GM joins Tesla in losing value of electric vehicle tax credit

The climate change debate rages on in political circles, but on U.S. roadways, many folks are voting, as the old saying goes, with their pocketbooks. They're buying more energy efficient and less polluting cars.
And Uncle Sam has been part of that sales campaign.
A federal tax credit that can be as much as $7,500 has convinced some Americans to trade in their gas guzzlers for electric autos.
That tax break, however, doesn't last forever. Once an electric vehicle becomes popular, based on its total number of sales, the tax credit is reduced.
That happened first to Tesla, which lost some of its credit value on Jan. 1.
General Motors joins the more sales/less tax break club in less than a week. The credit for its electric vehicles, both of which wear the company's Chevrolet bowtie badge, will start phasing out on April 1.
Credit sales pitch: The biggest overall winner has been Tesla, the electric auto brainchild of billionaire businessman Elon Musk.
But more mainstream U.S. car companies are following the Tesla route, albeit while hedging their bets.
American drivers remain committed to SUVs, in part because gas prices have been relatively low for years, so the U.S. auto industry has shifted its production to those models.
However, smaller and less fossil fuel dependent vehicles are popular globally. To compete in those markets, American automakers also are keeping some electric vehicles, referred in the industry as EVs, on their assembly lines.
They're hoping that U.S. drivers, at least those in more congested cities, will eventually trade in their large autos for the smaller EVs.
Government help for domestic market: In the short-term, Uncle Sam has been helping underwrite that U.S. EV sales plan.
The Energy Improvement and Extension Act of 2008 included a tax credit for, in the legislation's words, plug-in electric drive motor vehicles. Over the years, the credit has been extended, basically offering EV buyers a tax break for purchasing eligible passenger vehicles and light trucks.
It's not a perfect sales solution. The tax credit doesn't affect an auto's purchase price, but rather the buyer collects it against his or her taxes when filing a tax return the year after buying the EV.
But it still is used as a sale pitch. And the opportunity to reduce your overall tax bill by as much as $7,500 — remember, a tax credit offers a dollar-for-dollar reduction of the total tax you owe — for buying an IRS-approved EV could help convince a buyer to choose one electric car make over another.
More sales means smaller credit: All good things and many tax breaks, however, eventually must end. That's the case for EV credit, which is losing its value for Teslas and Chevy Volts and Bolts.
Like the tax credit for hybrid vehicles upon which the EV break was based, the all-electric auto tax credit is phased out once a car maker hits certain a specific sales mark. For EVs that's 200,000.
Last year, Tesla became the first to face the credit phaseout when it reported to the IRS that it had sold more than 200,000 EV-credit-eligible vehicles eligible during the third quarter of 2018.
Tesla credit reductions schedule: That triggered the start of Tesla's credit phaseout, beginning with EVs sold on and after Jan. 1, 2019. From the start of this year through June, the Tesla tax credit will be $3,750.

On July 1, the credit will be reduced to $1,875 for the remainder of the year. After Dec. 31, Tesla buyers won't get a federal tax credit.
GM credit reductions schedule: Now GM joins Tesla in the EV credit reduction. When GM sold its 200,000th qualifying electric car in the final quarter of 2018, that started the credit drop clock ticking.

From April 1 through Sept. 30, the credit will be $3,750 for the GM EVs.
On Oct. 1, the credit will drop to $1,875 for the next two quarters. After March 31, 2020, there will no longer be an EV tax credit for the GM autos.
Political fight ahead: The phaseout of the credits could be the least of the EV market's problems.
Many on Capitol Hill are opposed to the tax breaks. Some don't think it's a good general tax policy. Other think the auto industry has received enough help in recent years. Some believe the credit is a costly sop to the climate change sector.
Congressional Democrats have leaned toward making the credits unlimited or extending them for another period of time to renew the benefits for successful EV producers like GM or Tesla.
House and Senate Republicans tend to favor ending the EV program, although some int he GOP have argued for one final renewal period so that they will uniformly expire next decade.
Donald J. Trump has chosen his side. Trump's latest federal budget proposal calls for an end to the credit. The budget's argument is that it would save the United States $2.5 billion in the next 10 years.

These are some of the thoughts of Vera Silva, chief technology officer at GE’s Grid Solutions business. Silver sat down recently to answer some questions over the biggest challenges looming both in the generation sector and throughout the grid.
Digitisation is the one thing that both conventional and renewable players agree on. We’re already seeing the impact in smart grid and grid edge technologies. What role do you see it playing in power plants over the next year specifically?

“About 70% of the US grid’s transmission lines and power transformers are over 25 years old and the average power plant is over 30 years old. Aging infrastructure coupled with the integration of distributed energy resources (DERs) at the distribution level will require significantly more advanced grid applications like lifecycle asset performance management (APM) and grid services to optimise asset operation, maintenance and replacement. The rise of digital solutions calls for the entire value chain – from generation to consumption – to be optimised to operate more efficiently and economically.
“Over the next year, large, centrally-located power plants will be supplemented with new, renewable energy sources connected throughout the transmission and distribution system. We’ve already seen some impacts in smart grid and grid edge technologies, but as we move towards a growing network of interconnected grids, we’ll begin to see a new digital grid of the future emerge. In turn, smart sensors and advanced software and control will soon play a vital role in providing greater efficiency, reliability, and cost-effectiveness for grid operators, owners, and consumers.”
What piece of the power generation mix is more likely to enhance digitisation than others?
“The changing generation mix has been one of the most visible trends across the globe. Renewables are growing and poised to enhance digitisation significantly. Over the past five years, US generation sourced from non-hydro renewables (particularly wind and solar) has nearly doubled, from around 5% in 2012 to almost 10% in 2017 according to Deloitte. The rise of solar PV and wind power in places like Europe, Mexico, India and China is bringing unprecedented importance to the flexible operation of power systems in order to keep the lights on. While we’re seeing an increase in renewable sources, nuclear, coal and gas-fired technologies will remain an important component of the electric power mix in certain geographies as they give backup capacity and flexibility.
“The future power generation mix is moving towards a diversified one comprised of all fuels and technologies, and this mix will gradually shift towards distributed renewables as their cost competitiveness continues to improve. With the help of digital technologies along with other technology innovations, the future grid will also evolve to meet this change by effectively integrating diverse electricity sources from both fossil fuels and renewables. The convergence of cheaper renewable energy technologies, digital applications and the rising role of electricity, as a key vector to reach carbon neutrality, is a crucial vector for change. Low carbon electricity will be essential for meeting many of the world’s sustainable development goals.”
EVs seem to be on the rise, yet GM drops the Chevy Volt. Will infrastructure rise enough over the next year or so to make EV adoption ever more feasible? Please give examples of projects.
“One powerful trend driving the global energy landscape transformation is the growth of electrification. According to the IEA, electricity will play a key role as a vector of the decarbonisation of transportation. This in turn will lead to the mass adoption of electric vehicles. In fact, EV sales are projected to rise 27-fold by 2030 from 1.1 million today, leading to dramatic cost decline for battery packs that will ultimately result in cheaper stationary storage applications, according to Bloomberg’s NEO Outlook 2018. This will drive an increase in electricity demand and require a grid infrastructure that follows. Infrastructure to support this growth won’t happen overnight, but rather rise gradually. There are currently projects in progress to manage the accelerating EV adoption, such as the California Electric Vehicle Infrastructure Project (CALeVIP) which aims to install sufficient charging infrastructure to support the state’s goal of up to 1.5 million plug-in EVs by 2025. This trend is also observed in Europe with large utilities such as Enel and EDF launching ambitious electric mobility plans and new businesses for the next decade.”
What are the major HVDC projects around the world coming to fruition? And in the US?
“The North Sea serves as the largest area of offshore wind, and HVDC technology is increasingly being used to bring that power onshore. Because of that, we’ve seen the most activity in Europe, with interconnector projects in the United Kingdom, Scotland, Norway, Belgium, France, Italy and Germany. Germany is currently leading in this offshore application and GE has further demonstrated this through our DolWin3 project. There are also some pending projects in the UK, US and Asia. In the US in particular, we see existing HVDC installations being upgraded as well as some new projects emerging in the Northeast for both interconnector projects and offshore wind. Lastly, South Korea is also an area where a number of new HVDC projects are coming to fruition.”
Renewables seem to have a transmission challenge domestically. Speak on that and how it might be resolved in the near future.
“HVDC technology is one solution to resolving domestic renewables transmission challenges. Over the next few years, deployment of this technology will be important to connecting new wind and solar resources to the grid as well as supporting their integration by efficiently moving them over long distances. HVDC systems in conjunction with flexible AC transmission systems (FACTS) and synchronous condensers are key technologies enabling greater grid stability. As more cities look to convert to clean energy sources, we’ll need to have transmission systems in place that are capable of carrying electricity over long distances. These technologies will allow major population centres far from the source to easily make the transition to renewables. In Europe HVDC is playing an increasingly important role to reinforce cross border interconnection – helping to balance generation and demand over larger areas and enabling a better share of resources and smoothing wind and solar intermittency.”
Microgrids certainly seem to be the answer to resiliency, although a very expensive one. Where will the investment in global microgrids (especially in developing areas) come from and why?
“Microgrid systems can be used to optimise the dispatch of electricity on demand and improve resiliency. They also allow better utilisation of local resources such as small-scale photovoltaic panels or windmills. They enable a combined energy optimisation on a territory to aggregate and allow local flexibility in the areas of demand response or storage. Microgrid systems work to improve grid resiliency and energy availability to deliver electrification of critical infrastructure to remote communities.”
Everyone wants electric power everywhere. Renewables are exciting for some, while others need it whether it’s the sun, wind or gas and rocks beneath the surface. Might global electrification be a door to keep all sources viable, including coal and nuclear?
“Absolutely. The existing electricity system will continue to shift from one that is based on centralised generation – with transmission and distribution moving electricity to consumers – to an integrated and hybridised network that orchestrates distributed, digitally-enhanced, and low carbon technologies providing reliable, affordable and sustainable electric power. This will include energy technologies across the spectrum including renewable energy, gas turbines, steam turbines and nuclear, among others.
“As recently as 2000, Europe and North America accounted for more than 40% of global energy demand and developing economies in Asia for around 20%, according to the IEA’s World Energy Outlook 2018. However, rising incomes coupled with population growth in urban areas in developing economies will completely reverse this situation, pushing energy demand up by more than a quarter by 2040. As energy demand grows, every possible mix of generation will be needed to support global electrification.” SEI

GM plans to cut more than 14,000 jobs, close factories as downturn looms

Now, GM is ramping up its belt-tightening measures with cuts to factory and white-collar workers, plant closures in North America and the elimination of several car models as it tries to transform into a nimble company focused on high-margin SUV, crossovers and trucks and investments in future products like electric and autonomous vehicles.
The actions, which are meant to safeguard the automaker from an expected downturn in the U.S. market, will increase GM’s annual free cash flow by about $6 billion, including cost reductions of $4.5 billion and lower capital expenditure annual run rate of almost $1.5 billion by 2020. Ford took similar cost-cutting measures earlier this year. 
GM said it will cut its salaried workforce in North America by 15% —and its executives by 25% — as well as no longer allocate products to three assembly and two propulsion plants, including the Lordstown Assembly in Ohio, Detroit-Hamtramck Assembly in Michigan and Oshawa Assembly in Canada beginning in 2019. GM will stop allocating production at propulsion plants in White Marsh, Maryland, and Warren, Michigan after December 2019. That means factory workers at those plants will be laid off as well.

All of the products assembled at the Lordstown, Detroit-Hamtramck and Oshawa plants will no longer be produced by the end of next year. As a result, GM will phase out the Chevrolet Cruze compact car and Chevrolet Impala sedan, and the Cadillac CT6. At least one plug-in hybrid vehicle will also be phased out. The Chevy Volt is assembled Detroit-Hamtramck plant and its motor is made at the propulsion in White Marsh, Maryland.
The plans will affect nearly 15,000 workers.
Meanwhile, the company says it will double engineering resources allocated to electric and autonomous vehicle programs by 2020.
“We are taking these actions now, while the company and the economy are strong, to stay in front of a fast-changing market and to capitalize on growth opportunities as we push to achieve a vision of a world with zero crashes, zero missions and zero congestion,” GM Chairman and CEO Mary Barra said during a call with analysts Monday.
In October, GM offered voluntary buyouts to 18,000 salaried employees in North America who have at least 12 years of experience. GM gave these voluntary buyout employees until November 19 to decide whether to take the buyout offer. The company hasn’t said how many took the offer.
GM has been undergoing a transformation over the past four to five years, getting rid of expensive, money-losing programs like the Opel brand in Europe, and investing more into electrification and autonomous vehicle technology.

Why reducing carbon emissions from cars, trucks and ships will be so hard
The race to get rid of transportation emissions is getting off to a slow start. AP Photo/Terrin Waack
A growing number of cities, states and countries aim to dramatically reduce or even eliminate carbon emissions to avert catastrophic levels of climate change.
Ideas about how to get this done as soon as possible, including those Democratic lawmakers like Rep. Alexandria Ocasio-Cortez have sketched out in the Green New Deal framework. But most energy experts see two basic steps as essential.
First, stop relying on fossil fuels to generate most electricity. Second, the whole world should – sooner rather than later – use all that cleaner electricity to power transportation, agriculture and the heating and cooling of homes and businesses. The logical goal should be to get as many consumers to buy zero-emission vehicles as quickly as possible, right?
Maybe not. Our research on consumer behavior and the environmental impacts of automotive transportation leads us to expect that the transition to electric cars, trucks and ships will be dramatically harder that it sounds.
Tailpipe emissions
The roughly 250 million cars, SUVs and pickup trucks on U.S. roads today account for 60% of transportation emissions. The 11.5 million big trucks that move freight around generate another 23% and aircraft are responsible for 9% of those greenhouse gas emissions.
One reason why it will be hard if not impossible to convert all U.S. transportation to electric models within a decade or two is simple. Vehicles of all kinds are surprisingly durable.
We’ve determined that the average American car, truck and SUV remains in use for 16.6 years with many logging 200,000 miles or more.
When we researched how fast the nation’s entire fleet turns over, we found that even if every U.S. vehicle sold were electric starting today, it would take until 2040 for 90% of vehicles in use to be electric.
U.S. sales of electric drive vehicles have grown steadily since the all-electric Nissan Leaf and Chevy Volt plug-in hybrid launched in 2010. In 2018, Americans bought 361,307 battery-powered plug-in electric cars, and 2,300 hydrogen fuel cell vehicles, which like EVs produce no tailpipe emissions. Yet even following a big spike in sales in 2018 when Tesla’s mass-market Model 3 was launched, EVs still only account for less than 2% of new vehicle sales.
The reality is most Americans buying new passenger vehicles today are shopping for gasoline-fueled SUVs and pickup trucks.
EV improvements
Cheaper batteries, government subsidies and corporate innovation have all made EVs much more affordable and functional.
Owning EVs, however, remains inconvenient. There are too few charging stations to make these vehicles viable for everyone and EV driving range declines significantly in cold weather.
Also, with less than 0.5 percent of the vehicles on the nation’s roads being electric, EVs don’t yet strike most Americans as mainstream. What’s more, vehicles that run gasoline are getting more fuel-efficient, and gas prices are at historically low levels, diminishing the financial appeal of EV ownership.

Government incentives
The federal government has been giving EV buyers a $7,500 tax credit since 2010 that encourages more drivers to plug in. But the policy was designed to be phased out: Once a manufacturer sells 200,000 EVs, this incentive is phased out for their customers over the following 12 months. GM and Tesla, the two companies that have done the most to sell EVs in the U.S., will lose access to this incentive first unless legislation pending in Congress becomes law.
Smaller tax credits are available for plug-in hybrids. However well-intentioned, this bias may be unhelpful because Americans who buy new vehicles have largely demonstrated they just aren’t ready to make the leap to going fully electric yet.
States are also providing incentives. California, Oregon and eight Northeastern states follow the Zero Emissions Vehicle mandate that requires automakers to sell increasing numbers of EVs. The rest of the country follows the Corporate Average Fuel Economy standards, which instead require automakers to reduce the average emissions from the new vehicles they sell.
Seriously trying to reduce the carbon footprint of American transportation would require much more predictable policies sending a strong signal to American drivers that their next car should be environmentally friendly. A carbon tax, in our view, would work better than complicated fuel-economy regulations. But even if one could be implemented in the U.S., it might not suffice.
Ultimately, the switch from fossil-fueled to electric vehicles is a classic chicken-and-egg problem. Most drivers won’t let go of their gas tanks until they are confident that finding a place to quickly charge their automotive batteries will be as easy as finding a gas station is today. But no one will spend the money building all that charging infrastructure until there’s a bigger market.
The government can help solve this problem by subsidizing the chickens or the eggs or both. But before that happens, there would need to be more consensus on what the future carbon-free technology will look like. Battery-powered EVs are currently ahead of the pack, but many advocates of vehicles powered by hydrogen still trust that their technology of choice will take off.
Pragmatic solutions
One strategy we think could help is actively encouraging drivers to buy plug-in hybrid vehicles. These vehicles can go up to 50 miles or more without burning any gasoline, further than the 31.5 miles average driving Americans travel daily.
Yet they still have a gasoline engine to overcome any range anxiety that drivers may experience brought about by the lack of recharging infrastructure they may encounter on long trips.
Getting drivers to buy more plug-in hybrids would also help to bring about a complete transition to purely electric mobility by continuing to bring down the cost of key components such as batteries, and building demand for charging stations from coast to coast.
Finally, we believe that strong new government incentives would be required to eliminate emissions from freight-hauling trucks. The trucking industry is taking steps in that direction, such as Tesla’s plans to roll out big electric rigs and Toyota’s partnership with the Kenworth Truck Co. to make 18-wheelers powered by hydrogen fuel cells. But progress is slow.

GM joins Tesla in losing value of electric vehicle tax credit

The climate change debate rages on in political circles, but on U.S. roadways, many folks are voting, as the old saying goes, with their pocketbooks. They're buying more energy efficient and less polluting cars.
And Uncle Sam has been part of that sales campaign.
A federal tax credit that can be as much as $7,500 has convinced some Americans to trade in their gas guzzlers for electric autos.
That tax break, however, doesn't last forever. Once an electric vehicle becomes popular, based on its total number of sales, the tax credit is reduced.
That happened first to Tesla, which lost some of its credit value on Jan. 1.
General Motors joins the more sales/less tax break club in less than a week. The credit for its electric vehicles, both of which wear the company's Chevrolet bowtie badge, will start phasing out on April 1.
Credit sales pitch: The biggest overall winner has been Tesla, the electric auto brainchild of billionaire businessman Elon Musk.
But more mainstream U.S. car companies are following the Tesla route, albeit while hedging their bets.
American drivers remain committed to SUVs, in part because gas prices have been relatively low for years, so the U.S. auto industry has shifted its production to those models.
However, smaller and less fossil fuel dependent vehicles are popular globally. To compete in those markets, American automakers also are keeping some electric vehicles, referred in the industry as EVs, on their assembly lines.
They're hoping that U.S. drivers, at least those in more congested cities, will eventually trade in their large autos for the smaller EVs.
Government help for domestic market: In the short-term, Uncle Sam has been helping underwrite that U.S. EV sales plan.
The Energy Improvement and Extension Act of 2008 included a tax credit for, in the legislation's words, plug-in electric drive motor vehicles. Over the years, the credit has been extended, basically offering EV buyers a tax break for purchasing eligible passenger vehicles and light trucks.
It's not a perfect sales solution. The tax credit doesn't affect an auto's purchase price, but rather the buyer collects it against his or her taxes when filing a tax return the year after buying the EV.
But it still is used as a sale pitch. And the opportunity to reduce your overall tax bill by as much as $7,500 — remember, a tax credit offers a dollar-for-dollar reduction of the total tax you owe — for buying an IRS-approved EV could help convince a buyer to choose one electric car make over another.
More sales means smaller credit: All good things and many tax breaks, however, eventually must end. That's the case for EV credit, which is losing its value for Teslas and Chevy Volts and Bolts.
Like the tax credit for hybrid vehicles upon which the EV break was based, the all-electric auto tax credit is phased out once a car maker hits certain a specific sales mark. For EVs that's 200,000.
Last year, Tesla became the first to face the credit phaseout when it reported to the IRS that it had sold more than 200,000 EV-credit-eligible vehicles eligible during the third quarter of 2018.
Tesla credit reductions schedule: That triggered the start of Tesla's credit phaseout, beginning with EVs sold on and after Jan. 1, 2019. From the start of this year through June, the Tesla tax credit will be $3,750.

On July 1, the credit will be reduced to $1,875 for the remainder of the year. After Dec. 31, Tesla buyers won't get a federal tax credit.
GM credit reductions schedule: Now GM joins Tesla in the EV credit reduction. When GM sold its 200,000th qualifying electric car in the final quarter of 2018, that started the credit drop clock ticking.
You basically have this week to get the full $7,500 for buying a new Chevy Bolt or Volt. Come next Monday, April 1, the full $7,500 federal tax credit for GM electric cars will no longer apply.
From April 1 through Sept. 30, the credit will be $3,750 for the GM EVs.
On Oct. 1, the credit will drop to $1,875 for the next two quarters. After March 31, 2020, there will no longer be an EV tax credit for the GM autos.
Political fight ahead: The phaseout of the credits could be the least of the EV market's problems.
Many on Capitol Hill are opposed to the tax breaks. Some don't think it's a good general tax policy. Other think the auto industry has received enough help in recent years. Some believe the credit is a costly sop to the climate change sector.
Congressional Democrats have leaned toward making the credits unlimited or extending them for another period of time to renew the benefits for successful EV producers like GM or Tesla.
House and Senate Republicans tend to favor ending the EV program, although some int he GOP have argued for one final renewal period so that they will uniformly expire next decade.
Donald J. Trump has chosen his side. Trump's latest federal budget proposal calls for an end to the credit. The budget's argument is that it would save the United States $2.5 billion in the next 10 years.
If, however, you are committed to an electric auto and don't want to wait on the fate of the EV tax credit, you probably should act now. Like this week if you're leaning toward an electric Chevy.
