I was thinking about this Tweet HIDIVE made two years ago when they were streaming the first season of Tokyo Mew Mew New, and how that basically amounted to nothing since we now have both seasons of the anime for home release (via Sentai Filmworks) and they only have the Japanese audio.
It's a bit peculiar because there was a strong public interest in having a dub of the remake, but HIDIVE never followed through on that, which indicates that something happened along the way, such as a lack of interest from the higher-ups.
That's not to say that dubs of HIDIVE/Sentai shows can't happen after they are initially put out for home release, (ex. To-Love Ru, Insomniacs After School), but if TMMN never gets dubbed, I think there might be a reason why.
So, most people who heard of Tokyo Mew Mew in the west watched it when it was dubbed by 4Kids as Mew Mew Power, so it has a strong nostalgic factor to it. HIDIVE likely wanted to get most of the original 4Kids cast to come back and reprise their roles for the remake.
Something similar happened when Shaman King, another anime dubbed by 4Kids, also got an anime remake, and when it was to be dubbed, Netflix got most of the 4Kids cast to reprise their roles.
However, the main issue is that, unlike Tokyo Mew Mew, most of the actors for Shaman King were still active in the industry. Here's a list of the main voice cast from Mew Mew Power:
Ichigo/Zoey — Amanda Lipitz, has not done voice work since 2005, moved onto directing
Mint/Corrina — Andi Whaley, has not done voice work since 2006
Lettuce/Bridget — Erica Schroeder, continues to do voice work to this day
Pudding/Kiki — Kether Donohue, continues to voice work, but mostly for western productions
Zakuro/Renee — Mollie Weaver, has not done voice work since 2005
Masaya/Mark — Scottie Ray, continues to do voice work to this day
Ryou/Grant — Sean Schemmel, continues to do voice work to this day
Keiichiro/Wesley and Kisshu/Dren — Andrew Rannells, has moved onto Broadway, similarly this is why he did not reprise Len in the Shaman King remake
Tart/Tarb — James Carter Cathcart, retired from the voice acting industry in 2023
Pai/Sardon — Oliver Wyman, continues to do voice work to this day
So, of the main cast, only half of the voice actors would still be available, and of just the Mew team, only 2/5 of them would be reasonably available to come back.
I think what HIDIVE thought was that, if they couldn't get a majority of the 4Kids dub cast back, there would be "no point" in their eyes to doing a dub, because a dub with mostly new actors would not have the same impact in terms of nostalgia. Of course, I absolutely disagree with that notion.

A thought occurred to me yesterday: did 4Kids have to abide by the Comics Code for their dubs? If they did, then that would explain so much of their dubs.

I think it's really funny that so many countries changed the title of Tokyo Mew Mew/Mew Mew Power into some variation of cat (Super Kittens, Wildcat Commandos, Tokyo Cats, Cat Warriors), when only like, 1.5 of them are actually catgirls.

My, I love Masaya's voice so much! The voice actor puts in it even more emotions than Uchida 💙 That "ahi ahi ahi" 😂
