Ukrainian UAV Bayraktar TB2 destroys Russian military column

A Ukrainian Bayraktar TB2 unmanned aerial vehicle (UAV) hit a Russian military column in Chornobaivka, southern Ukraine, in what is the second known UAV operation against Russian assets since October 2021.
In a video shared by the Ukrainian Army on Facebook on February 27, images seen through the WESCAM MX-15D EO/IR designation and targeting system of the Turkish-built armed drone showed a missile fired from the UAV destroying a large Russian military column.

Shortly after the video was shared, Ukraine shared, through one of its many social channels, what seemed like a separate Bayraktar attack on Russian vehicles.

Both Sunday videos seemed to show UAVs employing missiles much more powerful than the one used in October 2021, when Bayraktar marked its first operational death against a D-30 howitzer operated by Russia-backed separatists in Donbas.
It was believed at that time that the missile used against the howitzer was a MAM-C missile, while those used by recent operations are 22 kg MAM-L missiles or 94 kg MAM-T missiles.
What highlights recent operations is that they show that Ukraine is able to carry out air operations four days after the large-scale invasion that Russia launched against Ukraine. Despite gathering more than 150,000 soldiers on the Ukrainian borders, Russia's attack is not progressing as fast as Russian President Vladimir Putin expected.

Bayraktar TB2 UAVs have been in service with the Ukrainian Army since April 2021, after the first units were ordered in 2019.
Bayraktar TB2 is a medium-altitude and long-lasting UAV (MALE) capable of performing surveillance and reconnaissance (ISR) tasks and combat missions using guided missiles transported at four points under the wings.
The system's avionics allow fully autonomous taxiing, takeoff, flight and landing. The drone is 6.5 meters long and has a span of 12 meters. It reaches a flight duration of up to 27 hours with a maximum takeoff weight of 650 kg.

Once again the media focuses on salacious details rather than the big picture.
While TV and newspapers have focused on the whiff of corruption surrounding the government’s $900 million contract with the WE Charity, some broader points have been ignored. Whatever the Trudeau and Morneau families have pocketed from WE, the deleterious impact that NGO has had on social services and young Canadians’ understanding of global inequities is much more significant.
In a series of poignant tweets Simon Black highlighted how WE has directed young people towards ineffective political actions and a narrow understanding of doing good in the world. He noted, “teaching kids that ‘breaking the cycle of poverty’ (WE’s words) involves travelling to a ‘developing’ country to build a school and not marching on the IMF, World Bank, White House or Parliament Hill to demand the cancellation of global South debts. That’s the real #WEscam.” In fact, a little discussed reason the federal government funds NGOs is to co-opt internationalist minded young people into aligning with Canadian foreign policy.
In another tweet Black mocks WE’s educational program. “Thanks to the Keilburgers and WE,” he writes, “a generation of kids have learned about ‘international development’ but still don’t know what an IMF structural adjustment program is.” Imposed by the Washington-based international financial institution, structural adjustment programs (SAPs) pushed indebted African, Asian and Latin American countries to privatize state assets, weaken labour regulations and liberalize trade and investment rules. Through the 1980s, 1990s and 2000s Canada channeled hundreds of millions of dollars in “aid” to support SAPs. Canadian mining companies greatly benefited from liberalized mining laws, but structural adjustment policies produced deep social and economic crises. Nutritional status, health, education and other social indicators declined in the wake of SAPs. For many African countries the structural adjustment period was worse than the Great Depression. International creditors argued that the flipside of this government downsizing would be increased aid, particularly to private sector NGOs. Ottawa asked the NGO sector to “undertake tasks previously performed by governments, such as the delivery of” health, sanitation and other services.

Until very recently, I lived most of my four years in Sin City a few blocks from Las Vegas Boulevard and while there really is a lot The Strip has to offer, more on that later, I would always prefer to get away from the tourists and the traffic and the blinding Ed Hardy get-ups and head downtown to Fremont East. Let’s keep it real, this is where the cool kids congregate and where some of the most fun, unique places this city has to offer are located. I suggest starting your evening at Bar + Bistro, home of monthly vintage bike night, for some tapas and sangria before making your way down Fremont Street to pop in and out of fun bars while making witty, flirtatious and, most importantly, funny banter. From the bar where you sometimes wish everyone didn’t know your name and your ex wasn’t permanently parked at the bar, The Griffin, to one of the best places to drink a beer and listen to live music, The Beauty Bar, to a place you can play your favorite arcade game while sipping on a vodka tonic, Insert Coins, to the only place in town I know of where you can get on a teeter-totter with your date, Park, the bars on Fremont East have it all. The Beat
While I went here, Republic Bar + Kitchen, on my first online date in Las Vegas, I think the majority of people meeting someone from the internet for the first time worry about a few things: a) Can I make a quick getaway if I’m not feeling it?, b) How big of a time investment do I need to make for someone I may or may not have anything to talk about with? and c) Where is a safe place I will likely survive the first meeting if my date ends up being a serial killer? This is where coffee shops come to the rescue. Sunrise Coffee is definitely my favorite coffee spot in town and makes me feel like I’m back in Seattle (which, in my world, is a very good thing). They are local, independent, serve vegetarian and vegan-friendly fare and draw a crowd that my friends from back home would look at and say, “This is Vegas?” Last, but not least, check out The Beat for your first online date. Nove at the Palms
For a romantic date in Vegas, I suggest taking your special someone to The Strip for a delicious dinner and then out to a show. One thing we have an abundance of here in Las Vegas is a plethora of fine dining options. But, beware, plenty of these options also come with a hefty price tag. Luckily, many restaurants here offer a pre-fixe menu with smaller, more affordable alternatives to their regular priced entrees. Some of my favorite meals I’ve ever had have been here on The Strip. For Japanese cuisine, and a meal that will still make your mouth water two years later just thinking about it, try Shibuya. I still dream about the rock shrimp tempura and the Kobe beef. Another favorite is Nove at the Palms. The dinner I had there is still imprinted on my heart and the view alone is worth the visit. Wherever you choose to dine for your special night, if you give it a quick ten minutes search of the best new restaurants on The Strip, you’ll find just the right one and definitely won’t be disappointed. Trust me. After dinner, I suggest taking in one of the Cirque du Soleil shows. You know I’m still waiting for someone to take me to see Michael Jackson ONE, but you really can’t go wrong with the Beatles LOVE. For a casual date in (or around) Vegas, I have a few suggestions. If you hop on your card and head north with a packed picnic basket, Valley of Fire would be the perfect spot for a sweet lunch with a gorgeous view. Another option is taking a stroll through the botanical gardens at The Springs Preserve. A place that will be sure to impress, and if you bring your camera will provide plenty of vintage Vegas inspired photos, is the Neon Boneyard. This is the spot where the signs of Vegas yesteryear, or what I like to call the Elvis and Priscilla Vegas, have gone to their loving resting place. Trust me, your date will love it, but be sure to book a tour. If a fantastic, casual meal is what you’re in the mood for, please head to my happy place, Yama Sushi. The Golden Nugget Pool
For a fun and adventurous date, it would be fun to head back down to Fremont during the day for a swim at my favorite hotel, The Golden Nugget. There, you will find the most magical pool you’ve ever seen. Don’t believe me? TripAdvisor once listed The Tank as the only US pool in their Top Ten Most Amazing Hotel Pools in the World list. This is where you can slide through a glass-enclosed aquarium with sharks. Yes, you read that right. Look into it here. While you’re down on Fremont, take your date on a zipline through the Fremont Street Experience. These rides will be offered again in the fall. Another adventurous activity is a trek to Red Rock Canyon to check out the petroglyphs. Last, but not least, if you’re looking for an adventurous and very memorable date in Vegas, I suggest a helicopter ride over The Strip at night. Very few Canadian’s pay any attention to civic politics. The people that run our towns and cities are elected by less than 35% of eligible voters. This is a strange democratic deficit given that we are most directly effected by services delivered by our local governments. Background info … In 2012 to 2015 I was heavily embroiled in several (5) legal cases that I bought forth against a former employer and (at that time) my current landlord here in Victoria.
 These cases were tenant-landlord actions that were heard by the B.C. Residential Tenancy Branch.
 The Landlord (Robin B. Kimpton) was / is perhaps Victoria’s most notorious and well known slumlord in Victoria with multiple buildings being condemned and shut down by City officials , displacing many families onto the street.
  As a long time tenant and employee of this landlord I was in a unique position (with much documentation) to stand up to this landlord and succeed where so many tenants had failed in the past.
I was able to gain unprecedented decisions against this landlord and I recieved near 100% rent abatements for 1.5 years.
 Due to this success, I was chosen in 2017 by TAPS (Together Against Poverty Society) from among their thousands of files to join a small hand picked group of 10 distraught tenants to form the original VTAG steering committee intended to work with operatives in creating what TAPS called “a tenant peer support group”
This group would later become known as the incorporated non-profit political organization called VTAG (Victoria Tenants Action Group Society)
  As I will later explain, I believe this was the early stages of a complex plan to set up a newly formed non-profit that would enable the infusion of funds into the 2018 civic election and set the stage for further control over the outcomes of elections here and insert BCGEU funds and party politics into city hall, all in the name of helping renters.
 I now believe that distraught tenants were used to legitimize a so called tenant peer support group that would later become a political organization that could be weaponized and used for electioneering purposes.
Tactics:
When the B.C NDP took power in B.C. they brought forth a highly welcomed Campaign Finance Reform that made it illegal for election campaigns and its candidates to receive funds from Unions and Corporations and would limit the amount on individuals contributions to $1200.
 This seemed a brave stance given that the B.C. NDP has traditionally relied on Union money for their activities.
 However It seems now that political forces here in Victoria, that have direct and intricate ties to the NDP / Greens, have been maneuvering and attempting to insert funds through the back door via registered non-profits that can legally register as ‘Third Party’ election participants.
These NON-profit Third parties can legally use mass amounts of funds they possess when having affects on any election.
These registered non-profit ‘third parties’ can operate relatively unchecked as to their activities and go unchecked as to who actually runs and supports them.
These registered non-profits are not limited as to how much money can be donated to them.
 I believe I have unwittingly stumbled across and documented one such example that has come to be known here in Victoria.

Here is where things get a bit complicated so I will try to explain a simply as I can.
There is much documentation to corroborate what I will state here so please feel free to request specific Docs. on any specific points I make or claim here.
I will attach here some documents that are by no means the limit of the massive amount of documents that demonstrate this case. A great amount of supporting documents and evidence (including photographic and audio evidence) has been compiled by an independent source other then myself.
As mentioned, I was one of 10 tenants invited by TAPS – Together Against Poverty Society to help form VTAG -Victoria Tenants Group Society.
 (To be clear TAPS has a long history in Victoria for advocating on behalf of tenants and disabled folks here)
TAPS tenant legal advocates Emily Rogers (spouse to incumbent councilor Jeremy Loveday) & TAPS tenant legal advocate Yuka Kurokawa (also an organizer with the ‘Together Victoria’ political party)  applied for and received $40,000 grant money from The Victoria Foundation to assist in the creation of VTAG in 2016.
This money was received by TAPS (a registered Charity) along with two other later grants amounting to  $20,000 from The Catherine Donnelly Foundation totalling $60,000
The Victoria Foundation expressly forbids grant money be used for political purposes, as stated in their rules.
  This requirement that funds from the Victoria Foundation NOT be used for political purposes likely explains why TAPS failed to report their political activities in their 2017- 2018 annual reports as required by the Canada Revenue Agency.
Two official complaints have now been filed with the CRA for this failure of TAPS to disclose political activity, those written complaints were sent along with copious amounts of evidentiary documentation.
Of note at this point is the fact that a new Grants manager at The Victoria Foundation who approved the funds was hired near the same time in 2016 with the personal recommendation of Mayor Lisa Helps (Victoria Foundation Grants Manager Rudy Wallace)
 Victoria Foundation Grants Manager Mr. Wallace it turns out was also one of the initial organizers in the creation of a political party in Victoria called “Together Victoria”
 My understanding is that Rudy Wallace is a political science grad from University of Victoria along with many of these players , including City councilor Ben Isitt.
Besides the obvious similarity in the actual names of these groups, Together Victoria (the political party) endorsed 3 candidates (Sharmarke Dubow , Sarah Potts , and Laurel Collins) all of whom have direct connection to B.C. NDP / Greens in the 2018 civic election here.
With the assistance of TAPS political wing VTAG (Victoria Tenant Action Group Society) all 3 members of this slate + two incumbent city councilors (Jeremy Loveday and Ben Isitt) were elected to Victoria City council in the 2018 election.
Lead up to the 2018 civic election:
During 2016-2017- and most of 2018 TAPS fails to actually create a separate ‘stand alone’ organization called VTAG (as they stated and claimed) TAPS and Together Victoria maintained control of VTAG despite claims to the contrary and then after years of delay switches into high gear just before the 2018 civic election, and registers VTAG – Victoria Tenant Action Group Society both as a society and as a third party election participant with elections B.C.
 By this time (late 2018) I (Barrett R Blackwood) was the only one remaining VTAG steering committee member of the original 10 distraught tenants invited by TAPS that was still present and willing to sign up as an actual Director of VTAG. ( I became VTAGs Chair of Membership )
Given that a minimum of 3 Directors is required to form a Board,  and given that TAPS had yet to fulfill its 2+year old mandate to its funders , and given that the 2018 civic election was a few months away , TAPS was forced to provide the other two Board members from its own ranks.
Two members of the newly formed political party ‘Together Victoria’ (TAPS advocate Yuka Kurokawa, and former NDP organizer Leslie Robinson) signed as Directors of VTAG
   Leslie Robinson would later be identified as a founding member of a local housing co-op ‘Roots and Roofs’ that provided additional $15,000 of funding for specifically directed election activity by VTAG that assisted in the election of the politicians mentioned above. (the MERM campaign – Municipal Election Renters Mobilization campaign was conducted by VTAG during the 2018 election)
* of note is the now defunct Roots and Roofs housing coop was the only housing coop to ever receive funds directly from the city of Victoria.
* also of note the Roots and Roofs Director Nicole Chaland who approved and directed the use of the money given to VTAG for election activity is also a major organizer and contributor to the Together Victoria political party.
 As the 2018 civic election drew closer, it became obvious to me as a VTAG Director that VTAG was in fact violating its pledge of neutral election activities on behalf of renters and was in fact promoting specific candidates endorsed by the Together Victoria political party in Victoria, and was actually promoting specific candidates. Namely the 5 candidates mentioned above.

As I began to make internal written objections to VTAG for these activities I was met with outright bullying and angry reprisals.
My personal character was immediately attacked by the group.
As one of three VTAG Directors and VTAGs Chair of Membership I was NEVER during VTAGs entire existence granted the authority or ability to communicate with VTAGs membership.
TAPS and Together Victoria operatives continually maintained control of the ability to communicate with lists of names and VTAG contacts.
The official address of VTAG operations continued to be that of TAPS offices well beyond the 2018 election.
Given my limited 7th Grade education and my complete lack of experience in forming a non-profit society I was an easy target for this group.
I was never given access to VTAGs Email accounts, Facebook account, Twitter,account or instagram account.
I continually requested and was denied access to lists of names and contact information that VTAG and other cooperating groups were accumulating and amassing in the name of VTAG leading up to the 2018 civic election.
I was denied meeting minutes of crucial VTAG steering committee meetings ( all of which is well documented )
 My continued call for Membership meetings went unanswered and after the stark outcome of the 2018 civic election I was seriously attacked by the VTAG Board and was ironically and with malus removed as Chair of Membership due to what was termed my “lack of communicating with VTAG Members.” despite my being denied the access mentioned above.
In November of 2018 (after the 2018 election) VTAG is forced by me to address these concerns, given that I publicly went before Mayor and Council to begin inquiries and I began to talk with local media about this story.
 The VTAG committee that was now made up of Together Victoria and associated operatives agreed to investigate my concerns.
 The fake investigation that was conducted only amounted to a 47 page report that had the obvious purposes of discrediting me personally. However the VTAG report contains stark admissions and evidence that I believe the reports authors mistakenly felt I already had possession of. The Report actually provided me with the few missing pieces that of the puzzle that I needed to demonstrate my claims.
 I submit to you this report as a beginning of many documents that I hope you will consider as you look deeper into this scandal and how our electoral process in Victoria has been hijacked by so called progressive forces, namely Together Victoria and its allies.
After the 2018 civic election VTAG goes mostly inactive and fails to carry out its first Annual General Meeting as required by the B.C. Societies act.
VTAG now (just as before the 2018 election) shifts into high gear just before the upcoming Victoria Bi-election.
After an 18 month delay VTAG holds an AGM where the group forms an agenda in my absence within hour of the meeting and refuses my participation as one of three Directors.
In that meeting, when I insisted on speaking at the so called AGM (that was attended and organized and chaired by Together Victoria operatives) I was removed by security and not allowed to present a well researched report.
Together Victoria official Breanna Merrigan attended the VTAG AGM and was given opportunity to speak and defend Together Victoria while I was denied a chance to speak and present my reports.

It should be noted that this independent researcher was also the person responsible for the only successful 2018 complaints to elections B.C. regarding the illegal activities of Together Victoria’s  opposing slate of candidates (New Council.ca)

New L3 Wescam headquarters moving 1,000 jobs back to Hamilton

L3 Wescam says it has over 4,700 systems operational in over 80 counties as part of search and rescue, airborne law enforcement and homeland security missions. The company is breaking ground on a new headquarters in Hamilton Tuesday. (L3 Wescam)
L3 Wescam is breaking ground on its new headquarters in Hamilton Tuesday, in a move that will bring over a thousand jobs back to the city.
It's a company with history in the area stretching back to the 1950s that's essentially coming home to Hamilton. 
"We're excited to be a part of this community again," Wescam said when it first announced the project two years ago.
The new headquarters, which will be located at the southeast intersection of Highway 6 North and Highway 5 in Waterdown, will bring over 1,000 "highly skilled" workers to the city, L3 Wescam says. The company's headquarters is currently in Burlington.
The idea of Wescam itself dates back to 1957, when engineers for Westinghouse Canada on Longwood Road helped develop a stabilized camera system for surveillance applications.
The company went through various changes and buyouts, L3 Wescam said in a media release, and is now seen as a "world-leader in electro-optic and infrared imaging technologies and system solutions."
The company says it has over 4,700 systems operational in over 80 counties as part of search and rescue, airborne law enforcement and homeland security missions.

Are we alone? The question is worthy of serious scientific study

Are we alone? Unfortunately, neither of the answers feel satisfactory. To be alone in this vast universe is a lonely prospect. On the other hand, if we are not alone and there is someone or something more powerful out there, that too is terrifying.
As a NASA research scientist and now a professor of physics, I attended the 2002 NASA Contact Conference, which focused on serious speculation about extraterrestrials. During the meeting a concerned participant said loudly in a sinister tone, “You have absolutely no idea what is out there!” The silence was palpable as the truth of this statement sunk in. Humans are fearful of extraterrestrials visiting Earth. Perhaps fortunately, the distances between the stars are prohibitively vast. At least this is what we novices, who are just learning to travel into space, tell ourselves.

I have always been interested in UFOs. Of course, there was the excitement that there could be aliens and other living worlds. But more exciting to me was the possibility that interstellar travel was technologically achievable. In 1988, during my second week of graduate school at Montana State University, several students and I were discussing a recent cattle mutilation that was associated with UFOs. A physics professor joined the conversation and told us that he had colleagues working at Malmstrom Air Force Base in Great Falls, Montana, where they were having problems with UFOs shutting down nuclear missiles. At the time I thought this professor was talking nonsense. But 20 years later, I was stunned to see a recording of a press conference featuring several former US Air Force personnel, with a couple from Malmstrom AFB, describing similar occurrences in the 1960s. Clearly there must be something to this.
With July 2 being World UFO Day, it is a good time for society to address the unsettling and refreshing fact we may not be alone. I believe we need to face the possibility that some of the strange flying objects that outperform the best aircraft in our inventory and defy explanation may indeed be visitors from afar – and there’s plenty of evidence to support UFO sightings.
The Fermi paradox
The nuclear physicist Enrico Fermi was famous for posing thought provoking questions. In 1950, at Los Alamos National Laboratory after discussing UFOs over lunch, Fermi asked, “Where is everybody?” He estimated there were about 300 billion stars in the galaxy, many of them billions of years older than the sun, with a large percentage of them likely to host habitable planets. Even if intelligent life developed on a very small percentage of these planets, then there should be a number of intelligent civilizations in the galaxy. Depending on the assumptions, one should expect anywhere from tens to tens of thousands of civilizations.
With the rocket-based technologies that we have developed for space travel, it would take between 5 and 50 million years for a civilization like ours to colonize our Milky Way galaxy. Since this should have happened several times already in the history of our galaxy, one should wonder where is the evidence of these civilizations? This discrepancy between the expectation that there should be evidence of alien civilizations or visitations and the presumption that no visitations have been observed has been dubbed the Fermi Paradox.

Carl Sagan correctly summarized the situation by saying that “extraordinary claims require extraordinary evidence.” The problem is that there has been no single well-documented UFO encounter that would alone qualify as the smoking gun. The situation is exacerbated by the fact that many governments around the world have covered up and classified information about such encounters. But there are enough scraps of evidence that suggest that the problem needs to be open to scientific study.
UFOs, taboo for professional scientists
When it comes to science, the scientific method requires hypotheses to be testable so that inferences can be verified. UFO encounters are neither controllable nor repeatable, which makes their study extremely challenging. But the real problem, in my view, is that the UFO topic is taboo.
While the general public has been fascinated with UFOs for decades, our governments, scientists and media, have essentially declared that of all the UFO sightings are a result of weather phenomenon or human actions. None are actually extraterrestrial spacecraft. And no aliens have visited Earth. Essentially, we are told that the topic is nonsense. UFOs are off-limits to serious scientific study and rational discussion, which unfortunately leaves the topic in the domain of fringe and pseudoscientists, many of whom litter the field with conspiracy theories and wild speculation.
I think UFO skepticism has become something of a religion with an agenda, discounting the possibility of extraterrestrials without scientific evidence, while often providing silly hypotheses describing only one or two aspects of a UFO encounter reinforcing the popular belief that there is a conspiracy. A scientist must consider all of the possible hypotheses that explain all of the data, and since little is known, the extraterrestrial hypothesis cannot yet be ruled out. In the end, the skeptics often do science a disservice by providing a poor example of how science is to be conducted. The fact is that many of these encounters – still a very small percentage of the total – defy conventional explanation.
The media amplifies the skepticism by publishing information about UFOs when it is exciting, but always with a mocking or whimsical tone and reassuring the public that it can’t possibly be true. But there are credible witnesses and encounters.
Why don’t astronomers see UFOs?
I am often asked by friends and colleagues, “Why don’t astronomers see UFOs?” The fact is that they do. In 1977, Peter Sturrock, a professor of space science and astrophysics at Stanford University, mailed 2,611 questionnaires about UFO sightings to members of the American Astronomical Society. He received 1,356 responses from which 62 astronomers – 4.6 percent – reported witnessing or recording inexplicable aerial phenomena. This rate is similar to the approximately 5 percent of UFO sightings that are never explained.
As expected, Sturrock found that astronomers who witnessed UFOs were more likely to be night sky observers. Over 80 percent of Sturrock’s respondents were willing to study the UFO phenomenon if there was a way to do so. More than half of them felt that the topic deserves to be studied versus 20 percent who felt that it should not. The survey also revealed that younger scientists were more likely to support the study of UFOs.
UFOs have been observed through telescopes. I know of one telescope sighting by an experienced amateur astronomer in which he observed an object shaped like a guitar pick moving through the telescope’s field of view. Further sightings are documented in the book “Wonders in the Sky,” in which the authors compile numerous observations of unexplained aerial phenomena made by astronomers and published in scientific journals throughout the 1700s and 1800s.
Evidence from government and military officers
Some of the most convincing observations have come from government officials. In 1997, the Chilean government formed the organization Comité de Estudios de Fenómenos Aéreos Anómalos, or CEFAA, to study UFOs. Last year, CEFAA released footage of a UFO taken with a helicopter-mounted Wescam infrared camera.

The countries of Brazil, Canada, Denmark, Ecuador, France, New Zealand, Russia, Sweden and the United Kingdom have been declassifying their UFO files since 2008. The French Committee for In-Depth Studies, or COMETA, was an unofficial UFO study group comprised of high-ranking scientists and military officials that studied UFOs in the late 1990s. They released the COMETA Report, which summarized their findings. They concluded that 5 percent of the encounters were reliable yet inexplicable: The best hypothesis available was that the observed craft were extraterrestrial. They also accused the United States of covering up evidence of UFOs. Iran has been concerned about spherical UFOs observed near nuclear power facilities that they call “CIA drones” which reportedly are about 30 feet in diameter, can achieve speeds up to Mach 10, and can leave the atmosphere. Such speeds are on par with the fastest experimental aircraft, but unthinkable for a sphere without lift surfaces or an obvious propulsion mechanism.

In December 2017, The New York Times broke a story about the classified Advanced Aviation Threat Identification Program, which was a $22 million program run by the former Pentagon official Luis Elizondo and aimed at studying UFOs. Elizondo resigned from running the program protesting extreme secrecy and the lack of funding and support. Following his resignation Elizondo, along with several others from the defense and intelligence community, were recruited by the To the Stars Academy of Arts & Science, which was recently founded by Tom DeLonge to study UFOs and interstellar travel. In conjunction with the launch of the academy, the Pentagon declassified and released three videos of UFO encounters taken with forward looking infrared cameras mounted on F-18 fighter jets. While there is much excitement about such disclosures, I am reminded of a quote from Retired Army Colonel John Alexander: “Disclosure has happened. … I’ve got stacks of generals, including Soviet generals, who’ve come out and said UFOs are real. My point is, how many times do senior officials need to come forward and say that this is real?”
A topic worthy of serious study
There is a great deal of evidence that a small percentage of these UFO sightings are unidentified structured craft exhibiting flight capabilities beyond any known human technology. While there is no single case for which there exists evidence that would stand up to scientific rigor, there are cases with simultaneous observations by multiple reliable witnesses, along with radar returns and photographic evidence revealing patterns of activity that are compelling.

Declassified information from covert studies is interesting, but not scientifically helpful. This is a topic worthy of open scientific inquiry, until there is a scientific consensus based on evidence rather than prior expectation or belief. If there are indeed extraterrestrial craft visiting Earth, it would greatly benefit us to know about them, their nature and their intent. Moreover, this would present a great opportunity for mankind, promising to expand and advance our knowledge and technology, as well as reshaping our understanding of our place in the universe.

Anew military assistance package was announced by the Pentagon this week worth nearly $3 billion, making it the largest pledge of military aid from the United States ever. Listed among the weapons and other materiel is the “VAMPIRE Counter-Unmanned Aerial System,” a relatively new system that the United States has not previously announced as being included in previous tranches of Ukrainian aid. The truth is VAMPIRE is more than a counter-drone system. Here's what it actually is and what it can do for Ukrainian forces that are working to beat back the Russian military.
Overall, the new aid package is set to provide weaponry and ammunition to Ukrainian forces over an undisclosed number of years under the Ukraine Security Assistance Initiative (USAI) and is meant to help address the country's longer-term defense needs. You can read more about all of this in The War Zone's earlier reporting on the package. The “VAMPIRE Counter-Unmanned Aerial Systems” was listed third to last among the materiel disclosed in the Pentagon’s announcement, and no further context was initially provided. Initially, there was some confusion among media outlets about what exactly the system was, which led to the misidentification of the system as being an unmanned aircraft that belongs to an unrelated U.K. Royal Navy program meant to develop ship-launched drones called Project Vampire.
The VAMPIRE, however, is not a drone but an acronym for L3Harris’ new Vehicle-Agnostic Modular Palletized ISR Rocket Equipment system, which is designed to strike ground targets and to take out low-flying aircraft, especially drones.
When speaking to reporters after the newest aid package was first announced, Pentagon Undersecretary of Defense for Policy Colin Kahl described VAMPIRE as being a “kinetic system” and went on to add that it “uses small missiles, essentially, to shoot [unmanned aerial vehicles] out of the sky.” According to the L3Harris’ website, in its unconfigured and uncustomized state, VAMPIRE “is a portable kit that can be installed on most vehicles with a cargo bed for the launching of the” 70mm Advanced Precision Kill Weapon System II (APKWS II) laser-guided rockets “or other laser-guided munitions.”
APKWS II takes an unguided 70mm rocket and turns it into a precision weapon via a laser seeker guidance section and a control unit that homes in on the spot generated by a laser designator. They can be extremely accurate and cause minimal collateral damage. Each APKWS II round costs roughly $27,500 all-included (rocket motor, warhead, and guidance kit).
VAMPIRE consists of a four-round launcher for 70mm laser-guided rockets, such as the APKWS II, as well as a WESCAM MX-RSTA or similar electro-optical/infrared modular sensor ball and laser designator that can be elevated via a telescoping mast. A self-contained power supply and a centralized control system are also part of the package. The palletized system can fit in truck beds or even be installed in a fixed position.
VAMPIRE can also be configured with different sensors to better suit the needs of the end user, according to L3Harris. This is where the mystery comes into play, as the specific VAMPIRE configuration to be delivered to Ukraine has not neem divulged.
L3Harris has not primarily promoted the VAMPIRE as a C-UAS capability. However, the company does clearly say that VAMPIRE is capable of engaging aerial targets like drones, and a promotional video shared by the company (and can be seen below) does explain that L3Harris’ Advanced Video Tracking can lock on moving targets all while an MQ-9 Reaper can be seen in the footage through the lens of VAMPIRE’s infrared camera.
The brochure for the system also clearly states that it can be used against airborne targets, with a variant of the TDRS Twin Hawk target drone, also described as a "Group III" unmanned aircraft system (UAS), shown as an example. Per the U.S. military's drone categorization system, Group 3 UASs are unmanned aircraft with maximum weights of between 56 and 1,320 pounds, that can fly at altitudes up to 18,000 feet, and that have top speeds of 250 knots or less.
It isn’t clear how expansive VAMPIRE's air-to-air capabilities might be beyond engaging drones, but slow-moving helicopters could potentially be a juicy target for it, as well. Its range is limited, especially in ground-launched form, though. When air-launched, the APKWS II has a range of around three miles when launched by a helicopter under ideal conditions. When ground-launched, its reach would be far less.
The use of APKWS II in the anti-air role may seem really obscure, but it is a growing application for the system. In fact, making use of their more sensitive AESA radars and advanced targeting pods, USAF F-16s have been testing APKWS II as an air-to-air weapon. It would give the jets a far deeper and more affordable arsenal for engaging large groups of cruise missiles. You can read all about these trials in this War Zone exclusive report.
Another important feature of VAMPIRE is its ability to be installed in most pick-up trucks, civilian or military, with a flat cargo bed. Ukraine's plucky and resourceful ground forces have adapted all types of ground vehicles into weapons, including equipping light trucks with missiles for air defense applications. As such, VAMPIRE seems like a good match for Ukraine due to its easy adaptability to different platforms, simplicity, large potential supply of ammunition, and fairly advanced precision capabilities.
But it's not just about swatting drones, VAMPIRE can be used against ground targets, such as vehicles and troops, as it was primarily designed to do.
VAMPIRE, in its advertised configuration, includes the ability to raise a large mast to give its sensor ball a much more commanding line of sight of its surroundings. This same system would 'paint' a target with its laser for the APKWS to engage, allowing the rocket to fly out to its maximum range to hit enemy ground targets. Because of its high mobility, VAMPIRE can do this in a 'scoot and shoot' fashion, hitting a target and moving to a new location before the enemy can attack the launcher. These types of tactics are being heavily leveraged by Ukrainian anti-tank missile teams already, including some that are even using motorcycles to get in and out quickly. The mast could also allow for the system to work as a very capable surveillance tool, even if the vehicle is deeply concealed by vegetation or behind a berm.
With that, it is interesting to note that back in May, the U.S. military announced its plans to transfer APKWS II rockets to Ukraine, but neglected to disclose what platform the munitions would be fired from. On top of that, Germany recently announced its own plans to deliver pick-ups equipped with 70mm launchers capable of firing laser-guided rockets. While intriguing, it is unclear if both transfers are at all related to the delivery of VAMPIRE. Other concepts do exist, including mounting similar launchers on M113 armored personnel carriers which Ukraine is now using, as well as on MRZR buggies. The possibility that the guided rockets could also be used by another undisclosed platform, including a drone, also exists.
Needless to say, sending a new C-UAS system to Ukraine would make complete sense considering the effect that drones have had on both sides of the conflict in Ukraine. There are numerous examples of Russian troops especially using various types of drones for artillery spotting, general surveillance, and employing improvised munitions. The ground attack capability is equally as relevant.
Not only that, but recent reports have pointed to the very real possibility that Russia has begun buying a massive amount of drones from Iran in order to skirt sanctions, which certainly has the potential to change the reality of the battlefield as the conflict rages on. This idea is further supported by the fact that the recent aid package is aimed at addressing Ukraine’s long-term needs, which are being understood through talks with Washington that give Ukraine the chance to explain what capabilities it requires and why.
If indeed VAMPIRE is delivered in its basic form, Ukraine will have a new weapon for swatting down enemy drones and a new direct fire capability that comes with scalpel-like precision.

Taiwan confirms purchase of MQ-9 SeaGuardians

Taiwanese Member of Parliament Wang Ting-yu announced on September 2 that the Taiwan National Defense Ministry has signed a contract worth US$ 555 million for the purchase of four MQ-9B SeaGuardian aircraft.
This contract comes almost two years after the United States Defense Security Cooperation Agency announced that the U.S. State Department had approved a possible foreign military sale to Taiwan of four MQ-9B Guardians unmanned aerial vehicles.
This announcement occurs during a period of growing tensions between Taiwan and China, with a large escalation of People's Liberation Army aircraft crossing Taiwan's air defense identification zone (ADIZ). These raids are part of a series of live-shooting exercises around the island of Taiwan in response to visits by U.S. government officials, including House Speaker Nancy Pelosi, the highest authority to visit Taiwan in 25 years.

The MQ-9Bs are planned to be parked in Hualien County, the Liberty Times reported. Hualien County is home to Chiashan Air Force Base, home to the Teng Yun unmanned aerial vehicles inspired by the Taiwan MQ-9. Teng Yun, developed by the National Institute of Science and Technology Chung-Shan (NCSIST), has a 24-hour flight autonomy, with a maximum range of 1,000 km. Teng Yun 2, the successor to Teng Yun, has no published specifications, having carried out a test flight of more than 10 hours in June this year around the internal border of Taiwan's air defense identification zone.

This announcement occurs only a few months after the Japanese Coast Guard announced that it would be acquiring the same variant of the MQ-9B, with the same objective of monitoring the maritime borders. The Japanese SeaGuardian program is scheduled to start in October this year, while the first of the four Taiwanese SeaGuardians is scheduled to arrive in 2025.
