Ah yes and no. Monster magic and human magic are two different things. Monster magic is more tame, so like Price's fire breath or even a harpy's ability to fly are all examples of monster magic.

Human magic is much wilder and also damaging to the body, but mages are able to create more devastating spells that almost no monsters are able to come close. The only exception are Wraiths.

So while Ifrit would have been able to do some magic bc he would be a frost giant (primarily increased strength and durability, frost breath and ice like growths on his extremities that act as armor) it wouldn't come close to the raw destruction human magic can produce.

But Ifrit, had he been born a frost giant, would have been a LOT happier and would have evaded 97% of the trauma he goes through lol
