Người tạo ra con virus nguy hiểm này là Onel de Guzman, một thành niên người Philipines khi đó mới chỉ ngoài 20 tuổi. Vào tháng 5/2000, virus này phát triển ra lần đầu tiên và chỉ cần vỏn vẹn 5 giờ đồng hồ để tấn công khắp Châu Á, Châu Âu và Bắc Mỹ. So với siêu virus Melissa từng làm mưa làm gió năm 1999, ILOVEYOU có tốc độ phát tán nhanh gấp 15 lần.

Với thời điểm bị bắt giữ, Onel de Guzmanm cũng vừa thực hiện một bản thảo luận án với chương trình “thu thập m��t khẩu” và “đánh cắp tài khoản Internet từ máy tính người dùng”. Những mô tả trong bản luận án này tương tự như là phương thức hoạt động của ILOVEYOU đang làm quay cuồng cả thế giới Internet lúc bấy giờ.
