Statement on The Impact of Climate Change towards Food Security. 
The Republic of Maldives to the UN
The Food and Agriculture Organization (FAO) defines food security as a ‘‘situation that exists when all people, at all times, have physical, social, and economic access to sufficient, safe, and nutritious food that meets their dietary needs and food preferences for an active and healthy life”. This definition consists of four key dimensions of food supplies: availability, stability, access, and utilization. The initial focus, reflecting the global concerns of 1974, was on the volume and stability of food supplies. Food security was defined in the 1974 World Food Summit as “availability at all times of adequate world food supplies of basic foodstuffs to sustain a steady expansion of food consumption and to offset fluctuations in production and prices”. In 1983, FAO expanded its concept to include securing access by vulnerable people to available supplies, implying that attention should be balanced between the demand and supply side of the food security equation: “ensuring that all people at all times have both physical and economic access to the basic food that they need”.
Climate change affects agriculture and food production in complex ways. It affects food production directly through changes in agro-ecological conditions and in directly by affecting growth and distribution of incomes, and thus demand for agricultural produce. Impacts have been quantified in numerous studies and under various sets of assumptions. A selection of these results is presented in Quantifying the Impacts on Food Security. Here it is useful to summarize the main alterations in the agro-ecological environment that are associated with climate change.
The land area of ​​Maldives is only one percent of its total area while the rest is water. The main source of food security in the Maldives is the fisheries sector. Tuna is the main export product, because with poor soil conditions, food crops such as rice cannot be grown. Livestock raising is also limited, especially to goats and chickens for eggs. Domestic food production is only ten percent, while the rest must be obtained through imports. Maldives plans to improve agriculture and livestock to be used as economic support after tourism. Globally, the quality and quantity of agricultural and rural statistics has shown the inevitable decline to extremely low levels in the last two decades. The quality of the fisheries sector decreased from three percent in 2006 and to less than two percent in 2011 due to a 40 percent decrease in tuna catches over the same period. Meanwhile, the share of agriculture is at two percent.
Programmes and steps taken for food security in Maldives are the Hydroponics Agriculture Pilot Project taken up by MOFAMR in 2006 and Food Safety Advocacy sessions (1&2) in 2006 (Mittal, 2009). The project aims to promote the development of hydroponics production systems both by households and on a commercial scale, to help the country achieve food security as well as provide its citizens with an additional avenue of employment and income generation. The project also aims to increase the availability of high- quality horticultural products, which would improve nutritional status. 
Maldives is self-sufficient in fish whereas rice, wheat flour, fruits, vegetables and other food items are largely or entirely imported. The country is balancing its’ food requirements through both - domestic production and food imports. It is estimated that Maldives produces less than a tenth of its overall food requirements. The majority of food products, including 100 percent of the staples (rice, flour and sugar) are imported. To cater for the growing population and expatriate community coupled with the large number of tourists’ visiting the country, the Maldives needs to import large quantities of food every year. According to the Maldives Customs Services in 2011 alone, more than 24, 19 and 9 million kilograms of rice, flour and sugar respectively, worth over MRF 51 million were imported to the country. According to the State Trading Organization, the Maldives require 2,250 MT of rice, 1,000 MT of sugar and 1,200 MT of flour per month, worth approximately USD 3 million. The company has the capacity to maintain two months of buffer stock at a given time. The food distribution network consists of 3 main warehouses located at Male’, HA Kulhudhufushi and S Hithadhoo complimented with ten smaller warehousing facilities. (Ha Hoarafushi, Vili-Male’, Hulhu-Male’, LFonadhoo, GdH Thinadhoo, GA VilingilI, Gn FuahMulah, S Hulhudhoo, Feydhoo and Maradhoo). 
However, this mechanism is not adequate as a national food reserve or able to handle national emergencies. As a result, future food emergencies may well have severe consequences on the food security and livelihoods of the poor and vulnerable. Emergency preparedness response and rehabilitation are expensive and poorly addressed in the national development planning. All elements of disaster risk management, including disaster risk reduction (preparedness, prevention and mitigation), response, rehabilitation and relief giving particular emphasis to food insecure and nutritionally vulnerable groups need to be systematically incorporated into planning. The Maldives lack a food security policy. However, in response to the current food and fuel crisis, the Maldives is integrating food security into national planning through developing a national food security strategy. It has also removed tariffs on imported food items, agricultural inputs and fuel and is intensifying and diversifying agriculture and fisheries. The Maldives is also promoting and strengthening small and medium enterprises (SMEs) in both these sectors.

Because of its unique location, the Maafushi dive offers fantastic diving potential for beginners and seasoned divers, with Manta sightings all year around. How to get here
There are scheduled speedboat ferries and combined transfers for about 25 USD per person per way, which takes 45 minutes to reach Maafushi. These can be requested through the guesthouses at the time of reservation. Scheduled speedboat ferry tickets are available through ICOMtours or MaafushiTours
Private speedboat transfers can also be arranged for about 150 - 300 USD (excluding taxes) through guesthouses and private operators for travelers preferred time and pickup location.
Alternatively, hop on a ferry from Malé Vilingili Ferry Terminal to Maafushi. It costs about 3 USD per person per way and the journey takes 90 minutes. Public ferries operate daily except for Fridays. Ferries depart from Malé daily at 3:00 PM; and Sunday, Tuesday and Thursday an additional ferry departs at 10:00 AM. Public ferries depart Maafushi daily (except for Fridays) at 7:30 AM and an additional ferry at 12:45 PM. Schedules and tickets can be acquired here.
Our environment protection goals are in line with Project AWARE by PADI. We focus on instilling healthy diving habits to conserve the marine environment. We run awareness campaigns within the community and national level to education the importance of protecting the fragile marine ecosystem and its inhabitants. The usage of single use plastics are banned within our premises and boats in order to avoid marine litter and microplastics. Water refilling stations are provided within the Dive Center as well as boats.
We also implement a "No glove policy" during dives.

The Maldives islands are home to more than a thousand coral reefs, vibrant ecosystems that provide a home for marine life. The coral reefs of the Maldives’ 26 atolls offer striking underwater exhibitions of colorful fish and oddly-shaped fauna to holidaymakers who visit this stunning destination. However, in recent years, the coral has suffered from extensive bleaching, affecting between 60 and 90 percent of the Maldives’ coral reefs. This natural disaster has exposed the vulnerabilities these islands face in the midst of climate change.
Local NGO, Save The Beach Maldives, is at the forefront of protecting these coral reefs from more destruction. Since 2012, the organization has been running coral rehabilitation programs in the Maldives’ reefs, starting with the island of Vilingili. In collaboration with eco-tourism company Secret Paradise Maldives, Save The Beach welcomes guests to take part in a marine conservation tour. During the tour, guests meet local ocean conservationist, Beybe, and learn about the ocean’s ecosystems, as well as conservation challenges and solutions arising from coastal development and waste management.

Save The Beach’s Ocean Conservationist Beybe
The tour begins with an introduction to Beybe, a remarkable man with a passion for saving our seas. Having grown up in the Maldives, Beybe remembers a time when the reefs were thriving. Sadly, in 2014, the El Niño climate cycle triggered the worst coral bleaching events on record. The reefs were affected again in 2016 by El Niño.
Beybe talked to me about the events that occurred and the importance of coral conservation. He explained that coral bleaching occurs when water temperatures become too warm. Coral expel the algae living in their tissues, causing the coral to lose color and turn white. After this, coral has a much lower chance of survival resulting in habitat and food loss for an abundance of marine life.
El Niño is not the only culprit at play, Beybe explained. Carbon pollution, caused by human overconsumption, is warming the oceans to critical levels. Save The Beach Maldives was founded to educate the local community about the importance of protecting our oceans. What started as a youth movement to conserve the beaches in Vilingili, is now a nationwide program that involves coral rehabilitation, waste management, plastic reduction, beach clean-ups and scientific research programs investigating the Maldives’ ecosystems.

Trash Island
We walked to the shore of the Vilingili beach. Beybe handed me snorkeling gear. The beach sits on a small stretch of coastline directly opposite the Maldives’ capital of Malé, one of the most densely populated islands in the world. Beybe pointed out Malé’s neighboring island, a trash island home to the population’s landfill. Smoke emitted from the piles of trash, releasing harsh chemicals such as hydrochloric acid and sulfur dioxide into the atmosphere. Ironically, the act of burning trash is one of the things contributing to climate change, but these remote islands in the middle of the Indian Ocean have no other form of waste disposal. Committed to ending the excessive generation of waste, Save The Beach has launched a number of waste management initiatives in local schools on Vilingili and throughout the Maldives. The organization has also lobbied for the protection of the beaches and reefs in the Maldives.
I put on my snorkel and flippers and step into the calm, blue water. I follow Beybe out towards the reef. As we approached the drop-off, I noticed checker-like bars on the floor of the ocean. Small pieces of coral sat atop them arranged in parallel lines. Some of the coral were brain-like; others looked like tree branches. The ocean floor resembled an underwater veggie patch, flaunting a range of different shapes and colors.
Beybe free-dived down to take a closer look. I floated at the top of the ocean and watched as he swept away what appeared to be algae from some of the corals. I later learned this is an important part of the cleaning process. The first 30 days after coral is planted is when it is most vulnerable. Beybe explained that during these first 30 days, the reefs have to be checked and cleaned daily. After this period, the coral needs to be checked only once every 3 to 4 days. Beybe leads a team of volunteers who regularly help him monitor the reefs, clean them and record their growth. Some coral has reported a growth of 30 centimeters in 18 months. It might not seem like much, but a 30-centimeter coral will provide shelter and food to herbivorous fish, playing a vital role in the ocean’s ecosystem.

Save The Beach’s Reef Work
The Vilingili coral rehabilitation project is not the only of its kind in the Maldives. Save The Beach has worked with five separate reefs throughout the region, with plans for more in the pipeline. The process for rehabilitation is first to monitor the waters, understand the currents and the water temperatures. The next step involves finding broken pieces of coral, removing the algae or dead coral and retrieving the live part. The live piece of coral is then planted strategically amongst other pieces of coral, similar to the way we would plant seeds in a garden.
I watched in wonder as Beybe nurtured these underwater plants. Before participating in the tour, I had never known the extent of coral’s role in the ocean, or that we can plant coral similar to the way we plant trees. Beybe and his team bring a wealth of scientific knowledge to this work. His passion shines through in every word he speaks.
We can learn about the effect climate change is having on our planet by learning from the experiences of vulnerable island nations like the Maldives. What Save The Beach is achieving is vital to the future of our oceans. As Beybe explained, 50 percent of the oxygen we breath comes from the oceans; the ocean is our life source.
