monokuma's down here too but i almost didn't spot him because his sprite is glitched out so badly and he's standing in the corner like a weirdo. he says "the moment you discover that the truth was a lie... all hope will disappear" and then giggles about it. thanks.
right near him is a classroom we can enter. i think it's the same one hinata started off this chapter in, which is also the same classroom naegi woke up in during the dr1 prologue. it's glitched out now too, everything's black and white and there's a rendering error message flashing on the blackboard. floating in the center of the room is a large, gray-black rectangular object.
when hinata looks at this object, he immediately notices it's floating — lots of other stuff has been floating this chapter but this is the first time he's been able to perceive that, apparently. as he's observing it, the object spins so that one of its wider sides is facing him and then we see this:

it's alter ego! they explain that it's their AI running the neo world program, but they don't actually have much control over the simulation. sort of an omniscient-but-not-omnipotent situation, or, to use their metaphor, they're like an apartment manager (someone who oversees the building but doesn't have control over what goes on in individual apartments). the only one with direct influence over the simulation is "the observer" (they don't elaborate), and a virus has spread throughout the simulation causing it to act up. this is a lot to take in for hinata, who is still processing the VR reveal, so he requests alter ego pump the brakes on their explanation so he can ask some questions. to tl;dr what we learn here i'll do bullet points.
the neo world program isn't finished. it's supposed to be able to simulate the entire world, but they don't have enough data on the world yet to do that; instead the simulation is based on jabberwock island, since the real jabberwock island is where the future foundation's research lab is. because the program launched in an unfinished state and data on the rest of the world was not collected, alter ego's unable to provide any info on what's going on in the real world.
it's supposed to be an accurate representation of jabberwock island but thanks to the virus, well, not quite. stuff like the funhouse, monokuma rock, and most of the 5th island was created by the virus, as was this glitched-out version of hope's peak academy.
the neo world program is intended for therapeutic use. alter ego says its purpose is "to make the real world a splendid one" and calls it "a program for creating hope." regarding the program having been used to delete their memories of high school, the memory deletion/overwrite function is a core feature of the program and this had to have been done intentionally in an attempt to replace their memories of high school with memories of having a nice time at the beach. why this was done is something alter ego can't answer; they're sure there must have been a good reason, but they don't know what that reason is.
the way the program was originally set up for this particular session, there were supposed to be two moderators. or i guess one moderator (usami) and one monitor (nanami). usami was supposed to be in control of the "rules" of the simulation, whereas nanami was created to blend in with the rest of them and as such had no special powers. of course, usami got robbed of her moderator powers when monokuma showed up and turned her into monomi, and then later he executed both of them.
violence shouldn't have even been possible in this program as originally designed. that's all the virus. alter ego isn't totally certain what this virus is but describes it as though it's intelligent, saying it basically outsmarted them and wrested control of the simulation from them. as for how the virus infected the program, alter ego says it's not connected to any network, so the most likely explanation is someone physically uploading the virus using an external flash drive.
hinata has a big think about all of this as alter ego's talking. naturally he's having a difficult time accepting that he's in VR, and at one point he asks out loud if this world is fictional (alter ego doesn't answer). he thinks that it sounds like the future foundation has been treating them like lab rats and he's not sure they deserve to be thought of as their allies, and furthermore it sure sounds like there's a traitor in the future foundation who uploaded this virus. also, since alter ego is a sophisticated AI who is basically omniscient within the context of this program, it's pretty scary that this virus was able to get the better of them and implies their opponent is an even more powerful AI.
alter ego does try and offer a bit of positive news; they say they still have some influence over the simulation, and there are still limits on what the virus can do. they start to explain this, saying something about how since the virus has essentially taken over the moderator role it's operating under the same restrictions that role would normally have (this is essentially an issue of admin vs. root permissions i take it), but they get cut off by monokuma, who proceeds to do some crazy shit i'm going to talk about in another post because this one's getting long.
back to hinata. we're on the first floor again but it uh. Looks a little different now

The placebo effect is when you take fake medication thinking it's real and it helps your symptoms because you believe it will, and the nocebo effect is the exact opposite of that, which just goes to show that reality is created in the brain! hinata's like "...what made you bring this up suddenly" and she's like Oh huh? What? Gosh huh idk I'm not sure
