Ideas about how to get this done as soon as possible, including those Democratic lawmakers like Rep. Alexandria Ocasio-Cortez have sketched out in the Green New Deal framework. But most energy experts see two basic steps as essential.
First, stop relying on fossil fuels to generate most electricity. Second, the whole world should – sooner rather than later – use all that cleaner electricity to power transportation, agriculture and the heating and cooling of homes and businesses. The logical goal should be to get as many consumers to buy zero-emission vehicles as quickly as possible, right?
Maybe not. Our research on consumer behavior and the environmental impacts of automotive transportation leads us to expect that the transition to electric cars, trucks and ships will be dramatically harder that it sounds.

In 2018, Americans bought 361,307 battery-powered plug-in electric cars, and 2,300 hydrogen fuel cell vehicles, which like EVs produce no tailpipe emissions. Yet even following a big spike in sales in 2018 when Tesla’s mass-market Model 3 was launched, EVs still only account for less than 2% of new vehicle sales.
The reality is most Americans buying new passenger vehicles today are shopping for gasoline-fueled SUVs and pickup trucks.
EV improvements
Cheaper batteries, government subsidies and corporate innovation have all made EVs much more affordable and functional.
Owning EVs, however, remains inconvenient. There are too few charging stations to make these vehicles viable for everyone and EV driving range declines significantly in cold weather.
Also, with less than 0.5 percent of the vehicles on the nation’s roads being electric, EVs don’t yet strike most Americans as mainstream. What’s more, vehicles that run gasoline are getting more fuel-efficient, and gas prices are at historically low levels, diminishing the financial appeal of EV ownership.

Government incentives
The federal government has been giving EV buyers a $7,500 tax credit since 2010 that encourages more drivers to plug in. But the policy was designed to be phased out: Once a manufacturer sells 200,000 EVs, this incentive is phased out for their customers over the following 12 months. GM and Tesla, the two companies that have done the most to sell EVs in the U.S., will lose access to this incentive first unless legislation pending in Congress becomes law.
Smaller tax credits are available for plug-in hybrids. However well-intentioned, this bias may be unhelpful because Americans who buy new vehicles have largely demonstrated they just aren’t ready to make the leap to going fully electric yet.
States are also providing incentives. California, Oregon and eight Northeastern states follow the Zero Emissions Vehicle mandate that requires automakers to sell increasing numbers of EVs. The rest of the country follows the Corporate Average Fuel Economy standards, which instead require automakers to reduce the average emissions from the new vehicles they sell.
Seriously trying to reduce the carbon footprint of American transportation would require much more predictable policies sending a strong signal to American drivers that their next car should be environmentally friendly. A carbon tax, in our view, would work better than complicated fuel-economy regulations. But even if one could be implemented in the U.S., it might not suffice.
Ultimately, the switch from fossil-fueled to electric vehicles is a classic chicken-and-egg problem. Most drivers won’t let go of their gas tanks until they are confident that finding a place to quickly charge their automotive batteries will be as easy as finding a gas station is today. But no one will spend the money building all that charging infrastructure until there’s a bigger market.
The government can help solve this problem by subsidizing the chickens or the eggs or both. But before that happens, there would need to be more consensus on what the future carbon-free technology will look like. Battery-powered EVs are currently ahead of the pack, but many advocates of vehicles powered by hydrogen still trust that their technology of choice will take off.
Pragmatic solutions
One strategy we think could help is actively encouraging drivers to buy plug-in hybrid vehicles. These vehicles can go up to 50 miles or more without burning any gasoline, further than the 31.5 miles average driving Americans travel daily.
Yet they still have a gasoline engine to overcome any range anxiety that drivers may experience brought about by the lack of recharging infrastructure they may encounter on long trips.
Getting drivers to buy more plug-in hybrids would also help to bring about a complete transition to purely electric mobility by continuing to bring down the cost of key components such as batteries, and building demand for charging stations from coast to coast.
Finally, we believe that strong new government incentives would be required to eliminate emissions from freight-hauling trucks. The trucking industry is taking steps in that direction, such as Tesla’s plans to roll out big electric rigs and Toyota’s partnership with the Kenworth Truck Co. to make 18-wheelers powered by hydrogen fuel cells. But progress is slow.

GM joins Tesla in losing value of electric vehicle tax credit

The climate change debate rages on in political circles, but on U.S. roadways, many folks are voting, as the old saying goes, with their pocketbooks. They're buying more energy efficient and less polluting cars.
And Uncle Sam has been part of that sales campaign.
A federal tax credit that can be as much as $7,500 has convinced some Americans to trade in their gas guzzlers for electric autos.
That tax break, however, doesn't last forever. Once an electric vehicle becomes popular, based on its total number of sales, the tax credit is reduced.
That happened first to Tesla, which lost some of its credit value on Jan. 1.
General Motors joins the more sales/less tax break club in less than a week. The credit for its electric vehicles, both of which wear the company's Chevrolet bowtie badge, will start phasing out on April 1.
Credit sales pitch: The biggest overall winner has been Tesla, the electric auto brainchild of billionaire businessman Elon Musk.
But more mainstream U.S. car companies are following the Tesla route, albeit while hedging their bets.
American drivers remain committed to SUVs, in part because gas prices have been relatively low for years, so the U.S. auto industry has shifted its production to those models.
However, smaller and less fossil fuel dependent vehicles are popular globally. To compete in those markets, American automakers also are keeping some electric vehicles, referred in the industry as EVs, on their assembly lines.
They're hoping that U.S. drivers, at least those in more congested cities, will eventually trade in their large autos for the smaller EVs.
Government help for domestic market: In the short-term, Uncle Sam has been helping underwrite that U.S. EV sales plan.
The Energy Improvement and Extension Act of 2008 included a tax credit for, in the legislation's words, plug-in electric drive motor vehicles. Over the years, the credit has been extended, basically offering EV buyers a tax break for purchasing eligible passenger vehicles and light trucks.
It's not a perfect sales solution. The tax credit doesn't affect an auto's purchase price, but rather the buyer collects it against his or her taxes when filing a tax return the year after buying the EV.
But it still is used as a sale pitch. And the opportunity to reduce your overall tax bill by as much as $7,500 — remember, a tax credit offers a dollar-for-dollar reduction of the total tax you owe — for buying an IRS-approved EV could help convince a buyer to choose one electric car make over another.
More sales means smaller credit: All good things and many tax breaks, however, eventually must end. That's the case for EV credit, which is losing its value for Teslas and Chevy Volts and Bolts.
Like the tax credit for hybrid vehicles upon which the EV break was based, the all-electric auto tax credit is phased out once a car maker hits certain a specific sales mark. For EVs that's 200,000.
Last year, Tesla became the first to face the credit phaseout when it reported to the IRS that it had sold more than 200,000 EV-credit-eligible vehicles eligible during the third quarter of 2018.
Tesla credit reductions schedule: That triggered the start of Tesla's credit phaseout, beginning with EVs sold on and after Jan. 1, 2019. From the start of this year through June, the Tesla tax credit will be $3,750.

On July 1, the credit will be reduced to $1,875 for the remainder of the year. After Dec. 31, Tesla buyers won't get a federal tax credit.
GM credit reductions schedule: Now GM joins Tesla in the EV credit reduction. When GM sold its 200,000th qualifying electric car in the final quarter of 2018, that started the credit drop clock ticking.
You basically have this week to get the full $7,500 for buying a new Chevy Bolt or Volt. Come next Monday, April 1, the full $7,500 federal tax credit for GM electric cars will no longer apply.
From April 1 through Sept. 30, the credit will be $3,750 for the GM EVs.
On Oct. 1, the credit will drop to $1,875 for the next two quarters. After March 31, 2020, there will no longer be an EV tax credit for the GM autos.
Political fight ahead: The phaseout of the credits could be the least of the EV market's problems.
Many on Capitol Hill are opposed to the tax breaks. Some don't think it's a good general tax policy. Other think the auto industry has received enough help in recent years. Some believe the credit is a costly sop to the climate change sector.
Congressional Democrats have leaned toward making the credits unlimited or extending them for another period of time to renew the benefits for successful EV producers like GM or Tesla.
House and Senate Republicans tend to favor ending the EV program, although some int he GOP have argued for one final renewal period so that they will uniformly expire next decade.
Donald J. Trump has chosen his side. Trump's latest federal budget proposal calls for an end to the credit. The budget's argument is that it would save the United States $2.5 billion in the next 10 years.
If, however, you are committed to an electric auto and don't want to wait on the fate of the EV tax credit, you probably should act now. Like this week if you're leaning toward an electric Chevy.

Fiat Chrysler Still Believes in Cars
Remember Fiat Chrysler’s second Five-Year Plan, outlined for the 2014–2018 model years? Things looked bleak for the Chrysler 300, as it was slated to be replaced by a front-drive sedan sharing a platform with the Pacifica (then named Town & Country) minivan and a new three-row midsize crossover. Dodge’s prospects were more promising, with the Charger and Challenger to be downsized and placed on Alfa Romeo’s rear-wheel-drive Giorgio platform shared with the Giulia and the Stelvio.
By the time then CEO Sergio Marchionne provided that outline, we had learned that Fiat Chrysler was only indicating ambitions—a large number of the product programs detailed would be dramatically changed or cancelled. And beside, the Giorgio platform already was over budget and behind schedule.
Last June, at the presentation for Five-Year Plan III in Balocco, Italy, weeks before Marchionne’s untimely death, he answered my question about the status of those Giorgio ambitions for Dodge Charger and Challenger. “I’m convinced that we don’t need to go as far as the Giorgio architecture,” he replied, adding that Giorgio’s European dynamics were ill-suited to the Dodges’ outlandish American muscle-car personalities. The next Charger and Challenger would instead arrive on a highly evolved version of their current platform, one that Fiat Chrysler maintains had already been highly evolved away from its hand-me-down Mercedes-Benz roots.
More recently, Steve Beahm spoke with me about Fiat Chrysler’s plans for its car divisions, including Fiat, Chrysler, SRT, and Dodge. As head of the automaker’s car brands, he’s in charge of the entirety of the divisions and also helms the Fiat 500X, Dodge Durango, and Chrysler Pacifica minivans, among others.
“I can’t deny that there has been a trend of fewer passenger cars across the industry,” he told me. “I think that our company saw that maybe quicker than some others. And we made steps or changes within the company to deal with that. What we decided was that once that happened, our job was to [ask,] ‘How do we differentiate within the brands that are going to remain passenger-car brands?’ ”
The Dodge Charger plays in the full-size car segment, but Beahm says it’s “really a four-door muscle car that’s playing in a full-size car segment. What we do is we try to make our vehicles look different.” It’s this strategy that no doubt also plays into the steady stream of Charger and Challenger special editions and variants released by the company.
Such rear-wheel-drive cars are not at a disadvantage for fuel economy. The V-6 rear-drive versions of the Dodge Charger and Chrysler 300 are rated for 19 mpg city and 30 mpg highway, topping the lame-duck Chevrolet Impala FWD V-6’s 19/28 mpg. The new, FWD, non-hybrid V-6 Toyota Avalon is better at 22/31 mpg, although Fiat Chrysler might be able to match that in the future by adding the 48-volt electrical system available on some versions of the Ram 1500 and Jeep Wrangler, which recaptures some energy to power accessories and make the powertrain more efficient.
The Dodge Challenger V-6 automatic’s fuel efficiency also is competitive with similar Ford Mustangs and Chevy Camaros, though those competitors’ turbo fours are up to 3 mpg city and 2 mpg highway better. While most of us would choose some form of Hemi V-8 for our Chargers and Challengers, the V-6 automatics are the volume models. It’s that level of volume that would make a difference in Fiat Chrysler’s Corporate Average Fuel Economy number.
When I asked Beahm if he’s confident the RWD Charger/Challenger platform is good enough to stick around for a few more years, he replied, “I’m going to use a bad phrase here, maybe. It’s like fine wine, it keeps getting better with time.” It doesn’t hurt that Dodge Charger is the bestseller in the full-size sedan segment, albeit including police-vehicle sales, which it doesn’t break out from civilian sales. Meanwhile, the next bestselling full-size sedan, the Chevy Impala, has been discontinued.
Dodge sold 80,226 Chargers last year, and while that’s down by 9.2 percent from 2017, Impala sales fell 25.5 percent, to 56,556 cars. The Chrysler 300 was third, at 46,593, off 9.1 percent. Combine the Dodge and Chrysler, and they sold a healthy 126,819. Will Dodge be able to sell that many Chargers on its own when the RWD 300 is discontinued? “You know, in terms of its (sales) performance, it’s doing great,” Beahm says of the Chrysler 300. “We like where it’s positioned; it provides great value. It’s a lot of car for the money.”
Then why discontinue it?
“We haven’t announced we will discontinue it. I mean, we’ve announced we’ll sell it through this year.”
But the old Five-Year Plan, the one from five years ago, was to move it to the minivan’s FWD platform. I told Beahm not to do that.
“Yeah, I think we agree with your opinion.”
While the full-size sedan segment is shrinking with the Impala, Buick LaCrosse, and Ford Taurus about to be killed off, it’s not disappearing. If the Chrysler 300 manages to hold on beyond the 2019 model year, there will be as many RWD cars in the segment (which does not include the RWD luxury models from Cadillac, Mercedes-Benz, Lexus, Genesis, etc.) as there will be FWD ones.
Now, I’m not an anti-FWD enthusiast, and I’d point to the Hyundai Veloster as an example of how good front-drive dynamics can be. But when a car gets to a certain overall length, RWD provides not just better design proportion, but also better balance and handling. Generally, you don’t have to stiffen up the suspension on an otherwise cushy RWD sedan to reduce understeer.
Even big, tall SUVs benefit from longitudinal-engine, RWD-based platforms, as Ford Motor Company has learned from its new Explorer and Lincoln Aviator, even if they went rear-drive mostly to put volume into a next-generation Mustang and probably a Lincoln sedan. Unfortunately, Cadillac, which has aggressively returned to RWD cars in the last couple of decades didn’t do the same for its new XT6 SUV.
The lesson is, if you’re going to continue to build sedans as others leave the market, maybe they should be long, low, and expressive, and rear-drive for the more enthusiast-oriented buyers. A company’s mainstream customers go for the most practical, most capacious SUVs in their segments, anyway. This strategy seems to be working for Fiat Chrysler.

Fiat Chrysler Still Believes in Cars
Remember Fiat Chrysler’s second Five-Year Plan, outlined for the 2014–2018 model years? Things looked bleak for the Chrysler 300, as it was slated to be replaced by a front-drive sedan sharing a platform with the Pacifica (then named Town & Country) minivan and a new three-row midsize crossover. Dodge’s prospects were more promising, with the Charger and Challenger to be downsized and placed on Alfa Romeo’s rear-wheel-drive Giorgio platform shared with the Giulia and the Stelvio.
By the time then CEO Sergio Marchionne provided that outline, we had learned that Fiat Chrysler was only indicating ambitions—a large number of the product programs detailed would be dramatically changed or cancelled. And beside, the Giorgio platform already was over budget and behind schedule.
Last June, at the presentation for Five-Year Plan III in Balocco, Italy, weeks before Marchionne’s untimely death, he answered my question about the status of those Giorgio ambitions for Dodge Charger and Challenger. “I’m convinced that we don’t need to go as far as the Giorgio architecture,” he replied, adding that Giorgio’s European dynamics were ill-suited to the Dodges’ outlandish American muscle-car personalities. The next Charger and Challenger would instead arrive on a highly evolved version of their current platform, one that Fiat Chrysler maintains had already been highly evolved away from its hand-me-down Mercedes-Benz roots.
More recently, Steve Beahm spoke with me about Fiat Chrysler’s plans for its car divisions, including Fiat, Chrysler, SRT, and Dodge. As head of the automaker’s car brands, he’s in charge of the entirety of the divisions and also helms the Fiat 500X, Dodge Durango, and Chrysler Pacifica minivans, among others.
“I can’t deny that there has been a trend of fewer passenger cars across the industry,” he told me. “I think that our company saw that maybe quicker than some others. And we made steps or changes within the company to deal with that. What we decided was that once that happened, our job was to [ask,] ‘How do we differentiate within the brands that are going to remain passenger-car brands?’ ”
The Dodge Charger plays in the full-size car segment, but Beahm says it’s “really a four-door muscle car that’s playing in a full-size car segment. What we do is we try to make our vehicles look different.” It’s this strategy that no doubt also plays into the steady stream of Charger and Challenger special editions and variants released by the company.
Such rear-wheel-drive cars are not at a disadvantage for fuel economy. The V-6 rear-drive versions of the Dodge Charger and Chrysler 300 are rated for 19 mpg city and 30 mpg highway, topping the lame-duck Chevrolet Impala FWD V-6’s 19/28 mpg. The new, FWD, non-hybrid V-6 Toyota Avalon is better at 22/31 mpg, although Fiat Chrysler might be able to match that in the future by adding the 48-volt electrical system available on some versions of the Ram 1500 and Jeep Wrangler, which recaptures some energy to power accessories and make the powertrain more efficient.
The Dodge Challenger V-6 automatic’s fuel efficiency also is competitive with similar Ford Mustangs and Chevy Camaros, though those competitors’ turbo fours are up to 3 mpg city and 2 mpg highway better. While most of us would choose some form of Hemi V-8 for our Chargers and Challengers, the V-6 automatics are the volume models. It’s that level of volume that would make a difference in Fiat Chrysler’s Corporate Average Fuel Economy number.
When I asked Beahm if he’s confident the RWD Charger/Challenger platform is good enough to stick around for a few more years, he replied, “I’m going to use a bad phrase here, maybe. It’s like fine wine, it keeps getting better with time.” It doesn’t hurt that Dodge Charger is the bestseller in the full-size sedan segment, albeit including police-vehicle sales, which it doesn’t break out from civilian sales. Meanwhile, the next bestselling full-size sedan, the Chevy Impala, has been discontinued.
Dodge sold 80,226 Chargers last year, and while that’s down by 9.2 percent from 2017, Impala sales fell 25.5 percent, to 56,556 cars. The Chrysler 300 was third, at 46,593, off 9.1 percent. Combine the Dodge and Chrysler, and they sold a healthy 126,819. Will Dodge be able to sell that many Chargers on its own when the RWD 300 is discontinued? “You know, in terms of its (sales) performance, it’s doing great,” Beahm says of the Chrysler 300. “We like where it’s positioned; it provides great value. It’s a lot of car for the money.”
Then why discontinue it?
“We haven’t announced we will discontinue it. I mean, we’ve announced we’ll sell it through this year.”
But the old Five-Year Plan, the one from five years ago, was to move it to the minivan’s FWD platform. I told Beahm not to do that.
“Yeah, I think we agree with your opinion.”
While the full-size sedan segment is shrinking with the Impala, Buick LaCrosse, and Ford Taurus about to be killed off, it’s not disappearing. If the Chrysler 300 manages to hold on beyond the 2019 model year, there will be as many RWD cars in the segment (which does not include the RWD luxury models from Cadillac, Mercedes-Benz, Lexus, Genesis, etc.) as there will be FWD ones.
Now, I’m not an anti-FWD enthusiast, and I’d point to the Hyundai Veloster as an example of how good front-drive dynamics can be. But when a car gets to a certain overall length, RWD provides not just better design proportion, but also better balance and handling. Generally, you don’t have to stiffen up the suspension on an otherwise cushy RWD sedan to reduce understeer.
Even big, tall SUVs benefit from longitudinal-engine, RWD-based platforms, as Ford Motor Company has learned from its new Explorer and Lincoln Aviator, even if they went rear-drive mostly to put volume into a next-generation Mustang and probably a Lincoln sedan. Unfortunately, Cadillac, which has aggressively returned to RWD cars in the last couple of decades didn’t do the same for its new XT6 SUV.
The lesson is, if you’re going to continue to build sedans as others leave the market, maybe they should be long, low, and expressive, and rear-drive for the more enthusiast-oriented buyers. A company’s mainstream customers go for the most practical, most capacious SUVs in their segments, anyway. This strategy seems to be working for Fiat Chrysler.

  The customized version also comes back, offering a more exclusive aspect of the basic category of Work Truck. Includes body-color trim, 20-inch aluminum wheels, LED taillights and the availability of the new dual exhaust integrated with the rear bumper. The custom setting can also be equipped with the new Trailboss setting. Take the habit and turn her into a, well, boss on the track. The LT molding adds chrome to the bumpers, to the grille and to the covers of the mirrors, and a Chevrolet bow tie on the front grille. Improved LED headlamps and daytime running lights are also added.

Chevy is shy with the details of the powertrain. The “official” news is that the 5.3-liter V-8 and 6.2-liter are “new” and a line of six-cylinder 3.0-liter line arrives. The 10-speed automatic transmission will be the premium transmission, which will likely make the current eight-speed automatic transmission the standard gearbox.
  The details of the V-8 include Chevy’s new dynamic fuel management system that actively shuts off any number of cylinders, not just four, to save fuel when full power is not needed. For example, the V-8 can work with six, four or even two cylinders. We knew that General Motors was developing this technology in early 2015. At that time, it was called Dynamic Skip Fire. As for the exhaust note, Chevy says it has equipped the 2019 Chevrolet Silverado 1500 cab with a very thick acoustic insulation to combat unpleasant noises when not in the V-8 model. In addition to dynamic fuel management, V-8s continue to use direct fuel injection and variable valve timing. the new 3.0-liter inline six-cylinder turbodiesel from the 2019 Chevrolet Silverado. The only information that Chevy has announced about the new engine is that it will be paired exclusively with the new 10-speed automatic transmission. The 2019 Chevrolet Silverado 1500 will come standard with rear-wheel drive, but the part-time four-wheel drive will be offered on each seat.
The fuel economy ratings have not been announced, but we expect to see a jump in efficiency. Currently, the 2018 Silverado with 5.3-liter V-8 and propulsion can reach 16 mpg in the city, 23 mpg on the highway and 19 mpg in combination.
  Price and release date
Chevy has not announced a price for the 2019 Silverado 1500. This news will probably only be available a few weeks before the truck arrives at dealerships. Chevy says this will happen by the end of 2018. We expect a slight increase in prices, of course. Currently, the 2018 Silverado 1500 WT starts at $ 28,285 and goes down to $ 60,000 with each option box checked. It is likely that Chevy will increase the base price of each platform from $ 500 to $ 1,500, depending on the amount of content and the improvements to the generational change.
