What if Error is trying to get back to the TMA universe. It's following the OIAR staff around because it knows someone in there is not where they belong.

Like it can sense Celia's out of place but they all spend so much time with Celia that it's hard to distinguish who's the one that's out of place. Gwen really wouldn't have known who it is she barely talks to Celia but Sam definitely knows enough about her "complicated immigration status" that it could put two and two together. (Like we have)
