University of Guelph sidesteps demands for full fossil fuel divestment with partial carbon cut
The University of Guelph has voted to cut the carbon footprint of its endowment fund by 10 per cent over two years in response to a student-led campaign, the latest attempt by an institution to sidestep calls for full fossil fuel divestment.
The commitment is being described by university personal as a “starting point” — one that will eventually lead to further reduction goals being made in the future as part of a long-term plan — but as “minimal” by some student advocates.
Don O’Leary, the university’s vice-president of finance, administration and risk, said the school’s investments have been ranked by their current carbon footprint and the school will begin either reducing positions in multiple names or eliminating investments entirely. O’Leary, however, acknowledged that these reductions could be made outside the oil and gas sector — noting that utilities and material and manufacturing companies were among the worst offenders.

After the vote, O’Leary rejected the notion that the board’s commitment was mostly symbolic, saying that that would be the case had the school moved for divestment instead.
“The full divestment from fossil fuel would in many ways be a symbolic gesture,” he said. “We’re a small investor and those companies wouldn’t much care whether we were involved or not. By staying in some of those companies, we can become an active investor, engage these companies … press and push and find change.”
Upon making its decision, the University of Guelph joins a long list of Canadian universities who have spurned the divestment movement in the past five years. University of Toronto, McGill University, University of Calgary, Dalhousie University and University of British Columbia have each rejected divestment and offered alternatives such as the creation of low-carbon funds and unspecified promises to keep environmental risks in mind for future investments. Similar pushes for institutional investors to do the same have gone unheeded.
University of Ottawa and Simon Fraser University found compromises in the same manner that Guelph did, promising to lower the carbon footprints of their investments by 30 per cent by 2030.
Laval University was the first and only university in February 2017 to announce it would be divesting of fossil fuels. The plan has since changed and a spokesperson said in a statement Tuesday that the university will track the carbon footprint of its investment portfolio and expand its focus to all greenhouse gas emissions.
“A total divestment from fossil fuel, using that metric, is not feasible,” the statement said. The university has not yet begun divesting and did not offer a target date.
The decision was made in response to a special action request made by student group, Fossil Free Guelph, which has been pushing the university since 2013 to immediately freeze fossil fuel assets in its endowment fund and then divest entirely over five years.
Spencer McGregor, a University of Guelph student and member of Fossil Free Guelph, was disappointed with the decision, criticizing the university for ignoring its students. McGregor said that 72 per cent supported divestment in an undergraduate referendum in 2016.
“By giving us this 10 per cent carbon reduction, they’re trying to spin it as a win,” McGregor said. “If the university had committed to divestment (in 2013), they would’ve been the first Canadian university to be done the process and that would’ve been real environmental leadership. What they’re doing is pretty minimal.”
According to documents obtained by Fossil Fuel Guelph, the university had more than than $37.62 million invested in 58 energy companies as of July 31, 2018. The university’s holdings, which are made up of several Canadian and international companies that operate in Poland, Hungary, China and the Netherlands, for example, make up 13.4 per cent of the total endowment fund, which is mostly used to pay scholarships.
Calgary-based Prairiesky Royalty Ltd., a company that acquires and manages royalty lands in order to make third-party investments in the oil and gas sector, has the most weight in the portfolio, accounting for more than $3.8 million in investments. European juggernauts Total SA and Royal Dutch Shell PLC as well as Enbridge Inc. and Peyto Exploration and Development Corp. round out the top five. The university’s smallest investment — $10,000 — is in National Refinery LTD, a Pakistani refinery.
Pressed for details, O’Leary couldn’t say whether potential market movements that could drive up the value of these investments would alter the university’s plans. He added there’s “conflicting evidence” of what impact the school’s plans may have on its financial returns.
The divestment of fossil fuels has never been a reasonable solution, said Jackie Forrest, senior director of Arc Energy Research Institute, which conducts economic and investment analysis for an energy-focused equity manager in Calgary. Oil demand isn’t changing, she said, and the idea that capital is at risk by continuing to invest in the sector is false. The oil and gas sector will still be producing about 73 million barrels per day in 2040, she added, and investors would instead be better served by looking for names that have a lower carbon cost.
“I think (divesting) simplifies the problem,” Forrest said. “By divesting of fossil fuels, I don’t think you’re doing anything to solve the world’s problems in terms of climate change.”
