Cos'è il 5xmille? Come funziona e perché è così importante per le associazioni del terzo settore? Lo illustriamo brevemente nel periodo a ridosso della presentazione della dichiarazione dei redditi. Il 5 per mille, infatti, rappresenta un'opportunità unica per i cittadini italiani di contribuire al bene comune e al sostegno delle organizzazioni del terzo settore. Grazie a questa forma di solidarietà fiscale, le associazioni no profit possono continuare a svolgere il loro prezioso lavoro a beneficio della società. Cos'è il 5xmille Il 5 per Mille è una delle forme più importanti di sostegno finanziario per il terzo settore in Italia. Istituito in via sperimentale con la Legge finanziaria del 2006, ha riscosso da subito un grande successo. Col passare del tempo è diventato strutturale evolvendosi e allargato il suo raggio d'azione. Lo strumento del 5xmille consente ai contribuenti italiani di donare una quota pari al 5 per mille delle proprie imposte dirette (IRPEF) secondo il principio di sussidiarietà fiscale. I destinatari sono enti no profit, organizzazioni caritative, associazioni culturali. Il 5xmille non comporta costi né per i donatori né per i riceventi. L'idea alla base è quella di permettere ai cittadini di contribuire in modo significativo alla crescita e al sostegno delle attività svolte dal terzo settore. Il terzo settore, composto da organizzazioni non governative e no profit, svolge un ruolo cruciale nel fornire servizi alla comunità e nell'affrontare le sfide sociali, culturali e ambientali. Come Funziona Il funzionamento del 5 per mille è molto semplice. Ogni anno, durante la compilazione della dichiarazione dei redditi, i contribuenti italiani hanno la possibilità di destinare il 5 per mille delle proprie imposte dirette a un'organizzazione non profit a loro scelta. Basta apporre la propria firma nel riquadro dedicato e inserire il codice fiscale dell'ente prescelto. Il 5 per mille viene prelevato direttamente dallo Stato. Quali enti possono beneficiare del 5xmille Le associazioni che possono beneficiare del 5xmille sono: - Enti del Terzo Settore iscritti nel registro unico nazionale del Terzo Settore incluse le cooperative sociali - Enti di istruzione e ricerca - Istituti di ricovero e cura a carattere scientifico - enti e istituzioni che svolgono attività di ricerca sanitaria traslazionale - ASD riconosciute dal CONI, affiliate a una Federazione sportiva o a un ente sportivo nazionale o a una disciplina, purché svolgano attività di avviamento sportivo per minori, anziani over 60 o persone svantaggiate - Enti che si occupano di tutela, promozione e valorizzazione dei beni culturali e paesaggistici - Enti gestori di aree protette - Comuni - Istituti universitari e di ricerca - Istituti controllati dal MIBACT Iscrizione delle Associazioni Le associazioni del terzo settore e gli Enti che desiderano beneficiare del 5 per mille devono essere iscritte nel Registro Nazionale delle Organizzazioni di Volontariato (RNOV) o nei registri di loro competenza. Per essere ammesse, devono rispettare determinati requisiti stabiliti dalla legge, compresi quelli relativi alla trasparenza finanziaria e alla correttezza gestionale. Le associazioni ed Enti che percepiscono il 5xmille hanno l'obbligo di rendicontare. Devono, cioè, presentare un rendiconto che dimostri come sono stati spesi i contributi ricevuti e una relazione che illustri le attività sostenute con tale strumento.
