reason why most of the rouges gallery likes Dick was because of nostalgia and how his time as Robin reminded them of a simpler & more whimsical time of fighting Batman.
Think about it.
Robin reminds Riddler of all of the elaborate and fun puzzle mazes he made to trap the kid, he reminds of Pengiun his escapades of stealing bird-themed valuables and stunning sword umbrella fights, and Joker maybe liked Dick cause he had sense of humor and grew up with circus clowns.
Dick simply represents a time of fun, energetic, and colorful crimes and daring fights.

Here’s an idea: Sole and companions visit the NCR. How would they react to the government and organisation that the Commonwealth lacks?
Welll I don’t think all companions would see the NCR as organized, just as many other people in previous fallout games do not. I mean, like any organization they can become corrupt and have at times according to codices. But I do quite enjoy the NCR actually and would like to see them in further games!
Ada: Has no opinion on the NCR. They do not seek to destroy others, which is a breath of fresh air from the other warring factions in the Commonwealth so she wants to give them a try.
Cait: Whats better than seeing an organization rise to the top? Seeing it crash down in flames after becoming too powerful. While she bears no hatred or like for them, she admittedly wouldn’t mind seeing them fail.
Codsworth: Loves them! The Commonwealth was an unruly place filled with mongrels and dirty raiders before they showed up. Boston really needed some cohesiveness!
Curie: She is disheartened that they spread themselves thinly across the Commonwealth instead of consolidating their strength and resources into more important things like technology, medicine, or science. However, she really wants to believe in them and helps them in any way she can.
Danse: Will shoot NCR rangers on sight. Don’t bring him with you if you plan on siding with the NCR. The strained relationship between the Brotherhood and NCR has caused him to adopt a “shoot first, ask questions later” type attitude. it will take some major convincing on Sole’s part in order to get him to work with them.
Deacon: Like with anything else, he adapts quickly to the new regime. He is accurately able to foresee the backlash against the NCR at first but he believes that they’re just a bunch of people trying to do some good so he can get behind that.
Dogmeat: They give him treats and belly rubs. He loves them.
Hancock: Doesn’t like or trust them one bit. He’s had enough experience in organizations with “big ideas” to know that anything that has too much power becomes corrupt eventually. Besides, he doesn’t like anyone telling him what to do.
Longfellow: Hates how the NCR likes to push people off their land and call it “theirs.” They’re just some loud mouth commie organization that thinks they can just point at a piece of land and call it theirs.
MacCready: Thinks their new currency they push on people is annoying. In fact, all their pushing is rather annoying to him. He just wants to get by doing his thing. But hey, every once in a while, he can scrape up a few caps doing some stray NCR jobs so it isn’t all that bad.
Nick Valentine: Really wants to see them succeed! They’re not perfect, but then again who is? They want to make an organized environment to unite everyone and so far he thinks they’ve been doing pretty well! He’s all for them.
Piper: Joined them the second they came into town. Not that she was an uber fan girl or anything (she did think they were cool). But she thought it would be easier to see if there was anything askew from the inside rather than out. Plus they offered more protection for Nat than Diamond City could provide so that was a plus.
Preston: Admires the success of their organization compared to the fledgling Minutemen. He loves how they have the people’s best interests in mind and all around seem to be a benevolent entity. He does think they spend too much time into military enhancement instead of protecting/bolstering the settlements they already have.
Strong: Humans in brown shirts are good with guns. Strong likes fighting beside these humans too.
X6-88: Admires their cohesion and prowess in battle. He remarks on their rigorous training gun regimen and how it is similar to (yet not as good as) the Institute’s. Although he sees them as inferior to his faction, out of all the other organizations he’s seen, he’d be most willing to cooperate with this one.
~Extra~
Maxson: Absolutely hates them. He knows about the tension between the Brotherhood and the NCR that has been going on for years. If all they see is technology-hoarding fanatics then he has no issue killing them in battle.
Desdemona: Likes what they stand for but does not trust them. They’re too above ground and liable to become corrupt. Besides, in that big of an organization would be difficult to run clandestine operations.
Father: As long as they continue to act in the Institute’s best wishes, he tolerates them. They do not seem interested in liberating synths as the Railroad does, so he heeds them no mind.
Glory: She’d prefer not getting involved with them although it was difficult to do so the way they kept showing up everywhere and imposing their new “government” on everyone. She had such a hate/love relationship with them, it even confused her. They were the good guys, she could tell, and way the hell better than those Brotherhood meatheads. She’d take the NCR over the BoS any day.
