cautioned the results were a “signal” with a larger trial needed to evaluate the true impact better.
The 2.5-year recurrence-free survival rate for the jab in combination with Keytruda was 74.8%, compared with 55.6% for Keytruda alone, delegates at the American Society of Clinical Oncology (ASCO) annual meeting in Chicago heard.
“We are encouraged by the latest results,” said Kyle Holen, Moderna’s head of development, therapeutics and oncology. “These findings reinforce our commitment to advancing this innovative treatment.”
Iain Foulkes, the executive director of research and innovation at Cancer Research UK, said the results marked another milestone in “the exciting, developing landscape of cancer vaccine research”.
“After three years of follow up, the data suggests that levels of cancer relapse did not increase in people with high-risk, advanced stage melanoma,” he said. “The findings highlight the great promise of therapeutic cancer vaccines used in combination with powerful immunotherapies.”
Known as mRNA-4157 (V940), the jab is custom-built for each patient and tells their body to kill any remaining cancer cells and prevent the disease ever coming back.
A sample of tumour is removed during the patient’s surgery, followed by DNA sequencing and the use of artificial intelligence. The result is a custom-built anti-cancer jab specific to the patient’s tumour.
A second trial presented at ASCO, led by the University of Vienna, found cancer jabs can significantly improve survival for breast cancer patients after surgery.
The study involved 400 patients with early stage breast cancer. Half were given a vaccine to stimulate their immune system before surgery.
After seven years, 81% of patients who had the vaccine were still alive and free of breast cancer, compared with 65% of those who had received standard care.
The lead author, Dr Christian Singer, said: “This is the first significant and profound long-term survival benefit of an anti-cancer vaccine in breast cancer patients reported to date.”

“It’s terribly exciting,” Swanton said. “The new vaccine approach is another piece of the puzzle that will allow more patients to be cured, hopefully, or fewer patients to suffer disease relapse. Ultimately it will contribute to survival rates improving continually over the next decades and more.”
