Focus on next Al Qaeda chief as Indian agencies stay alert

 The UN sanctions monitoring team’s latest report in July this year concluded that AQIS reportedly has 180-400 fighters, primarily from Bangladesh, India, Myanmar and Pakistan.

Within hours of US President Joe Biden announcing the death of Al Qaeda chief Ayman al-Zawahiri in a precision drone strike, speculation circled around a possible successor, with another Egyptian Al Qaeda figure, Mohammed Salahaldin Zidan, who goes by the assumed name of Saif al-Adel, emerging a likely candidate, according to security officials who monitor the region.

There is no clarity on current whereabouts of Adel, who for long was rumoured to be in Iran.

The people cited above also said that al-Zawahiri’s death will hit morale of the group’s supporters and cadres in India but there is also the concern of disenchanted fighters possibly shifting allegiance to the Islamic State-Khorasan Province (ISKP).

An official involved in tracking global terrorism and the activities of international terror groups, on condition of anonymity, said: “Considering the operational capabilities of ISKP to mount spectacular attacks, any possible tilt from Al Qaeda ranks to Islamic State warrants serious attention.”

The Indian intelligence community is keeping a close watch on Al Qaeda’s activities as Adel, a veteran field expert and former lieutenant colonel in the Egyptian special forces, has spearheaded brazen attacks such as the bombings of the US embassies in Kenya and Tanzania in 1998. Adel also fought Soviet forces in Afghanistan in the 1980s and reportedly trained some of the hijackers involved in the 9/11 attacks despite having initially opposed the operation.

There was no official word on Zawahari’s death from the Indian government, which recently re-established a diplomatic presence in Kabul.

Nonetheless, Zawahiri’s death is likely to hamper al-Qaeda’s regional affiliates such as Al Qaeda in the Indian Subcontinent (AQIS) and Ansar al-Islam (AAI), the official added.

The UN sanctions monitoring team’s latest report in July this year concluded that AQIS reportedly has 180-400 fighters, primarily from Bangladesh, India, Myanmar and Pakistan.

AQIS fighters are also represented among Taliban combat units. The affiliate is led by Osama Mehmood and his deputy Atif Yahya Ghouri, and has a presence in several Afghan provinces.

Intelligence agencies have lately received inputs that Al Qaeda cadres in India were behind propaganda campaigns and efforts to rebuild the organisation, particularly after the controversy over remarks made against Prophet Mohammed by two former BJP spokespersons.

AQIS had threatened in June to carry out attacks at several places, including Delhi, Mumbai, UP and Gujarat, in response to statements by former BJP spokesperson Nupur Sharma.

One of the last messages issued by al-Zawahiri was a video released in April this year, in which he spoke about the hijab controversy in Karnataka and asked Muslims in the subcontinent to fight the assault on Islam “intellectually, using the media, and with weapons on the battlefield”. He also spoke about Kashmir a few times, including in July 2019, when he asked “mujahideen in Kashmir” to inflict unrelenting blows on the Indian Army and the government in Jammu and Kashmir.

After the Taliban takeover of Afghanistan last year, there were concerns in India that the strength of Al Qaeda would increase and trained fighters could be sent to India since the main fighting arm of the Taliban, the Haqqani Network, was behind several attacks on Indian interests. Another official said, “The extremely close ties between Taliban and Al Qaeda are evident from the fact that al-Zawahiri was stationed in a posh Kabul neighbourhood. This close Al Qaeda-Taliban tie-up is totally against Indian interests, especially in the backdrop of Al Qaeda’s intentions to target India.”

LAHORE, Dec 29:

Provincial Labour Minister Ansar Majeed Niazi and chairman CM complaint cell Sargodha division Hassan Inam Paracha called on Chief Minister Punjab Sardar Usman Buzdar at his office and discussed different matters including the construction of Bhera-Malakwal and Salam-Bhalwal-Sargodha roads along with giving district status to Bhalwal.

At the outset, the CM announced to visit Sargodha soon and highlighted that the incumbent government practically delivers instead of making hollow claims. The work was in progress to carve out new districts and tehsils on administrative grounds, he disclosed. The prospect of giving district status to Bhalwal would also be contemplated, he maintained. Meanwhile, the CM explained that the Rs360 billion district development package would usher in an era of development. Alongside, the government was giving particular focus to the development of the Sargodha division by launching important schemes to the tune of billions of rupees, he elucidated. The CM said the development journey was limited to a specific area in the past but the backward localities have been made part of the holistic development agenda now. Politics means public service but it was exploited for minting money in the past, he lamented. Now, there is no room for loot and plunder; he said and maintained that the politics of anarchy has ended in a fiasco.

Chief Minister Punjab Sardar Usman Buzdar has sought a report from RPO Gujranwala about kidnap-cum-murder of a 13-year-old girl in Sialkot and directed to early arrest the criminals for taking legal action. The CM has also extended sympathies to the bereaved heirs and assured them of the provision of justice.

Meanwhile, the police have arrested an accused Shahid who happens to be the neighbour of the victim girl. The criminal has also confessed to his crime.

CM CHAIRS MEETING ABOUT ECO-FRIENDLY URBAN BUS PROJECT

LAHORE, Dec 29:

Chief Minister Punjab Sardar Usman Buzdar has chaired a meeting at his office to review the launch of an eco-friendly urban bus project. Transport Minister Jehanzeb Khichi, chairman P&D, secretaries of finance and transport departments, chairman PBIT and others attended the meeting.

The CM gave in-principle approval to run 100 feeder buses in Lahore in the first phase and directed to increase the number to accommodate the rising number of daily commuters. Best transport facilities would also be introduced in DG Khan, Faisalabad, Bahawalpur and other cities as eco-friendly buses would also help to overcome smog, he added. Improving the public transport facilities is the need of the hour as it would help to reduce environmental pollution, he spoke. The CM also sought a report about the modern bus stand project at Thokhar Niaz Beg and directed to complete it early to help reduce traffic congestion and pollution.

Chief Minister Punjab Sardar Usman Buzdar  chaired a meeting at his office on Wednesday to review the system of devolution of power through  new local bodies Act. Provincial Ministers Raja Basharat, Mian Mahmood ur Rashid, Hashim Jawan Bakht, secretary local bodies department and others attended the meeting.

Addressing the meeting, the CM said the provincial cabinet has already approved the new local bodies Act aimed at empowering the people. The new local bodies system has been finalized with consensus and this would play an important role in resolving the problems of the people at their doorstep, he maintained. The CM explained that the people would be empowered by devolving authority at the grassroots. He said direct election would be held for the first time as this system would start a new era of development at the grassroots. For the first time in the history of the province, empowered local bodies institutions would be established as the PTI was committed to resolve public issues at their doorstep, the CM concluded.
