A man from the state of "Uttar Pradesh" in India, aged 45, saw a 14-year-old girl working at a kiosk and fell in love with her. However, it was unrequited love. When he confessed his love to her and expressed his desire to meet her elsewhere, she ignored him. So, he went to YouTube and learned how to make bombs. He managed to produce a real bomb and planted it under the kiosk to blow it up along with her, so that no one but him would love her forever.

The bomb did not explode due to a malfunction caused by morning dew, which interacted with the materials inside it, releasing smoke. The girl saw the smoke and noticed the bomb, so she informed the police. They arrived with bomb disposal experts and evacuated the area for two hours. There was a complete state of alert in one of the neighborhoods of the Indian city of "Agra." They managed to seize the bomb, dismantle it, and arrest the man, placing him in prison pending trial.

Agra girl brutalised in Lucknow, raped in a moving car, FIR registered

The victim alleges that she went to Agra police station to lodge a report, but the police turned her away saying that this matter is from Lucknow. Then she came to Lucknow and lodged a complaint with the police.

An incident of rape of a girl from Agra has come to light in Lucknow, the capital of Uttar Pradesh. The accused youth raped the girl in a moving car. Now the girl has filed a case against the accused youth. The police is investigating the matter.

The victim told the police that she was brutally raped on the Mohan Road Expressway in Lucknow. The incident took place on May 14. Two people had called the victim to Lucknow on the pretext of giving her educational certificates. During this time, a young man raped the girl in the car.

According to the victim, she saw an advertisement on Facebook for making educational certificates at home. When she contacted the mobile number given in the advertisement, she spoke to a young man named Rakesh Kumar. Rakesh deceived her by saying that he would get the certificate made for Rs 30,000 without giving the exam. A young man named Srinivas helps him in this work. The victim transferred Rs 15,000 to the accused's account through UPI. After this, he sent a fake certificate made in her name to the girl on WhatsApp. He called the girl to Lucknow to get its original copy.

The victim told that when she reached Lucknow, she met Rakesh and Srinivas there. The accused took her in the car to a deserted place, where Srinivas raped her. During this time Rakesh remained outside. Not only this, the entire video of the rape was also made by the accused. After this, both the accused again took her to the expressway and left her there. From here she came to Agra.

Police lodged a complaint in Lucknow

The victim alleges that she went to Agra police station to register a report of the incident, but the police turned her away saying that this matter is of Lucknow. She kept visiting the police station in Agra. But when her plea was not heard, the girl came to Lucknow two days ago and informed the police about the entire matter. After this, a case has been registered against both the accused under serious sections in Para police station of Lucknow. The police is investigating this case. At present, no one has been arrested in this case. Zero Tolerance Policy, UP: Safety First

One of the most populous states in India, Uttar Pradesh, has long struggled with crime and disorder. However, the state's strategy for combating criminal activity has undergone a paradigm shift in recent years. An important step toward maintaining law and order and the protection of its citizens is the adoption of a zero-tolerance policy against crime and offenders.    

The government has taken several steps to operate law enforcement in UP, action has been taken against 63,055 criminals under the Gangster Act and 836 criminals under the National Security Act (NSA).

Confiscation of movable and immovable properties worth Rs. 90,22,33,000 under the Gangster Act has been done. 

The Origin Of The Policy 

Zero-tolerance policy, UP was implemented in response to the growing crime rates that were harming the social and economic fabric of the state. Criminal activity was abundant, from small-time stealing to more serious crimes like assault and organized crime, which required the state government to take strong action. And in that aspect, UP government did the 

registration of 180 cases, arrest of 90 accused, action under the Gangster Act against 165 accused, action under the Arms License against 35 accused, and action under the NSA against 8 accused out of a total of 340 against mafia and their gang members/accomplices, promoting crime prevention.

Policy Implementation

The policy implementation saw a multi-faceted approach:

Increasing the Effectiveness of Law Enforcement 

The Uttar Pradesh Police now have access to more resources and up-to-date gear. To accommodate the increased workload, the recruitment process was shortened to hire more staff. Recruitment of police personnel on more than 1,64,000 posts was done. Along with this approval 114 new police stations, 163 new outposts, 6 new women police stations, 4 new economic crime-related police stations, 16 new cyber crime stations, 10 new branches of Vigilance Establishment, and 90 new fire stations were given. 

That is not it, integration of Women Power Line 1090, GRP Fire Service, and Women Helpline 181 services was done with the appointment of 15130 women police personnel in 1518 police stations, and the allocation of 10378 women for duty.

Strict and Quick Legal Action

To guarantee prompt justice, the criminal court system was streamlined. Fast-track hearings and special courts were crucial in this regard. Such as penalties imposed on 7276 criminals under the POCSO Act and crimes against women. First place in e-prosecution in the entire country for crimes under the POCSO Act and crimes related to women.

Use of Technology

To monitor and deter criminal activity, advanced surveillance technologies, such as CCTV cameras and digital databases, were widely deployed. Including the establishment of a Digital Forensic Lab in Lucknow and Cyber Forensic Labs at every district level.

Impact On Crime Rates

The crime rates in Uttar Pradesh have significantly decreased due to the zero-tolerance policy, UP. There has been a decrease in several crime categories, including theft and violent crimes, according to reports. This decline can be attributed to law enforcement agencies' swift action and the policy's deterrent effect. 

Some of them include: 

Seizure of illegally acquired assets worth more than Rs. 2819 crore by mafia and criminals.

487 accused women were sentenced to life imprisonment, 1016 accused were sentenced to 10 years, more than 10 years, and 3076 accused were sentenced to less than 10 years for crimes against women.

175 notorious criminals were killed and 4808 injured in encounters. 15885 rewarded criminals imprisoned.

Warnings were issued to 88,25,966 people and action was taken against 25,127 through the Anti-Romeo Squad.

Removal of 86,785 loudspeakers from religious places. Sound reduced in more than 68,676 places.

The commissioner system of police was established in Lucknow, Gautam Buddha Nagar, Kanpur Nagar, Varanasi, Agra, Ghaziabad, and Prayagraj.

Establishment of 1-1 Cyber Crime Station at 16 zonal headquarters besides Lucknow and Gautam Buddha Nagar.

Formation of 03 Women PAC Battalions (Lucknow, Gorakhpur, and Badaun).

Conversion of 40 Anti-Human Trafficking Units into police stations.

Establishment of 11 Electricity Theft Control Police Stations in all districts to prevent electricity theft.

Establishment of 79 Women Police Chowki Advisory Centers and upgrading of police stations to the level of chowki in 74 districts.

Construction of police lines in Hapur, Chandauli, Auraiya, Sambhal, Shamli, Amroha, Amethi, and Kasganj.

Formation of Uttar Pradesh Special Security Force for the security of important institutions.

Formation of STF unit in Ayodhya.

New Field Units of ATS in many districts including Deoband, Bahraich, Aligarh, and Kanpur.

Conclusion

To restore law and order to the state, a zero-tolerance policy, UP against crime is a brave and essential step. Although the strategy has reduced crime rates, it is important to ensure that it is applied in a balanced manner to ensure public safety. Sustaining the efficacy of the policy and effectively tackling its obstacles will need ongoing assessment and modification.

Allahabad High Court rejected WP for quashing FIR seeking direction to the Police to not arrest petitioners

Initially I have seen petition filed by the couples, invoking extraordinary jurisdiction of the High Court, when they happened to be from different sect but wanted to marry thus use to seek direction from the Court that they are major and the FIR lodged against them by their parents/guardian be quashed and they be not arrested as a consequence of FIR.

Now the trend has changed now couple filed petition that they be not arrested & FIR be quashed and since they are major and have the right to choose their boy friend & to have live-in-relationship.

Seems education and career has become thing of the past and live-in-relationship is the priority of the time.

 Background

 Informant Aunt-Mithilesh lodged an FIR that her daughter “Ms R” aged 20 years joined the petitioner no.2 Sohail Khan on 17.08.2023 to some unknown destination & Sohail is after her daughter and anything untoward may happen to her daughter.

 Fact

 Extra ordinary power of the High Court was invoked under Article 226 of the Constitution of India for quashing the FIR lodged, u/s 366 of the IPC @ police station Refinery Mathura & also for direction to the respondents not to arrest the petitioner in pursuance of FIR @P S Refinery, Mathura by the petitioners by ‘Ms. R’ & Sohail Khan.

 Submission for the Counsel of the Petitioner

1.     The petitioners are from different sect (Hindu and Muslim), & are in affair with each other and petitioner no.2 Sohail Khan have enticed the girl Ms R on 17.08.2023 at 12 in the noon the date on which the FIR was registered at 19:02 hours, on the same day by Mithilesh (Bua of the girl) against Sohail Khan.

2.     The petitioners, states that the petitioners came before this Court seeking protection from the police as the couple have decided to "remain in live-in relationship.

3.     Ms “R” is major and has every right to decide her future and she has chosen petitioner no.2 as her boyfriend with whom she wants to have live-in relationship.

4.     Informant – Mithilesh is not the real mother of “R” she is her aunt(bua) & she has treated R in most inhuman way.

 Submission of the Counsel for the Informant (Aunt)

1.     The Petitioner no.2 Sohail Khan has got a chequered past and an FIR @ police station-Chhata, District-Agra is lodged against him under section 2/3 of the U.P. Gangster Act.

2.     The petitioner is a road-romeo and vagabond and who have no future for his own life and with all certainty, he would ruin the life of the girl.

 Observation of the Court

1.     This court is unable to accept superficial submissions of the Counsel for the petitioner for the quashing the FIR.

2.     The role of the FIR is to inform the police to initiate polices action against known or unknown accused persons. It hardly matters who has lodged the FIR, whether she is the mother or her aunt.

3.     Such type of relationship is more of infatuation against opposite sex than to have stability and sincerity.

4.     Unless and until the couple decides to marry and give the name to their relationship or they are sincere towards each other, the Court shuns and avoid to express any opinion in such type of relationship.

5.     The life is not a bed of roses.

6.     It examines every couple on the ground of hard and rough realities.

7.     Our experience shows, that such type of relationship often results into time pass, temporary and fragile and as such, we are avoiding to give any protection to the petitioners during the stage of investigation.

 Order

The Writ Petition is rejected & communication of rejection order is made through Registrar to SHO PS Refinery, District Mathura to continue with the investigation.

Delhi Tourist Chased, Beaten In Agra, Kept Pleading To Be Spared

Reacting to the video, the police informed on Twitter that they have taken cognizance of the incident and arrested five people involved in the incident.

In Agra, a tourist who came from New Delhi to visit the Taj Mahal, was chased and assaulted with batons and rods by devotees after his car touched one of them. The incident took place on Monday and the video has gone viral on Twitter. Several Twitter users tagged Uttar Pradesh Police who informed that the Tajganj police station was directed to take necessary action and five people arrested. Taj Mahal is a famous tourist spot in Agra and thousands of tourists visit the 17th century every year.

According to Twitter users, the incident took place from Basai Chowki in Tajganj area of Agra. The clip was recorded by a CCTV camera installed inside a sweet shop where the incident took place.

The tourist kept apologising but his attackers ignore all his pleas. The man entered the sweet shop to save himself but his baton-wielding attackers follow him inside the shop.

He was brutally thrashed and the assault continued for several minutes.

Reacting to the video, the police informed on Twitter that they have taken cognizance of the incident and arrested five people involved in the incident. The police said in another tweet that five people have been arrested and search is on for other attackers.

Social media users were shocked by the incident and urged the police to take strict action against the attackers.

“These people brutally thrashed the tourist. They should also be beaten in the same way,” commented one user. “Great work by Agra police department… This is why we always trust our system…agra police give us one more reason to trust our system,” tweeted another user.
