NAVAL, Biliran, May 6 (PIA) -- With the observed congestion of people at the commercial area of Naval, the capital town of Biliran province, during the first-day implementation of the local executive order on General Community Quarantine (GCQ) on May 1, a measure was passed by the LGU-Naval to intensify social or physical distancing.

Naval Mayor Gerard Roger M. Espina said in his social media post that effective May 6, the town will impose a schedule of travel for holders of home quarantine pass (HQP) coming from other towns of the province to Naval.

Schedules are stipulated in sub-paragraphs (a), (b), and (c) under paragraph 3.1 of Executive Order No. 19, series of 2020 entitled "An Order Implementing General Community Quarantine (GCQ) in the Municipality of Naval and Providing Protocols and Guidelines Thereof."

Paragraph 3.1 of EO 19 imposes a schedule to the holder of HQP from neighboring municipalities of the province in order to maintain physical distancing and prevent a concentration of crowd in the business area of Naval.

The schedule of HQP holders from other neighboring towns to visit Naval based on EO 19 are as follows: Mondays, Wednesdays and Fridays -  Almeria, Kawayan, Culaba and Maripipi, and Tuesdays, Thursdays and Saturdays for Caibiran, Cabucgayan and Biliran. Mayor Espina said in his social media post that Sundays are free for all.

EO 19 also provides that government employees and holders of workers' pass mandated by EO 25 of the provincial government are allowed entry every day.

The movement of all persons in the municipality of Naval shall be limited to accessing essential goods and services, and for the work in the offices or industries permitted to operate and that movement for leisure purposes shall not be allowed, the EO added.

Border checkpoints have been established in the following areas: Barangay Villaconsuelo to check HQP holders coming from Culaba and Caibiran towns traveling the Cross Country Road going to Naval; Barangay Catmon for HQP holders traveling the national highway coming from Cabucgayan and Biliran towns going to Naval;  Barangay Sabang for HQP holders traveling the national highway coming from Kawayan and Almeria towns; and at the Naval Public Terminal Seaport for HQP holders coming from the island town of Maripipi.

Executive Order No. 19 takes effect until May 15, 2020. (ldl/rsv/PIA-8)

NAVAL, Biliran, Feb. 12 (PIA) -- The municipality of Naval is set to give Wednesday, February 12, digital thermometers to public secondary and elementary schools of the town as part ofthe measures undertaken to protect its constituents, especially the schoolchildren, from being affected with the 2019 Novel Coronavirus Acute Respiratory Disease (2019-nCoV ARD).

The purchase and distribution of digital thermometers to the town’s public schools is on top of the priority measures undertaken by LGU-Naval in a recent meeting presided by Mayor Gerard Roger M. Espina with the town’s health council.

Espina said in his social media post that the digital thermometer will be used to students before their entry to schools, and personnel from the town’s health unit will teach and assign teachers to do the task.

Based on the list provided by LGU-Naval, the public secondary and elementary schools with the corresponding number of digital thermometers provided are: (Elementary) Naval Central School-5, Calumpang-2, Caray-Caray-2, Atipolo-2, Agpangi-3, San Pablo-2,Borac-2,Catmon-2, Larrazabal-2, Lucsoon-2,PS Eamiguel-2,Lico-2, Libtong-2,Cabungaan-2, Talustusan-2,Mabini-2, Villaconsuelo-2, Villacaneja-2, Imelda-2, Anislagan-2Eden-2, Haguikhikan-2, and (High School)Naval School of Fisheries-5, Naval National High School-5, Lucsoon National High School-2, and Limpiado National High School-2.

Aside from the distribution of the digital thermometers to the town’s public schools, Espina also instructed the schools to strictly use their WASH facilities to ensure the cleanliness of hands of the students.

Part of the measures is the conduct of information campaign on the 2019-nCoV by personnel of the town’s health office in the town’s public schools. Schools heads have started disseminating on it in the past school’s recognition activity.

Espina also issued an executive order to protect the residents from overpricing and profiteering on the sale of facemasks, and other medical supplies used as protection from the 2019-nCoV ARD.

He warned drugstores to revoke their business permits if found violating the order, and urged the public to report drugstores and resellers violating the order. Espina also sent a letter to the Philippine Ports Authority and the Philippine Coast Guard to get the passengers manifesto of Cebu-Naval ferries, and do the body thermometer checking.
