Here’s what a lot of people don’t understand about real estate in California, and in Los Angeles in particular:
Because of Prop 13, which froze property tax rates on both commercial and residential properties back in 1978, many homeowners in places like Pacific Palisades, Santa Monica, and Altadena are either still living in homes they bought in the 1970s-1980s, or they inherited that home from a relative, which allowed them to keep that low property tax rate.
It’s not all or even mostly millionaires and movie stars living in those places. It’s a lot of middle-class retirees who got lucky 40 years ago and never moved because they wouldn’t be able to buy a comparable or smaller property anyway.
So while movie star homes are getting all of the headlines, there are thousands more elderly and middle-class people in those same areas who are losing everything to these fires.
And, yeah, you can be mad that a 1978 amendment to California’s state constitution let this situation of people sitting on houses for 40 years happen, but it doesn’t mean it’s all or even mostly rich people this is happening to.
I’m saying this as someone who’s a renter in Los Angeles county and will likely always be a renter, because the distortions of the property market created by Prop 13 mean we can’t afford anything. 🤷🏼♀️

Fire on the Streets
12/13/2025
This is a painting , back and front, done by my homeless friend Kevin A. It symbolizes, I think, the raging fire of homelessness. I think it’s his impression of the feel of life on the streets. The homeless of Los Angeles area are now in great danger due to the raging fires there. I thought I would dedicate this blog to them and to Kevin who is still, after many years, out on the streets.

Fox Business News v The Intercept Headlines
Notable difference in coverage illustrates America's economic disparity & institutional racism. Both articles highlight the “over $17 million” | “more than $17.5 million” [Intercept] budgetary decrease of the Los Angeles Fire Department.
The brief story by Fox implies a waste of valuable resources to disparage the homeless. In typical fashion, Fox also lays the blame on LA mayor Karen Bass, a Black woman, & not jointly with the city council. Fox calls attention to an “insurance crisis” without mention of corporate greed, exorbitant CEO pay or the true climate crisis.
In contrast, The Intercept's more in depth article details cuts allotted for climate change response and other vital public services. Highlighting the LA Police Department's budget increase of $126 million, & spending on liability claims, The Intercept draws attention to the “state-sanctioned violence,” & the LAPD's request for an additional $160.5 million in the next fiscal year.
The LA fires will result in more homeless individuals/families. The budget to further militarize the LAPD will harm communities of color, as well as the indigent population. The culprits responsible for the climate crisis will continue to reap great profits unless something drastic is done.
