A lot of this parallels the transition from handwritten to printed text. When texts were handwritten there wasn’t an official format that everyone used beyond “text goes right to left” (or left to right in some cases). It was easy to just drop in complex little bits of art because they wouldn’t have to be duplicated by someone who was copying from your book. Marginalia by both the writer and reader was not only common but encouraged; if it was good enough it might even be incorporated into the text itself by the next copyist.

With the rise of the printing press, a lot of this was lost. Mass production meant the only art you were going to get was woodcuts. The press size determined the size of the page and its moveable type heavily restricted formatting. Texts could become authoritative and commonly used, so individual Jewish communities didn’t have their own idiosyncratic siddurim.

We don’t use printing presses anymore and colored ink isn’t nearly so expensive, and we’re beginning to see some deviation away from the printing press format to something a bit more like handwritten manuscripts in terms of the freedom to break free from standard formatting requirements, but we’ll never go back to the era where every text was an individual, unique work of art.
