MANILA, Philippines — The Bureau of Immigration (BI) recently stopped two alleged illegal surrogacy trafficking victims from traveling to Georgia.
In a statement yesterday, Immigration Commissioner Joel Anthony Viado said BI personnel prevented the women from boarding their flight at the Ninoy Aquino International Airport Terminal 1.
The victims initially claimed to be acquaintances and professionals traveling on a self-funded leisure trip to Tbilisi, Georgia.
During secondary inspection, authorities discovered that their travel documents were fraudulent.
The victims admitted that they were recruited by an online recruiter who offered them to become surrogate mothers for an unidentified person, with a monthly salary of P700,000 each.
The recruiter instructed them to undergo medical examination before traveling to Georgia.
The victims were turned over to the Inter-Agency Council Against Trafficking for further investigation.
Thirteen pregnant Filipino women have been sentenced by a Cambodian court to four years in prison for being surrogate mothers.

Svetlana's Route
(A manual to the United States embassy personnel in Tbilisi, how to handle transfer of abducted former defector back to the U.S.*)
On December 20, 1966, Svetlana Alliluyeva arrived in New Delhi. The Soviet government had given her special permission to travel to India to scatter the ashes of her ‘husband’, Brajesh Singh, on the Ganges in his village – Kalakankar, Uttar Pradesh – as Hindu tradition dictated.
Because Singh was a foreigner, Aleksei Kosygin, chairman of the Council of Ministers, had personally refused her request to marry him, but after Singh’s death, she was permitted to carry his ashes to India. The another month in India she spent in Kalankarkar.
Meantime, there was a sharp increase of the number of Indian intelligence personnel around the embassy. The embassy knew that she had bought a return ticket to Moscow on March 6, 1967. The Soviet intelligence representative in New Delhi Radomir Bogdanov warned his superiors that Svetlana Aliluyeva could defect. The conclusion was based on his "accidental" approach of Svetlana in restaurant Volga at Connaught Place.
He got hooked to Svetlana's table as a French immigrant of Russian origin. Ambassador Ivan Benediktov did not believe Bogdanov, saying that it was nonsense. He said: "Kosygin himself vouched for her." Bogdanov asked the ambassador to send urgent message to Moscow, to the Central Committee of the CPSU, outlining his conclusions about the possible forthcoming escape of Svetlana.
But ambassador rejected the idea. Then the rezident himself sent a telegram to his immediate superiors. Subsequently, it just partially saved him from trouble.
At 7:30 p.m., on March 6, Svetlana went to the American embassy, which was located at Shantipath Ave. next to the Soviet embassy. Usually the gate in the embassy fence closed in the evenings was open at the time. Svetlana passed through boldly. She carried small bag. In fact, the CIA had arranged some, at least, unobtrusive ways to get her out.
She was interviewed by Consular officer George Huey, ambassador’s personal assistant Richard Celeste, the embassy Soviet affairs specialist Roger Kirk, and her CIA agent-superviser Robert Rayle (both, Rayle and Kirk were fluent in Russian).
At 9:30 p.m. Flash cable was sent to Washington. It summarized the facts described by Svetlana and indicated that in their estimate, they could count on no more than four hours before the Soviet embassy discovered jthat Svetlana was missing. The message concluded: “We will try to get Svetlana on Qantas Flight 751 to Rome leaving Delhi at 1945Zulu (1:15 am local time) unless otherwise instructed.” Eleven minutes later, Washington acknowledged receipt of the cable.
CIA head in Delhi David Blee had Richard Stolz on another end, who was just expelled from Moscow, and assumed duties of agency chief of station in Rome. He replaced William Harvey. It is noteworthy, what about Harvey was written in Playboy (PLAYBOY vol. 27. no. 4 – Ajpril. 1980; "The American James Bond: A True Story" by David C. Martin, Page 266-): “When he first came to Rome, he tried to be very careful about his drinking," a member of the station staff said. "At cocktail parties, he would drink iced tea." But soon "he was hitting the bottle very hard early in the morning," another colleague reported. "By noon. Bill was no longer Bill." When a colonel in the local carabinieri took him on a tour of check points along the Yugoslav border, Harvey slumbered drunkenly through the entire trip. When the American ambassador, Frederick Reinhardt, called an emergency meeting one Saturday, Harvey arrived "blotto" and fell asleep slumped over the arm of his chair. His gun fell out of its holster and onto the floor. "For Christ's sake," Reinhardt snapped, "who sent him to this town?" And a little further we read: This new man was a queer bird, indeed, "Harvey tried to'turn the station around front a largely overt mission to an increased clandestine effort against the Soviets," one officer said. No longer relying on the timid efforts of the Italian services, Harvey formed his own surveillance teams to track the Russian operatives.
That's why Harvey was recalled from Rome. Stolz took his place, and was bounded with sensitive task.
At 11:30, the U.S. ambassador Chester Bowles decided to provide Svetlana with B-2 visa. The visa didn't contain any mention of an INS waiver. Only with such a valid visa would the commercial airlines accept Svetlana as a passenger to the West on the basis of her own documentation.
The CIA officer with diplomatic passport accompanied her. She possessed open ticket from Rome to U.S. but had no reservation beyond Rome. The Qantas flight to Rome landed punctually, but Rayle’s relief soon turned to dread when he heard the announcement that the return flight would be delayed. The plane had developed mechanical difficulties. He knew that the regular Aeroflot flight from Moscow arrived at 5:00 a.m., and a large delegation from the Soviet Embassy always came to greet the diplomatic couriers and the various dignitaries arriving or departing.
Members of the Aeroflot staff were already beginning to open their booth. Finally, the departure for Rome was announced.
At 2:45 a.m. the Qantas flight for Rome was airborne at last. As they were in mid-air, a cable about the defector arrived at the American Embassy in New Delhi. In Washington Deputy Under-Secretary of State, Foy Kohler was informed of the situation. He didn’t want the defection of Stalin’s daughter, especially coinciding with the 50th anniversary of the Russian Revolution, muddying the waters.
When the embassy staff read the flash cable rejecting Svetlana’s appeal for asylum, they replied: ‘You’re too late. They’ve gone. They’re on their way to Rome.’ The staff had failed to check the status of the Qantas flight. Had they discovered that Svetlana and Rayle were sitting for almost two hours in the airport lounge and could have been recalled, Svetlana would have been driven back to the embassy and ‘kicked out’.
Significant role in Svetlana’s movement played Stolz. On March 10 Svetlana arrived in Geneva from Rome on a chartered Alitalia flight. There were three crew members and two passengers on a board of jetprop Viscount.
The Rome office of Alitalia didn't inform it's Geneva representative of the charter flight until 4 a.m. of the day of arrival. The plane was normally used by the Italian post office to transport air mail within Italy.
In Switzerland Svetlana found refuge at her own request at the convents of two communities of Catholic nuns. She stayed first at the Retreat House of St. Theresa in Burgbuehl, near Cantoni, conducted by the Sisters of St. Canisius. Later Svetlana moved to the convent of the Visitation nuns, some seven miles from Freiburg.
Alliluyeva's stay in Switzerland (March 10-April 21) was provided by combined working group which consisted authorized U. S. mission Geneva and U.S. embassy Bern personnel: Oren Stephens, Stanislaus Milus, Joseph Yodzis, Thomas William Lamb, James Benson Fletcher, Jr.
At the convent she was visited by George Kennan, former U.S. ambassador to the USSR, and others who arranged her subsequent trip and stay. Kennan offered to provide her with peace and quiet at his family farm in East Berlin, Pennsylvania, but Svetlana turned him down. She had already made plans to live with her translator, Priscilla Johnson, on Long Island, while Johnson translated Svetlana’s manuscript Twenty Letters to a Friend, a memoir of her life inside Stalin’s circle that later became a publishing sensation in the United States.

Victor Louis, the well-known Soviet journalist, who gave UPI Svetlana's phone number, said following Alliluyeva's departure for Switzerland in the evening of April 16, that he thought she had gone back to Soviet Georgia.

The adoption of a controversial foreign agents law by Georgia’s ruling party in May marked the lowest point in Tbilisi’s relations with the West since it declared its pro-Western foreign-policy aspirations in the early 2000s. Despite mass protests, a presidential veto overriding the Law on Transparency of Foreign Influence, U.S. sanctions against Georgian officials, and the European Union halting Tbilisi’s membership bid, the government pushed through with the measure.
When the Georgian Dream party government first attempted to adopt the law last year, tens of thousands of protesters took to the streets to condemn the legislation, which resembles a foreign agents law that Russia adopted in 2012. Under Georgia’s law, nongovernmental organizations (NGOs) and independent media that receive more than 20 percent of their funding from abroad are obliged to register as entities acting in the interest of foreign power.
This year’s demonstrations failed to stop the legislation, but protesters remain hopeful that the country’s parliamentary elections on Oct. 26 will bring change. While the foreign agents law is perhaps the most eye-opening sign of Georgia’s drift away from the West, it is only one symptom of the issue.
Since adopting the law, Georgia has already lost some of the valuable perks of its close cooperation with the West. Washington, its closest strategic partner, announced in May that it would review its cooperation frameworks with Tbilisi and indefinitely postponed the annual Noble Partner military exercise. In a landmark move, the United States also imposed sanctions and travel bans on dozens of Georgian officials, including members of Parliament who voted in favor of the law and representatives of the law enforcement agencies that cracked down on protesters.
The U.S. House Foreign Affairs Committee also introduced a bipartisan bill that envisions sanctions on individuals who are responsible for “undermining democracy” in Georgia. At the same time, it is in Washington’s interest to keep Tbilisi on its Euro-Atlantic path, and the United States is leaving room for the normalization of relations. The House bill offers key provisions should Georgia reverse its current stance and demonstrate democratic progress, including visa simplification, negotiations over more favorable trade agreements, and further economic aid.
But given rising anti-Western rhetoric in Georgia, it looks unlikely that bilateral relations with the United States will go back to normal in the near future—unless the elections bring some change. Due to similar concerns, the United Kingdom also recently paused its annual strategic discussions with Georgia.
Georgia’s relations with the EU do not look favorable, either. Instead of opening accession talks—which Tbilisi could achieve if it met the requirements set out by the Brussels in December 2023, when it was granted candidate status—its accession process is now frozen. Citing democratic backsliding, the EU has also frozen 30 million euros ($32.4 million) of military aid for Georgia. These measures are only a preview of what may happen in the future, unless the elections can undo some of the damage.
Georgia’s collision course with its Western allies threatens the economic lifeline that the EU and the United States provide on a yearly basis. Over the past 32 years, the United States has provided more than $6.2 billion in economic and development assistance to Georgia. Meanwhile, the EU provides Georgia with an annual grant worth more than $92 million.
From an economic perspective, Moscow cannot substitute the Western support to Tbilisi: It is suffering under the weight of sanctions and remains invested in its war in Ukraine. As a result, Georgia has recently looked to pursue a multivector foreign-policy agenda by cozying up to China.
In 2023, Georgia signed a strategic partnership agreement with China that strengthened their bilateral cooperation. Beijing is Tbilisi’s third-largest trade partner. And in recent years, China has increasingly invested in major infrastructure projects in Georgia.
Tbilisi’s decision to award the construction of a major strategic project, the Anaklia deep-sea port, to a Chinese-Singaporean consortium marks a new milestone in Chinese engagement in the region: The decision is particularly problematic because one of the Chinese companies involved has been blacklisted by the U.S. Department of Commerce for building artificial islands as part of an effort to militarize the South China Sea.
The Anaklia deep-sea port holds significant importance for Georgia both politically and economically. Given its strategic location on the Black Sea, it could turn Georgia into a major trading hub connecting Europe and Asia and provide an opportunity to deepen relations with Western partners that are seeking to rely on trade routes that bypass Russia.
Yet China’s involvement means that Beijing will significantly increase its presence in the Black Sea—undermining the West’s interests in the region. The West already faces major challenges there from Russia’s consistent attempts to militarize and dominate the Black Sea and turn it into a first line of defense against NATO and the EU.
Georgia’s efforts to build stronger economic ties with China could have seemed like a pragmatic decision for a small country. But in light of its self-alienation from long-standing Western partners, it seems like a dangerous move.
Beijing may bring greater economic gains, but it will not commit to providing security guarantees or investing in the resilience of Tbilisi against the threat from Moscow. China and Russia often embrace similar narratives with regard to the malign interests of the West, and particularly the United States, in post-Soviet states.
In the short term, Russia may not mind seeing China emerge as an important regional player if it fast-tracks Georgia’s alienation from the West. But Moscow sees Tbilisi as part of its sphere of influence, and in the long term, it won’t want to find itself competing directly with Beijing, which can offer much bigger economic incentives.
However, Russia still has much stronger political leverage: It has occupied the Georgian territories of Abkhazia and South Ossetia since the 2008 Russo-Georgian war and significantly undermined Georgia’s security.
Further militarization of the Black Sea through the expansion of the Russian naval presence in the occupied Abkhazia could serve as such leverage. Last year, the de facto leader of Abkhazia, Aslan Bzhania, announced that Russia intends to convert an existing port in the Ochamchire district into a naval base.
If Moscow goes ahead with the plan, the new base could act as a temporary refuge from Ukrainian attacks on Russian naval assets in the Black Sea. This would significantly worsen Georgia’s fragile security environment, forcing it to grapple with emerging threats without the support of its Western partners. Such prospects of escalation once again demonstrate that Georgia cannot stand alone in the face of Russian aggression.
These latest developments make the Oct. 26 election one of the most dramatic in Georgia’s recent history. Never, in the past two decades, have European and Euro-Atlantic foreign policy aspirations been challenged or undermined to this extent in Tbilisi. With nearly 90 percent of Georgians still supporting the country’s pro-Western trajectory, the Georgian Dream government is placing itself in an awkward position.
After 12 years in power, the Georgian Dream government is aiming to prolong its tenure once again—yet it faces a tight race ahead. While the ruling party has framed itself as the only guarantor of peace and traditional values, the country’s four main opposition parties have promised to pursue Georgia’s EU integration efforts and to repair Georgia’s relations with the West.
The protests in May made clear that Georgians see the bigger picture beyond the immediate impact of the foreign agents law on civil liberties. The upcoming elections have gained a greater significance: The developments on Saturday will determine where Georgia will stand amid greater geopolitical changes in the region.
At the polls, Georgians won’t make a choice between political elites or ideologies, but rather about whether Georgian democracy survives.
