Some lore (Phrozyr, Zero, Boss demon, Romeo, Mars, Lorren, Alleric, Ben, Cookie, Leon, Eks)

Phrozyr has a very "it's their fault for sticking their nose where it doesn't belong!" kind of attitude towards targets that makes her a very competent killer.

Over time though, targets become less and less sinister. When tasked to kill ben and cookie, she does so reluctantly, and when tasked to kill Leon and Eks, she outright refuses (this is different from her characterization in the past, as she used to find an indiscriminate thrill in killing, but i wanted to connect her more to her human past).

Boss demon purposely expanded what was considered disruptive spirit behavior over time to a degree that encapsulated a lot more innocent people. Phrozyr, and all the powered spirits, ultimately refused to adapt to this. In response, Boss demon increased Zero's authority (using the demon council behind the scenes), and started assigning more targets solely for the purpose of collecting spirits to replenish Zero's power.

Whereas the powered spirits had somewhat agreed to their roles in the beginning, they were now completely restrained to their positions (and threatened with demon power when they stepped out of line).

This is also why it's alarming when Romeo discovers the other powered spirits (Mars, Lorren, Alleric), as he fears that they are going to replace them.
